The Government has received the following questions from contractors. Please see the responses below.
Question Set 4:
Contractor Question: Please clarify the requirement to submit the CD with no proprietary markings or company identification (Section L, Para 3.3). Since the Government is now requiring inclusion of the Management Plan and Cost/Price Proposal on the sample task CD, does the Government require that the electronic Management Plan and Cost/Price Proposal submissions be sanitized or just the sample tasks and CD label?
Government Response: The Government requested the Management Plan and Cost/Price proposal to be submitted on the CD to ensure the Government had an electronic copy available. The only submissions that need to be sanitized are the sample tasks.
Contractor Question: How does the Government intend to evaluate contractor capabilities to successfully perform each of the Year 1 Tasks listed in Appendix F since these were added by the amendment and not specifically addressed in Section M?
Government Response: The Government does not intend to evaluate each offeror on Appendix F tasks. The Government provided the minimum information required by Offerors to propose labor hour rates to complete the tasks. The offerors will be evaluated not based on capabilities for CLIN X001 but by the pricing. The Government will evaluate the bottom line price for each CLIN X001.
Contractor Question: The labor category definitions provided in the amendment do not quantify required experience levels. (i.e. “Position requires xx years of experience providing A-10 technical data support.”) Please define the minimum acceptable experience levels for each labor category required by the Government so that offerors can prepare proposals on an equal basis and so the Government has a reasonable basis to compare and evaluate offers.
Government Response: Since this effort is not A&AS contract, the Government is not purchasing individuals because of their experience. The Government provided Appendix E to the offerors so that they could propose a fair rate based on the description of the labor categories. It is up to the offeror to decide who is qualified to perform the task.
Contractor Question: How does the Government intend to evaluate whether the contractor has the personnel available with capabilities to perform in accordance with the defined labor categories added in the amendment? Proposal instructions in Section L do not require offerors to submit information on specific personnel capabilities as they pertain to the labor category definitions released in the amendment. Should contractors submit resumes of proposed individuals?
Government Response: The Government did not include evaluation criteria to assess the offerors personnel and accepts the risk that each offeror posses the capabilities to perform the work if the company can pass the sample task evaluation. The Government does not require resumes at this time.
Contractor Question: Ref Section L…How are we to include the information requested in para 1.2 and 1.3 (a) and (c)? Para 3.3 Proposal Submittal, does not include any other proposal information other than pricing, tasks and the management plan.
Government Response: Please include information in Section L paragraph 1.2 in the Management Plan or Pricing Proposal as necessary.
For Section L paragraph 1.3 (a) and (b) please include the information with the master table of contents (TOC) in one separate document from the other documents listed (Management Plan, Cost/Price Proposal, and Sample Tasks).
