SECTION L
INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS OR RESPONDENTS
FOR PROPOSAL PREPARATION USING
LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA)
PROCEDURES
1.0 GENERAL INSTRUCTIONS
1.1 Instruction to the Offerors (ITO)
This section of the ITO provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. The offeror shall be compliant with the requirements as stated in the Request for
Proposal (RFP), Performance Work Statement (PWS), Contract Data Requirements Lists
(CDRL), in addition to those identified as evaluation factors or subfactors.
1.2 Proposal Detail
The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their experience, and will base its evaluation on the information presented in the offeror's proposal.
1.3 Other Information Required
(a) Offeror shall provide the name, title, and telephone number of the company/division point of contact authorized to made decisions, negotiate, and obligate the company contractually.
(b) Offeror shall provide a list of all locations where the work is to be performed and indicate whether such facility is a division, affiliate, associate contractor, or subcontractor. The information shall include the percentage of work to be performed at each facility/location.
2.0 GENERAL INFORMATION
2.1 Point of Contact
The Contracting Officer (CO) is the sole point of contact for this acquisition. Address all questions or concerns to the CO, Nathan Lee, at 6072 Fir Ave, Bldg 1233, Hill AFB, UT 84056-
5820 or via e-mail nathan.lee@hill.af.mil. The buyer for this requirement is Marika Ainscough, marika.ainscough@hill.af.mil, and should be included in all email communication.
2.2 Questions and Responses
Offerors shall submit all questions to the Contracting Officer. The CO’s responses to offeror’s questions and comments will be published on the Federal Business Opportunities (FBO) web site.

2.3 Discrepancies
If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contracting Officer in writing with supporting rationale. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
2.4 Debriefings
The Contracting Officer will promptly notify any Offerors of any decision to exclude them from the competition in accordance with FAR 15.503. Upon such notification, unsuccessful Offerors may request and receive a debriefing. Offerors desiring debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
3.0 ORGANIZATION AND PAGE LIMITS
3.1 Page Limitations
(a) Technical Proposal Subfactor 1, (para 4.1): The Offeror shall limit the management plan to a maximum of five (5) single spaced pages. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. A page is defined as one face of a sheet of paper containing information.
(b) Technical Proposal Subfactors 2, 3, and 4 (para 4.2, 4.3, and 4.4): There is not a page limitation to the sample tasks responses. The Offeror shall follow the specifications and standards called out in each sample tasks to complete it.
3.2 Page Size and Format
(a) A page is defined as one face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. The text size shall be no less than 10-point Arial font with at least 1 inch top and bottom margins and ¾-inch side margins.
(b) Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size and the text shall be no smaller than 8-point Arial font. Foldout pages shall only be used for large tables, charts, graphs, diagrams and schematics, not for pages of text.
3.3 Proposal Submittal
The offeror shall submit one (1) Compact Disc (CD) which contains: the Cost/Price Proposal
(outlined in Factor 2 – Cost/Price Proposal), and the Management Plan and Sample Tasks
(outlined in Factor 1 – Technical Proposals). Please separate each sample task into a different folder within the CD. The offeror shall also submit one (1) hardcopy of the Cost/Price Proposal outlined in Factor 2 – Cost/Price Proposal. Please send the one (1) hard copy Cost/Price Proposal and the one (1) CD to Marika Ainscough at the following address: 6067 Fir Ave, BLDG 1233, Hill AFB, UT 84056-5820. In addition, please send an e-mail receipt notifying the Government your company has mailed the proposal to marika.ainscough@hill.af.mil. The CD shall contain no proprietary markings or company identification.

4.0 SPECIFIC INSTRUCTIONS
To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete supporting rationale. Failure to meet a requirement may result in an offer being determined ineligible for award.
Factor 1 – Technical Proposal
For the following factors and subfactors, the Government defines the term “clearly” as being in conformance to the specifications and standards referenced in PWS paragraph 2.0. The offeror will not be reimbursed to perform the sample tasks below.
4.1 Subfactor 1 – Management Plan
The offeror shall submit a management plan that describes the approach planned to satisfy each requirements in section 3.0 of the PWS. This should include specific engineering resources and capabilities.
4.2 Subfactor 2 – Familiarization with Technical Manual Standards and Specifications
The offeror shall demonstrate their capabilities needed to produce USAF technical orders in accordance with the Performance-Based Work Statement paragraph 3.0. The offeror’s sample task should clearly demonstrate understanding of specifications that are called out in PWS paragraph 2.0 as they apply their understanding to complete the sample tasks below, using attachment 1. For each of the following, the offeror shall utilize the sample task provided and perform the work using the directions that are detailed in Sample Task 1.

4.3 Subfactor 3 – Illustrated Parts Breakdown (IPB)
The offeror shall demonstrate their capabilities needed to produce an illustrated parts breakdown in accordance with MIL-PRF-38807C. The offeror shall apply their understanding to complete the sample tasks below, using Sample Task 2.

4.4 Subfactor 4 – Time Compliance Technical Orders (TCTO)
The offeror shall demonstrate their capabilities needed to produce a TCTO per MIL-PRF-
38804C and in accordance with the Performance-Base Work Statement paragraph 3.3.4. The response should clearly validate the offeror’s abilities and understanding to produce TCTOs. The offeror shall apply their understanding to complete the sample tasks below, using Sample Task 3.

Factor 2 – Cost/Price Proposal
Completion of the RFP, Section B Schedule, is required and will represent the price proposal.
(a) This section is to assist the offeror submitting pricing information that is required to evaluate the reasonableness of the proposed cost. Compliance with these requirements is mandatory and failure to comply may result in rejection of your proposal. Note that unrealistically low or high proposed costs or prices, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirement or has submitted an unrealistic proposal. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal.
Offers should be sufficiently detailed to demonstrate their reasonableness. The burden of proof for credibility of proposed costs/prices rests with the offeror.
(b) IAW FAR 15.403-1(b) and 15.403-3(a), information other than cost or pricing data may be required to support price reasonableness and balance. Information shall be provided IAW
FAR 15.403-5. If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR
15.403-1 apply, the offeror shall be required to submit cost or pricing data.
(c) Offeror shall provide an estimate for the Travel CLIN. Offeror’s cost estimates for
Travel will not be included/considered in the Total Evaluated Price (TEP) determination.
Regulation for Travel Costs is provided in FAR 31.205-46.
(d) Pricing for CLIN 0001 will be provided by the offeror for the first ordering period work that is detailed in Appendix F of the PWS. This price will be included in the TEP of the contract.
Offeror will provide labor rates for all of the CLIN X001 for each of the ordering periods. These rates will not be included as part of the TEP, but will be assessed in accordance with paragraph
(a) of Factor 2. Please note that the estimated hours are for planning purposes only. The labor rates provided under these CLIN’s will be utilized on an as needed basis with the hours to be negotiated.
