STATEMENT OF WORK

ARCHITECT-ENGINEER (A-E) SERVICES

REPAIR HVAC, WING HQ, BLDG 180

KRSM 070066

21 AUG 08

1.0 GENERAL SCOPE:

The Architect-Engineer shall provide the Title I, Title II or Other A-E Services, as described below.

1.1 Definitions

1.1.1 Title I (Design) all work required to develop contract drawings, technical specifications, design analysis, cost estimates and other necessary documents as detailed in this task order.

1.1.2 Title II (Construction Management) all services associated with supervision and inspection of a specific construction project as detailed in this task order.

1.1.3 Other A-E Services: all work requiring the services of registered architects and engineers but not specifically covered by Title I or Title II services as described in this task order. These services typically consist of developing fact finding studies, surveys, investigations, and other similar work.

All work shall comply with the requirements outlined in the basic Indefinite Delivery, Indefinite Quantity (IDIQ) contract unless those requirements are specifically altered in this Task Order.

2.0 PROJECT SCOPE:

Design a project to the existing HVAC systems serving the 75th ABW HQ, building 180. Include demolition of old systems, replacement of existing chiller and air handlers, and the replacement and/or repair of other related hardware as required. Also include DDC controls system for proper operation of new system. Upon completion controls should be connected to EMCS and systems fully balanced and tested.

2.1 The design should strive for simplicity, reliability and ease of maintenance.

2.2 Design conditions (temperature, humidity, filtration, ventilation, air changes, etc.) shall follow Air Force policy and be suitable for the intended occupancy.

2.3 As built drawings are available in hard copy or scanned format, however mechanical plans appear to be missing. It appears that the building is being served by one 50 ton Chiller and three air handlers. Verify and repair/replace as required to condition building to Hill AFB office set point standards.

2.4 The south end of the east hallway on the second floor had a repair project that included ductwork and diffusers. This ductwork was not connected to a separate supply air source. The intent appears to be the creation of a pressurized plenum to supply this space with cool air. The opening and resulting losses, restricts the flow beyond the ability to satisfy the load demands of the space. Design shall take this into account and make the necessary changes/additions to repair this deficiency.

3.0 A-E SUBTASKS:

3.1 Subtask 1. Attend a preliminary conference to discuss the requirements and walk through the area. Gather required information to begin design. A-E shall compile and present a detailed conceptual design in a concept review meeting.

3.2 Subtask 2. Gather as built drawings, conduct surveys, analyze loads, and review applicable codes and AF regulations. Develop design analysis. Develop a full set of 35% drawings (Concept). Develop a list of specifications. Submit 35% design package for review. Attend 35% design review meeting. Conceptual design shall be finalized.

3.3 Subtask 3. Incorporate 35% design review comments into design. Develop design to 65% (Preliminary) and submit for review. Although 65% design is called a preliminary design, it shall be considered substantially complete. Attend 65% design review meeting.

3.4 Subtask 4. Incorporate 65% design review comments into design. Develop design to 90% (Pre-Final) and submit for review. Attend 90% design Review meeting. Design shall be essentially complete. Only cosmetic drafting changes shall be allowed after 90% submittal.

3.5 Subtask 5. Incorporate 90% design review comments into design. Submit 100% (Final) design Package. Include all requirements from contract.

4.0 DETAILED DESCRIPTION OF SUBMITTALS

4.1 Architectural (Provide a minimum of the following):

4.1.1 Coversheet / Title page

4.1.2 Floor Plans

4.1.3 Reflected Ceiling Plan

4.1.4 Basis for Design and Design Analysis

4.1.5 Detailed Cost Estimate

4.1.6 Technical Specifications

4.2 Mechanical (Provide a minimum of the following)

4.2.1 Energy Code Compliance Calculations. (10 CFR 435)

4.2.2 HVAC Mechanical plan

4.2.3 Technical Specifications

4.2.4 Basis for Design and Design Analysis Calculations.

4.2.5 Cost Estimates

4.3 Electrical (Provide a minimum of the following)

4.3.1 Power and Communications plan

4.3.2 Electrical details and Schedules

4.3.3 Technical specifications

4.3.4 Detailed Cost Estimates

5.0 GENERAL REQUIREMENTS:

5.1 Only the Contracting Officer has authority to change the scope of work described in this Task Order. The government is under no obligation to compensate the A-E firm for work performed outside of that described here - without prior written approval of the Contracting Officer.

5.2 Changes to the scope of this Task Order, which the A-E feels to be in the best interest of the government, may be submitted to the Contracting Officer for consideration. Any such request for changes must be made at or before the preliminary submittal.

5.3 The project Engineer/Architect is Steven Baughman, CEPD, (801) 777-3082.

5.4 The construction budget for this project is $ 600,000 and must not be exceeded without the prior written approval of the Contracting Officer.

5.5 Submittals are to be delivered to the A-E Coordinator is Jonathan Ramras, CECM, (801) 777-4616.
