ARCHITECT-ENGINEER

STATEMENT OF WORK

For

Indefinite Delivery/Indefinite Quantity

Contract

16 Feb 2012

1. Scope of Services:

1.1 The A-E Contractor shall provide Architect-Engineer services to Hill Air Force Base on an Indefinite Delivery / Indefinite Quantity (IDIQ) basis. The level of work may be Title I, Title II, or Other-Services, or any combination of these as described in section 3.1 of this contract. Specific project requirements will be outlined in the individual task order descriptions and in subsequent pre-design meetings. The basis for design of each task at HAFB shall utilize all applicable guidance including but not limited to the Whole Building Design Guide which is a program of the National Institute of Building Sciences. The web site to access this information can be found at http://www.wbdg.org. Task assignments may involve work at Hill Air Force Base, Little Mountain Test Annex, or the Utah Test and Training Range.

1.2 During project designs the Government retains the right to continue to provide input and finalize the concept up through the preliminary design submittal. Such inputs shall be minor in nature and shall not alter the direction, intent, nor scope of the design provided a concept review meeting was held, the design concept was approved, and the preliminary submittal is sufficiently detailed. Such alterations shall be made at no additional cost to the government. Examples include: moving minor walls, shifting exits, doorways and door swings, adding, changing or deleting finishes. Adjusting HVAC air flows, adjusting light patterns and power locations, and complying with user technical directives and regulations.

1.3 The Architect-Engineer shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished under this contract. The A-E shall, without additional compensation, correct or revise any errors or deficiencies in its design drawings, specifications and other services. The design of architectural, structural, mechanical, fire protection, electrical, civil, or other engineering features of the work shall be accomplished by, or under the direct supervision of, architects and engineers licensed in the respective disciplines within the State of Utah.

1.4 The contract shall run for 365 calendar days from the date of signing the first task order. The Air Force reserves the right to extend or not to extend, at its option, the length of the contract for one additional option year, four option years maximum for a total five year maximum contract. (Air Force Federal Acquisition Regulation (AFAR) Supplement (C10) 36.691-2).

1.5 All designs, drawings, specifications, notes and other works developed in the performance of this contract shall become the sole property of the Government. The Government shall be considered the "person for whom the work was prepared" for the purpose of authorship in any copyrightable work under 17 U.S.C. 201(b). With respect thereto, the Contractor agrees not to assert or authorize others to assert any rights nor establish any claim under the design patent or copyright laws. The Contractor for a period of three (3) years after completion of the project agrees to furnish all retained works on the request of the Contracting Officer. Unless otherwise provided in this contract, the Contractor shall have the right to retain copies of all works beyond such period. (DFARS 252.227-7023)

2. General Information:

2.1 The Architect-Engineer shall be an individual or firm, or any duly authorized representative there of, professionally engaged in the practice of architecture and/or engineering, qualified by registration and experience, and licensed within the State of Utah to offer to the public the services hereinafter specified.

2.2 The Base Civil Engineer, and the Contracting Officer shall be those persons so entitled at Hill Air Force Base, or their designated representatives.

2.3 The designated Contracting Officer OO_ALC/PKOB, shall administer the Contract.

2.4 Key personnel shall be as described in the SF 330 submitted at the time of selection. Any changes in key personnel through out the length of the contract must be submitted in writing to the Contracting Officer.

2.5 All requests for technical information shall be made to Jonathan Ramras, RA, 75 CEG/CEPM , 5713 Lahm Lane, Bldg 593 North, Hill Air Force Base, 84056-5410 (801) 777-4616.

2.6 Project Budgets / Design Fees. The project budget will be clearly stated in each delivery order. If the A-E firm determines the project budget to be too low, they shall alert the government no later than at the Preliminary Design submittal stage. All design fees will be negotiated prior to beginning work on the delivery order. This agreed upon fee will be final. The Architect-Engineer will complete the design, as described in the task order, for the negotiated fee, so long as the scope of the design task effort is not altered - regardless of any subsequent escalations in the estimated construction cost.

2.7 The Air Force reserves the right to alter the scope of the design task order. All additional design fees shall be renegotiated through the Contracting Officer prior to any work beginning on the revisions.

3. Services Required:

3.1. Services of all Architectural or Engineering disciplines may be required during the performance of this contract. The types of services required are described in more detail in the following:

3.1.1 Other A-E Services: Include investigations, research, field surveys, and miscellaneous evaluations as described in the particular delivery order. Investigative services include, but are not limited to, the following: Construction cost estimates, Life Safety Egress plans, hazards analysis, building code reviews, surveys of existing facilities, topographic and subsurface soil surveys borings testing and reports, reproduction of design documents, renderings, preparation of as-built drawings and verification of all dimensions, measurements, and locations of existing facilities, utilities and equipment.

3.1.2 Title I. Design Services required for the actual production and delivery of construction drawings and specifications. Fees for Title I services are limited, by public law, to 6% of the programmed amount for the project.

3.1.3 Title II. Inspection services performed after award of a construction contract including review of material submittals, site visits, change order preparation, and periodic site inspections.

3.2 Design Analysis: The design analysis shall be prepared on standard 8 ½ X 11 sheets. The design analysis shall incorporate all engineering computations, seismic analysis, test and survey results, building code review, fire protection analysis and calculations, structural load analysis and calculations, cooling and heating load analysis and calculations, energy code compliance documentation, life cycle cost analysis, USGBC “LEED” check list preparation if required, all other similar pertinent information to clearly define the scope of the project and to express the designer’s intent and methods. The author of each section shall include professional seals and signatures when appropriate. HVAC load calculations shall comply with the latest ASHRAE guidelines, with all assumptions, areas, and material properties clearly stated. Suggested HVAC load calculation software are BLAST, DOE2.1E, Energy-Plus or ASEAM. All seismic bracing of equipment and piping shall be designed and stamped by a licensed engineer. Performance specifications for seismic bracing must include a design intent for all conditions and sample details of the intended design. Fire protection designs shall be performed by and sealed by a qualified Fire Protection Engineer include conceptual hydraulic calculations and design intent which will allow the design build contractor to proceed with a complete shop drawing and sealed design in accordance with “Planning and Programming Fire Safety Deficiency Correction Projects”, attachment 3, AFI 32-10141

.3.2.1 The A-E is responsible for validating all AF provided as-built information included but not limited to locating surface features for utility designation, landscaping, room dimensions, existing operable mechanical equipment, abandoned equipment and piping.

3.3 Drawings: Full size prints shall be ANSI standard D size (22’ x 34”). All drawings shall comply with Hill Air Force Base CADD Standards and the US Army Corps of Engineers standards. The A-E may access the USACE CADD Standards via http://cadbim.usace.army.mil/CAD. The government will provide the templates for the cover sheet, index sheet etc. Electronic file names shall follow the Hill Air Force Base naming conventions. All drawings shall be accurate, professional, and in sufficient detail, including all required schedules, tables, details, sections, plans, elevations, and general notes to enable proper and satisfactory construction of the entire project. Final prints shall be sealed and signed by a principal of each discipline in each of the firms. The A-E shall be able to demonstrate a capability for using “REVIT”, an AutoDesk software for individual tasks which may require this capability. Provide other 3D modeling software capabilities such as clash detection using “Navisworks”. 3D modeling will be specified as a specific requirement on an as need basis by task.

3.4 Cost Estimates: All cost estimates shall be prepared on an Air Force Form 3052 equivalent. Other estimating software will be allowed with AF approval. HAFB uses e4Clicks as an estimating tool and is recommended Cost estimates shall be descriptive and in sufficient detail to include all distinct operations of work required and must include material quantities, unit costs, labor hours and labor rates. Material quantities, cost estimates and other similar bid-sensitive information shall be considered privileged and shall remain the sole property of the United States Government. The disclosure of such information to unauthorized persons is strictly prohibited. The A-E shall take such precautionary measures as necessary to maintain the confidential nature of all such information prepared under this contract. The General Provisions of this contract govern subcontracting of cost estimating services. The cost estimate shall be summarized to correlate with the DD Form 1354, “Transfer and Acceptance of Military Real Property.”

3.5 Real Property Documentation: Each task shall require the A-E to prepare Real Property Data utilizing the DD1354 Form. A draft DDForm 1354 and the “Building Information Checklist shall be developed in accordance with UFC 1-300-08.

3.6 Bid (Pricing) Schedule: Each task shall require the A-E to develop a “Pricing Schedule” which correlates with the DD Form 1354. Lump Sum pricing schedules are unacceptable.

3.7 Specifications: The specifications shall be complete and amplify all information shown on the drawings and include detailed requirements for materials and equipment. The specifications shall be descriptive in nature so as to permit full and free competition among bidders and equipment suppliers. Specifications in hard copy shall be on 8-1/2" x 11" paper. Specifications, including all technical and special conditions, shall utilize the Unified Facility Guide Specifications (UFGS) and SpecsIntact. Free software is available at http://www.wbdg.org which are based on Construction Specifications Institute (CSI) format modified for Air Force construction and shall be prepared by the A-E to meet government standards. All paragraphs shall be numbered and lettered. References will be made to Federal Specifications, ASTMs, and trade standards when applicable to establish a uniform standard. All references to Military and Federal Specifications or Standards at the beginning of each section must be dated with the latest revisions annotated. All standards and specifications used in the text will be listed in the opening reference paragraph. Proprietary specifications are to be avoided. Whenever it is necessary to use a manufacturer's name to describe a type of product, at least three manufacturers shall be named, if possible, and shall include the words "or approved equal." When “brand name or equal” descriptions are necessary, specifications must clearly identify and describe the salient physical, functional, or performance characteristics of the brand-name items that are considered essential to satisfying the requirement. Materials, components, and equipment shall be designated for submittal to the Contracting Officer for approval. The term "Contracting Officer" shall be used in all specification sections in place of references to "owner" or "Architect /Engineer."

3.7.1 Government Specification Sections: The government will provide the A-E with the following standard specifications for editing as needed for each specific project:

Section 01 57 20 - Environmental Protection The use of the above mentioned specifications are mandatory where applicable. In addition, the A-E shall provide a completed “Submittal Checklist” at the end of Section 01 00 00 (See Attachments). Provide also a completed “Schedule of Drawings” and a “Pricing Schedule” (See Attachments).

4. Submittal Requirements:

4.1 The Architect / Engineer shall complete the designs for each task order and deliver the submittals to the Base Civil Engineer in accordance with the following submittal requirements. The Schedule for submittals, in calendar days, will be indicated for each project with the individual task Statement of Work.

4.2 Concept Design: The purpose of the concept design meeting shall be to verify design requirements and explain the designer’s approach to a solution. The concept design submittal shall include descriptions of the architectural, mechanical, electrical, and structural systems proposed. A building code survey, discussion of applicable codes, and any potential conflicts shall be included along with single line floor plan sketches as necessary. On smaller design tasks the Air Force may choose to omit this requirement at its option and will state so clearly on each task order prior to fee negotiations. The concept review shall consist of the following as a minimum:

4.2.1 Description of the A-E’s understanding of the project requirements, description of the proposed architectural, mechanical, electrical structural systems, civil features and site utilities. Building code survey, description of the existing facility, and any other information needed to clearly express the designer’s intentions and methods.

4.2.2 Floor plans, bubble diagrams and sketches as required expressing spatial relationships.

4.3 Preliminary Design Submittal (60%): The general direction and details of the design shall be firmly established and clearly indicated at this design level. Drawings shall include basic floor plans, rough architectural details, preliminary mechanical electrical equipment and distribution layouts, schedules, tables and other information required to clearly illustrate the design. The Preliminary design submittal shall include, at a minimum, the following information:

4.3.1 Test and survey results, complete design calculations, product and equipment data, and any other information required to clearly illustrate and describe the design.

4.3.2 Drawings to include basic floor plans, rough architectural and structural sections and details, preliminary mechanical and electrical equipment and distribution systems, preliminary elevations, schedules, and tables. Clearly show at this stage that the HAFB CADD Standards are being followed.

4.3.3 Final specifications, unedited but indicating which sections will be used.

4.3.4 Cost Estimate.

4.3.5 Preliminary Design Submittal Requirements:

4.3.5.1 Six (6) complete drawing set, Specifications, Design Analysis, and Preliminary Cost estimate in Adobe Acrobat (pdf) format on CD

4.3.5.2 One complete drawing set in AutoCAD format on CD, to evaluate compliance with CADD Standards

4.3.5.3 Three (3) three ring binders with 11” x 17” drawings, specifications, Cost estimate and Design Analysis.

4.3.5.4 Drawings Three (3) ½ size sets 11” x 17” fastened together in proper order.

4.3.5.5 One (1) full size set (standard D size, 22” x 34”) fastened together in proper order.

4.4 Pre-final Design Submittal (90%): At this submittal stage all work shall be complete. This submittal is intended for approval only. The Pre-final submittal shall include the following as a minimum:

4.4.2 Final Cost Estimate

4.4.3 Final drawings with all sections, details, elevations, schedules and tables completed. With basis for design clearly described on first sheet of each discipline.

4.4.4 Final edited specifications.

4.4.5 Preliminary review comments, annotated with actions or responses.

4.4.6 Pre-final Design Reproduction Requirements.

4.4.6.1 Six (6) complete drawing set, Specifications, Design analysis and Cost Estimate in Adobe Acrobat (pdf) format on CD.

4.4.6.2 Drawings: Three (3) sets ½ size prints 11” x 17” fastened together in order.

4.4.6.3 Drawings: One (1) Set full size print (D size, 22” x 34”), fastened together in order.

4.4.6.4 Three (3) three ring binders with 11” x 17” drawings, Specifications, Cost Estimate, Preliminary design review comments response, Calculations, Material cut sheets of key components and Design Analysis.

4.4.6.5 One complete drawing set in AutoCAD format on CD, to evaluate compliance with CADD Standards

4.5 Corrected Final Design Submittal (100%) Requirements.

4.5.1 Drawings: AutoCAD format for all drawings. Mixed formats will not be accepted. Files must be fully editable and match the drawings submitted. Referenced files shall be permanently bound to the drawing files. Partial files, files with missing attachments or layers or files formatted as read only or in other ways protected will not be accepted.

4.5.1.1 Provide the following:

4.5.1.1.2 One (1) complete set (full D size, 22” x 34”) hard copy prints, fastened together in order. All sheets sealed and dated by appropriate engineer or architect.

4.5.1.1.3 Three (3) sets ½ size 11” X 17” hardcopy prints, fastened together in order. Copy of full size sealed and dated by appropriate engineer or architect.

4.5.1.1.4 One CD with AutoCAD (dwg) format and Adobe Acrobat (pdf) each sheet in unique file per HAFB naming convention and one (1) CD with AutoCAD (dwg) format only.

4.5.2 Three Ring binders:

4.5.2.1 Provide the following:

4.5.2.1.1 Four (4) three ring binders with 11” x 17” drawings, Specifications (indexed double sided), Cost Estimate, Preliminary design review comments and response, Calculations, Material cut sheets of key components and Design Analysis.

4.5.2.1.2 One (1) Index of drawings, index of specification and Bid Pricing Schedule (.doc) word document which will be included in the Construction contract and a copy printed on 8 ½ X 11.

4.5.2.1.3 Two (2) CD’s with electronic copies of all drawings (stamped PDF), specifications Adobe Acrobat (pdf), Design analysis, Material cut sheets of key components and Bid Pricing Schedule. These CD’s are intended for the bidding of the contract. Do not include the Estimate on these CD’s.

4.5.2.1.4 Four (4) Each CD will contain one (1) complete set specification in Microsoft Word and one (1) complete set specification in Adobe Acrobat (pdf). Drawings (stamped Adobe Acrobat (pdf)), specifications Adobe Acrobat (pdf), Design analysis, Material cut sheets of key components Adobe Acrobat (pdf) and Bid Pricing Schedule Adobe Acrobat (pdf). Electronic files shall match all hard copy prints.

4.5.3 Other Documents.

4.5.3.1 Provide the following:

4.5.3.1.1 One (1) hard copy set bound together. Cost Estimate, Design Analysis, review comments with responses, completed Bid (Pricing) Schedule, completed Drawing Schedule.

4.5.3.1.2 One (1) electronic copy in Microsoft Word completed Bid (Pricing) Schedule and completed Drawing Schedule:
