TATEMENT OF WORK
FOR MODIFICATION TO
ARCHITECT-ENGINEER (A-E) SERVICES
Renovate Enlisted Club Stage & Bar Area B-450 (Change order - to design/renovate existing stage, bar & associated finishes
KRSM 115003
1.0 GENERAL SCOPE:
The Architect-Engineer shall provide the Title I, Title II or Other A-E Services, as described below.
1.1 Definitions
1.1.1 Title I (Design) all work required to develop contract drawings, technical specifications, design analysis, cost estimates and other necessary documents as detailed in this task order.
1.1.2 Title II (Construction Management) all services associated with supervision and inspection of a specific construction project as detailed in this task order.
1.1.3 Other A-E Services: all work requiring the services of registered architects and engineers but not specifically covered by Title I or Title II services as described in this task order. These services typically consist of developing fact finding studies, surveys, investigations, and other similar work.
All work shall comply with the requirements outlined in the basic Indefinite Delivery, Indefinite Quantity (IDIQ) contract unless those requirements are specifically altered in this Task Order.
2.0 PROJECT SCOPE:
2.1 Provide A/E design services to design a new stage and bar for the Enlisted Club (B-450) – essentially the entire area encompassing the bar and stage area. This includes the Stage and adjacent spaces immediately to the sides of the stage, area in front of the stage and in and around the bar area (see attachment 1). The existing bar and stage are old, dilapidated, in disrepair and dysfunctional. They do not generate money for the Enlisted Club – that being a NAF funded and operated facility. The objective is to design/create a new stage/bar/club venue and state of the art video/sound and imaging system for stage bands, musical groups, presentations, movies and similar settings to create a place for after hours for service members and civilians to come to and enjoy. The design will also require specification of new finishes for the floor, lighting and furniture.
2.2 The design will require architectural (interior design), some structural, but limited primarily to consultation, mechanical (plumbing connection), fire protection and electrical. Architectural and interior design services will be required to design the new interior de’cor for the stage & bar. Structural consultation will be needed to evaluate the existing structure for support of new lighting systems and sound systems. Mechanical design will be required to provide new plumbing and or re-configure it for the new bar design. The existing ceiling structure over top of the bar and stage will remain as is. Some decorative treatment of the ceiling area may be considered but the scope is limited for this particular element. Fire protection will be needed to provide a new sprinkler system or perhaps extend the existing sprinkler system from the hallway into the stage/bar area. The stage/bar area currently has no sprinkler system.
2.3 The existing stage at the Enlisted Club is old, in disrepair and dated. The A/E shall design a new stage. The stage shall be ADA accessible, be state of the art (lighting sound, electronics et.al.) and of course be aesthetic looking. The stage shall be capable of supporting major bands. Therefore, connections for instrumentation electrical (sound et.al.) will be necessary (floor recessed receptacles et.al.). The A/E shall retain the services of a sound/stage/lighting consultant along with the A/E’s electrical Engineer in order to coordinate the complete electrical infra-structure for the stage. Sound/acoustics is also a consideration and the services of a acoustical consultant should also be retained in order to insure that the stage and seating area will have optimum acoustical performance. Also, there should be provision for a state of the art “large screen”for large full screen presentations for UFC fights and similar. Presently, the user uses a antiguated pull down screen. A state of the art “large format screen” is needed for tele-performances. It is not known at this time what the best solution for this would be. It is the A/E’s responsibility to design this as part of the overall design solution for the stage. The stage probably needs to incorporate “curves” somehow, some way, since the rest of the design (hallway) is incorporating curves. The A/E shall further interview the client (Club Manager) as to what other ”events” the Club hosts or conducts so that the stage design truly can accommodate performers, musicians, actors, large screen presentations et.al. and be flexible for varied performances. Design all new finishes for stage – flooring, ceilings, lighting, colors and other assorted finishes as the interior designer designs. The sound/audio (DJ booth) room may have to be re-designed to be incorporated into the stage design.
2.4 Bar: design a new bar. Seating (furniture) has already been selected. Design the bar to complement the furniture already selected. Re-design furniture for the bar as necessary to complement the bar design, but it is preferred to keep the existing selection to the extent possible because it is unknown if the bar will be funded for construction at this particular point in time. The new bar design does not have stay rectangular as presently exists. It become a curved bar. Design all the features for the bar – millwork, lighting, electrical, plumbing, aesthetics and furniture as necessary.
2.5 Carpet: design (designate) new carpet for the bar/stage area. Design/designate other floor finishes for the bar/stage area as the interior designer feels would be appropriate for the overall design.
2.6 Furniture packages: design a furniture package for the stage area. The stage area furniture is old and dated. The furniture selected shall complement all other finishes currently under design and the overall otherwise design de’cor.
2.7 Design/articulate the west wall from the stage area. The west wall currently separates the Wasatch room from the stage/seating area. Presently the existing wall is old, antiquated and in disrepair. Articulate/design the wall from the stage side. The re-designed wall shall be aesthetic and complement the rest of the design at the hallway and the Wasatch room and stage. The wall could incorporate curved elements. Consider access to the Wasatch room for overflow purposes for UFC fights & similar. The “re-designed” west wall should be designed to be supported from the ground, not from the existing super-structure above at the ceiling. Some lateral support may be necessary although.
2.8 The existing ceiling “cloud” – a curved ceiling feature (plaster & lath) which currently conceals the existing ductwork has to be taken into consideration for the overall design to some extent. It is not anticipated for this to be a major re-design of the “cloud”, but rather to articulate it to blend in with the rest of the architectural/interior design de’cor. This may be cladding it with ¼” gypsum wall board to “finish” it and prepare it for paint. Existing diffusers & grilles shall be replaced/upgraded/ as necessary to contribute to the overall re-designed de’cor. .
2.9 A fire protection sprinkler system shall be designed for the bar – stage area. Currently, it has no sprinkler protection. It does have heat detection, but this is unacceptable. This can be a performance based specification to the extent possible, but drawing and or notes are necessary if needed to clarify the work requirements.
2.8 Schedule: The schedule for this design modification shall be incorporated into the present schedule as outlined below. The stage and the bar design shall be designed as a “5th” part in addition to the “four” original parts described in the original statement of work.

If funding becomes available for the stage and bar construction, then the construction contract shall modified for the features of the stage and bar. A separate set of drawings shall be prepared for the stage design and the bar design which are essentially on their own – not attached to any other present design elements. Although, it is understood the adjoining DJ booth attaches to the stage, it is relatively minor and can be incorporated into the larger concept design for the stage.
3.0 DETAILED DESCRIPTION OF SUBMITTALS
3.01 Stage design and bar design: (Add two additional concept meetings and a additional 90% review meeting for the stage and bar design) Concept meeting 1: 35% Submit pdf plan drawing and sketch-up drawing (3 minimum). Submit electrical plan drawing. Submit pdf drawing(s) email to the CE PM one day before meeting.

Submit (revised) pdf plan drawing and sketch-up (3 minimum). Submit electrical (revised) plan drawing. Submit pdf drawing(s) email to the CE PM one day before meeting.
90% design – Stage design and bar design:
The A/E will submit a 90% design for the stage and bar design. The design at this point shall be essentially complete. It will be reviewed for compliance with comments received from the concept meetings, Base Standard requirements and any other requirements or comments received as necessary. The A/E shall submit the 90% design 10 days prior to a 90% design review meeting – which the A/E shall attend. The A/E shall submit the following prior to the meeting:
Three (3) CD’s to contain all of the following:
Plans (include furniture layout)
Basis of design (updated)
Specifications
Cut sheets of proposed equipment (updated)
Cost estimate (complete)
Calculations as necessary
Color board
Six (6) sets of plans (1/2 size – 11 x 17)
This cost estimate shall be detailed. The estimate shall contain a breakdown by Construction Specifications Institute (CSI) Division for all system components for each class of work showing unit cost, material cost, labor cost, and equipment rental cost. Cost estimated summary will match the pricing schedule
3.02 Plans & details (as required to depict the additional design for the stage & bar)..
3.03 Specifications (as required for the stage and bar).
3.04 Sketch-ups for the stage and bar to extent possible. (Revised as necessary from the concept)
3.05 Interior finishes board for the stage and bar.
3.06 Cost estimates: The cost estimate shall be prepared for the stage and bar.
3.07 Other services:
Meetings (see above – 3.01) Field investigation time as necessary
Printing and duplication
Lighting consultant for stage design specifically Acoustical & sound consultant Stage Design consultant as needed (especially for multi-media)
4.0 GENERAL REQUIREMENTS:
5.1 Only the Contracting Officer has authority to change the scope of work described in this Task Order. The government is under no obligation to compensate the A-E firm for work performed outside of that described here - without prior written approval of the Contracting Officer.
5.2 Changes to the scope of this Task Order, which the A-E feels to be in the best interest of the government, may be submitted to the Contracting Officer for consideration. Any such request for changes must be made at or before the preliminary submittal.
5.3 The project Engineer/Architect is Richard Nehring

5.4 The ECC (estimated construction cost) for this project is: $250,000.00 and must not be exceeded without the prior written approval of the Contracting Officer.
5.5 Submittals are to be delivered to the A-E Coordinator is Jonathan Ramras, CECM, (801) 777-4616.
