STATEMENT OF WORK

FOR

ARCHITECT-ENGINEER (A-E) SERVICES

Replace Building HVAC Systems, Controls, Fire Protection, and Alarms Bldg 1283

KRSM 118002

May 9, 2011

1.0 GENERAL SCOPE:

The Architect-Engineer shall provide the Title I, Title II or Other A-E Services, as described below.

1.1 Definitions

1.1.1 Title I (Design) all work required to develop contract drawings, technical specifications, design analysis, cost estimates and other necessary documents as detailed in this task order.

1.1.2 Title II (Construction Management) all services associated with supervision and inspection of a specific construction project as detailed in this task order.

1.1.3 Other A-E Services: all work requiring the services of registered architects and engineers but not specifically covered by Title I or Title II services as described in this task order. These services typically consist of developing fact finding studies, surveys, investigations, and other similar work.

All work shall comply with the requirements outlined in the basic Indefinite Delivery, Indefinite Quantity (IDIQ) contract unless those requirements are specifically altered in this Task Order.

As required by FAR 36.601-3, architects and engineers providing designs for federal projects shall make use recovered materials to the maximum extent practical consistent with performance requirements, availability, price reasonableness and cost-effectiveness. Where appropriate the architect engineer shall consider energy conservation, pollution prevention, and waste reduction when developing construction design plans and specifications.

2.0 PROJECT SCOPE: Building 1283 is 22,990 SF building. Heat is provided by Steam supplied from Building 1286. Natural gas is not connected to the building. Typical metered electrical consumption is 521,828 kWh annually. Steam is not metered and based on a prorated square foot basis from the boiler plant at 1,952 MBTU annually. The HVAC system is a mixture of traditional VAV and Fan Powered VAV combined with Direct Expansion Cooling. The building HVAC system is beyond its useful life and is in need of replacement. In addition the boiler plant in Building 1286 is scheduled for demolition and the building will need a new heating source. Also included is a necessary upgrade to the existing aged fire protection and fire alarm system. Also design the renovation of the fire protection and alarm systems throughout the facility to bring them up to current Air Force standards. Developed plans shall indicate current placement of existing attenuation devices and controls as well as installation and locations for new devices throughout the facility. All alarm wiring shall be Class A to comply with Hill AFB standards, UFC 3-600-1, NFPA’s 13, 70, and 72. New, replacement, flow switches shall be installed at each new wet-pipe riser. Switch wiring shall be replaced from the switch back to the fire alarm panel. Replace smoke detectors in air handling units, in computer rooms, and those adjacent to fire panels. All others shall be removed. Reference latest edition of NFPA-72.

3.0 A-E SUBTASKS:

3.1 Subtask 1. Concept Approval. The A-E shall begin by gathering information on the existing building such as current equipment size, configuration and operable condition. Using preliminary costing figures, the A-E shall examine three options. Option 1. Install new VAV system with chilled water and new Air Cooled Chiller. New hot water boiler with new gas line connected into the 4 inch line running along Delaware Street. Option 2. Install new refrigerant runaround system using Air Source heat pump and dedicated outdoor air supply. Option 3. Ground Source Heat Pump utilizing 400 foot deep vertical wells. Submit formal report of finding detailing engineering analysis, confirming figures, and recommendations on the most life cycle cost effective system based on the 25 year life cycle.

3.2 Subtask 2. Develop plans indicating demolition and replacement of existing sprinkler piping, supports, heads, risers, and associated valving, smoke and fire alarms, and associated panels throughout the facility. Plans shall include hydraulic calculations for riser and sprinkler piping systems as well as seismic design calculations, charts, and drawings to indicate placement, sizing, and attachment methods for installed piping and equipment. Designs shall be reviewed, stamped, and approved by a licensed fire protection engineer or NICET certified individual to insure compliance with Hill AFB standards, UFC 3-600-1, and NFPA 13.

3.3 Subtask 3. Following approval of the concept approach, the work will proceed in three distinct phases:

- Preliminary (60%) Design

- Pre-Final (90%) Design

- Final (100%) Design

3.3.1 The drawings, specifications, and all other submittal items for this task order will be prepared using English units. The A-E shall prepare drawings in a manner that clearly and adequately delineates all work to be accomplished by the construction contractor. Design documents will be sufficiently detailed to permit construction contractors to submit responsive bids without visiting the project site. The cover sheet will be signed and stamped by principal of the firm who is a registered professional engineer. All drawings will be created using Computer Aided Design and Drafting (CADD) technology and shall conform to the Hill Air Force Base and Tri-Service A/E/C CADD Standards, One CADD file shall be used per drawing (sheet). All design and site condition features will be shown in each CADD drawing file. No reference files will remain except for the border file.

3.3.2 Specifications. The A-E shall utilize the Unified Facility Guide Specifications (UFGS). These guide specifications are available over the Internet at http://www.wbdg.org/ccb/. SPECSINTACT software will be used for the preparation of project specifications. This software is available from the same web site. The Government retains responsibility for preparation of Division contract clauses (Sections 01 00 00 General Requirement, 01 32 00 Project Schedule, 01 35 26, Governmental Safety Requirements 01 57 00 Environmental Protection).

3.3.3 Outline Specifications. The A-E shall develop an outline specification for the preliminary submittal listing the proposed guide specifications and A-E-prepared sections that will be used for the project. The outline specification will list the guide specification number and title for each proposed section. Sections shall be arranged within their respective divisions, in numerical order. New specification sections, developed by the A-E, will be numbered to fall in their respective division at a logical location.

3.4 Subtask 4. Meetings/Conferences. The following is a list of meetings and conferences the A-E shall attend under this task order. The A-E representatives required to attend these conferences are defined below. The exact location, date, and time of each conference will be established by the Project Engineer.

3.4.1 Concept Review Conference. A concept and scope definition conference will be held at the Hill Air Force Base Civil Engineering Office. The A-E should plan on 4 hours for this conference.

3.4.2 Preliminary (60%) Design Review Conference. A preliminary Design Comment Review Conference will be held at the Hill Air Force Base Civil Engineering Office. This conference is anticipated to last 2 hours.

3.4.3 Preliminary (90%) Design Comment Review Conference. A Design Review Conference will be held at the Hill Air Force Base Civil Engineering Office. This conference is anticipated to last 2 hours.

3.4.4 The A-E shall take notes and prepare minutes for all meetings and conferences attended during design. Minutes will be prepared in typed form, signed by the A-E Project Manager, and furnished to the Civil Engineering Office within five calendar days after the meeting/conference for concurrence and distribution to attendees. Copies of all meeting/conference minutes will be included in the Design Documentation Report.

3.5 Subtask 5. Discussions. The A-E shall provide a written record of all significant discussions and telephone conversations that the firm’s representatives participate in, on matters relative to this project. Copies of these records will be included in the Design Documentation Report.

3.6 Subtask 6. Environmental Investigations and Permits. Should the Ground Source Heat Pump prove to be the most Life Cycle Cost Effective, the Government will conduct investigations to delineate potential soil and ground water contamination based on preliminary design. The A-E shall show these environmentally sensitive areas on the civil site drawings, but is not required to obtain any related permits. The Government will prepare applications and perform any agency coordination that is necessary to secure environmental and water quality certification permits.

3.7 Subtask 7. Responsibility after Design Completion. The A-E is required to support the Hill Air Force Base Civil Engineering Office should errors or omissions in the documents create problems in bidding or administering the contract for construction. As needed, the A-E will clarify the design intent and correct any errors or omissions in the original documents. The corrections shall be done in a timely manner at no additional cost to the Government. The A-E shall incorporate amendment changes on the original drawings and/or CADD drawings when requested to do so after the bidding process at no extra cost to the Government. In addition, the A-E shall incorporate amendment changes on the submittal registers and submit one copy in SPECSINTACT format on a disk or CD labeled with the project title, location, and construction contract number. Also, during the bidding period, the A-E is required to assist in answering all bidders inquiries pertaining to the design. If clarifications are required, the A-E will prepare the required amendment. The A-E, however, shall not receive or respond to any direct inquiries from bidders. All inquiries or responses shall be through the Hill Air Force Base Contracting Officer.

3.7.1 A-E Services During Construction. No A-E services during construction, other than the responsibilities described above, are contemplated at the present time. However, this task order may be modified at some later date to include commissioning or to include review of construction contractor submittals, onsite inspections, review of value engineering change proposals, review of contractor substitutions, preparation of design modifications, or other similar services during construction.

3.8 Subtask 8. Detailed project construction cost estimates shall be provided on the AF Form 3052, "Construction Cost Estimate Breakdown". The cost estimates must identify the items and totals for each class of work. The estimate shall contain a breakdown by Construction Specifications Institute (CSI) Division for all system components for each class of work showing unit cost, material cost, labor cost, and equipment rental cost. Construction cost estimates shall be updated and resubmitted with each design submittal. Cost estimated summary will match the pricing schedule. In conjunction with the cost estimate the A-E shall complete UFC 1-300-08 Appendix D “Building Information Checklist” and the DD Form 1354 “Criteria for Transfer and Acceptance of Military Real Property.” The pricing schedule will mimic the DD Form 1354.

4.0 DETAILED DESCRIPTION OF SUBMITTALS

4.1 Civil /Structural (Provide a minimum of the following):

4.4 Mechanical (Provide a minimum of the following)

4.4.1 HVAC Mechanical plan

4.4.3 Seismic Bracing Design with Stamped Calculations.

4.4.4 Technical Specifications

4.4.5 Basis for Design and Design Analysis Calculations.

5.0 GENERAL REQUIREMENTS:

5.1 Only the Contracting Officer has authority to change the scope of work described in this Task Order. The government is under no obligation to compensate the A-E firm for work performed outside of that described here - without prior written approval of the Contracting Officer.

5.2 Changes to the scope of this Task Order, which the A-E feels to be in the best interest of the government, may be submitted to the Contracting Officer for consideration. Any such request for changes must be made at or before the preliminary submittal.

5.3 The project Engineer/Architect is Bob Lepper CECM, (801) 777-2619.

5.4 The estimated construction cost for this project is $ 1,500,000 and must not be exceeded without the prior written approval of the Contracting Officer.
