STATEMENT OF WORK
FOR
ARCHITECT-ENGINEER (A-E) SERVICES
Construct Sanitary Sewer System, East Side Area
KRSM 092028
Date: July 12, 2010
1.0 GENERAL SCOPE:
The Architect-Engineer shall provide the Title I, Title II or Other A-E Services, as described below.
1.1 Definitions
1.1.1 Title I (Design) all work required to develop contract drawings, technical specifications, design analysis, cost estimates and other necessary documents to provide Sanitary Sewer Service to the East Side Area, as detailed in this task order.
1.1.2 Title II (Construction Management) all services associated with supervision and inspection of a specific construction project as detailed in this task order. Not requested at this time.
1.1.3 Other A-E Services: Specifically, prepare the cost analysis of the outlined alternatives to provide sanitary sewer service to Building 748 and conduct a preliminary grading study for the East Side Area. Survey and excavator costs to verify existing infrastructure conflicts with the proposed sanitary alignment. Lastly, reproduction costs of six sets of progress submittals and final drawings.
All work shall comply with the requirements outlined in the basic Indefinite Delivery, Indefinite Quantity (IDIQ) contract unless those requirements are specifically altered in this Task Order.
As required by FAR 36.601-3, architects and engineers providing designs for Federal projects shall make use recovered materials to the maximum extent practical consistent with performance requirements, availability, price reasonableness and cost-effectiveness. Where appropriate the architect engineer shall consider energy conservation, pollution prevention, and waste reduction when developing construction design plans and specifications.
2.0 PROJECT DESCRIPTION:
2.1 Provide design engineering required to extend Sanitary Sewer service to Buildings 741, 743, 744 and 748, in conformance with the Master Plan, titled East Side Infrastructure Development Study, dated 31 August, 2008. (“East Side Master Plan”) and the latest approved edition of the Unified Facilities Criteria.
3.0 OBJECTIVES AND MILESTONES:
3.1 Attend a pre-design meeting and Site visit. Obtain as-built drawings.
3.2 Subtask 3.2a –i): Conduct a cost analysis to evaluate the Present Value (“PV”) of two alternate Sanitary Sewer systems, with the potential to serve the East Side Master Plan.
System L shall consist of gravity mains outfalling to a proposed lift station, approximately located at the intersection of Sage and Foulois, with a potential service area generally comprising the 20 and 30 year Improvement Program. System L shall provide for immediate gravity service to Building’s 741, 743, 744 and 748. The proposed pressure main may discharge to either; i) an existing 6” Force Main, west of the proposed lift station or ii) to an existing Manhole, south of the proposed lift station.
System G shall consist of gravity mains outfalling to an existing lift station, located adjacent to Building 680 (aka East Side Master Plan, Bldg.#11). The PV evaluation shall assume a 30 year life, initial construction costs, annual maintenance and upgrade costs to existing sanitary sewer facilities, utilized during the 30 year build-out. System G shall provide immediate gravity service to Building’s 741, 743, 744 and 748.
Subtask 3.2a –ii): Based on the results of the above evaluation, develop preliminary design plans and prepare preliminary cost estimates for providing sanitary sewer service to Buildings 741, 743 744 and 748. The design shall strive to minimize conflicts with existing infrastructure and the Groundwater Contamination Landfill Areas and maintain the alignment within the proposed Utility Corridors, as delineated on the East Side Master Plan, a high priority. The plans will utilize two bid sections, with Building 748 and outfall, as the Basic Bid. Building’s 741, 743 and 744 shall be designated as the Optional Bid. The information presented shall comprise the 35% Design Submittal.
Subtask 3.2b) As a part of the Sanitary Sewer System design, conduct a preliminary grading study. The Preliminary Grading Study shall encompass the proposed buildings and tow-ways/taxiway noted on the East Side Master Plan, indicating preliminary building floor elevations, a one foot proposed contour interval and provide a color-coded cut/fill depth map. The design shall respect existing Runway, Taxiway and Apron elevations and will not exceed mandated grades of one and one-half (1.50%), plus or minus, on the future extensions thereof.
3.3 Establish the proposed Sanitary Sewer center-line in the field. Isolate potential areas of infrastructure conflict with the proposed alignment. Existing utilities, as isolated, will be field marked (“red-staked”) by the Government, to the established center-line. Field verify all potential conflicts with existing utilities as visible or red-staked, roadways and structures along the proposed Sanitary Sewer alignment. Pothole the necessary utilities to resolve potential vertical alignment conflicts. All survey data should be in WGS 84 datum and GeoBase format.
3.4 Finalize the sanitary sewer alignment horizontally and vertically, utilizing the field verification and the developed Preliminary Grading Study. The Design Profile shall indicate the existing grade and the proposed future grade, per the Study. Revise the cost estimates as necessary. The information presented shall comprise the 90% Pre-final Submittal.
3.5 Detailed project construction cost estimates shall be provided on the AF Form 3052, "Construction Cost Estimate Breakdown". The cost estimates must identify the items and totals for each class of work. The estimate shall contain a breakdown by UFGS from the Whole Building Design Guide for all system components for each class of work showing unit cost, material cost, labor cost, and equipment rental cost. Construction cost estimates shall be updated and resubmitted with each design submittal. Cost estimated summary will match the pricing schedule. In conjunction with the cost estimate the A-E shall complete the attached “Building Information Checklist”.
4.0 DETAILED DESCRIPTION OF SUBMITTALS
4.1 Civil (Provide a minimum of the following):
4.1.1 Topographic Plan (WGS 84, Horizontal Controls).
4.1.2 Layout plan (Proposed Sanitary Sewer alignment with existing &future Buildings, at the minimum.)
4.1.3 Site Demolition Plan (if required).
4.1.4 Preliminary Grading Study.
4.1.5 Sanitary Sewer Plan & Profiles.
4.1.6 Stormwater Pollution Prevention Plan.
4.1.7 Design Analysis and Calculations.
4.1.8 Details and Sections.
4.1.9 Re-Paving Plan (as required)
4.1.10 Utility Relocation Plan (if required).
4.1.11 Detailed Cost Estimate.
4.1.12 Technical Specifications (USGS)
GENERAL REQUIREMENTS:
5.1 Only the Contracting Officer has authority to change the scope of work described in this Task Order. The Government is under no obligation to compensate the A-E firm for work performed outside of that described here - without prior written approval of the Contracting Officer.
5.2 Changes to the scope of this Task Order, which the A-E feels to be in the best interest of the Government, may be submitted to the Contracting Officer for consideration. Any such request for changes must be made at or before the preliminary submittal.
5.3 The Project Engineer is James Gorman, CEPM. (801) 777-2644.
5.4 The construction budget for this project is $ 675,000 and must not be exceeded without the prior written approval of the Contracting Officer.
