STATEMENT OF WORK
FOR
ARCHITECT-ENGINEER (A-E) SERVICES
RPR HVAC, Bldg 100 bay F
KRSM 102031
1.0 GENERAL SCOPE:
The Architect-Engineer shall provide the Title I, Title II or Other A-E Services, as described below.
1.1 Definitions
1.1.1 Title I (Design) all work required to develop contract drawings, technical specifications, design analysis, cost estimates and other necessary documents as detailed in this task order.
1.1.2 Title II (Construction Management) all services associated with supervision and inspection of a specific construction project as detailed in this task order.
1.1.3 Other A-E Services: all work requiring the services of registered architects and engineers but not specifically covered by Title I or Title II services as described in this task order. These services typically consist of developing fact finding studies, surveys, investigations, and other similar work.
All work shall comply with the requirements outlined in the basic Indefinite Delivery, Indefinite Quantity (IDIQ) contract unless those requirements are specifically altered in this Task Order.
As required by FAR 36.601-3, architects and engineers providing designs for federal projects shall make use recovered materials to the maximum extent practical consistent with performance requirements, availability, price reasonableness and cost-effectiveness.
Where appropriate the architect engineer shall consider energy conservation, pollution prevention, and waste reduction when developing construction design plans and specifications.
2.0 PROJECT SCOPE:
2.1 Examine the best approach to providing a new heating and air conditioning system for Bldg 100 bay F. Room design conditions should be 70° F +/- 2°F in winter and 76° F +/- 2°F in summer. The work and systems installed must comply with HAFB Design Standards latest version.
3.0 A-E SUBTASKS:
3.1 Examine four alternate design approaches. Provide cost estimates, and discussion of each option with explanations of expected pros and cons.
3.1.1 Approach 1: Ground Source Heat Pump (GSHP)
3.1.2 Approach 2: Variable Air Volume (VAV)
3.1.3 Approach 3: Fan coil units (FCU)
3.1.4 Approach 4: “Run-around” refrigerant loop
3.2 Each approach shall include demolition and removal of existing HVAC system and existing controls. Replacement control system shall be direct digital controls (DDC) compatible with base EMCS.
3.3 The selected approach should strive for reasonable balance between simplicity, reliability, energy efficiency and ease of maintenance. Design conditions (temperature, humidity, filtration, ventilation, air changes, etc.) shall follow Air Force policy and be suitable for the intended occupancy.
3.4 Each approach shall include considerations to minimize impact to building occupants.
3.5 Attend a preliminary conference to discuss the requirements and walk through of the area. Gather required information to begin analysis.
3.6 Develop the load analysis.
3.7 Develop and run a detailed energy use simulation on each of the four systems.
3.8 Develop anticipated maintenance costs for each system.
3.9 Present results in preliminary report (3 copies spiral bound) with documentation of analysis and findings. The Government will review and comment on the preliminary report. The A-E will attend a review conference at Hill AFB to discuss comments and resolve any issues. Length of this meeting not to exceed 2 hours.
3.10 Incorporate resolved review comments into a final report and submit for approval in hard copy form (3 Sets) and in electronic form (1 copy pdf on CD).
4.0 DETAILED DESCRIPTION OF SUBMITTALS
4.1 Summary Report (Include a minimum of the following):
4.1.1 Detailed Load Analysis
4.1.2 Energy Use Analysis Documentation for Each Option
4.1.3 Construction Cost Estimates for Each Option
4.1.4 Maintenance Cost Analysis for Each Option.
4.1.5 Life Cycle Cost Analysis.
4.1.6 Detailed Discussion and Recommendations.
5.0 GENERAL REQUIREMENTS:
5.1 Only the Contracting Officer has authority to change the scope of work described in this Task Order. The government is under no obligation to compensate the A-E firm for work performed outside of that described here - without prior written approval of the Contracting Officer.
5.2 Changes to the scope of this Task Order, which the A-E feels to be in the best interest of the government, may be submitted to the Contracting Officer for consideration.
Any such request for changes must be made at or before the preliminary submittal.

(801) 777-4616.
