STATEMENT OF WORK

FOR

ARCHITECT-ENGINEER (A-E) SERVICES

RPR PAA PRODUCTION LINE, AIRCRAFT MAINT FAC, B-238

KRSM 082031

1.0 GENERAL SCOPE:

The Architect-Engineer shall provide all materials and services for Title I, Title II or Other A-E Services, as described below.

Title I (Design): The A-E shall deliver to the United States Air Force, a complete set of contract drawings, technical specifications, design analysis, cost estimates and other documents as detailed in this Statement of Work.

Title II (Construction Management) and Other A-E Services: The A-E shall perform all services listed and deliver to the Air Force all documents requested as described in this Statement of Work.

All submittals shall comply with the requirements outlined in the basic Indefinite Delivery, Indefinite Quantity (IDIQ) contract unless those requirements are specifically altered in this Statement of Work.

2.0 PROJECT DESCRIPTION:

2.1 Bldg 238 contains a production area for anodizing aluminum aircraft parts. The layout of the area is such that acid drips on the floor and causes a mess, plus the process control is manual. Most of the existing equipment is old and needs to be replaced.

Some of the equipment may be reused including a DI water supply, stainless steel tanks for the water dips, the anodizing rectifier and the hoist system minus the control panel. The user has indicated a preference for Allen Bradley controls if possible to stay consistent with the other controls in the facility. The purpose of this project is to design a new production area that is clean, easy to maintain and user friendly with state of the art process control. A layout sketch is attached to the end of this document only for the purpose of providing a vague concept of the area.

2.2 The new line needs to include a vapor degreaser, a blow down area after the last rinse, a 300,000 class clean room for parts storage and a paint booth. The existing paint booth may be reused, but the user would like to consider replacement. Therefore, the option for replacing the paint booth needs to be included. The existing process uses a sulfuric acid etch as opposed to a ferric sulfate etch. Unless there’s convincing evidence that the ferric sulfate is superior, the desired etch shall remain sulfuric acid.

It is expected that the A&E will consult with an expert in the field such as the GOAD Company, Anodizing Technologies Inc, or International Plating Technology, LLC to assure a high quality state of the art facility.

ARCHITECT-ENGINEER (A-E) SERVICES

3.0 OBJECTIVES AND MILESTONES:

3.1 The design needs to comply with ASTM D 3933-98, Preparation of Aluminum Surfaces for Structural Adhesives Bonding (Phosphoric Acid Anodizing).

3.2 The design should strive for simplicity, reliability and ease of maintenance. Design conditions (temperature, humidity, filtration, ventilation, air changes, etc.) shall follow Air Force policy and be suitable for the intended occupancy.

3.3 Site surveying including is a requirement of this project.

3.4 Attend a preliminary conference to discuss the requirements and walk through of the area. Gather required information to begin design.

3.5 Develop design analysis. Develop a full set of 35% drawings (concept). Develop a list of specifications. Submit 35% design package for review. Attend 35% design review meeting.

3.6 Incorporate 35% design review comments into design. Develop design to 65%

(Preliminary) and submit for review including Plans, Specifications, Design Analysis, Code Analysis. Provide a cut sheet information booklet indicating the intended equipment, hardware fixtures color board and unique components that will be used in the project, complete government estimate inclusive of complete project. Although 65% design is called a preliminary design, it shall be considered substantially complete.

Attend 65% design review meeting.

3.7 Incorporate 65% design review comments into design. Develop design to 100% (pre-final) and submit for review. Attend 100% design review meeting. Design shall be essentially complete. Only cosmetic drafting changes shall be allowed after 100% submittal.

3.8 Incorporate 100% design review comments into design. Submit 100% (Final) design package. Include all requirements from contract.

4.0 DETAILED DESCRIPTION OF SUBMITTALS

4.01 (Provide a minimum of the following) The A-E contractor shall prepare drawings (22" X 34") utilizing HAFB CADD standards at working scale with a Cover Sheet in Standard format depicting the project name and number, half size sets are 11” x 17”. All submittals shall follow HAFB requirements per the A-E IDIQ contract.

4.02 The drawings shall include the Base plan showing project location, all site plans, sections, details, elevations, completed schedules and tables, general notes, the contractor's access route, area of work, the approved contractor's trash disposal area, contractor's storage area; related contours, distances, sizes, capacities, center line profile and grade as appropriate. Site plans shall not be less than, 1:50 (Architectural, 1/4"-1') scale with dimensions. Elevations and sections shall be at an appropriate scale. Refer to attached drawings and schedules for additional design scope requirements.

4.03 The 100% Final Design specifications shall be submitted using Word for Windows version 6.0. In addition a PDF copy of the final specification will be required. The specifications shall be placed on compact disks. All specifications shall be typed on 8 1/2" X 11" pages (maps, drawings, and spreadsheets may be fold out pages).

4.04 Detailed project construction cost estimates shall be provided on the AF Form 3052, "Construction Cost Estimate Breakdown" are required. The cost estimates must identify the items and totals for each class of work. The estimate shall contain a breakdown by Construction Specifications Institute (CSI) Division for all system components for each class of work showing unit cost, material cost, labor cost, and equipment rental cost. Construction cost estimates shall be updated and resubmitted with each design submittal. Cost estimated summary will match the pricing schedule. In conjunction with the cost estimate The A-E will be responsible for completing the UFC 1-300-08 “Criteria for Transfer and acceptance of Military real property” Building Information Checklist as found in Appendix D. The pricing schedule will mimic the appendix D information. Prepare a preliminary DD1354 form from the same information.

4.05 Commissioning procedures must be established to fully proof the new system.

4.06 Electrical details shall include equipment schedules, new construction details, riser/ one-line diagrams, and location, capacity and space requirements for all equipment required for a complete operational facility. Service will consist of but not limited to new medium voltage switch, new transformer sized for the current and planned loads, new distribution switchboard and all required medium voltage cable and secondary conductors and conduit to provide a complete and workable electric service.

4.07 Submittal details / Design Charrette requirements: Provide the following drawings, specifications and design analysis for 35%, 65% & 100% pre-final submittals for review and comment and a 100% Final.

a. Design Charrette minutes, log of attendees and summary of decisions.

b. Sketches and signatures by user authority as acceptance of concept.

c. Drawings will be to scale. A scanned version of each phase in-progress marked up is required.

d. Final submittals required in AutoCAD 2008 format, documents bound.

e. (1) Full size set, (8) ½ size to scaled sets, (8) Bound Specifications, (1) Unbound Specification, (6) Design analysis and cut sheet booklets (6) CD’s in PDF format of all drawings (file naming per HAFB standards), Specification (formatted and indexed for word search and Design analysis with review comments and responses included.

5.0 GENERAL REQUIREMENTS:

5.1 Only the Contracting Officer can change the scope of the work described in this Statement of Work. The government is under no obligation to compensate the A-E for work performed outside of the scope of this task order without prior written approval of the Contracting Officer. The A-E is therefore cautioned that performing work beyond that described here, without first receiving written direction, will be done at the A-E’s expense without recourse against the government or it’s agents.

5.2 Changes to the scope of this task assignment, which the A-E feels to be in the best interest of the government, may be submitted to the Contracting Officer for consideration. Any such request for changes must be made at or before the preliminary submittal.

5.4 The construction budget for this project is $900K including possible asbestos abatement in underground utilities and must not be exceeded without the prior written approval of the Contracting Officer.
