STATEMENT OF WORK
FOR
ARCHITECT-ENGINEER (A-E) SERVICES
FUEL DISTILLER
WO 54185
1.0 GENERAL SCOPE:
The Architect-Engineer shall provide all materials and services for Title I, Title II or Other A-E Services, as described below.
Title I (Design): The A-E shall deliver to the United States Air Force, a complete set of contract drawings, technical specifications, design analysis, cost estimates and other documents as detailed in this Statement of Work.
Title II (Construction Management) and Other A-E Services: The A-E shall perform all services listed and deliver to the Air Force all documents requested as described in this Statement of Work.
All submittals shall comply with the requirements outlined in the basic Indefinite Delivery, Indefinite Quantity (IDIQ) contract unless those requirements are specifically altered in this Statement of Work.
2.0 PROJECT DESCRIPTION:
2.1 The AF uses purge fluid (MIL-PRF-38299) in place of Jet Fuel JP-8 (MIL-STD- 83133) while performing maintenance on aircraft. The used purge fluid tank eventually becomes overly contaminated with JP-8, necessitating the need for a distilling operation to remove JP-8 from the used purge fluid. The existing distilling system consists of a fresh purge fluid tank, a used purge fluid tank, a JP-8 tank, a distiller, and misc. support equipment. With the exception of the purge fluid tank, the existing system has become degraded & unreliable and needs to be replaced. The scope of the work to be accomplished consists of designing a new state of the art distilling system. It is expected that the A&E will consult with an expert in the field such as Progressive Recovery Inc.
3.0 OBJECTIVES AND MILESTONES:
3.1 Subtask 1. The new distilling system shall be capable of processing a minimum of 600 gallons of contaminated purge fluid per hour.
3.2 Subtask 2. The design shall strive for simplicity, reliability and ease of maintenance. The design shall include redundant vacuum and refrigeration systems and the ability to purge with fresh or used purge fluid. Allen Bradley and DDC controls shall be employed in a user friendly operation scheme. With the exception of steam and condensate, the user prefers insulated stainless steel piping, valves and pumps. AFB EMCS to monitor. Also, the design needs to include a cover over the equipment.
3.3 Subtask 3. A kick off meeting is required to discuss the requirements and survey the existing system.
3.4 Subtask 4. Develop design to 35% (concept) and submit for review including plans, design options, design trade studies, equipment trade studies and associated costs. Submit 35% design package for review and attend 35% design review meeting. Incorporate 35% design review comments as applicable.
3.5 Subtask 5. Develop design to 65% (preliminary) and submit for review including plans, drawings, specifications, parts list, vendor list, operation manual, maintenance manual, commissioning procedure, cost estimate and any other significant information. The operation and maintenance manuals are expected to be documents with significant detail including block diagrams, service schedules and troubleshooting guides. Personnel safety shall be considered top priority driving applicable cautions and warnings throughout the documents. Submit 65% design package for review and attend 65% design review meeting.
Incorporate 65% design review comments as applicable.
3.6 Subtask 6. Develop design to 100% (pre-final) and submit for review including all drawings, specifications, lists, manuals, procedures and cost estimates. Attend 100% design review meeting and incorporate any remaining comments as applicable.
3.7 Subtask 7. Submit 100% (Final) design package including all applicable documents.
4.0 DETAILED DESCRIPTION OF SUBMITTALS
4.01 (Provide a minimum of the following) The A-E contractor shall prepare drawings utilizing HAFB CADD standards at working scale with a Cover Sheet in Standard format depicting the project name and number. All submittals shall follow HAFB requirements per the A-E IDIQ contract.
4.02 The drawings shall include the Base plan showing project location, all site plans, sections, details, elevations, completed schedules and tables, general notes, the contractor's access route, area of work, the approved contractor's trash disposal area, contractor's storage area; related contours, distances, sizes, capacities, center line profile and grade as appropriate. Site plans shall not be less than, 1:50 (Architectural, 1/4"-1') scale with dimensions. Elevations and sections shall be at

an appropriate scale. Refer to attached drawings and schedules for additional design scope requirements.
4.03 Detailed project construction cost estimates shall be provided on the AF Form 3052, "Construction Cost Estimate Breakdown" are required. The cost estimates must identify the items and totals for each class of work. The estimate shall contain a breakdown by Construction Specifications Institute (CSI) Division for all system components for each class of work showing unit cost, material cost, labor cost, and equipment rental cost. Construction cost estimates shall be updated and resubmitted with each design submittal. Cost estimated summary will match the pricing schedule. In conjunction with the cost estimate The A-E will be responsible for completing the UFC 1-300-08 “Criteria for Transfer and acceptance of Military real property” Building Information Checklist as found in Appendix D. The pricing schedule will mimic the appendix D information. Prepare a preliminary DD1354 form from the same information.
4.04 Soft copies of all documents shall be submitted in CD form using MS Word or Excel 2007 except for drawings which shall be submitted in AutoCAD 2008 and also pdf. The version may be upgraded at the request of the project manager.
4.05 Submittal details / Design Charrette requirements: Provide the following documents as applicable for 35%, 65% & 100% pre-final submittals for review and comment and a 100% Final.
a. Meeting minutes, log of attendees and summary of decisions.
b. Sketches and signatures by user authority as acceptance of concept.
c. A scanned version of each phase in-progress marked up may be required.
d. The following shall be submitted: (2) Full size sets of drawings, (2) hard copies of all specifications, manuals, procedures, lists, studies, etc. as applicable, (3) soft copies of all applicable documents on CD’s.

5.0 GENERAL REQUIREMENTS:
5.1 Only the Contracting Officer can change the scope of the work described in this Statement of Work. The government is under no obligation to compensate the A-E for work performed outside of the scope of this task order without prior written approval of the Contracting Officer. The A-E is therefore cautioned that performing work beyond that described here, without first receiving written direction, will be done at the A-E’s expense without recourse against the government or it’s agents.
5.2 Changes to the scope of this task assignment, which the A-E feels to be in the best interest of the government, may be submitted to the Contracting Officer for consideration. Any such request for changes must be made at or before the preliminary submittal.

5.3 The project manager is Jim Ingold, CEPD, (801)777-2288.
5.4 The construction budget for this project is $2.5M including possible asbestos abatement in underground utilities and must not be exceeded without the prior written approval of the Contracting Officer.
