STATEMENT OF WORK

FOR

ARCHITECT-ENGINEER (A-E) SERVICES

Survey Fire Suppression Systems, Hill AFB

KRSM 082096

1.0 GENERAL SCOPE:

The Architect-Engineer shall provide the Title I, Title II or Other A-E Services, as described below.

1.1 Definitions

1.1.1 Title I (Design) all work required to develop contract drawings, technical specifications, design analysis, cost estimates and other necessary documents as detailed in this task order.

1.1.2 Title II (Construction Management) all services associated with supervision and inspection of a specific construction project as detailed in this task order.

1.1.3 Other A-E Services: all work requiring the services of registered architects and engineers but not specifically covered by Title I or Title II services as described in this task order. These services typically consist of developing fact finding studies, surveys, investigations, and other similar work.

All work shall comply with the requirements outlined in the basic Indefinite Delivery, Indefinite Quantity (IDIQ) contract unless those requirements are specifically altered in this Task Order.

2.0 PROJECT SCOPE:

2.1 This project is to survey foam/water fire suppression systems for potential problems.

3.0 A-E SUBTASKS: There are 46 foam/water fire suppression systems that have been identified to be surveyed. For each system, the following subtasks are to be done. Refer to Section 6 for a listing of these 46 systems and where they are located.

3.1 Survey alarm valve for proper operation.

3.2 Survey of Pipe Interior: Each fire suppression system identified for this study will have the pipe interior examined by separating the pipe at a joint and viewing the condition. If the pipe shows obvious corrosion damage, document and move on to the next pipe. If no obvious reason for replacement is observed by opening the pipe, then the contractor shall run a video probe up all lines that are 1.5” or larger to confirm if extensive corrosion exists.

3.3 Survey for thin wall pipe: Document any piping that is not Schedule 40.

3.4 Survey of pipe alignment: Document any piping that is out of alignment due to improper joints.

3.5 Survey of pipe slope: Determine and document any piping that does not slope sufficiently to allow for drainage.

3.6 Survey of Seismic Bracing: Document any need for seismic bracing and any need for replacement of pipe hangars.

3.7 Survey of Sprinklers: Document any areas where sprinklers are over 40 years old. Also document any improper application of sprinklers or improper temperature ratings for the location of the sprinkler.

3.8 Survey of foam tank: Determine if the foam tank has any problems that would require it to be repaired or replaced.

3.9 Survey of foam deck guns: Determine if guns operate properly.

3.10 Survey of foam proportioning system: Includes foam balancing valve. Determine if any problems with this part of the foam system.

3.11 Document any other problems observed in the process of surveying the above items.

4.0 DETAILED DESCRIPTION OF SUBMITTALS

4.1 Fire Protection

4.1.1 Interim summary report after completion of each group of five fire suppression systems. This interim report shall provide an executive summary of each of the five suppression systems; the intent is to give upper management an insight into major problems up front rather than waiting until the final detailed report is completed after the survey of all 46 systems. The Government will identify which five systems are the most critical, and this shall be group one. The next five critical systems will be identified as group two, then group three, etc. until all 46 systems have been surveyed. The interim reports shall include a lump sum cost estimate per system.

4.1.2 Final report that details each fire suppression system concerning the problems discovered on that system during the survey. List all problems identified for each system.

4.1.3 Final cost estimate of each system surveyed as to what it will take to correct problems on that system, discovered during the survey. The costs shall be detailed sufficiently to determine options when it comes to funding, i.e., sprinklers, alarm valve, piping, etc. – no lump sum cost estimate for a system.

5.0 GENERAL REQUIREMENTS:

5.1 Only the Contracting Officer has authority to change the scope of work described in this Task Order. The government is under no obligation to compensate the A-E firm for work performed outside of that described here - without prior written approval of the Contracting Officer.

5.2 Changes to the scope of this Task Order, which the A-E feels to be in the best interest of the government, may be submitted to the Contracting Officer for consideration. Any such request for changes must be made at or before the preliminary submittal.

5.3 The project Engineer/Architect is Allan Twede CEPD, (801) 775-6889.

5.4 The construction budget for this project is $ XXX, XXX and must not be exceeded without the prior written approval of the Contracting Officer.

5.5 This AE tasking is for a survey only. As such there is no design involved and no construction budget.

5.6 Submittals are to be delivered to the A-E Coordinator is Jonathan Ramras, CEPM, (801) 777-4616.

6 SPECIFICS OF EACH FACILITY

Bldg. 220: This facility has six AFFF foam systems for cannons and six AFFF foam systems for overhead sprinklers. Investigate all six foam cannon systems and investigate two overhead foam systems (the two that serve the blast area/wash rack area). The four overhead serving the paint bays are to be replaced on a project that is in place.

Bldg. 227: This facility has an overhead AFFF sprinkler system and an under wing AFFF foam canon system.

Bldg. 228: This facility has an overhead AFFF sprinkler system and an under wing AFFF foam canon system.

Bldg. 236: Six bays; each bay has AFFF overhead system and AFFF foam gun system.

Bldg. 237: This facility has an overhead AFFF sprinkler system and an under wing AFFF foam canon system.

Bldg. 270: AFFF foam gun system for A-10 paint booth and AFFF foam gun system for C-130 paint booth.

Bldg. 37: This facility has an overhead AFFF sprinkler system and an under wing AFFF foam canon system.

Bldg. 40: This facility has an overhead AFFF sprinkler system and an under wing AFFF foam canon system.

Bldg. 42: This facility has an overhead AFFF sprinkler system and an under wing AFFF foam canon system.

Bldg. 43: This facility has two overhead AFFF sprinkler systems and an under wing AFFF foam canon system.

Bldg. 45: This facility has two overhead AFFF sprinkler systems and two under wing AFFF foam canon systems.

Bldg. 48: This facility has an overhead AFFF sprinkler system and an under wing AFFF foam canon system.

Bldg. 567: This facility has an overhead AFFF sprinkler system.

Bldg. 576: This facility has an under wing AFFF foam canon system.

Bldg. 578: This facility has an overhead AFFF sprinkler system.
