About this file
This document is a Request for Information (RFI) for Contractor Logistics Support (CLS) services for the U.S. Air Force's C-12 aircraft fleet. The government is conducting market research to identify potential sources that can provide maintenance, supply, and engineering support for the C-12 fleet of approximately 30 aircraft located at both CONUS and OCONUS sites.
The RFI outlines the specific CLS services required, including Contractor Operated & Maintained Base Supply (COMBS), depot-level maintenance, modifications, and contract field team support. Respondents must provide capability information on their experience with Beechcraft King Air 200 and 1900 series aircraft, as well as details on their ability to support overseas operations, manage government-furnished property, and address diminishing manufacturing sources. The government is considering a 10-year firm-fixed-price contract and is interested in industry feedback on the acquisition strategy, pricing, and opportunities for small business participation. Responses are due by June 26, 2024 and an industry day is scheduled for June 26-27, 2024.

Acquisition: CLS Services for C-12 Aircraft Fleet
Date: 13 June 2024
Contractor Questions and Government Responses
Contractor Question 1:
It was noted in the writeup regarding contractor maintenance facilities, will offerors be required to have a maintenance facility for some of these operations or will all operations take place at Government or non-contractor owned locations?
Government Response 1:
Yes. Contractor shall provide at least one continental United States (CONUS) FAA certified facility for the purpose of conducting Aircraft Condition Inspections (ACIs) and major repairs on all aircraft: PWS paragraphs 1.5, 1.5.3.
The Government will provide hangar space to support aircraft maintenance requirements at U.S military installations; and appropriate spaces at foreign military sites: PWS paragraph 3.1.
In addition to this, the contractor is required to lease hangar facilities to support C-12 operations at certain outside continental United States (OCONUS) locations and as directed by the PCO: PWS paragraph 1.25.13.
Contractor Question 2:
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Government Response 2:
The proposed effort is a follow-on to the current contract, FA8106-17-D-0001. The current contractor is Vertex Aerospace, LLC. The previous contract was FA8106-11-D-0002.
Contractor Question 3:
Is this requirement in the pre-RFP stage with a likely solicitation around May 2025?
Government Response 3:
Yes. RFP will be released late in 2024.
Contractor Question 4:
1) Are all 30 aircraft presumed to be GFE and that that the contractor is not presumed to provide these airframes? Dynamic Aviation has 106 King Air variants that could be applied to augment, replace or substitute the current fleet flying.
2) In Section 1 of the PWS - Would the painting of the aircraft infer that the entire aircraft be painted as in a complete refurbishment or does this requirement suggest component (wing, flight surfaces, and

external exposed parts) painting?
3) Section 1 of the PWS - Does the term, “over and above tasks” imply that this would be additional tasks beyond the basic contract that would be a “change order” as these tasks are needed?
4) Section 1 of the PWS - What role will the contractor play and what certifications might be desired for the contractor personnel to provide the engineering support during an investigation of an aircraft crash?
5) Section 1.1 of the PWS - If additional sites other than those listed in the base contract are required to establish CLS Services, will these changes be addressed as “out-of-scope change orders”?
Government Response 4:
1) All 30 aircraft are Air Force assets and there is no requirement for augmentation, substitution, or replacement: PWS paragraph 1.1.
2) The Contractor shall maintain the C-12 interior and exterior appearances. Exterior Standards require touch-up painting as part of normal maintenance: PWS paragraph 1.3.7.2 Contractor shall accomplish complete stripping and repainting of C-12 aircraft as directed by the PCO in accordance with FAA approved standards, appropriate paint drawings and technical order(s): PWS paragraph 1.25.2.
3) Over and above is additional negotiated work within the scope of the contract and is performed after work request proposal (for applicable labor, material, and subcontracting) is received and authorized by the PCO/ACO: PWS Para 1.25.
4) The contractor shall comply with applicable Air Force Instuction and Appendix C of the PWS with regards to mishap reporting and investigation. The Contractor shall provide technical and engineering assistance to support the requirements of applicable Air Fore Instruction(s): PWS paragraph 1.2.6.
5) Any changes in the location, quantity, and type (if contract supports more than one type of aircraft) of aircraft may nonetheless be required to be logistically supported under this contract. The parties may enter into negotiations, if necessary, to determine the impact of increasing or decreasing aircraft quantities on contract coverage, including prices or changes of location of aircraft: PWS paragraph 1.25.10.
