About this file
This is a Questions and Answers document for Draft RFP FA813425RB002 regarding Contractor Logistics Support (CLS) services for the USAF C-12 aircraft fleet. The document contains 27 questions and responses covering topics such as performance incentives, proposal submission requirements, personnel qualifications, past performance evaluation criteria, and technical specifications.
Key details include clarification that the final RFP release date is expected in the second week of February 2025 with award in November 2025. The document addresses questions about spares requirements, personnel certifications, evaluation factors, and transition periods. Notable responses confirm that contractors must provide all spares to maintain an 80% mission capability rate, key personnel changes must follow specific procedures, and past performance evaluations will focus on experience with similar aircraft maintenance programs. The government also clarified that it will not accept a Federal Communications Commission (FCC) Restricted Telephone Operator License in place of the required General Radio Telephone Operator License for the Avionics Manager position.

Page 2 Question: Is there an estimated aircraft induction schedule, shown in section c of this document, by aircraft model?
Attachment 4 is revised to include model type.
10 Draft Solicitation, PWS Page 299, Section H-1, 1.15.7 Discussion: In these sections, the requirement for SB participation is outlined, along with the need for a subcontracting plan. However, in the RFP FAR 52.219-9 is not listed as a clause that is incorporated by reference or by full text.
Question: Does the Government intend to include FAR 52.219-9?
FAR 52.219-9 is incorporated in official RFP.
11 Draft Solicitation Page 299, Section H-1 Discussion: Section H states "the contractor will be required to provide reports on SDB subcontractor participation in accordance with FAR clause 52.219-28.
Question: This FAR clause does not reference reporting. FAR clause 52.219-26 did at one point, but it is reserved. Can the Government clarify which FAR clause makes reference to reporting SDB subcontractor participation?
Section H is revised.
12 Draft Solicitation Page 299, Section H-1 Discussion: Section H states the subcontracting requirement is 28% but says it is expressed in terms of total subcontract value (TSV) and also total contract value (TCV).
Question: Can the Government clarify the requirement as to whether it should be to TCV or
TSV?
Section H is revised to reflect the Subcontracting Goal from 28% to 10%. The Government evaluates the subcontracting requirement in terms of the total contract value.
13 Draft Solicitation Multiple - Contract Clauses Discussion: The draft solicitation does not contain the DFAR 252.228-7001 Ground and Flight Risk clause. We believe the provisions of the Ground and Flight Risk clause are applicable and should not be excluded from the USAF C12 CLS contract.
Question: Can the USG provide rationale for exclusion of the Ground and Flight Risk clause?
Section H of the Official RFP is updated.
DFAR 252.228-7001 is incorporated in official RFP. This clause is used very sporadically and applies to aircraft in the contractor’s possession, care, custody, or control while in locations other than the contractor’s premises or their vendor/subcontractor premises.
14 Attachment 1, Descriptions and Specifications; and Draft Section H pg 1-3, C-2 Notes and CLIN Descriptions, and pg 5, H.4 Indemnification of Government Assets
Question: To what extent can contractor avail ourselves of customs clearance exemptions, in each of the operating locations for activity on behalf of the USG, i.e., to ensure clearance is smooth, ensure duty-free transfers, etc.?
The Contractor is solely responsible for arranging all international movement of material/engines in accordance with all applicable International and US Customs Regulations.
Para H.4 of Section H of the Draft RFP states, unless as a result of acts of God and covered by contractor's insurance policies, "the contractor agrees to indemnify and hold harmless the US Government against any and all losses, claims, liabilities, and expenses, for aircraft costs and aircraft component costs logistically supported under this contract, which are in the possession, care, custody, or control of the contractor while on the contractor's premises, vendor/subcontractor premises or the Main Operating Bases(MOBs) identified in the contract schedule under places of performance."
15 PWS Section 1.2 - Contract Support 6 Discussion: “…the Contractor shall be given up to 72 hours of NRT for CONUS engine shipments and up to 144 hours NRT for OCONUS engine shipments”
Question: Does this statement mean 144 hours to prep OCONUS shipment or for engine to be on-site OCONUS within 144 hours?
To be on site for OCONUS

23 ATTACHMENT 8 – EVALUATION
FACTORS FOR AWARD
2.3.2.2 Relevancy Assessment Questions:
1. Given the emphasis on assessing past performance relevancy based on the similarities to the C-12 CLS requirement, would the Government consider allowing maintenance on other aircraft in similar deployed statuses to achieve the highest level of relevancy given that efforts required to effectively support aircraft maintenance in deployed locations is the same regardless of the platform supported?
2. Specifically requiring past performance with the Beechcraft King Air may inadvertently restrict competition (FAR 13.104), as there are several qualified contractors with substantial experience in maintaining other twin turboprop fixed wing aircraft?
3. Would maintenance experience with other similar twin turboprop fixed wing aircraft also be considered and evaluated equally as relevant in scope?
1-3. Please refer to Attachment_8_C-12_Section_M_Evaluation_Factors_for_Award para 2.3.2.2, 24 ATTACHMENT 8 – EVALUATION
FACTORS FOR AWARD
2.3.2.2 Relevancy Assessment Questions:
1. With the evaluation emphasis on assessing past performance relevancy based on the similarities to the C-12 CLS requirement, could you clarify how the magnitude requirements, especially those focused on the number of OCONUS locations in developing nations, may inadvertently limit competition?
2. This specific emphasis seems to exclude contractors with substantial experience managing aircraft in nations with stringent operational requirements. Considering the Army C-12 proposal evaluation criteria, which include factors such as similarity of service/support, performance under relevant quality management standards, and complexity in supporting multiple sites and managing worldwide aircraft maintenance, would metrics related to the number of aircraft sites managed and the overall volume of aircraft maintained, regardless of aircraft type, be considered and evaluated equally as relevant in magnitude?
1-2. Please refer to Attachment_8_C-12_Section_M_Evaluation_Factors_for_Award para 2.3.2.2, 25 Evaluation Would the Government accept past performance from a sister division, withing the organization?
Past Performance evaluation is IAW FAR 15.305, and Attachment_8_C-12_Section_M_Evaluation_Factors_for_Award para 2.3.2.2
26 Evaluation Are there a minimum amount of points that the vendor must score on the MAPS SCOCARD, in order to be qualified?
No.
Evaluation is IAW Attachment_8_C-12_Section_M_Evaluation_Factors_for_Award
27 Evaluation Will the Government accept a third party audit for approving systems, i.e. accounting system, purchasing system, estimating system?
Accounting System Requirements and documentation will be assessed IAW Attachment_8_C-12_Section_M_Evaluation_Factors_for_Award para 2.5.8.1.
