About this file
This document is a Memorandum from the Air Force Medical Operations Agency (AFMED) designating the Expeditionary/Contingency Medical Materiel (ECMM) services contract as mission essential. The ECMM services contract provides qualified personnel, services, and expertise to assemble, manage, support, maintain, repair, calibrate, deploy, reconstitute, and sustain ECMM assemblages in support of military and humanitarian operations. AFMED has determined the ECMM services as essential to maintaining the operational readiness of medical materiel for possible deployment, as failure to perform these services would significantly affect the ability to provide critical medical care during times of crisis. The related federal contract opportunity is a non-personal services contract for the ECMM program, which the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency is responsible for.

FROM: Air Force Medical Operations Agency (AFMED)
SUBJECT: Mission Essential Contract Services Designation for the Expeditionary/Contingency Medical Materiel Services Contract
1. The Government has identified the Expeditionary/Contingency Medical Materiel (ECMM) services as essential contract services in support of mission essential functions. Maintaining operational readiness of ECMM assemblages for possible deployment for real world and exercise scenarios is essential to providing critical medical care during times of crisis.
2. The services provided by the ECMM contract meet the definition requirements set forth in DFARS 252.237-7023, as the services are essential to maintain the operational readiness of medical materiel for deployment in times of crisis. The mission essential activities required by the ECMM services contract PWS must be performed under all circumstances.
3. As the Chief, Air Force Medical Division Agency, AFMED, I hereby determine the services to be mission essential and failure to perform the requirements of this PWS and sustain the operational readiness of ECMM assemblages would significantly affect the ability to adequately provide critical medical care during times of crisis.
