Such appointment shall be in writing and shall state the scope of authority and limitations. This individual does NOT have authority to change the terms and conditions of the contract.

This term is used to identify designated MTFs and CSDCs identified by AFMS leaders to sustain/maintain, reconstitute, modernize, or build WRM and HSMR assemblages in order to respond to any exercise or real-world event. Also referred to, in this document, as “Staffed,” when discussing the type of service provided.
Key Personnel. Contractor personnel that are evaluated in a source selection process. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

The MRL, maintained within the Medical Readiness Decisions Support System Level Unit Training Readiness Assessment, is the tool designed to 828 manage AFMS readiness resources. Information provided in the MRL for a specific unit includes, but is not limited to: UTCs currently apportioned to the unit; UTCs the unit is projected to gain or lose; whether assigned UTCs are manpower or equipment; AEF assignments (past, present and projected) and tempo bands for each UTC; and for equipment UTCs, which logistics account is responsible for maintaining them and where the assets are physically located. In addition to reflecting current UTC apportionment, the MRL also reflects anticipated changes, including potential UTC transfers, moves, or gains for up to the next five years. The MRL is also utilized to manage the apportionment/distribution of HSMR assemblages.
Physical Security. Actions that prevent the loss or damage of Government property.
Quality Assurance. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

Work Day. The number of hours per day the Contractor provides services in accordance with the contract.
Work Week. Monday through Friday, unless specified otherwise.
WRM. Materiel required, in addition to mobility equipment and primary operating stock, to support wartime activities until the industrial base can meet wartime demands.
