AFICC 773 ESS/PK- EXPEDITIONARY/ CONTINGENCY MEDICAL MATERIAL (ECMM) SERVICES

Air Force Expeditionary/ Contingency Medical Material (ECMM) Services – ECMM Services

General Information

Classification Code: R706 – SUPPORT – MANAGEMENT: LOGISTICS SUPPORT

NAICS Code: 541614 – Process Physical Distribution & Logistics Consulting Services

THIS IS A REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT ANNOUNCEMENT to conduct market research relative to the Expeditionary/Contingency Medical Material Services – ECMM requirement. This RFI announcement is NOT a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement. The information from this RFI is for planning purposes only and will assist the Government in planning its acquisition strategy and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract.

General Intent

The Air Force is looking to award a single contract to facilitate this requirement. This market research is being conducted to assist in determining the best acquisition strategy for the subject service. Any information regarding contract type, commercial practices, and specifications are requested and being considered for the development of the solicitation.

This announcement is targeted for all qualified businesses that can perform the services as stated in the Performance Work Statement (PWS); responses from all interested parties are appreciated and accepted.

Description

This is a non-personal services contract. The purpose of the Expeditionary / Contingency Medical Material (ECMM) Program is to provide qualified personnel, services, and expertise to provide analytical and management support, medical logistics support, and general warehousing services to assemble, manage, support, maintain, repair, calibrate, deploy, reconstitute, and sustain ECMM assemblages (including components) in pre-determined and standardized configurations. An assemblage is an authorized (and approved) allowance listing of equipment and supplies (medical and non-medical) which are necessary to equip, operate, maintain, and provide health service support activities across a full range of military and humanitarian operations. The contractor will provide support/services to staffed and unstaffed United States Air Force (USAF), Air Force Reserve Command (AFRC), Air National Guard (ANG), United States Army (USA), and the JANUS Project (not an acronym) installations within the CONUS and OCONUS Theater of Operations. This includes the possibility for temporary surge in operations/workload for contingency, humanitarian, and base exercises.

The contract period of performance will be from 01 March 2025 to 28 February 2030, with a base year + four (4) 12-month option periods and one 6-month extension option.

If not approved, the Government will not be able to provide equivalent or comparable services for prepositioned medical materiel for the AFRC, ANG, USAMMA, and JANUS Project at locations assigned by each agency. Execution of services will require maintaining a staffing solution (on-site staffing and travel support) able to meet acute mission requirements at various locations. The ECMM contract is mission essential to the success of contingency medical services and completing this requirement with General Schedule employees or military service personnel is not a viable option as the scope and scale of this program exceeds manpower authorized on stakeholders’ Unit Manpower Documents.

This requirement will utilize standard commercial terms and condition in accordance with FAR Part 12. Negotiation will be necessary to ensure receipt of the best value for the Government.

Background

The initial ECMM contract was maintained by the Army Medical Command. In October of 2015, The Air Force Installation Contracting Agency established a Medical Enterprise Support Plan to provide contracting support to the Air Force medical Service in 2018 and began the primary contracting agency for Air Force Medical Portfolio, Category 10. ECMM was developed as a requirement to support Air Force Medical Services (AFMS). The requirements for ECMM include in-garrison maintenance of War Reserve Materiel (WRM) at various Consolidated Storage and Deployment Centers (CSDCs) both in-garrison and travel maintenance and logistical support throughout the continental United States. In addition, ECMM has provided Subject Matter Expertise (SME) to staffed sites in support of performing annual inventories, equipment, production, sustainment, deployment, reconstitution, and maintenance operations for WRM, Force Health Protection (FHP), Home Station Medical Response (HSMR), Army APS and Army UDP.

This requirement is currently under contract FA8003-21-C-0004 as a service-disabled veteran-owned small business. In accordance with NAICS 493110, General Warehousing and Distribution, this requirement is primarily to provide analytical and management support, medical logistics support, and warehousing services to assemble, manage, support, maintain, repair, calibrate, deploy, reconstitute, modernize, and sustain ECMM assemblages (including components) in pre-determined and standardized configurations. These services will support staffed and unstaffed USAF, AFRC, ANG, Army, and JANUS installations within the CONUS and OCONUS Theater of Operations.

The current contract also provides inventory, equipment, and training services to MTFs and support to a classified mission out of the 88th Medical Group, Wright-Patterson Air Force Base, Ohio. The contractor shall provide medical equipment preventive maintenance, calibration, and repair on-support to 90 Air National Guard (ANG) Medical Units located within the 54 states and territories to include the newest MDG located in Guam.
