AIR NATIONAL GUARD MEDICAL EQUIPMENT COORDINATOR DUTIES
The following outlines the ANG Medical Equipment Coordinator responsibilities, specifically focusing on the step-by-step process for the support this office provides.
1. Create and Maintain the Bio-Medical Equipment Technician (BMET) Schedule. Towards the end of the current Calendar Year (CY) second quarter, the MEMO sends the schedule template to all the BMETs for them to prepare their upcoming year’s proposed schedule. When received the Medical Equipment Coordinator consolidates and validates the dates requested are accurate and there are no conflicts in the calendar with federal holidays. Once the schedules are validated the Medical Equipment Coordinator sends the BMET Visit Scheduling email (Attachment 1). The email will include a draft of an Equipment Custodian’s Appointment memorandum (Attachment 2) in case the unit has changed custodians and requires an update. This is done 30 – 60 days before the proposed scheduled visit dates. Once the unit confirms and replies with the required information, the Medical Equipment Coordinator proceeds to confirm their BMET visit (Attachment 3) and provides a copy of the unit’s Custodian Receipt/Location List (CRLL) generated from the Defense Medical Logistics Standard Support (DMLSS). If the proposed dates are not accepted, the Medical Equipment Coordinator will work with the unit and the BMET to identify alternate dates. Sometimes this may require reaching out to other units and see if they are flexible enough to consider alternate dates to accommodate other units.
2. Coordinate for Equipment. Once the confirmation email has been sent, the Medical Equipment Coordinator verifies if there is equipment identified for the unit available in the warehouse. If there is equipment available for the unit, the Medical Equipment Coordinator sends a request to the warehouse Point of Contact (POC) for the equipment to be shipped and arrive at a convenient date (Attachment 4) considering not all units may have storage space available to store equipment in preparation for the BMET’s visit. Once the equipment ships, the warehouse POC notifies the Medical Equipment Coordinator. The Medical Equipment Coordinator then notifies the unit of the shipment and provides at minimum the item’s ship date, carrier, tracking information, and a copy of the packing list (Attachment 5). After the unit has been notified, per NGB guidance, if the shipped equipment is classified as an accountable item, the Medical Equipment Coordinator gains the equipment into the unit’s CRLL. The units must confirm receipt of the equipment and ensure it wasn’t damaged in shipping. Once the BMET completes, or during, his visit he or she will either update the serial number in DMLSS or add the serial number in the gains portion of the After-Action Report (AAR).
3. BMET Visit Out brief. Upon completion of the BMET’s visit, he or she, will conduct an out brief with the unit POC the last day of their visit. The BMET will go over his findings, issues, and recommendations. At a minimum work orders statuses, parts requirements, recall or warranties, and recommendations for disposition and/or replacement of equipment will be covered. This will be acknowledged by the unit POC in the BMET Visit Out-brief Receipt (Attachment 6).
4. BMET Visit Closeout. The BMET has 45 days to complete the work orders in DMLSS. Within those 45 days, the BMET sends the unit their AAR for review and signature. If the unit has questions about anything in the AAR, they will contact the BMET directly. Once the unit signs and returns the AAR, the BMET will submit to the Medical Equipment Coordinator copies of the work orders and worksheets along with the signed AAR. The Medical Equipment Coordinator reviews the AAR and processes all inventory adjustments (gains and losses). The Medical Equipment Coordinator provides the BMET with the Equipment Control Number (ECN) for the gained equipment and assigns the work order to the BMET for completion. Following, the Medical Equipment Coordinator reviews any parts data listed and if it’s not available in the warehouse, its added in the active FY purchase list. If the part is available, it is identified/marked for that unit. Upon completion of the review and documenting requirements, the Medical Equipment Coordinator sends the unit a Consolidated Closeout Report (Attachment 7) that includes a copy of the AAR, copies of the Equipment Data Files (EDF), disposition paperwork (DD1348), and an updated copy of the unit’s CRLL. The email will also include a table listing all inventory adjustment actions and a second table with the BMET’s equipment replacement recommendation.
5. Equipment Requests. From either, the BMET’s equipment recommendation in the AAR or due to an equipment failure, the unit can request replacement equipment at any time. The request must be sent via email to the Medical Equipment Coordinator. Requests submitted will be reviewed by the Medical Equipment Coordinator. The Medical Equipment Coordinator will ensure the following:
a. Equipment requested is part of the Standard Equipment List (SEL), and
b. The requested quantity does not exceed authorizations outlined in the SEL.
6. If the equipment requested is not part of the SEL and or they need quantities above SEL, the unit can submit a 13 Point Justification letter (Attachment 8) to their Functional Area Manager (FAM). If approved, the FAM must sign the request and the unit is responsible for sending a copy of the authorization to the Medical Equipment Coordinator to order and/or receive the equipment.
7. Non-Funded Equipment Requirements. The Medical Equipment Coordinator maintains a list of all non-funded requirements that is used as the purchase list (Attachment 9) for when funds become available. These items are either requests made by the unit itself, or request made by the units per the BMET’s recommendation.
8. Vendor Installed Equipment. Currently the NGB has a vendor installation option for our SEL approved Dental X-ray equipment. The request and installation for this equipment has a specific process that must be followed.
a. Unit sends request to Medical Equipment Coordinator. The Medical Equipment Coordinator will validate the request based on equipment on-hand in DMLSS, and the lifecycle of the equipment been replaced or disposed of.
b. Once the request is validated, the Medical Equipment Coordinator will send the unit an email outlining the process (Attachment 10) and a PLANMECA Site Survey document (Attachment 11). The unit will review the document, and complete pages 2 and 3. Page 2 must be signed and dated manually. On page 3, if you don’t have/know your BMET’s POC information contact the Medical Equipment Coordinator for assistance. In addition to pages 2 and 3, pictures of the room (walls and fixtures) and access points must be submitted. (Note: Pictures must be of good quality to avoid delays in the process). Please include proposed dates for the installation. It is recommended that your proposed dates are 2+ weeks of the submission of the survey and pictures.
c. Once the survey and pictures are received, the Medical Equipment Coordinator will forward to PLANMECA representative and upon acceptance and validation, the PLANMECA representative will schedule a DTG for the installation. Following, the MEMO, will contact the unit and confirm the DTG can be supported.
d. Upon confirmation from both parties, the Medical Equipment Coordinator will coordinate for the equipment to be shipped. Once the equipment ships, the Medical Equipment Coordinator will provide tracking information to the unit POCs and will gain the equipment in the unit’s DMLSS account.
e. The Medical Equipment Coordinator will follow-up a few weeks after install to verify there are no issues.
9. Documentation Custodian. The Medical Equipment Coordinator is responsible for maintaining all the documents resulting from the BMETs visit and any correspondence acknowledging equipment decision from the units. The Medical Equipment Coordinator uses the naming formatting below to standardize internal folders.
a. AAR: YYYY ### MDG ANGRC MERMT AAR
b. DRMO/Gains: YYYY ### MDG DRMO Gains

10. Weekly Delinquent Report. The Weekly Delinquent Report (Attachment 12) is due every Monday and is uploaded weekly into Teams. The report outlines the unit’s services schedules by region, and it also includes a tab for the Medical Equipment Coordinator to report any potential issues with either the units, the schedule or the technician that may not allow a unit to be serviced on time.
11. Weekly NGB Work Order Report. The Weekly NGB Work Order Report (Attachment 13) is due every Tuesday and is uploaded into Teams and a digital copy is emailed to NGB POCs. This report is a breakdown of monthly work orders per the BMET schedule. It provides a status of the units on hand equipment readiness (if serviced or not), and it allows the leadership to focus on those items and/or areas that require additional assistance. The Medical Equipment Coordinator ensures there is a completed work order in DMLSS for each of the items in the unit’s CRLL that are listed as the 970X package.
12. Unable to Locate Report. The Unable to Locate (UL) report is prepared and submitted monthly (Attachment 14). The Medical Equipment Coordinator runs a query in DMLSS and extracts the data and reviews technician’s comments. Then the data is transferred into the report and sorted by added date. The report includes unit, ECN, Nomenclature (NOMEN), cost, acquisition date, life expectancy, life expectancy reached date, date marked UL, days marked UL, status or Report of Survey (RoS), if it exceeds life expectancy, the unit’s next scheduled or projected BMET’s visit, and lastly the date it was added to the report. (Note: The enclosure does not include the date it was added to the report, but the document can be made available upon request or reviewed in the Teams folders under Medical Equipment Coordinator Reports).
13. Budget. The Medical Equipment Coordinator prepares the foundation for the FY budget review. This process starts NLT August of current year. The Medical Equipment Coordinator prepares an itemized master list and validates requirements, based on guidance from NGB. The master list has a nomenclature conversion chart and captures the equipment assigned to the units in DMLSS to equivalent items. The validated requirements are transferred to the standard budget brief template (Attachment 15). This guidance is modified based on requirements for the upcoming CY. In addition, the extent to which the assessment is done is based on guidance for that specific year. The forecasted assessment could range between four (4) and eight (8) years ahead.
14. The Medical Equipment Coordinator archives all unit reporting requirements and supporting documentation in the NGB drive at "M:\SG\Admin-SG Shared\SG All\ZZ-Non-Records\SGXP - Operations - Logistics\6. Logistics\ZZ-Non-Records\MEMO TOOL BOX\GMU Files and Schedule\MEMRT (all units)".
