DCGS Solicitation Questions and Answers

# Document Questions Answers
1 Section L
Reference Section L, Para 5.2 Early Proposal Information states, “Offerors shall complete Section 1 of the Past Performance Questionnaire (PPQ), Attachment L-2 and email it and the Performance Questionnaire Cover Letter, Attachment L-3 to ALL points of contacts (POCs) the Offeror has listed in the Past Performance Information Sheets, Attachment L-1.” Additionally, this paragraph states, “Offerors shall follow-up with respondents to ensure they have completed the questionnaires. It is required to have PPQs on the Past Performance projects being submitted in paragraph 5.3.” This offeror requests clarification on how to handle a situation where a company has been given specific instructions on who their customers will allow PPQs to be submitted to and/or if they will be completed at all by anyone other than the COR. What will happen if the ACO or PCO will not complete a PPQ?
The Offeror is instructed to send to all POCs listed in Attachment L-1 so that a POC will submit a PPQ in response to this solicitation. In situations where a PPQ was not received, the evaluation team will attempt to make contact with the POCs listed for projects.
2 Section L
Reference Section L, Paragraph 5.2 Early Proposal Information states, “Offerors shall complete Section 1 of the Past Performance Questionnaire (PPQ), Attachment L-2 and email it and the Performance Questionnaire Cover Letter, Attachment L-3 to ALL points of contacts (POCs) the Offeror has listed in the Past Performance Information Sheets, Attachment L-1.” Attachment L-1 requires information on the Program Manager/Site Manager, PCO and COR, this offeror respectfully request clarification on the difference between the Program Manager/Site Manager and the COR. In the event that the COR is dual-hatted as the COR and PM, -is it acceptable that we only submit one PPQ, or is it the intent of the Government to have three separate names for these individuals?
Due to the various customers both within and outside of the Government, the POC titles may differ. Generally speaking, a Program Manager/Site Manager is the person responsible for the program. Whereas as a COR is responsible for overseeing specific contractors. In some cases they are the same person. If so, list the information the same so the evaluation team can see it is the same person.
3 Section L
Reference Section L, para 5.3.2 Organizational Structure Change History states, “Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. A pamphlet or other commercial document describing such reorganizations may suffice. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.” This offer respectfully request clarification on this requirement being limited to the prime or is it also inclusive of any subs that are submitting relevant past performance?
Per Sect L, Section 5.3 pertains to primes, subcontractors and teaming partners. Therefore, if a relevant past effort by a subcontractor and/or teaming partner is submitted for consideration, then a roadmap describing organizational changes of that sub or teaming partner would also be required.
4 Technical
Reference Attachment 9, DCGS Sample TO, para 3.3.3.10, states “Partner with Mission Planning Cell (MPC) airmen to ensure checklists and functional and updated regularly.” Please verify if this sentence is missing any information or is correct as written.
Attachment 9, DCGS Sample TO, para 3.3.3.10, has been changed to read "[…] to ensure checklists ARE functional and updated regularly."
5 Contracting
Reference Attachment 12 L-8 Matrix, under section M you are showing para 2.b.3 as an evaluation factor, para 2.b.1 is Technical Rating and 2.b.2 is Technical Risk Rating, can you point us to the location of the 2.b.3 evaluation factor.
The paragraph numbering for Section M para 2b has been updated; removed "(1)" and "(2)" before "Technical Rating" and "Technical Risk Rating" to clarify.

Reference Section M, paragraph 4.ii., the sentence states “The offeror’s proposed personnel and their skills, certifications, education and clearances needed for the successful completion of the sample TO.” This infers the government will evaluate the Sample Task Order’s proposed personnel by name, yet section L, para 4.2.6 only requires “…offeror shall address their capability to provide personnel with the requisite skills, certifications, education and clearances needed for successful completion of the sample TO.” Please clarify if the offeror should be providing actual names and the skills of specific personnel (i.e. resume synopsis) for the sample task vice just discussing how we would source personnel with the required specific skills to perform the job.
The offeror should not provide specific resumes. Section M, paragraph 4.ii has been rewarded to read "The offeror’s ability to provide personnel with the necessary skills, certifications, education and clearances needed for successful completion of the sample TO. "
7 Technical
Reference section 3.1.3.1 of the PWS for the Sample Task Order, what is the historical and expected number of contractors providing Windows System Administration Support for the 10 IS/SCP? If you do not provide the historical and expected number of personnel then please provide the number of systems and number of work orders supported by the people on this task on a daily basis so a proper estimate for the level of effort (FTE) can be determined.

If you do not provide the historical and expected number of personnel then please provide the number of systems and number of work orders supported by the people on this task on a daily basis so a proper estimate for the level of effort (FTE) can be determined.

Reference section 3.3.1 of the PWS for the Sample Task Order, what is the historical and expected number of contractors providing AF DCGS Infrastructure Imagery Dissemination Support? If you do not provide the historical and expected number of personnel then please provide the number and type of image processes, database entry corrections, work order tasks, and the number of other support activities are required by the people on this task on a daily basis so a proper estimate for the level of effort (FTE) can be determined to support the 16x7 requirement outlined in the PWS.

Reference section 3.3.1 of the PWS for the Sample Task Order, is this AF DCGS Infrastructure Imagery Dissemination Support for the 480ISRW still being provided at the 480ISRW building on JBLE (Langley) or another location?
Attach 9 L-6a Sample TO PWS, para 3.3.2 has been revised to indicate the ISR Intelligence Analysis Support is support is provided for the 480ISRW at JBLE, VA and Beale AFB, CA.
13 Technical Reference section 3.3.2 of the PWS for the Sample Task Order, is this ISR Intelligence Analysis Support for 23 multi-source analysts to be performed at JBLE (Langley) or Beale AFB?

16 Technical Reference section 3.3 of the PWS for the Sample Task Order, is the list of paragraphs identifying mission essential positions correct? It references a paragraph 3.3.7 that does not exist.
Attach 9 L-6a, DCGS Sample TO PWS, Paragraph 3.3:
Reference to para 3.3.7 has been removed from the list of mission essential personnel.
17 Technical Ref section 4.4 of the PWS for the Sample Task Order, can you specifically identify which task positions will require the recurring pager duty? Also, will pagers be provided as GFP?
Attach 9 L-6a, DCGS Sample TO PWS, Paragraph 4.4: All positions under 3.1.3. and 3.1.4. will require recurring pager duty.
18 Technical Reference section 5.1.2 of the PWS for the Sample Task Order.
For this TO, can you identify which positions will require access to NSA systems and therefore require a CI Polygraph?

19 Contracting
Reference section 5.2 of the basic DCGS PWS and 5.2.1 of the PWS for the Sample Task Order. Both sections state that any material procurement must be purchased from an Air Force mandated source (i.e. NETCENTS-2, AFWAY, etc); however, in the preceding sentence it states the contractor shall be required to submit three quotes. Does the three-quote requirement still apply if the government mandates a source and will the contractor be allowed to go directly to NETCENTS-2, AFWAY, etc?
Three quotes are required to ensure the Government is receiving the best deal. However, if there is only one source, the Contractor would have to justify why they are the only source and no other brand is viable to the CO.
20 Technical
Reference government provided Attach_12_L- 8_Matrix_REV_7Jan15, under the row for PWS paragraph 3.9, PWS Description “Task Order 0001” you state that paragraph
4.2.6 of Section L and paragraph 2.b.4 of Section M are related to PWS paragraph 3.9. These two sections of L and M appear to have nothing to do with PWS paragraph 3.9. Para 3.9 (Task Order 0001) and then CLIN 0006 is the Kick Off Meeting and the guarantee minimum for the contract. Please clarify desired information to cross reference in sections L and M in this attachment.
Attach 12 L-8, under PWS Description para 3.9, information under columns Section L and Section M has been revised to read "Not Evaluated".
21 Technical
Reference Attach_3- PWS_Appendix_B_Mission_Essential_Personnel, what is the relevance of this attachment? We could find no references to it in any of the other documents. Additionally, it is a little confusing to identify just generic labor categories as “Mission Essential Personnel” since it is a particular job or task that normally determines mission essential criteria and not their labor category. For example, an Intelligence Analysts II assigned to a training position would not necessarily be “Mission Essential” where as an Intelligence Analysts II assigned to the DART developing intelligence products in support of current operations would certainly be considered “Mission Essential”.
Attach_3-PWS_Apprendix B_Mission Essential Personnel updated to PWS paragraphs v. labor categories.
22 Contracting
Ref Clause 252.273-7023 paragraph (b) on page 49 of 91 and Clause 252.237-7024 paragraph (b) on page 50 of 91; both pages have reference to an attachment L-1c “Mission Essential Contractor Services” dated 7 Jan 2015 that were not included in the RFP package. Is “Attachment 3-PWS Appendix_B_Mission_Essential_Personnel” intended to be this “L1-c”? If so, please see previous question referencing that attachment. Please clarify intent and specify which specific tasks and associated positions are considered “Mission Essential Contractor Services”.
Clauses 252.237-7023, para b and 252.237-7024, para b have been revised to read "PWS Appendix b, Mission Essential Personnel".
23 Pricing
Reference Attachment 11 L-7 DCGS Cost Model, There is currently only one set of fully burdened rates being requested for each labor category. The IDIQ PWS states: “Work will span across the AF ISR organizations and associated units, located in the continental United States (CONUS) and outside CONUS (OCONUS). Primary locations are at Joint Base Langley Eustis (JBLE), Virginia; Beale Air Force Base (AFB), California; Joint Base San Antonio Lackland AFB, TX Kadena Air Base (AB), Japan; Ramstein AB, Germany; Hickam AFB, Hawaii; Osan AB, Korea; and associated guard and reserve organizations.” There is significant cost of living differences between many of these locations, even just amongst the CONUS locations, not to mention the OCONUS locations. Due to this disparity, will the government request additional rate structures at a later date for the different work locations, permit the offeror to submit additional rates for locations with recognized higher cost of living; or include ODCs such as HOLA/COLA?
PWS para 2.2, Scope has been revised to address permanent OCONUS duty. As stated in Sect M, Volume IV - Factor 4 - Cost/Price, para a, "The “ceiling rates” can be less based on the requirement at the task order level;
however, at no time can the labor rates be higher than the “ceiling rates”."
24 Contracting
This offeror respectfully recommends that the following OCONUS clauses be added to the RFP since there is OCONUS performance. Add SOFA support for Germany (if someone will be stationed there); FAR 52.228-3 Worker Compensation Insurance (DBA), DFAR 252.228-7003 Capture and Detention, DFAR 252.225-7043 Antiterrorism/Force Protection Policy for Defense Contractors Outside the U.S.
Clause 52.228-3, Worker Compensation Insurance (DBA) has been incorporated into the contract. However, clauses 252.228-7003, Capture and Detention and DFAR 252.225- 7043 Antiterrorism/Force Protection Policy for Defense Contractors Outside the U.S. are not applicable to this solicitation. The Germany SOFA clause has also been incorporated.
25 Technical
Reference Section L, para 4.2.6 Subfactor Four, Sample Task Order states, “The Offeror shall submit a Mission Essential Plan in accordance with DFARS 252.237-7023, and complete the DCGS Sample TO Pricing Sheet, Attachment L-6b in response to the Sample TO, Attachment L-6a. ” This offeror respectfully requests clarification on if the Mission Essential Contractor Services Plan is required as a separate document since it is a plan that is supposed to be maintained and updated periodically/as required after award throughout the life of the contract.
Additionally, if we are to submit the Mission Essential Contractor Services Plan as part of the Technical Volume, we request that this be excluded for the 40 page limit requirement.
Sect L, para 2.2, Table 2.2 has been corrected to reflect the page limit for the Mission Essential Plan required in Sect L, para 4.2.6 is limited to 10 pages and not included in the 40 page count for the technical volume.
26 Pricing
We have compared Attachment 2 PWS Appendix A Job Descriptions to Attachment 11 L-7 DCGS Cost Model and have taken notice that they are not a 100% match.
Example: Senior Programmer/Technical Lead listed in the Job Descriptions but not on the Cost Model.
Example: System Administrator/Spt Engineer positon broken down as Windows System Admin and UNIX System Admin on the Job Descriptions but only Senior System Programmer listed on the Cost Model that does not denote systems.
Example: Internet/Intranet Specialist listed in the Job Descriptions but not listed on the Cost Model.
Example: Intelligence Analyst I-III and Intelligence Analyst II-III are listed multiple times on Attachment 2 PWS Appendix A Job Descriptions but only one time each on the Cost Model.
Question: Are we to price the additional labor categories listed in Attachment 2 PWS Appendix?
Attach 2, PWS Appendix A Job Description, Column B heading has been updated to read "Example Labor Category". Attachment 11 L-7 DCGS Cost Model and Attachment L-6b Sample TO Pricing have been updated as well to allow Offeror's to propose their own labor categories that meet the job description and education and/or experience as described in Attach 2, PWS Appendix A.
27 Technical
Offerors are to provide the number of cleared personnel at the TS/SCI level per labor category. Are we to identify the labor categories listed in Attachment 2 PWS Appendix Job Descriptions or only those labor categories listed in Cost Model?
Sect L, para 4.2.3viii and Sect M, Para 2.b.1.viii have been reworded to "Ability to provide number of cleared personnel at the TS/SCI per labor category."
28 Contracting
Offerors must now provide a Mission Essential Plan as part of their Sample Task Order response. Is this plan included in the 40 page technical limitation or can the plan be submitted as an appendix to the Technical/Risk Volume.
Sect L, para 2.2, Table 2.2 has been corrected to reflect the page limit for the Mission Essential Plan required in Sect L, para 4.2.6 is limited to 10 pages and not included in the 40 page count for the technical volume.

DD254, Section 1b, 11h, 11i, pg 1: 1b states NO Safeguarding, therefore the contractor cannot apply for a COMSEC account because we cannot receive and store COMSEC material. The same logic applies to 11i; TEMPEST requirements are necessary when processing classified information. Since we cannot store or generate classified material then TEMPEST requirements should not apply.
Individual DD254s will be done at the Task Order level.
The Exhibit B, DD254 is a draft only.

DD254, Section 11i: If the AF wants to keep the TEMPEST requirements my question is then is the AF going to allow us to recover all costs associated with the TEMPEST requirements as stated in para 11-102 of the NISPOM?
TEMPEST refers to requirements for performing work of this contract, which will only occur at a government facility.
31 Contracting
Solicitation, Section 2.2.1: The RFP indicates that Teaming Agreements or Letters of Intent are not included in the page count; however, the instructions do not require the submission of Teaming Agreements or Letters of Intent. Are these required and if so, in which volume do you put them?
"Teaming Agreements or Letters of Intent" has been removed from Section L, para 2.2.1.
32 Contracting Solicitation, Section L.4.2.1.1: The RFP refers to Table 2 of the DOD Source Selection Procedures for Technical Risk Ratings.
The actual table for these ratings is Table 3. Please revise.
This has been corrected to read Table 3, Technical Risk Rating.

Solicitation, Section L.4.2.5: The Government states that we are to "submit an outline" within this section describing the items listed. We are trying to determine if the Government is seeking an narrative response or a standard abbreviated outline? Does the Government want an outline or a discussion?
The format of the response is up to offeror's discretion.

Solicitation, Section L.4.2.5, para # ii: The Government is requesting that we describe the labor categories and skill sets required to accomplish the PWS; however, these items are dictated by the RFP, Attachment 2 and Attachment 3. Unless we are proposing additional labor categories, what exactly is the Government asking for us to provide here? A repeat of the LCATS and skills sets you have required us to meet as outlined in Attachment 2 and 3?
Attachment 2_Job Description column B has been changed to read "Example Labor Category". Attachment 3 has been updated with PWS paragraphs and not labor cats.

Solicitation, Section L.4.2.6: In the last two sentence in this paragraph you are dicussing the pricing of the Sample TO and you ask that we provide a chart identifying the LOE by Prime and Sub by PWS Element. Do you want this in the Technical Volume or the Cost Volume?
The LOE chart should be included in the technical volume.

Solicitation, Section L.7.3.3: This section reads as if the Attachments listed must be included in Volume V in addition to the various other Volumes of the proposal where the attachments are being used. Is this correct? Does the Government want this duplicated?
Section L, para 7.3.3 has been removed.

Attachment L-6a, Section 3.3: The TO PWS states the following:
"The following PWS paragraphs detail mission essential functions and must be performed under all circumstances: 3.3.1, 3.3.2, 3.3.3, 3.3.4, and 3.3.7. Contractors executing these functions will be providing direct support to global U.S. ISR operations and will be required to report for duty regardless of weather, emergency, or other crisis situations." There is NO 3.3.7 in the PWS. Please revise.
Attachment L-6a: Paragraph 3.3.7. has been deleted.
38 Pricing
Att 11_L-7 DCGS Cost Model: The template has room for only one rate per Labor Category in each Contract Year; however the PWS lists numerous work locations, both CONUS and OCONUS.
The Solicitation also includes clauses regarding SOFA's in Japan and Korea, which implies that overseas assignments might be lengthy. Are we required to propose "ceiling" rates that are inclusive of all costs required to perform the work in ANY geographic location? If not, please state the location to be used for development of the ceiling rates, or indicate whether offerors should propose separate ceiling rates for each location.
PWS para 2.2, Scope has been revised. OCONUS locations are TDYs and not permanent duty locations. As stated in Sect M, Volume IV - Factor 4 - Cost/Price, para a, "The “ceiling rates” can be less based on the requirement at the task order level; however, at no time can the labor rates be higher than the “ceiling rates”." The rates the Offeror establishes as the ceiling rate is up to the discretion of the Offeror.

Att 11_L-7 DCGS Cost Model and Att 2/App A Labor Cat Descriptions: The Cost Model does not distinguish between the Senior Programmer and the Senior Programmer, Technical Lead.
These postions are listed separately in Att 2/Appendix A (LCAT Descriptions) and the qualifications are different. We recommend adding the Technical Lead as a separate line item in the Cost Model.
Attachment 2_Job Description column B has been changed to read "Example Labor Category". Offerors should propose their own labor category that meet the Job Description and Experience and/or Education Requirements as described in Attach 2, PWS Appendix A Job Description.
40 Technical
Att 11_L-7 DCGS Cost Model and Att 2/App A Labor Cat Descriptions: For the Web Software Developer Labor Category, there is no way to distinguish the Mid-Level from the Junior Level for candidates who have a Bachelors' Degree (vs equivalent years of experience). Should the labor category description(s) be revised?
Attachment 2_Job Description column B has been changed to read "Example Labor Category". Offerors should propose their own labor category that meet the Job Description and Experience and/or Education Requirements as described in Attach 2, PWS Appendix A Job Description.

Att 11_L-7 DCGS Cost Model and Att 2/App A Labor Cat Descriptions: The Internet/Intranet Specialist Labor Category appears in Att 2/App A, but not the Att 11 Cost Model. Should it be added to the Cost Model, or deleted from App A?
Internet/Intranet Specialist has been removed from Attach 2_Job Descriptions.

Att 11_L-7 DCGS Cost Model and Att 2/App A Labor Cat Descriptions: The Cost Model does not distinguish between the Sys Admin - WINDOWS and the Sys Admin - UNIX. These postions are listed separately in Att 2/Appendix A (LCAT Descriptions) and the qualifications are different. We recommend showing each operating system requirement as a separate line item in the Cost Model.
Attachment 2_Job Description column B has been changed to read "Example Labor Category". Offerors should propose their own labor category that meet the Job Description and Experience and/or Education Requirements as described in Attach 2, PWS Appendix A Job Description.

The offeror requests the government provide amplifying information for the STO regarding scope and complexity for specific tasks to be completed in section 3.1 WEAPON SYSTEMS AND C4I (Command, Control, Communications, Computers and Intelligence) SYSTEMS INFORMATION TECHNOLOGY SERVICES. For example: Section 3.1.3.1.1 requests, “The Contractor shall maintain systems and applications associated with 10 IS/SCP communications to include Windows Domain Servers and associated applications such as, but not limited to, MS Active Directory, MS Exchange, MS System Center Configuration Management (SCCM), , McAfee HBSS, , NetIQ Directory Administrator (DRA), VMware, NetApp storage management and backups.” Can the government provide information as the number of current systems maintained, their locations, their ability to be accessed remotely by administrators, any service level agreements (SLAs) associated with downtime/uptime for the systems and when possible the current number of FTEs used to accomplish this work currently? Is 24/7/365 coverage required for this work? If not, how are systems maintained or serviced when the contractor is not on site? Please consider this question to be asked for all sections regarding IT management to include: 3.1.3.2, 3.1.3.3, 3.1.4.
Historic labor hours and work load has been added to Attach 9, L-6a DCGS Sample TO PWS, para 10. All work will be performed at a government facility. Work hours are M-F, with recurring pager duty for off-hours.

In the Sample Task Order, the offeror requests the government provide amplifying information regarding scope and complexity for specific tasks to be completed in section 3.3 INTELLIGENCE SUPPORT. Additionally the 16 hour, 7-day a week basis support is different from the typically provided 24 hour, 7-day a week support. Can the government identify the logic for this deviation and historical data on which 16 hours from a normal 24 hour day are usually covered by these analysts?

However, the technical requirements as provided in the PWS and Sample Task Order are not specific enough to be able to determine “quantitative” estimates of the impact on cost, schedule, and performance or the impact across other contract requirements. As the PWS is written, it is difficult to develop “quantitative” estimates of specific risks.
