PERFORMANCE WORK STATEMENT (PWS)

for

Air Force (AF) Distributed Common Ground System (DCGS) Sample Task Order – DCGS Operations/Crew/Security/Network

Systems/Network Infrastructure

1.0 INTRODUCTION.

This is a non-personal services contract. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services. The contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services.

These services shall not be used to perform any Inherently Governmental Functions. The services described support the Air Force (AF) Distributed Common Ground System (DCGS) Program.

2.0 BACKGROUND

2.1 MISSION. The AF DCGS weapon system is the Air Force’s primary ISR, Processing, Exploitation and Dissemination (PED) system. AF DCGS provides actionable, multi-discipline intelligence derived from multiple Intelligence, Surveillance, and Reconnaissance (ISR) platforms to Combatant Commands (COCOMs), Component Numbered Air Forces (C-NAF) and national command authorities across the globe, 24 hours per day, seven (7) days per week.

Through distributed, (reachback and deployed) and collaborative operations, active duty (AD), Air National Guard, Air Force Reserve Center, joint and coalition units and personnel work as an integrated combat capability, enabling the Air Force to engage in multiple, simultaneous military operations across the globe.

2.2. SCOPE. This PWS describes the engineering and technical tasks along with the information assurance (IA) and information technology (IT) capabilities. The organizations within the 25th Air Force (AF) require support for these various AF ISR missions. Work will span across the AF ISR organizations and associated units, located in the continental United States (CONUS) and outside CONUS (OCONUS). Primary locations are at Joint Base Langley Eustis (JBLE), Virginia; Beale Air Force Base (AFB), California; Joint Base San Antonio Lackland AFB, TX; Fort Gordon, Georgia; Fort Meade, Maryland; Kadena Air Base (AB), Japan; Ramstein AB, Germany; Hickam AFB, Hawaii; Osan AB, Korea; and associated guard and reserve organizations.

3.0. REQUIREMENTS

3.1. WEAPON SYSTEMS AND C4I (Command, Control, Communications, Computers and Intelligence) SYSTEMS INFORMATION TECHNOLOGY SERVICES.

3.1.1. Configuration Management and Engineering Support: N/A.

3.1.2. ISR Systems Management Integration Support and Web Services: N/A.

3.1.3. Network Systems Management.

3.1.3.1 Windows Systems Administration Support for 10 IS/SCP, JBLE, VA

3.1.3.1.1 The Contractor shall maintain systems and applications associated with 10 IS/SCP communications to include Windows Domain Servers and associated applications such as, but not limited to, MS Active Directory, MS Exchange, MS System Center Configuration Management (SCCM), , McAfee HBSS, , NetIQ Directory Administrator (DRA), VMware, NetApp storage management and backups.

3.1.3.1.1.1 Provide Tier 2 support, based on industry standards, to clients for all system problems and anomalies. Support trouble tickets submitted via the electronic problem reports system.

3.1.3.1.1.2 Prepare systems (i.e. domain servers) for security accreditation.

3.1.3.1.1.3 Install, configure, and maintain Windows operating systems, to include Operating System (OS), application software patches and service packs.

3.1.3.1.1.4 Perform Tier 2 user account, group, and home directory maintenance for workstations and servers, in coordination with 480 ISR Wing Information System Security Officers (ISSO).

3.1.3.1.1.5 Manage user and group policies and rights; conduct auditing for same.

3.1.3.1.1.6 Review security, network, and system auditing and remedy identified anomalies.

3.1.3.1.1.7 Analyze and resolve problems associated with workstation and server hardware, operating systems, and applications software, adhering to mandated requirements and guidelines;

create and implement policies and procedures for ensuring the security and integrity of all servers.

3.1.3.1.1.8 Prepare, test, and implement scripts to simplify system tasks for domain core services.

3.1.3.1.1.9 Develop and perform backup and recovery procedures for domain core services.

3.1.3.1.1.10 Utilize and manage media backup of RAID storage devices.

3.1.3.1.1.11 Maintain and administer laptops, Test and Integration Facility workstations, and Test Bed workstations.

3.1.3.1.1.12 Research, test and document prior to implementation into operational environment, in the in-house test bed, Configuration Control Board (CCB) recommended proposals; develop implementation and test plan for migrating CCB-approved software and hardware changes into operational environment; implement CCB-approved changes into operational environment.

3.1.3.1.1.13 Support 480 ISR Wing ISSO and 10 IS/SCP Network Security Managers to identify and resolve security related workstation issues.

3.1.3.1.1.14 Review, evaluate, design, develop, implement, administer, and maintain SQL databases, to support Windows domain services.

3.1.3.1.1.15 Interface with 25th AF, 480 ISR WG staff offices, 10 IS engineers and remote engineers on future changes to the domain, server and workstation architecture.

3.1.3.1.1.16 Evaluate and recommend improvements to the security posture of server and computer systems by electronic and manual review methods.

3.1.3.1.1.17 Develop acceptance test plans for new and improved computer systems.

3.1.3.1.1.18 Install, configure, troubleshoot and identify ambiguities, and secure the servers.

3.1.3.1.1.19 Support military and Government personnel on systems

3.1.3.1.2 Minimum Requirements:

3.1.3.1.2.1 Shall be DoD 8570 certified, IAT II.

3.1.3.1.2.2 Shall have five (5) years of experience in administering a Microsoft Windows 2003/2008 Server networked environment consisting of multiple servers operating a variety of

networked applications. A current certification as a Microsoft Certified Systems Engineer (MCSE.) can be substituted for half the required experience.

3.1.3.1.2.3 Shall have five (5) years of experience in administering a Virtual Server networked environment consisting of multiple servers operating a variety of networked applications. A current certification VMware Certified Professional (VCP) can be substituted for half the required experience.

3.1.3.1.2.4 Shall have five (5) years of experience in administering SAN Systems (e.g.

EMC/DELL, NetApp).

3.1.3.2 UNIX Systems Administration Support

3.1.3.2.1 The Contractor shall maintain systems and applications associated with 10 IS/SCP Network and Communication architecture to include: Oracle/Solaris, Red Hat Linux, Trusted Solaris and associated ISR applications such as, but not limited to, GaleLite, UNICORN, Image Access Solution (IAS), Information Support Server Environment (ISSE) Guard, and Imagery Product Library (IPL), Multimedia Message Manager (M3), Trusted Manager (TMAN)Multi-level Database Replication (MLDBR), and Transmission Format Requirements Document (TFRD) Converter SecureView. Contractor shall:

3.1.3.2.1.1 Provide Tier 2 support, based on industry standards, to clients for all system problems and anomalies. Support trouble tickets submitted via the electronic problem reports system.

3.1.3.2.1.2 Prepare systems (mission servers, UNIX workstations) for security accreditation.

3.1.3.2.1.3 Install, configure, and maintain Red Hat Linux and Solaris operating systems, to include Operating System (OS), application software patches and service packs.

3.1.3.2.1.4 Perform user account, group, and directory maintenance for clients in coordination with 480 ISR Wing Information System Security Officers (ISSO). Manage user and group policies and rights; conduct auditing for same.

3.1.3.2.1.5 Review security, network, and system auditing and remedy identified anomalies.

3.1.3.2.1.6 Analyze and resolve problems associated with UNIX workstation and server hardware, operating systems, applications software, and adhere to mandated requirements and guidelines.

3.1.3.2.1.7 Prepare, test, and implement scripts to simplify system tasks for domain core services.

3.1.3.2.1.8 Perform backup and recovery procedures utilizing and managing media backup of RAID storage devices.

3.1.3.2.1.9 Maintain Test and Integration Facility workstations, and Test Bed workstations.

3.1.3.2.1.10 Support 480 ISR Wing ISSO and 10 IS/SCP Network Security Managers to identify and resolve security related server, workstation and application issues.

3.1.3.2.1.11 Support military and Government personnel on systems

3.1.3.2.2 Minimum Requirements:

3.1.3.2.2.1 Shall be DoD 8570 certified, IAT II.

3.1.3.2.2.2 Shall have five (5) years’ experience in administering and managing UNIX operating systems a contiguous networked system of different platforms.

3.1.3.3 Client Systems Administration (CSA)

3.1.3.3.1 The Contractor shall maintain workstations and applications associated with 10 IS/SCP Network and Communication architectures to include Oracle, Solaris and Windows Workstations. CSA support shall be provided to facility-wide NIPRnet, SIPRnet, and Langley campus-wide JWICs and NSAnet infrastructures. Contractor shall:

3.1.3.3.1.1 Provide Tier 1 and Tier 2 support based on industry standards, support clients for all system problems and anomalies. Support trouble tickets submitted via the electronic problem reports system.

3.1.3.3.1.2 Prepare member workstations for security accreditation.

3.1.3.3.1.3 Install, configure, and maintain Windows operating systems, to include System (OS), and application software patches and service packs.

3.1.3.3.1.4 Perform Tier 1 and Tier 2 user account, group, and home directory maintenance for workstations and member servers, in coordination with 480 ISR Wing Information System Security Officers (ISSO).

3.1.3.3.1.5 Perform printer software configuration and maintenance.

3.1.3.3.1.6 Analyze and resolve problems associated with workstation and member server Hardware, operating systems, applications software, and 480 ISR WG ISSO and 10 IS/SCP Network Security Manager identified security related issues while adhering to requirements and guidelines.

3.1.3.3.1.7 Prepare, test, and implement local scripts to simplify system tasks.

3.1.3.3.1.8 Perform local back-up and recovery procedures utilizing and managing media backup and Redundant Array of Inexpensive Disks (RAID) storage devices.

3.1.3.3.1.9 Maintain and administer laptops, Test and Integration Facility workstations, and Test Bed workstations.

3.1.3.3.1.10 Test all proposed changes on in-house test bed prior to implementation into operational environment.

3.1.3.3.1.11 Research, test and document prior to implementation into operational environment, in the in-house test bed, Configuration Control Board (CCB) recommended proposals; develop implementation and test plan for migrating CCB-approved software and hardware changes into operational environment; implement CCB changes into operational environment.

3.1.3.3.1.12 Evaluate and recommend improvements to the security configuration of member server and computer systems by electronic and manual review methods.

3.1.3.3.1.13 Develop acceptance test plans for new and improved computer systems.

3.1.3.3.1.14 Support lower skill level military and Government personnel on systems.

3.1.3.3.2 Minimum Requirements:

3.1.3.3.2.1 Shall be DoD 8570 certified, IAT I.

3.1.3.3.2.2 Shall have three (3) years’ experience in computer/hardware/software troubleshooting and help desk support.

3.1.3.3.2.3 Shall have three (3) years hands-on work experience of Microsoft Windows operating platforms.

3.1.3.3.2.4 Shall have three (3) years hands-on work experience of Microsoft Office Suite Application and Word Perfect software.

3.1.3.3.2.5 Shall have three (3) years’ experience in Windows 7/XP image development using Symantec Ghost or similar software. Experience shall show Windows image creation in a network environment.

3.1.4. Network Infrastructure Management:

3.1.4.1 The Contractor shall provide daily management of network infrastructures to include technical solutions for new requirements, installation, modification, removal and monitoring of network infrastructure resources. Contractor shall:

3.1.4.1.1 Provide fault isolation and incident resolution support for networks, IA Suites using Government provided network analysis tools and applications (e.g.SolarWinds, CISCO Works).

3.1.4.1.2 Provide technical support in the configuration, optimization, troubleshooting and software maintenance of IA Suites (firewalls, IDS), routers, switches, servers, workstations, overall network and long haul communication circuit support.

3.1.4.1.3 Provide test and evaluation support for new technology. Prepare reports detailing the results of the test and evaluation including specific recommendations.

3.1.4.1.4 Provide detailed documentation on all tasked actions that affect the operation of the system environment, to include but not limited to: system trouble calls handled, configuration changes and new products or solutions.

3.1.4.1.5 Provide engineer network solutions in an Internet Protocol (IP), Gigabyte Ethernet (GIG-E) and Asynchronous Transfer Mode (ATM) Local Area Network (LAN)/Wide Area Network (WAN) environment.

3.1.4.1.6 Design, document, and provide tech-solutions to customers for classified networks.

3.1.4.1.7 Work with vendors, and other military organizations to design possible solutions for classified networks.

3.1.4.1.8 Provide timelines and cost estimates for the new installation of local and remote networks to accommodate voice, video and data.

3.1.4.1.9 Configure, troubleshoot, and maintain Voice over Internet Protocol (VoIP) phones and Video Teleconferencing (VTC) equipment. Create Virtual Local Area Networks (VLANs), Configure Quality of Service (QOS), and port-security in a voice network infrastructure. Video traffic shall be separated from other types of data to ensure high quality of service to video customers.

3.1.4.1.10 Create network infrastructure to support real-time (RT) and near real-time (NRT) high-bandwidth video feeds

3.1.4.1.11 Administer and manage Microsoft (MS) Windows Server Dynamic Host Configuration Protocol (DHCP) scopes, General Dynamics Encryption Manager (GEM-X), SolarWinds, Cisco Works, Cisco Access Control Server (ACS) Terminal Access Controller Access-Control System (TACACS+).

3.1.4.2 Minimum Requirements:

3.1.4.2.1 Shall be DoD 8570 certified, IAT II.

3.1.4.2.2 Shall have five (5) years’ experience with configuration and management of Cisco Routers and Switches, Marconi/Ericsson ATM devices, Juniper WAN Accelerators, and TACLANE and FASTLANE encryption devices.

3.1.4.2.3 Shall have five (5) years’ experience administering IP protocol network to include VoIP, VTC, and fiber optic technologies.

3.2. PROJECT MANAGEMENT. N/A.

3.3. INTELLIGENCE SUPPORT. The following PWS paragraphs detail mission essential functions and must be performed under all circumstances: 3.3.1, 3.3.2, 3.3.3, 3.3.4, and

3.3.7. Contractors executing these functions will be providing direct support to global U.S.

ISR operations and will be required to report for duty regardless of weather, emergency, or other crisis situations.

3.3.1. AF DCGS Infrastructure Imagery Dissemination Support: The contractor shall perform imagery dissemination support across multi-domain networks utilizing various national and theater-level imagery storage, retrieval databases and tools. Contractor shall:

3.3.1.1. Provide Tier-1 (per AFI33-115, Vol I) Help Desk imagery dissemination support for Image Access Solutions (IAS), Image Product Library (IPL), Unified Collection Operations Reporting Network (UNICORN) and Command Image Library (CIL) systems and databases;

including demonstrated functional knowledge of system components.

3.3.1.2. Monitor and maintain the IPL’s storage databases and perform data verification for finished image products prior to ingest to the server.

3.3.1.3. Monitor and maintain the IAS and CIL databases and populate with required raw imagery necessary to meet customer needs.

3.3.1.4. Complete work orders through Management Information System Tool (MIST).

3.3.1.5. Support Wing participation as directed in Humanitarian Aid/Disaster Relief (HA/DR) Defense Support to Civil Authorities (DSCA), Non-combatant Evacuation Operations (NEO) events and various Joint/Theater Exercises by posting products to various multi-domain servers and portals (e.g. IPLs, WebPages like APAN, HDDS, USGS).

3.3.1.6. Perform routine system maintenance on imagery dissemination databases and update work center documents (e.g. mission logs, how to manuals, newcomer training guides).

3.3.1.7. Provide support on a 16-hour, 7-day a week basis. This position is considered mission essential.

3.3.1.8. Minimum Requirements:

3.3.1.8.1. Shall have completed a military or Government Imagery Analysis training course.

3.3.1.8.2. Shall have five (5) years experience within current intelligence career field working with intelligence analyst community software, databases and community reporting standards in a tactical and national environment.

3.3.1.8.3. Shall have five (5) years experience working with various commercial, airborne and national collection platforms (e.g. panchromatic, optical, radar, infrared and multi-spectral).

3.3.1.8.4. Shall have five (5) years experience with DoD and intelligence community automated collaborative tools and networks, such as Intelink and Intellipedia.

3.3.1.8.5. Understanding of theater and national-level collection management functions, automated systems, processes and procedures.

3.3.2. ISR Intelligence Analysis Support: The contractor shall perform tasked multi-source intelligence crew position duties in support of 24/7 AF DCGS weapon system operations. Crew

duties will be performed in accordance with AFISRA Instruction (AFISRAI) 14-153 Volume 3, AF DCGS Intelligence Operations Procedures and 480 ISR Wing (ISRW) governing directives.

Contractor shall:

3.3.2.1. Complete training, qualification, and proficiency requirements and maintain Combat Mission Ready (CMR)/Basic Mission Capable (BMC) status in accordance with AFISRAI 14- 153 Vol 1, AF DCGS Intelligence Training and AFISRAI 14-153 Vol 2, AF DCGS Intelligence Standardization and Evaluation Program for the tasked crew position. If, at any time, Contractor fails their crew position evaluation and remedial training is required, the Offeror will cover all costs associated with backfilling the contractor’s position until contractor passes their remedial evaluation.

3.3.2.2. Perform 12-shift work in support of AF DCGS weapons system 24/7 operations. This position is considered mission essential.

3.3.2.3. Research, gather, collate, analyze, fuse, and report ISR activity in support of the assigned mission of the supported organization as well as perform trend analysis derived from combat elements, ISR production centers, and open sources to prepare Joint Intelligence Preparation of the Operational Environment (JIPOE) related data and products.

3.3.2.4. Correlate and fuse information using at least two (2) Geospatial Intelligence (GEOINT) and Signals Intelligence (SIGINT) sources and provide tailored regionally-focused intelligence supported C-NAFs, CFACCs, COCOMs, and AF DCGS mission crews.

3.3.2.5. Generate Analysis Reports and provide regionally-focused intelligence updates to support mission operations.

3.3.2.6. Develop and provide situational awareness data, trend and pattern analyses, all-source analysis reports, briefing products and verbal and textual responses to requests for information from US, Allied and Coalition warfighters and agencies.

3.3.2.7. Produce pre-mission briefings, weekly activity reports (WARs), storyboards, current intelligence briefs and other associated products.

3.3.2.8. Conduct independent research and techniques using national intelligence databases.

3.3.2.9. Support Government and military personnel in training of research methods and integration of new analyst tools.

3.3.2.10. Test, evaluate, and provide support in the integration of new technology or applications associated with gathering, analyzing, fusing, and reporting multi-source intelligence information in a network-centric environment.

3.3.2.11. Since this function is a 24/7 activity, we require the contractor to provide 23 qualified multi-source intelligence analysts for this task.

3.3.2.12. Minimum Requirements:

3.3.2.12.1. Shall have completed a military or Government all-source analysis training course or certified in a specialized intelligence career field (i.e. Imagery or Signal Analysis).

3.3.2.12.2. Shall have five (5) years experience in ISR sensors and platforms.

3.3.2.12.3. Shall have five (5) years experience in data mining and research analysis applications and technology.

3.3.2.12.4. Shall have five (5) years experience with the national intelligence community reporting data bases and standards.

3.3.3. Mission Planning Support: The contractor shall perform tasked sensor planning crew position duties in support of 24/7 AF DCGS weapon system operations. Crew duties will be

performed in accordance with AFISRAI 14-153 Volume 3, AF DCGS Intelligence Operations Procedures and 480 ISRW governing directives. Contractor shall:

3.3.3.1. Complete training, qualification, and proficiency requirements and maintain CMR/BMC status IAW AFISRAI 14-153 Vol 1, AF DCGS Intelligence Training and AFISRAI 14-153 Vol 2, AF DCGS Intelligence Standardization and Evaluation Program for the tasked crew position.

If, at any time, Contractor fails their crew position evaluation and remedial training is required, the Offeror will cover all costs associated with backfilling the contractor’s position until contractor passes their remedial evaluation.

3.3.3.2. Perform 12-hour shift work in support of AF DCGS weapons system 24/7 operations.

This position is considered mission essential.

3.3.3.3. Generate and execute ISR navigational tracks and sensor collection plans for U-2 Dragon Lady, RQ-4 Global Hawk, MQ-9 Reaper, MQ-1 Predator, MC-12 Liberty and other tasked ISR platforms/sensors to collect GEOINT, SIGINT and/or multi-intelligence data on specified targets in support of theater peacetime, contingency and/or combat operations.

3.3.3.4. Generate full-spectrum mission plans utilizing theater guidance and partnering with distributed mission planning partners to achieve preeminent ISR effects.

3.3.3.5. Adhere to Theater Special Instructions (SPINS), Baseline & Daily Reconnaissance Surveillance and Target Acquisition (RSTA) Annex, Air Tasking Order and Airspace Control Order.

3.3.3.6. Build collection emphasis requests to enhance and refine collection during high-altitude missions.

3.3.3.7. Deliver mission plans on-time in accordance with DCGS and Reconnaissance Squadron contracts.

3.3.3.8. Execute time-sensitive sensor planner (SP) functions in accordance with DCGS SP checklists.

3.3.3.9. Coordinate theater requirements with applicable liaison officers, ensuring achievability of requirements, clarity of essential elements of information, required dissemination methods and specific product expectations.

3.3.3.10. Partner with Mission Planning Cell (MPC) airmen to ensure checklists and functional and updated regularly.

3.3.3.11. Provide inputs to MPC products to highlight sensor plans, capabilities and strategies to leadership and mission partners as required.

3.3.3.12. Support the development of operational procedures for sensor-planning activities and update crew positional documents to include, but not limited to, AF DCGS tactics, techniques and procedures (TTPs) and mission crew checklists.

3.3.3.13. Since this function is a 24/7 activity, we require the contractor to provide 5 qualified sensor planners for this task.

3.3.3.14. Minimum Requirements:

3.3.3.14.1. Shall have completed a military or Government Imagery Analysis training course or All-Source Intelligence training course.

3.3.3.14.2. Shall have five (5) years of DCGS weapon system experience.

3.3.3.14.3. Shall maintain a minimum Q-1 DCGS Weapons System Qualification Rating.

3.3.4. ISR Imagery Analysis Support: The contractor shall perform tasked GEOINT and/or imagery-derived Measurements and Signatures Intelligence (MASINT) crew position duties in

support of 24/7 AF DCGS weapon system operations. Tasked crew position duties will be performed in accordance with AFISRAI 14-153 Volume 3, AF DCGS Intelligence Operations Procedures and 480 ISRW governing directives. Contractor shall:

3.3.4.1. Complete training, qualification, and proficiency requirements and maintain CMR/BMC status in accordance with AFISRAI 14-153 Vol 1, AF DCGS Intelligence Training and AFISRAI 14-153 Vol 2, AF DCGS Intelligence Standardization and Evaluation Program for the tasked GEOINT crew position. If, at any time, Contractor fails their crew position evaluation and remedial training is required, the Offeror will cover all costs associated with backfilling the contractor’s position until contractor passes their remedial evaluation.

3.3.4.2. Execute imagery analysis activities; this will include, but is not limited to, processing, analyzing, exploiting and reporting on each tasked image; reviewing, revising and releasing annotated images and textual reporting.

3.3.4.3. In accordance with tasked crew position, manage GEOINT crews and/or manage GEOINT target distribution and GEOINT production.

3.3.4.4. Perform 12-hour shifts, in support of a 24-hour, 7-day a week basis. This position is considered mission essential.

3.3.4.5. Because this function is a 24/7 activity, we require the contractor to provide 5 qualified imagery analysts for this task.

3.3.4.6. Minimum Requirements:

3.3.4.6.1. Shall have completed a military or Government Imagery Analysis training course.

3.3.4.6.2. Shall have at least seven (7) years of DCGS weapon system experience.

3.3.4.6.3. Shall maintain a minimum Q-1 DCGS Weapons System Qualification Rating.

3.3.5. ISR Mission Management Analysis Support: The contractor shall manage quality control and formal feedback programs to improve theater ISR collection operations. Contractor shall:

3.3.5.1. All contractor personnel assigned to a crew position shall complete training, qualification, and proficiency requirements and maintain CMR/BMC status in accordance with AFISRAI 14-153 Vol 1, AF DCGS Intelligence Training and AFISRAI 14-153 Vol 2, AF DCGS Intelligence Standardization and Evaluation Program for the tasked crew position. If, at any time, Contractor fails their crew position evaluation and remedial training is required, the Offeror will cover all costs associated with backfilling the contractor’s position until contractor passes their remedial evaluation.

3.3.5.2. Support the management of GEOINT and/or imagery-derived MASINT, Communications Intelligence (COMINT; both special signals and cryptologic language);

Electronic Intelligence (ELINT) and multi-source intelligence product quality control programs

3.3.5.3. Support the management of Critical Intelligence (CRITIC) program, Threat Warning (TW) program, Intelligence Oversight program; crew generation and scheduling program, mission scheduling program and collection management program.

3.3.5.4. Capture, assess, and perform trend analyses and report ground station and ISR platform and sensor metrics utilizing Original Equipment Manufacturer (OEM) standards. Compare sensor functionality data compared to UNICORN collection data and report via activity reports to leadership.

3.3.5.5. Capture data and present DGS measures of performance and ISR mission effectiveness in support of 25th AF/ DCGS weapon system policies, instructions and other supporting documentation.

3.3.5.6. Historically, this function was executed by three analysts at Langley AFB, VA and three analysts at Beale AFB, CA.

3.3.5.7. Minimum Requirements:

3.3.5.7.1. Shall have at least seven (7) years of relevant ISR mission management experience.

3.3.5.7.2. Shall maintain a minimum Q-1 DCGS Weapons System Qualification Rating.

3.3.6. Weapons and Tactics Analysis Support: The contractor shall support the management of weapons and tactics-related projects within AF DCGS. Contractor shall:

3.3.6.1. Manage weapons and tactics-related projects within a portfolio that may be “INT-centric” (i.e. IMINT or SIGINT only), or “problem-centric” (i.e. efforts to counter improvised explosive devices).

3.3.6.2. Work directly with IMINT, SIGINT and multi-source analyst crews and applicable back shops on Standardization and Evaluation, Training, and Mission Management.

3.3.6.3. Develop and document terminology, tactics, techniques and procedures of ISR platforms that support tactical on-the-ground war fighter operations.

3.3.6.4. Assist in identifying weaknesses in weapon system Tactics, Techniques and Procedures (TTPs) and/or weapon system capabilities; find constructive solutions, and make recommendations about potential improvements to unit leadership.

3.3.6.5. Assist in the development and submission of Tactics Improvement Proposals (TIPs) and Tactics After Action Reports (TAARs); management of Special Access Programs (SAPs);

management of Intelligence, Surveillance and Reconnaissance (ISR) tactics library; management of Notices to Airmen (NOTAMs); and management of Tactics Review Boards (TRBs) and Weapons and Tactics Conferences (WEPTACs).

3.3.6.6. Complete training, qualification and proficiency requirements and maintain CMR/BMC status in accordance with AFISRAI 14-153 Vol 1, AF DCGS Intelligence Training and AFISRAI 14-153 Vol 2, AF DCGS Intelligence Standardization and Evaluation Program for the tasked crew position. If, at any time, Contractor fails their crew position evaluation and remedial training is required, the Offeror will cover all costs associated with backfilling the contractor’s position until contractor passes their remedial evaluation.

3.3.6.7. Historically, this is a one-deep position at Beale AFB, CA.

3.3.6.8. Minimum Requirements:

3.3.6.8.1. Shall have at least seven (7) years of DCGS weapon system experience.

3.3.6.8.2. Shall maintain a minimum Q-1 DCGS Weapons System Qualification Rating.

3.4. SECURITY OFFICE SUPPORT. The contractor shall support the Government organization’s security program by assisting the organization in complying with applicable information, physical, industrial, and personnel security directions. Contractor shall:

3.4.1. Analyze the Government organization's security program, policies and procedures to recommend measures to ensure compliance with applicable information, physical, industrial, and personnel security directives.

3.4.2. Develop and submit facility and equipment security accreditation packages.

3.4.3. Develop, coordinate, and execute security objectives for personnel security issues to include, but not limited to, all administrative in processing of new unit personnel and access to Joint Personnel Adjudication System (JPAS) at the level 3 and 6 for management of those personnel.

3.4.5. Participate in security-related assessments and investigations.

4.0 GENERAL INFORMATION

4.1. PROGRAM MANAGEMENT.

4.1.1. General Requirements: The contractor shall identify a Program Manager. This PM shall be the primary representative responsible for the successful completion of all work awarded under this contract. The PM shall participate in all Program Management Reviews.

4.1.1.1. The contractor shall provide qualified and fully trained personnel to perform the required services from task order (TO) start until completion.

4.1.1.2. The contractor shall notify the Contracting Officer (CO) of all direction received from Government personnel they consider to be outside the scope of PWS requirements prior to performing the work.

4.1.2. Program Management Review (PMR) (TO Level): The contractor shall schedule and attend PMRs at times mutually agreed upon with the Government. The CO, COR, and other Government personnel, as appropriate, shall meet periodically with the contractor to review performance. PMRs shall be held at least semi-annually; however, the Government reserves the right to conduct PMRs more frequently as needed. The Government and the contractor shall meet in advance of the PMR to develop the agenda which shall include, at a minimum, status and feedback on performance standards, overall contract performance and all other significant events. The contractor shall document the meeting and provide the minutes to the CO and COR.

4.2. CONTRACT MANAGEMENT.

Request for Proposal (RFP): When the Government has a task order (TO) requirement; the CO will issue a RFP to all contractors. The RFP does not obligate the Government to issue TOs under this contract, nor does it authorize the contractor to perform any work pursuant to the contractor’s receipt of an awarded contract or authorized Notice to Proceed.

4.3. PERIOD OF PERFORMANCE.

The period of performance under this PWS shall be for one (1) base year and two (2) option years, upon contract award.

4.4. HOURS OF WORK.

The contractor shall conform to customer agency operating hours as outlined at the task order level. In general, normal hours of work shall be designated as core hours by the Government between the hours of 7am to 5 pm (0700-1700), with the exception of 24/7 operations. Hours of work shall be 8 hours per day, 40 hours per week, with the exception of 24/7 operations. The contractors that work a 24/7 shift, shall work out shift schedule with the Contracting Officer’s Representative (COR). Overlap is required to maintain and sustain 24 hr/day, 7-day/wk operations to include holidays as identified at the TO level. The contractor shall respond to emergencies and recalls (excluding practice telephone recalls). For other than normal duty hours, recurring pager duty is required on a rotating basis with other contractor, military, and Government personnel. The contractor shall telephonically respond to the pager within 15 minutes and shall respond to duty location within 45 minutes. In the event of inclement weather, heightened security concerns, or other unique events, the contractor shall adhere to direction of their area Installation Commander. Deviations from the Government-designated core hours shall be coordinated by the Government COR.

4.5. FEDERAL HOLIDAYS.

Holidays as determined by Executive Order shall be observed by the contractor and listed below, however mission may dictate work on the below holidays. If the holiday falls on a Sunday, it is observed on the following Monday:

4.6. KICK-OFF MEETING (To Be Determined at TO Level)

The contractor shall schedule and attend an initial kick-off meeting within 10 calendar days of contract start date for each TO as required at the TO level. The contractor shall submit Kickoff meeting minutes to the Government COR within three (3) working days after this meeting. The contractor shall provide a draft Management Plan at the TO Kickoff Meeting. The draft Management Plan shall be reviewed and changes discussed between the Government and contractor. The final Management Plan shall be provided to the Government within fifteen (15) working days after the draft Management Plan is delivered to the Government. The Final

Management Plan shall include all agreed-upon changes Kick-off meeting shall consist of the contractor representatives, Government COR and Contracting Officer.

4.7. TRAVEL

Travel shall be required to CONUS and OCONUS locations. All travel performed by the contractor during this effort shall comply with the provisions of the Joint Travel Regulations (JTR). Wherever possible, contractor shall have identical travel and lodging arrangements as Government travelers. When Government and contractor travel is coincident (same dates, same destinations, same travel objective), Government personnel will obtain rental car and miscellaneous supplies, when arrangements are the same. Travel out of the continental U.S. may be required. All travel shall be approved by the COR. Costs for travel shall be billed on a strictly cost reimbursable basis IAW the terms and conditions of this contract. Trip reports will be submitted at the TO level for all trips for approval by the CO and COR.

4.9 SERVICES SUMMARY.

The Services Summary (SS) provides information on contract requirements and the expected level of contractor performance to be successful. These thresholds are critical to mission success. Procedures as set forth in the applicable Inspection of Services Clause in the contract will be used to remedy all deficiencies. The Government retains the right to inspect any item

included in the contract. Performance objectives and standards for each task order will be specified in a task specific Services Summary included in each individual task order.

4.10 PRIVACY ACT.

Work on this task requires access to Privacy Information. The contractor shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

4.11 GOVERNMENT FURNISHED PROPERTY (GFP).

4.11.1 The Government will provide lab space, office supplies, computer equipment and access to military Local Area Network (LAN) services (classified and unclassified), telephone, LAN support, and reproduction facilities to support contractor contract support requirements. The contractor may not be the sole user of furnished computer equipment and, therefore, coordination with other contractors and administrators may be necessary. The Government will furnish appropriate User Identification and passwords for shared resources. The contractor will be provided access to Government electronics such as unclassified, collateral, and SCI e-mail, FAX machines, in support of this requirement.

4.11.2 Intellectual Property N/A

4.12 GOVERNMENT FURNISHED INFORMATION.

The government will provide access to relevant government organizations, information and documentation, manuals, texts, briefs, and associated materials as required and available relative to assigned contract responsibilities. Access will be granted to classified networks as needed.

5.0 SPECIAL CONTRACT PROVISIONS.

5.1. SECURITY CONCERNS ND INFORMATION RELEASIBILITY.

5.1.1. Foreign hostile intelligence organizations are continuing to increase the scope of their collection efforts against all aspects of DoD activities and operations. When developing advanced tools for the defense and intelligence communities, inadvertent or overt disclosure of programs currently being pursued or employed shall be avoided in order to maintain the technological advantage these capabilities provide. The contractor shall not provide any information (discussions, publications, correspondence) about this effort to any other organization, agency, or person without first requesting, in writing, and receiving release authority from Contracting Officer.

5.1.2. The contractor shall have final US Government issued Top Secret/ Sensitive Compartmentalized Information (TS/SCI) security clearance with a current National Agency Check (NAC). The contractor shall follow the security requirements outlined in the contract DD Form 254, Department of Defense (DoD) Security Classification Specifications. The contractor shall be subject to random drug testing. If work identified at the TO level requires access to NSA systems, the contractor may be required to take a Counter Intelligence (CI) polygraph

test.

5.1.3. The contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD- 12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.

5.1.4. "OPSEC: Operations Security: The contractor shall comply with Operations Security requirements contained in AFI 10-701 and local supplements to AFI 10-701, to include all current Critical Information (CI) listings".

5.2 PURCHASE OF MATERIALS

5.2.1. At the request of the Government and as specified at the TO level, the contractor; may be required to execute limited material purchases to support operations. Such material may include laptops, desktop computers, servers, uninterruptible power supplies, office automation software, specialized software, software upgrades, training materials, and/or the supplies to preclude materials, and specialized items required to complete task. All purchases will be coordinated and approved by the CO before purchase. Contractors will be required to submit three quotes and justification for purchase. Materials must be purchased from Air Force mandated sources (i.e.

NETCENTS-2, AFWAY, etc). A justification will be required for not using the mandated sources.

6.0 CONTRACTOR PERSONNEL

6.1 The contractor shall minimize employee turnover and any absence greater than fourteen calendar days with respect to personnel performing under this PWS. Any replacement personnel shall meet the requirements and clearance level as outlined in this PWS and at the TO level upon start of work. There shall be no gaps when personnel leave. The contractor shall provide the Government COR at least 14 working days notification for scheduled personnel departures

6.2 The contractor will provide surge support for all mission essential activities associated with direct support to the warfighter. This surge support may include working additional hours and/or supplying additional personnel. Surge efforts will be separately funded. Surge efforts will be triggered when additional taskings are received, above what is currently specified in this PWS.

A CLIN will be established in the contract. The Contractor Officer Representative will notify the contractor when additional requirements are needed. The COR will ensure funding is available before approving additional work.

6.3 Mission essential support personnel are in direct support of the global U.S. ISR operations.

This support is critical in providing logistical and operational support to the U.S. Combat Forces.

As a result, the mission expands or contracts in accordance with U.S. Combat Air Force operations and support requirements. Changes in U.S. Combat Air Force operations or support required as stated at the task order level.
