Configuration/ Integration Manager
Provides systems integration management capabilities, planning and implementation support, management and control of all software, hardware, system, and network configurations associated with the enterprise to the 480 ISR WG and its subordinate active components. Identifies, maps, accounts, and records all network and information processing system components, devices, and hardware configurations, ensuring blueprints, for unclassified and classified computers are accurately depicting approved configuration. Distributes, manages, tracks, and accounts for all software applications in accordance with licensing and maintenance agreements. Organizes and supports all configuration management activities, including but not limited to the following activities: configuration identification, weapon system equipment management, release management, change control, and configuration audits. Ensures changes are approved and processed to ensure integrity. Drafts and edits configuration management policies for hardware and software; supports customers with developing requirements and project scope. Participates in the Configuration Control Board (CCB), to include coordinating, scheduling, and facilitation of meetings; drafts agendas and meeting minutes. Develops and maintains database documentation displaying network, system locations, and serial numbers for network security accreditation and ensures systems are in compliance with established DoD and AF policies and directives. Participates in operations assessment of existing and future facility requirements relating to impacts on weapon system and network infrastructure and communications-computer systems.
Shall have five (5) years experience in maintaining hardware and software configurations, hardware accountability, software and hardware licensing and maintenance agreement terminology.
ISR Systems Management Integration Support and Web Services PWS Task 3.1.2
Senior Programmer/T echnical Lead
Lead a team of developers and testers through the process of managing website, database design, implementation, integration, content management, planning, documentation, Graphical User Interface (GUI) design, and provide 24x7 troubleshooting support for UNICORN. Duties include, but are not limited to:
A) leading the web development team for the Wing, creating and editing web applications B) advance the weapon system through agile development and fielding of web application tools to include installs of patches, system testing and documentation.
C) update and modify UNICORN, the 480th ISR WG Tasking Toolset application, and additional web sites/applications on an as-needed basis.
D) ensure newly created programs used by the 480th ISR WG are maintained and developed to industry standards and shall not delay process and response time E) work closely with the wing Program Managers to ensure all the web related development and UNICORN development needs of the Wing and the associated units are met F) provide quick response to capabilities submitted by users and approved by the Wing for incorporation into the application to allow flexibility to the overall weapon system capability G) be familiar with the latest trends in web development and be able to bring the latest web technology to UNICORN and other web applications.
H) ensure each software release is coded in a secure manner and that any issues resulting from the use of Fortify to scan the source code is rectified in a timely manner.
Technical lead shall:
A) be well versed and proficient in agile development methodology, HTML, SQL, CSS, JavaScript and ASP.Net 4.x.
B) within 6 months of task order start date, must at least hold and maintain a Microsoft Certified Solutions Developer (Web Application) certification C) within 6 months of task order start date be DoD 8570 certified (IAT II) and registered in the Defense Workforce Certification program (https://www.dmdc.osd.mil/appj/dwc/index.jsp) and maintain certification D) have a Bachelors degree in a corresponding field related to Computer Science and minimum eight (8) years of related experience, or Associates degree in a corresponding field related to Computer Science and minimum ten (10) years of related experience E) Have knowledge and experience in maintaining and developing a virtual machine environment utilizing VMWare F) Have proficiency in HP Fortify, use, reporting and incident rectification

Database Administrator
Develop and program database designs to enable database-driven content on the Internet providing user interface capability to databases. Duties include, but are not limited to:
A) collect requirements and implement enabling technologies within a strict security environment B) monitor and compile statistics in order to develop and deliver monthly status reports to technical and non-technical audiences.
C) provide analysis, troubleshooting, installation, operations, maintenance, and documentation relative to operational database and associated database structures D) install, configure and maintain the database server software, which will be used as the database engine for 480 ISR Wing and other units and agencies web based applications that require a database E) provide database availability and recoverability based on the criticality of the system in satisfying mission requirements.
Database Administrator shall:

ISR Systems Management Integration Support and Web Services PWS Task 3.1.2
Quality Assurance/Sof tware Test Engineer
Subject matter specialist providing testing expertise in the support of user requirements of complex to highly complex software/hardware applications. Directs and/or participates in all phases of risk management assessments and software/hardware development with emphasis on analysis of user requirements, test design and test tools selection. Responsible to elicit, analyze, validate, specify, verify, record and manage the real needs of the project stakeholders, including customers and end users. Serves as the conduit between the customer community and the software development team through which requirements flow.
Test Engineer shall have a minimum of four (4) years experience in agile requirements definition and management

Network Systems Management PWS task 3.1.3
Internet/Intran et Specialist
Develop, test, implement, administrate and maintain operation of the 480 ISR WG ISR web based applications for all levels of security classification and resolve technical and administrative problems. Provide support to 480 ISR Wing integration activities to identify procedural changes and processes that would enhance the overall environment.
Coordinate with all program management departments for ongoing updates and maintenance of the ISR websites.
Create and maintain processes and procedures for information installed on the web servers, training staff on the use of the Content Management Systems and troubleshooting problems with it; collaborating with Systems personnel, program staff and a Wing-wide working group to troubleshoot, test and oversee the launch of new ISR website products.
Shall be DoD 8570 certified (IAT II) and registered in the Defense Workforce Certification program (https://www.dmdc.osd.mil/appj/dwc/index.jsp). Shall have five (5) years of experience developing web based applications utilizing software tools: Cold Fusion, HTML, and SQL.

System Administrator/ Spt Engineer III

In accordance with mandated requirements and guidelines, interface with 25th AF, 480 ISR WG, 10 IS, 27 IS and remote engineers in order to provide cradle to grave coordination, research, evaluation, design, development, testing, installation, configuration, documentation, maintenance, problem resolution and security compliance of all software and hardware related to MS Windows workstations, servers, and associated applications in operational and testing environments which includes but is not limited to Operating Systems (OS), application software, application software patches and service packs, Domain Servers, MS Active Directory, MS Exchange, MS System Center configuration Management (SCCM), MS SQL server, MS SharePoint, Symantec Antivirus, BMC Remedy, Patriot Excalibur (PEX), NetIQ Directory Administrator (DRA), VMware, RAID storage devices and backup/recovery systems.
Provide industry standard Tier 2 and 3 support for all systems, user accounts, groups, and home directory maintenance on workstations and servers in coordination with Base/480 ISR Wing Information System Security Officers (ISSO) and/or as related to submitted electronic trouble tickets. In coordination with 480 ISR Wing ISSOs and Squadron Network Security Managers, prepare systems (i.e. domain servers) for security accreditation; evaluate, recommend, create and implement policies and procedures for ensuring the security and integrity of workstations and servers; manage user and group policies and rights; remedy user and workstation anomalies identified in security, network, and system auditing reviews.
Shall be DoD 8570 certified (IAT II) and registered in the Defense Workforce Certification program (https://www.dmdc.osd.mil/appj/dwc/index.jsp). Shall have five (5) years of experience in administering a Microsoft Windows 2003/2008 Server or most current networked environment consisting of multiple servers operating a variety of networked applications. A current certification as a Microsoft Certified Systems Engineer (MCSE.) can be substituted for half the required experience. Shall have five (5) years of experience in administering a Virtual Server networked environment consisting of multiple servers operating a variety of networked applications. A current certification VMware Certified Professional (VCP) can be substituted for half the required experience. Shall have five (5) years of experience in administering SAN Systems (e.g. EMC/DELL, NetApp).

In coordination with Base/480 ISR Wing ISSOs and Squadron Network Security Managers, prepare systems (i.e.
intelligence mission systems) for security accreditation; evaluate, recommend, create and implement policies and procedures for ensuring the security and integrity of workstations and servers; manage user and group policies and rights; remedy user and workstation anomalies identified in security, network, and system auditing reviews.

Network Infrastructure Management PWS Task 3.1.4
Network Technician
Provides daily management of multiple classified Local Area Network (LAN), Metropolitan Area Network (MAN), and Wide Area Networks (WAN). Is proficient in subnetting IPv4 and understands the OSI layers and how they relate to routed and switched networks. Provides fault isolation and incident resolution support for Voice over Internet Protocol (VoIP) phones, Video Teleconferencing (VTC), Routers, Switches, TACLANE Cryptographic units, and peripheral devices. Maintain network operations utilizing various applications to include, but not limited to, SolarWinds, GEM-X, and Cisco ACS (TACACS+) and Dynamic Host Configuration Protocol (DHCP). Provides clear concise and detailed documentation for system trouble calls actions performed, configuration modifications, network additions, and removals of networking components using various ticketing systems. Designs, documents, and provides tech-solutions to include cost estimates for customers. Creates network signal flow diagrams using Microsoft Visio, updates Excel spreadsheets, and maintains various assorted documentation with a high degree of accuracy. Works with commercial vendors, security officials, and other military organizations to ensure network solutions are accurate and within standards. Handles COMSEC material as part of daily duties and performs on-call responsibilities as required

Project Management PWS Task 3.2
Project Manager
Provides project management in the planning, coordination, implementation, execution, control and completion of projects to include Distributed Common Ground System weapon system, associated network infrastructure and communications-computer systems upgrades. Reviews project scope for integrity and validity. Coordinates and participates in teleconferences, briefings, demonstrations, working groups, technical meetings, operations meetings, design reviews, and requirements boards; provides and distributes minutes as necessary. Supports project tasks, resource requirements, timelines, track project deliverables and project evaluations/assessments. Reviews and analyzes training, logistics and site implementation plan documentation and provide inputs to Wing/Group leadership. Monitor progress during the install effort. Attends operations meetings to maintain situational awareness of mission tempo. Drafts, reviews, coordinates, and submits communications-computer requirements and weapon system modification proposals with appropriate outside agencies and trace until resolved. Provides technical advice on tasking, processing, exploitation, and dissemination operations, information systems, and multi-intelligence analysis and training. Monitors and reviews Service Level Agreements and Support Agreements to ensure best interest of the units are accurately and efficiently represented. Reviews and evaluates war, support and contingency plans to evaluate impact on weapon system, network infrastructure and communications-computer systems resources. Participates in operations assessment of existing and future facility requirements relating to impacts on weapon systems, network infrastructures and communications-computer systems. Reviews and comments on security policies and procedures in accordance with AF information and security policies and directives to gain authorization for software and hardware on AF networks, monitor compliance, and define security policies and procedures for the certification and accreditation for new equipment and systems.
Shall have three (3) years experience in project management dealing with the integration of IT technology, network infrastructure and software.
AF DCGS
Infrastructure Imagery Dissemination Support PWS Task 3.3.1
Intelligence Analyst I-II
The Contractor shall perform imagery dissemination support across multi-domain networks utilizing various national and theater level imagery storage, retrieval databases and tools. Reference Attachment A, for a list of current software used. Contractor shall:
Provide Tier-1 Help Desk imagery dissemination support for Image Access Solutions (IAS), Image Product Library (IPL), Unified Collection Operations Reporting Network (UNICORN) and Command Image Library (CIL) systems and databases; including demonstrated functional knowledge of system components. Monitor and maintain the IPL’s storage databases and perform data verification for finished image products prior to ingest to the server. Monitor and maintain the IAS and CIL databases and populate with required raw imagery necessary to meet customer needs.
Complete work orders through Management Information System Tool (MIST). Support Wing participation as directed in Humanitarian Aid/Disaster Relief (HA/DR Defense Support to Civil Authorities (DSCA), Non-combatant Evacuation Operations (NEO) events and various Joint/Theater Exercises by posting products to various multi-domain servers and portals (e.g. IPLs, WebPages like APAN, HDDS, USGS). Perform routine system maintenance on imagery dissemination databases and update work center documents (e.g. mission logs, how to manuals, newcomer training guides). Provide support on a 24-hour, 7-day a week basis.
Shall have five (5) years experience within current intelligence career field working with intelligence analyst community software, databases and community reporting standards in a tactical and national environment. Shall have five (5) years experience working with various commercial, airborne and national collection platforms (e.g. panchromatic, optical, radar, infrared and multi-spectral). Shall have five (5) years experience with DoD and intelligence community automated collaborative tools and networks, such as Intelink and Intellipedia. Understanding of theater and national-level collection management functions, automated systems, processes and procedures.

ISR Intelligence Analyst Support PWS Task 3.3.2
Intelligence Analyst I-III
The Contractor shall research, gather, collate, analyze, fuse, and report ISR activity in support of the assigned mission of the supported organization. All contractor personnel assigned to a crew duty position shall complete training requirements and maintain currency and Mission Ready (MR) status within the guidelines of AFISRA 14-153 Volume 1 (AF DCGS Training Program) and AFISRA 14-153 Volume 2 (AF DCGS Standardization and Evaluation) as applicable for their assigned crew position. Contractor shall: Perform shift work in support of AF DCGS weapons system 24/7 operations. Correlate and fuse information using at least two (2) Imagery Intelligence (IMINT) and Signals Intelligence (SIGINT) sources and provide tailored regionally-focused intelligence supported C-NAFs, CFACCs, COCOMs, and AF DCGS mission crews. Generate Analysis Reports and provide regionally focused intelligence updates to support mission operations. Support Government and military personnel in training of research methods and integration of new analyst tools. Test, evaluate, and provide support in the integration of new technology or applications associated with gathering, analyzing, fusing, and reporting multi-source intelligence information in a network-centric environment. Develop and provide situational awareness data, trend and pattern analyses, all-source analysis reports, briefing products and verbal and textual responses to requests for information from US, Allied and Coalition warfighters and agencies. Produce pre-mission briefings, weekly activity reports (WARs), storyboards, current intelligence briefs and other associated products. Conduct independent research and techniques using national intelligence databases.
Shall have completed a military or Government All-Source analysis training course or certified in a specialized intelligence career field (i.e. Imagery or Signal Analysis). Shall have five (5) years experience in ISR sensors and platforms. Shall have five (5) years experience in data mining and research analysis applications and technology. Shall have five (5) years experience with the national intelligence community reporting data bases and standards.
Mission Planning Support PWS Task 3.3.3
Intelligence Analyst I-III
The Contractor shall plan ISR missions in support of the assigned mission of the supported organization. All contractor personnel assigned to a crew duty position shall complete training requirements and maintain currency and Mission Ready (MR) status within the guidelines of AFISRA 14-153 Volume 1 (AF DCGS Training Program) and AFISRA 14-153 Volume 2 (AF DCGS Standardization and Evaluation) as applicable for their assigned crew position.
Contractor shall perform shift work in support of AF DCGS weapons system 24/7 operations. Duties shall include, but are not limited to, generating full-spectrum ISR navigational tracks and sensor collection plans for U-2 Dragonlady, RQ-4 Global Hawk, MC-12 Liberty, MQ-1 Predator, MQ-9 Reaper and other tasked ISR platforms/sensors to collect Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT) and multi-intelligence data on specified targets in support of theater peacetime, contingency and combat operations. Builds collection emphasis requests to enhance and refine collection during high-altitude missions. Adhere to Theater SPINS, Baseline & Daily Reconnaissance Surveillance and Target Acquisition (RSTA) Annex, Air Tasking Order and Airspace Control Order. The contractor shall perform tasked GEOINT and/or imagery-derived Measurements and Signatures Intelligence (MASINT) crew position duties in support of 24/7 AF DCGS weapon system operations. Tasked crew position duties will be performed in accordance with AFISRAI 14-153 Volume 3, AF DCGS Intelligence Operations Procedures and 480 ISRW governing directives. Provide survivability analyses to improve ISR through exercises, evaluation and experiments on new acquisition of QRCs to provide verification that intelligence forces receive more effective training and the latest integrated technological advancements required to perform their duties to include AoA of emerging GOTS/COTS that the government provides access to or Government owned intelligence tools and applications.
