Construction Bid Set
SECTION 01 59 50
SAFETY REQUIREMENTS
GENERAL
1.01 SCOPE OF WORK
The following limited list of specific Air Force requirements shall be complied with. General requirements can be found in the appropriate OSHA or Air Force Standards.
Observe all Base Traffic Rules and Regulations:
All personnel driving or riding in vehicles are required to wear seat belts while on base, no matter how short the distance.
Personnel shall NOT ride on tailgates of pickups or dump trucks.
Personnel shall NOT ride as a passenger on forklifts.
Personnel shall NOT ride in buckets of front loaders or any other type of digging equipment.
The speed limit on base is 25 MPH, unless otherwise posted.
Vehicle operators and operators of Government owned vehicles will not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device. Texting will only be accomplished when vehicle is parked. The wearing of any other portable headphones, earphones, or other listening device (except for hands-free cellular phones) while operating a motor vehicle is prohibited. The use of one ear bud for hands free cell phone use is authorized.
Company and privately owned vehicles shall be parked in authorized areas only.
No vehicles or equipment shall be parked or stored within 15 feet of a fire hydrant or sprinkler system connection.
Designated fire lanes shall not be blocked.
Observe all Smoking Regulations:
No smoking in buildings.
The Contractor shall designate smoking areas that are approved by the Base Fire Marshall.
No smoking within 50 feet of petroleum storage or dispensing areas.
No smoking on the flight line or ramp area.
Flammable and Combustible Liquids:
Store in a properly identified area approved by the Base Fire Marshall.
Store in their original container or in safety cans that specify the content.
Store in the approved location at the end of the workday.
Gasoline or other low flash point liquids shall not be used for cleaning purposes or to start fires.
Smoking or the use of spark or flame producing equipment in areas where flammable and combustible liquids are being used or stored is strictly prohibited.
The Contractor shall provide a material safety data sheet (MSDS) for all chemicals the Contractor brings on the installation.
Housekeeping in and around construction areas Exits, aisles, fire lanes, etc., shall not be obstructed by construction material or debris. The accumulation of all debris inside a building shall be kept to a minimum during construction.
The burning of trash or other waste materials on base is strictly prohibited.
When working on or near the flight line the contractor shall have a plan in place to control Foreign Object Damage (FOD) to aircraft. Tools and equipment shall be 100% accounted for after each shift.
If rebar is used all rebar post ends shall be protected by using a mushroom cap.
Protect all construction areas, openings in floors, walkways and roadways with a physical barrier:
Roads shall not be closed without the prior approval of the Contracting Officer.
Construction areas shall be properly identified and posted.
When barriers and caution tape are used they shall be placed in such a manner as to prevent falling in high winds. Any other equipment or construction material shall also be secured to prevent it from being moved by high winds.
Welding, cutting, brazing or “hot work”:
Before any “hot work” is performed on a job, an Air Force Form 592, USAF Welding, Cutting or Brazing Permit shall be obtained and displayed at the work site for the duration of the permit.
Permits can be obtained by contacting the Contracting Officer. Prior inspection is available when the permit is needed. There is no cost for the permit. This contact is to be made at least five working days prior to when the on-site work is to begin. Permits are typically issued for no more than 30 days, and could be issued less than 30 days based on the “hot work” requirements.
As part of this notification process in paragraph 6. b. above, the Contractor must provide MSDSs for all products used in the “hot work” process (including, but not limited to rod product data used for welding, brazing, soldering, and flux). The Contractor must also provide written plans to mitigate the impact of fumes from all occupants around the work site, including government personnel who may be near the work site. The Contractor may be asked to resubmit or re-accomplish information in this paragraph if fire, health and safety concerns are not adequately addressed.
Permits shall be returned to the issuer when they expire.
Adequate numbers and types of portable fire extinguishers shall be furnished by the Contractor and located as close to the work as possible.
Tar pots or kettles shall be inspected and approved by the safety staff prior to their use and when operated will be under constant supervision by a qualified operator. These units shall be placed a minimum of 25 feet from any combustible structure.
Fire Suppression/Detection Systems:
Fire suppression/detection systems shall not be turned off without the prior approval of the Contracting Officer.
Anytime a fire system needs to be turned on/off, coordinate system change with Contracting Officer. Contractor cannot call and sign SBAR work orders.
Any utility shutdown that might affect an installed fire protection/detection system or the safety of Air Force employees shall be coordinated through Contracting Officer. Contractor cannot call and sign SBAR work orders.
Reporting of Fires:
| The Contractor shall brief all workers as to the location of telephones and fire alarm pull stations. |
| Fire protection is contracted from the airport. To report a fire, dial extension 9-1-1 from on base telephones. Dial 474-8250 from pay phones or off-base telephones. After the fire has been reported, from a safe location also report all fires to the Civil Engineering Work Control Section, 474-8581. |
Personal Protective Equipment:
All items of personal protective equipment (PPE) shall be utilized when and where needed and/or required by OSHA. These items are inclusive of: safety glasses, safety shoes, fall protection, hearing protection, respirators, and gloves. All equipment shall be within the guidance of OSHA.
Confined Space Entry:
| a. | Contractor shall have a trained confined space entry team per OSHA guidance. |
| b. | Contractor shall have a rescue plan and team per OSHA guidance. |
| c. | Contractor shall inform Allegheny Airport Authority Fire Department and the Base Safety staff (via the Contracting Officer) of any planned Confined Space Entry at least two working days prior to planned entry. |
| d. | Contractor shall turn a copy of the Entry Permit over to Base Contracting Officer at the end of the day. Additionally, all Lock out / Tag-out procedures apply. |
Excavating and Trenching:
a. Contractor shall use proper shoring techniques when required by OSHA directives. Shoring may be a physical barrier or by sloping.
b. All trenches and or holes in the ground shall be protected by a physical barrier.
Any questions concerning safety and fire prevention requirements shall be directed to the safety staff through the Contracting Officer.
1.02 EXISTING ELECTRO/MECHANICAL SERVICES
0. CAUTION: There exists a series of gas, water and electrical service lines (underground and overhead) that are adjacent to or services the buildings and other facilities on base. The Contractor shall exert every precaution and safety measure to assure that no person or equipment comes into unscheduled contact with any service or utility.
The Contractor shall notify the Contracting Officer before starting any work that affects electro/mechanical services. The Contractor shall coordinate the safety precautions with the Base Safety Officer.
The Contractor shall notify the Contracting Officer at least three (3) working days in advance of any proposed utility interruptions. The Contractor shall not proceed with any utility interruptions without the Contracting Officer’s written permission.
1.03 HAZARDOUS AREAS
A. Hazardous areas are locations that nonconstruction vehicles or pedestrians should not enter, including but not limited to: Open trenches, Areas of disturbed earth, Excavations, Power system work, and Overhead hazards.
B. To ensure construction safety, identify hazardous areas and isolate them from nonconstruction vehicular and pedestrian traffic. Mark hazardous areas with barricades, cones, and construction (obstruction) lights. Plastic warning tape is not allowed.
1. Plastic orange fencing is only allowed if it is secured at both ends and at a top rail meeting the 30-lb. pull test.
2. Rebar used for vertical supports must be capped with “orange mushrooms".
C. The following are minimum basic requirements for traffic barricades and obstruction lights: Place barricades at 50foot (15meter) intervals. Use dual markers and lights at corners and ends. Anchor barricades with sufficient mass to prevent movement from their assigned locations. Barricades shall be colored to present a sharp contrast with the surrounding terrain. Standard barricade markings are alternate orange and white markings.
D. The following devices will NOT be acceptable: Flexible orange plastic fence. Plastic barricade tape. For nighttime use, the barricades shall have a lighting system of flashing amberyellow lights. Flashing lights shall flash at a rate of between 55 and 75 flashes per minute and have an effective intensity of at least 5 candelas.
1. Exception when only continuously burning lights are available: Provide nonflashing lights with an effective intensity of 10 candelas.
