Construction Bid Set
SECTION 01 81 30
GREEN PROCUREMENT REQUIREMENTS
GENERAL
scope of work Section includes general requirements and procedures for procuring materials when EPA designated items included in the Green Procurement Program for Recovered Materials are being obtained for the project.
This Project will not be submitted for LEED certification.
Other Division 01 through 33 Sections for requirements specific to the work of each of these Sections. Requirements may or may not include reference to Green Procurement.
RELATED work Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
DEFINITIONS
Chain-of-Custody: Process whereby a product or material is maintained under the physical possession or control during its entire life cycle.
Environmentally preferable products: Products and services that have a lesser or reduced effect on the environment in comparison to conventional products and services. Refer to EPA’s Final Guidance on Environmentally Preferable Purchasing for more information http://www.epa.gov/epp/guidance/finalguidancetoc.htm.
LEED: Leadership in Energy & Environmental Design.
Rapidly Renewable Materials: Materials made from plants that are typically harvested within a 10-year or shorter cycle. Rapidly renewable materials include products made from bamboo, cotton, flax, jute, straw, sunflower seed hulls, vegetable oils, or wool.
Regional Materials: Materials that have been extracted, harvested, or recovered, as well as manufactured, within 500 miles of Project site. If only a fraction of a product or material is extracted/harvested/recovered and manufactured locally, then only that percentage (by weight) shall contribute to the regional value.
Regionally Manufactured Materials: Materials that are manufactured within a radius of 500 miles from Project site. Manufacturing refers to the final assembly of components into the building product that is installed at Project site.
Regionally Extracted and Manufactured Materials: Regionally manufactured materials made from raw materials that are extracted, harvested, or recovered within a radius of 500 miles from Project site.
Recycled Content: The recycled content value of a material assembly shall be determined by weight. The recycled fraction of the assembly is then multiplied by the cost of assembly to determine the recycled content value.
"Post-consumer" material is defined as waste material generated by households or by commercial, industrial, and institutional facilities in their role as end users of the product, which can no longer be used for its intended purpose.
"Pre-consumer" material is defined as material diverted from the waste stream during the manufacturing process. Excluded is reutilization of materials such as rework, regrind, or scrap generated in a process and capable of being reclaimed within the same process that generated it. Pre-consumer and Post-industrial have the same meaning.
Recycled Content: The percentage by weight of constituents that have been recovered or otherwise diverted from the solid waste stream, either during the manufacturing process (pre-consumer), or after consumer use (post-consumer).
Spills and scraps from the original manufacturing process that are combined with other constituents after a minimal amount of reprocessing for use in further production of the same product are not recycled materials.
Discarded materials from one manufacturing process that are used as constituents in another manufacturing process are pre-consumer recycled materials.
Stewardship: Responsible use and management of resources in support of sustainability.
Sustainability: The maintenance of ecosystem components and functions for future generations.
SUBMITTALS
Submit with Division 01 Section “Closeout Procedures” the following:
Affirmative Procurement Reporting Form. Submit on form in Appendix A following this Section, or similar form as approved by Contracting Officer.
Submit environmental data in accordance with Table 1 of ASTM E 2129 for the following products:
Concrete with fly ash.
Sheathing.
Thermal insulation.
Joint sealers.
Hollow metal doors and frames.
Wood doors.
Overhead coiling counter door.
Aluminum framed entrances and storefronts.
Gypsum drywall.
Metal studs.
Ceramic tile and grout.
Acoustical Ceiling Panels.
Resilient Base.
Resilient Flooring.
Resilient Products Adhesive.
Carpet.
Carpet Adhesive.
Paints.
Signage.
Casework.
Countertops.
SUBSTITUTIONS
Notify Contracting Officer when Contractor is aware of materials, equipment, or products that meet the aesthetic and programmatic intent of Contract Documents, but which are more environmentally responsible than materials, equipment, or products specified or indicated in the Contract Documents.
Requirements of Division 01 Section “Submittal Procedures” apply, submit the following for initial review by Contracting Officer:
Product data including manufacturer's name, address, and phone number.
Description of environmental advantages of proposed substitution over specified product.
PACKAGING
Where Contractor has the option to provide one of the listed products or equal, preference shall be given to products with minimal packaging and easily recyclable packaging as defined in ASTM D 5834.
Maximize use of source reduction and recycling procedures outlined in ASTM D 5834.
Provide minimum 45 percent post-consumer recycled content and minimum 100 percent recovered fiber content of industrial paperboard in accordance with EPA’s Comprehensive Procurement Guidelines and ASTM D 5663.
Provide minimum 10 percent post-consumer recycled content and minimum 10 percent recovered fiber content of carrier board in accordance with EPA’s Comprehensive Procurement Guidelines and ASTM D 5663.
Provide minimum 5 percent post-consumer recycled content and minimum 5 percent recovered fiber content of brown papers (e.g., wrapping papers and bags) in accordance with EPA’s Comprehensive Procurement Guidelines and ASTM D 5663.
ENVIRONMENTALLY PREFERABLE PRODUCTS
Provide environmentally preferable products to the greatest extent possible.
To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.
PRODUCTS
RECYCLED CONTENT OF MATERIALS
Provide building materials with recycled content such that post-consumer recycled content plus one-half of pre-consumer recycled content constitutes a minimum of 10 percent of cost of materials used for Project.
Cost of post-consumer recycled content of an item shall be determined by dividing weight of post-consumer recycled content in the item by total weight of the item and multiplying by cost of the item.
Cost of pre-consumer recycled content of an item shall be determined by dividing weight of pre-consumer recycled content in the item by total weight of the item and multiplying by cost of the item.
Do not include furniture, plumbing, mechanical and electrical components, and specialty items and equipment in the calculation.
LOW-EMITTING MATERIALS
For field applications that are inside the weatherproofing system, use adhesives and sealants that comply with the following limits for VOC content when calculated according to 40 CFR 59, Subpart D:
Wood Glues: 30 g/L.
Metal to Metal Adhesives: 30 g/L.
Adhesives for Porous Materials (Except Wood): 50 g/L.
Plastic Foam Adhesives: 50 g/L.
Gypsum Board and Panel Adhesives: 50 g/L.
Multipurpose Construction Adhesives: 70 g/L.
Contact Adhesive: 80 g/L.
ABS Welding Compounds: 325 g/L.
CPVC Welding Compounds: 490 g/L.
PVC Welding Compounds: 510 g/L.
Adhesive Primer for Plastic: 550 g/L.
Plastic Cement Welding Compounds: 350 g/L.
Sheet Applied Rubber Lining Adhesive: 850 g/L.
Aerosol Adhesive, General Purpose Mist Spray: 65 percent by weight.
Aerosol Adhesive, General Purpose Web Spray: 55 percent by weight.
Special Purpose Aerosol Adhesive (All Types): 70 percent by weight.
Other Adhesives: 250 g/L.
Architectural Sealants: 250 g/L.
Other Sealants: 420 g/L.
Sealant Primers for Nonporous Substrates: 250 g/L.
Sealant Primers for Porous Substrates: 775 g/L.
Other Sealant Primers: 750 g/L.
For field applications that are inside the weatherproofing system, use paints and coatings that comply with the following limits for VOC content when calculated according to 40 CFR 59, Subpart D and the following chemical restrictions:
Flat Paints, Coatings, and Primers: VOC not more than 50 g/L.
Nonflat Paints, Coatings, and Primers: VOC not more than 150 g/L.
Anticorrosive and Antirust Paints Applied to Ferrous Metals: VOC not more than 250 g/L.
Flat Interior Topcoat Paints: VOC not more than 50 g/L.
Nonflat Interior Topcoat Paints: VOC not more than 150 g/L.
Anticorrosive and Antirust Paints Applied to Ferrous Metals: VOC not more than 250 g/L.
Primers, Sealers, and Undercoaters: VOC not more than 200 g/L.
Zinc-Rich Industrial Maintenance Primers: VOC not more than 340 g/L.
Pretreatment Wash Primers: VOC not more than 420 g/L.
Aromatic Compounds: Paints and coatings shall not contain more than 1.0 percent by weight total aromatic compounds (hydrocarbon compounds containing one or more benzene rings).
Restricted Components: Paints and coatings shall not contain any of the following:
Acrolein.
Acrylonitrile.
Antimony.
Benzene.
Butyl benzyl phthalate.
Cadmium.
Di (2-ethylhexyl) phthalate.
Di-n-butyl phthalate.
Di-n-octyl phthalate.
1,2-dichlorobenzene.
Diethyl phthalate.
Dimethyl phthalate.
Ethylbenzene.
Formaldehyde.
Hexavalent chromium.
Isophorone.
Lead.
Mercury.
Methyl ethyl ketone.
Methyl isobutyl ketone.
Methylene chloride.
Naphthalene.
Toluene (methylbenzene).
1,1,1-trichloroethane.
Vinyl chloride.
Do not use composite wood or agrifiber products or adhesives that contain urea-formaldehyde resin.
EXECUTION
CONSTRUCTION INDOOR-AIR-QUALITY MANAGEMENT
Comply with SMACNA's "SMACNA IAQ Guideline for Occupied Buildings under Construction."
If Contracting Officer authorizes use of permanent heating, cooling, and ventilating systems during construction period as specified in Division 01 Section "Temporary Facilities," install filter media having a MERV 8 according to ASHRAE 52.2 at each return-air inlet for the air-handling system used during construction.
Replace all air filters immediately prior to occupancy.
Comply with one of the following requirements:
After construction ends, prior to occupancy and with all interior finishes installed, perform a building flush-out by supplying a total volume of 14,000 cu. ft. of outdoor air per sq. ft. of floor area while maintaining an internal temperature of at least 60 degrees F and a relative humidity no higher than 60 percent.
If occupancy is desired prior to flush-out completion, the space may be occupied following delivery of a minimum of 3,500 cu. ft. of outdoor air per sq. ft. of floor area to the space. Once a space is occupied, it shall be ventilated at a minimum rate of 0.30 cfm per sq. ft. of outside air or the design minimum outside air rate determined in EQ Prerequisite 1, whichever is greater. During each day of the flush-out period, ventilation shall begin a minimum of three hours prior to occupancy and continue during occupancy. These conditions shall be maintained until a total of 14,000 cu. ft./sq. ft. of outside air has been delivered to the space.
Air-Quality Testing:
Conduct baseline indoor-air-quality testing, after construction ends and prior to occupancy, using testing protocols consistent with the EPA's "Compendium of Methods for the Determination of Air Pollutants in Indoor Air."
Demonstrate that the contaminant maximum concentrations listed below are not exceeded:
Formaldehyde: 50 ppb.
Particulates (PM10): 50 micrograms/cu. m.
Total Volatile Organic Compounds (TVOC): 500 micrograms/cu. m.
4-Phenylcyclohexene (4-PH): 6.5 micrograms/cu. m.
Carbon Monoxide: 9 ppm and no greater than 2 ppm above outdoor levels.
For each sampling point where the maximum concentration limits are exceeded, conduct additional flush-out with outside air and retest the specific parameter(s) exceeded to indicate the requirements are achieved. Repeat procedure until all requirements have been met. When retesting noncomplying building areas, take samples from same locations as in the first test.
Air-sample testing shall be conducted as follows:
All measurements shall be conducted prior to occupancy but during normal occupied hours, and with building ventilation system starting at the normal daily start time and operated at the minimum outside air flow rate for the occupied mode throughout the duration of the air testing.
Building shall have all interior finishes installed including, but not limited to, millwork, doors, paint, carpet, and acoustic tiles. Nonfixed furnishings such as workstations and partitions are encouraged, but not required, to be in place for the testing.
Number of sampling locations will vary depending on the size of building and number of ventilation systems. For each portion of building served by a separate ventilation system, the number of sampling points shall not be less than one per 25,000 sq. ft. or for each contiguous floor area, whichever is larger, and shall include areas with the least ventilation and greatest presumed source strength.
Air samples shall be collected between 3 and 6 feet from the floor to represent the breathing zone of occupants, and over a minimum four-hour period.
SCHEDULE
This Article identifies materials to be obtained as part of the Green Procurement Program. References may not exist in the individual specification Sections in Divisions 02 through 33. Refer to various Sections for reference and material specification requirements.
A. Railings: Recycled Content of Steel Products: Postconsumer recycled content plus one-half of preconsumer recycled content not less than 25 percent.
Sheathing: Toxicity/IEQ - Provide materials with VOC contents as specified in this Section. Comply with applicable regulations regarding toxic and hazardous materials, and as specified.
B. Thermal Insulation: Recycled Content - Provide products such that recycled content is as follows:
1. Mineral Wool: 20 percent minimum total recycled content. Provide cullet recovered from municipal waste in accordance with ASTM D 5359.
Joint Sealants: Toxicity/IEQ - Comply with applicable regulations regarding toxic and hazardous materials, and as specified.
Hollow Metal Doors and Frames: Post-consumer recycled content plus one-half of pre-consumer recycled content not less than 25 percent.
Wood Doors: Toxicity/IEQ - Comply with applicable regulations regarding toxic and hazardous materials for adhesives and composite wood products, indicating that products contain no urea formaldehyde.
C. Overhead Coiling Counter Doors: Recycled Content - Provide aluminum products such that minimum total Post Industrial recycled content is 10 percent.
D. Aluminum Storefront and Entrances: Recycled Content - Provide aluminum products such that minimum total recycled content is 50 percent.
Gypsum Board: Recycled Content - Minimum 5 percent post-consumer recycled content, or minimum 20 percent pre-consumer recycled content at contractor's option.
Interior Metal Stud Framing: Recycled Content - Sum of post-consumer recycled steel content plus one-half of pre-consumer content constitutes at least 20 percent minimum.
Ceramic Tile: Recycled Content - Minimum 5 percent post-consumer recycled content, or minimum 20 percent pre-consumer recycled content at contractor's option.
Grout for Ceramic Tile: Recycled Content - Minimum 10 percent post-consumer recycled content.
Acoustical Ceiling Panels:
Cellulose Base: Recycled Content - Minimum 5 percent post-consumer recycled content, or minimum 20 percent pre-consumer recycled content at contractor's option.
Toxicity/IEQ: Coating or panel based anti-microbial treatment to inhibit growth of mold and mildew:
Coating-Based Antimicrobial Treatment: Provide acoustical panels with face and back surfaces coated with antimicrobial treatment; and showing no mold or mildew growth when tested in accordance with ASTM D3273.
Panel-Based Antimicrobial Treatment: Provide acoustical panels manufactured with antimicrobial treatment in the panels.
Resilient Base: Recycled Content - Minimum 10 percent pre-consumer waste content.
Resilient Flooring - Vinyl: Recycled Content - Minimum 5 percent post-consumer recycled content or minimum 20 percent pre-consumer recycled content at contractor’s option.
Resilient Products Adhesive: Toxicity/IEQ: Comply with applicable regulations regarding toxic and hazardous materials, and as specified.
Carpet Nylon Face Fiber: 5 percent minimum post-consumer recycled content or minimum 20 percent pre-consumer recycled content at contractor’s option Carpet Backing: 5 percent minimum post-consumer recycled content or minimum 20 percent pre-consumer recycled content at contractor’s option.
Carpet Adhesive: Toxicity/IEQ: Comply with applicable regulations regarding toxic and hazardous materials, and as specified.
Paints and Primers:
Recycled Content: Minimum 20 percent post-consumer recycled content for light colors; minimum 50 percent post-consumer recycled content for dark colors.
Toxicity/IEQ: Comply with applicable regulations regarding toxic and hazardous materials, and as specified. Paints and coatings must meet or exceed the VOC and chemical component limits of Green Seal requirements.
Interior and Exterior Paint: Comply with GS-11.
Signage: Recycled Content - Provide products such that recycled content is as follows:
Plastic Signage: 50 percent minimum post-consumer recycled content.
Casework:
Particleboard, Plywood, and MFD Cores: Total minimum recycled pre-consumer and post-consumer content of 50 percent.
Plastic Laminate: Recycled Content - Minimum 15 percent pre-consumer recycled content.
Toxicity/IEQ of Joint Sealants: Comply with applicable regulations regarding toxic and hazardous materials, and as specified. Meet or exceed the VOC and chemical component limits of Green Seal requirements.
Countertop:
Particleboard, Plywood, and MFD Cores: Total minimum recycled pre-consumer and post-consumer content of 50 percent.
Plastic Laminate: Recycled Content - Minimum 15 percent pre-consumer recycled content.
Toxicity/IEQ of Joint Sealants: Comply with applicable regulations regarding toxic and hazardous materials, and as specified. Meet or exceed the VOC and chemical component limits of Green Seal requirements.
