Construction Bid Set

SECTION 01 50 00

TEMPORARY FACILITIES AND CONTROLS

GENERAL

SCOPE OF WORK

A.This Section includes requirements for temporary facilities and controls, including temporary utilities, support facilities, and security and protection facilities.
B.Temporary utilities include, but are not limited to, the following:

Sewers and drainage.

Water service and distribution.

Sanitary facilities, including toilets, wash facilities, and drinking water facilities.

Electric power service.

Lighting.

Telephone service.

The Contractor shall provide temporary facilities and controls unless specified otherwise until substantial completion.

The Contractor may remove or disconnect temporary facilities and controls no longer necessary so long as the building is permanently enclosed and permanent heating and dehumidification facilities and controls are in place, and operational.

Removal and disconnection of temporary facilities and controls shall be coordinated beforehand with the Contracting Officer.

RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specifications sections, apply to this Section.

DEFINITIONS, INCLUDING REQUIREMENTS, FOR TEMPORARY FACILITIES AND CONTROLS

Contractor: Entity responsible for temporary facilities and controls required to complete the Work. Contractor shall coordinate with subcontractors to provide temporary utilities.

Damaged: Scratched, dented, abraded, cracked, inoperable, and not usable.

Dry Substrates: Temporary or permanent heat or dehumidification facilities and controls necessary and operational long enough to adequately dry concrete, masonry, drywall or any other moisture absorbing material in place on the interior of the building to the satisfaction of finish material manufacturer’s minimum written installation requirements.

Dry substrates also include all of the above work necessary to protect installed finishes from temperature or humidity extremes.

Manufacturer’s Installation Instructions: Manufacturer’s instructions for the installation of all building materials as well as MSDS Sheets shall be read, kept on file at the job site, and complied with. Applicable industry standards shall also be kept on file at the job site and complied with. Applicable requirements of all three resources shall be explained to the workers installing each material and periodically checked by supervision for compliance.

Permanent heating and dehumidification facilities and controls are those operational building HVAC systems and the utilities required to operate the building as designed. Permanent heating and dehumidification shall be scheduled to be operational as soon as possible to maximize usage of the system for the drying out of all the substrates before the installation of finishes. It is also the intent to promptly complete and operate permanent heating and dehumidification facilities and controls to minimize the overall amount of energy consumed during construction. Permanent heating and dehumidification shall not be turned on for continued usage until the building is permanently enclosed.

Temporary facilities and controls include, machinery, equipment, temporary utilities, equipment, fuel, and materials combined with the tools and labor necessary to maintain scheduled construction progress at the work site. Satisfaction of scheduled start-up of each trade’s work includes trucked-in temporary tanks, generators, and equipment necessary. Temporary facilities and controls, or portions thereof, will be necessary until substantial completion.

Temporary Enclosures: Temporary weather resistant framework and membrane sealed at joints and edges at openings in the building or to isolate and protect work underway from precipitation and unworkable extremes in ambient temperature. Temporary enclosures shall be resistant to wind driven precipitation. Temporary enclosures shall be installed, remain in place, and be maintained to protect completed work from the weather until the Work is permanently enclosed.

Roofing: Perform modifications to existing roofing membrane to maintain existing warranty and to keep roof watertight and prevent water entry into the building at all times. Coordinate with removal of existing rooftop mechanical unit and installation of a new mechanical unit, as well as other required work that interfaces the existing roof membrane. Use materials, procedures, and approved labor, if required, during patching work such that a written statement from roof membrane manufacturer shall be submitted after project modifications, indicating that existing roof membrane warranty remains valid.

Temporary heat or dehumidification facilities and controls are mechanical equipment and utilities necessary to maintain an ambient temperature of 50° F, minimum, during the winter heating season and relative humidity necessary for the installation of exterior or interior materials inside a temporary enclosure.

Trade: Company under contract, as a contractor or subcontractor, on site to complete all or a portion of the Work at the site. Trades shall also be known by their familiar names common to the industry.

Weather: For the purposes of this contract weather shall be as defined as: “state of the atmosphere with respect to heat or cold, wetness or dryness, calm or storm, clearness or cloudiness”: Webster’s New Collegiate Dictionary, page 1317, 1980 Ed. Merriam-Webster.

USE CHARGES

General: Cost or use charges for all temporary facilities are not chargeable to the Government and shall be included in the Contractor’s Contract Sum.

Government will provide reasonable use of temporary utilities as referenced in various Paragraphs of this Article.

Contractor and subcontractors shall take necessary measures to conserve utility usage by all workmen at site.

Government has right to terminate use of temporary utilities by Contractor when abuse and waste of utilities occur. Should termination occur, Contractor shall provide temporary utilities as is required to continue and complete the work at no additional cost to the Government.

Water Service: Reasonable use of water from the Government's existing water system without metering and without payment of use charges.

Gas Service: Reasonable use of natural gas for interior work from the Government's existing system without metering and without payment of use charges. Government will not provide gas service for any exterior related work, whether for EIFS, masonry, or other work.

Electric Power Service: Reasonable use of electric power from the Government's existing system without metering and without payment of use charges.

Temporary Toilets: Contractor shall not use existing toilets in the building being renovated or toilets in the Government’s temporary office trailer. Contractor shall provide and pay for temporary portable toilets, including costs for initial placement and maintenance for usage by all entities during construction operations. Remove temporary toilets at substantial completion.

Telephone and Internet Service: Pay telephone and internet use charges for construction operations.

Waste Management: Pay monthly charges necessary to legally rid the building and the site of all construction debris, trash and materials not incorporated into the work through substantial completion.

Fuel Usage: Pay for all fuel use charges for usage by all entities for temporary facilities and controls until Substantial Completion.

Existing HVAC system may be used if the following requirements are met:

Dust or any other contaminate is prevented from getting into the existing systems using temporary filters.

The Contractor does not waste energy.

QUALITY ASSURANCE

Industry Standards: Comply with EPA, OSHA, NECA, NEMA, NFPA, ANSI, NEC, and UL standards and regulations for temporary facilities and controls. Comply with local governmental regulations, standards and procedures.

Tests and Inspections: Responsible trade shall arrange for Contracting Officer to test and inspect each temporary and permanent utility before use. Obtain required certifications and permits. Provide the Contracting Officer with copies of all testing and inspecting authority’s visit reports.

Conditions of Use: The following conditions apply to use of temporary facilities and controls by all parties engaged in the Work:

Keep temporary facilities clean and neat.

Protect temporary facilities and controls from construction activities and damage.

Relocate temporary facilities and controls as required by progress of the Work.

Notify local authorities, affected utilities, and the Contracting Officer immediately of any spills, utility leaks, or inoperable temporary facility or control.

PROJECT CONDITIONS

The Contractor shall coordinate with the Contracting Officer to secure a staging location suitable for the project, including adequate space for staging, trailers, field offices, and parking. Note that this location may be remote from building B120.

Temporary Use of Permanent Facilities: Installer of each permanent service shall assume responsibility for operation, maintenance, and protection of each permanent service during its use as a construction facility or control before substantial completion and up to Government’s final acceptance, regardless of previously assigned responsibilities.

Keep carbon monoxide and any other detrimental-to-health fumes out of the building envelope and away from work areas and occupied interior spaces in the existing building.

PRODUCTS

TEMPORARY MATERIALS

Temporarily Enclosures: Temporarily enclosures shall be 2-inch by 4-inch, minimum, wood framing sheathed with 7/16-inch thick OSB board.

Protect weather side of OSB board with 6-mil thick continuous polyethylene plastic sheets sealed to the perimeter of the OSB board that is filling temporary openings in the building.

Provide 5/8-inch thick OSB door with 2-inch by 4-inch wood frame. Provide the same for framing around the opening. Hinge door and swing outboard to permit egress. Provide a spring closer and a latch operable on both sides.

Provide padlocks to secure the work.

Temporarily enclosed openings shall be left in walls, floors and roofs for transport of each trade’s materials and equipment into the building.

Temporary Enclosure Insulation: Faced mineral-fiber 3-inch thick, minimum, blanket, manufactured from glass, slag wool, or rock wool; with maximum flame-spread and smoke-developed indexes of 25 and 50, respectively. Secure to the inside of temporary enclosures.

TEMPORARY FACILITIES

Contractor’s Field Office: Temporary pre-manufactured transportable unit with serviceable finishes, lighting and HVAC system. Furnish and equip field office as follows:

Separate office with desk and two chairs.

Plan table and drawing rack for record drawings.

File cabinets for submittals.

Storage Trailers and Fabrication Sheds: Each trade shall provide trailers and sheds sized, furnished, and equipped to accommodate materials and equipment for material security and construction operations.

Hoisting: Contractor shall provide as required to perform the Work.

Construction Waste and Trash Removal: Contractor shall provide construction waste and trash material bulk removal from the site.

Fire Extinguishers: Portable, UL rated; with class and extinguishing agent as required by locations and classes of fire exposures.

EXECUTION

INSTALLATION, GENERAL

Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required.

Provide each facility ready for use when needed to avoid delay. Maintain and modify as required. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities.

TEMPORARY UTILITY INSTALLATION

Water Service: Use of the Government's existing water service facilities will be permitted, as long as facilities are cleaned and maintained in a condition acceptable to the Government. At Substantial Completion, restore these facilities to condition existing before initial use.

Provide rubber hoses as necessary to serve the project site or used mobile tanks which meet requirements.

Sanitary Facilities: Contractor to provide temporary toilets. Comply with regulations and health codes for type, number, location, operation, and maintenance of fixtures and facilities.

Electric Power Service as needed: Provide weatherproof, grounded electric power service and distribution system of sufficient' size, capacity, and power characteristics during construction period. Include meters, transformers, overload-protected disconnecting means, automatic ground-fault interrupters, and main distribution switchgear.

Telephone and Communication Services: Contractor to provide temporary telephone, internet access, and electronic mail services throughout construction period for common-use facilities used by all personnel engaged in construction activities.

OPERATION, TERMINATION, AND REMOVAL

Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste and abuse, limit availability of temporary facilities to essential and intended uses.

Maintenance: Maintain facilities in good operating condition until removal. Protect from damage caused by freezing temperatures and similar elements.

CONSTRUCTION OPERATIONS

Temporary job and office trailers shall have a sign in the lower left hand corner of the left door of the trailer indicating the following information; Company Name (Contractor’s name) in minimum 4-inch high letters, and the following in smaller sized letters; (indicate rental Company if rented), local on base phone number, off-base phone number, emergency off hours contact and phone numbers.

Relocate trailers on site if required to perform the Work. Reconnect utilities to maintain service.

All equipment owned and rented by the Company shall have the Company name painted in minimum 4-inch high letters or stenciled on the equipment in a conspicuous location. Rented equipment is to be conspicuously marked with a tag showing who rented the equipment and long with Company Name (Contractor’s name) in minimum 4-inch high letters, (indicate rental Company if rented), local on base phone number, off-base phone number, emergency off hours contact and phone numbers.

All vehicle operators shall have a valid state driver’s license and all contractor vehicles shall meet the state law requirements of the state in which it is registered.

The Government reserves the right to take photos of the work while it is in progress for documentation and record purposes. This may include employees of the contractor or subcontractors who may present at the time along with visitors, equipment and items incidental to the work.

On site storage of materials or equipment is not permitted.

Emergency contact list: Contractor shall maintain and update a list of personnel who are authorized to deal with problems which might arise and have the ability to mobilize work personnel and equipment, if needed on a 24 hours per day, (7) seven day per week basis.

SUPPORT FACILITIES INSTALLATION

Temporary Roads: Construct and maintain temporary roads adequate for construction operations. Locate temporary roads as coordinated and approved by Contracting Officer. Limit temporary road construction as required to construct building addition.

Provide dust-control treatment that is nonpolluting and nontracking. Reapply treatment as required to minimize dust.

Provide erosion and sedimentation controls including coordination elevations of temporary road elevations with existing grades and to prevent ponding of surface water after average rainfalls.

Stabilize soils as necessary to support construction equipment.

Barricades: Provide and erect structurally adequate barricades, including warning signs at temporary roads. Obtain approval from Contracting Officer as to locations prior to erecting.

Remove temporary road materials and restore grades to their original elevations. Comply with requirements specified in following Article 3.06. Plant grass where temporary roads existed.

OPERATION, TERMINATION, AND REMOVAL

Supervision: Enforce strict discipline in use of temporary facilities and controls to minimize waste and abuse. Limit availability of temporary facilities and controls to essential and intended uses.

Maintenance: Maintain facilities in good operating condition until removal.

Maintain operation of temporary enclosures, heating, cooling, dehumidification control, ventilation, and similar facilities on a 24-hour basis where required to achieve required ambient minimums for installation of and protection of installed materials and equipment to avoid the possibility of damage.

Termination and Removal: Remove each temporary facility and control when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility. Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired.

SITE WORKPLACE REGULATIONS

Construction personnel at the site shall abide by the following regulations or be requested to leave permanently by the Contracting Officer.

Upon notification of the worker’s Superintendent the unacceptable worker shall gather their tools and personal belongings and be off the site in 10 minutes or less.

The worker shall not return to the site until after final payment has been received by the employer contractor.

Smoking or the use of any tobacco product is only permitted in authorized smoking shelters.

Foul or abusive behavior and language is forbidden.

Disruptive behavior threatening jobsite productivity is forbidden.

Vandalism or malicious behavior is forbidden.

Being present under the influence of alcohol, mind-altering legal or illegal drugs are forbidden.

Improper dress as deemed inappropriate by the Contracting Officer is grounds for removal.

Consistent disregard for workplace cleanliness is grounds for removal.

Firearms, unauthorized explosives, and knives with blades longer than 2.5 inches are forbidden at site.
