SECTION 01 32 00
CONSTRUCTION PROGRESS DOCUMENTATION
GENERAL
1.01 RELATED DOCUMENTS
Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
1.02 SCOPE OF WORK
0. This Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:
Submittals Schedule.
Construction Progress Schedule.
Contract Progress Report.
Daily construction reports.
Field condition reports.
Special reports.
Related Sections include the following:
Division 01 Section "Submittal Procedures" for submitting schedules and reports.
Division 01 Section "Quality Requirements" for submitting a schedule of tests and inspections.
Division 01 Section "Closeout Procedures" for submitting photographic negatives as Project Record Documents at Project closeout.
1.03 SUBMITTALS
0. Submittals Schedule: Submit (4) four copies of schedule. Arrange the following information in a tabular format:
Scheduled date for first submittal.
Specification Section number and title.
Submittal category (action or informational).
Name of subcontractor.
Description of the Work covered.
Scheduled date for Contracting Officer’s final release or approval.
Construction Progress Schedule: Submit original and (2) two printed copies.
Contract Progress Report: Submit original and (2) two printed copies.
Daily Reports: Submit electronically to Contracting Officer.
Field Condition Reports: Submit (2) two copies at time of discovery of differing conditions.
Special Reports: Submit (2) two copies at time of unusual event.
1.04 COORDINATION
0. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate contractors.
Coordinate Contractor's Construction Schedule with the Schedule of Values, list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.
Secure time commitments for performing critical elements of the Work from parties involved.
Coordinate each construction activity in the network with other activities and schedule them in proper sequence.
PRODUCTS
2.01 SUBMITTALS SCHEDULE
Preparation: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, and delivery when establishing dates.
Coordinate Submittals Schedule with list of subcontracts, the Schedule of Values, and Contractor's Construction Schedule.
Initial Submittal: Submit concurrently with preliminary bar-chart schedule. Include submittals required during the first 60 days of construction. List those required to maintain orderly progress of the Work and those required early because of long lead time for manufacture or fabrication.
Final Submittal: Submit concurrently with the first complete submittal of Contractor's Construction Schedule.
2.02 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL
0. Procedures: Comply with procedures contained in The Associated General Contractor’s Construction Planning and Scheduling.
Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final Completion.
Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by modification.
Activities: Treat each story or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:
Activity Duration: Define activities in time frame coordinated with Contracting Officer.
Procurement Activities: Include procurement process activities for long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.
Submittal Review Time: Include review and resubmittal times indicated in Division 01 Section "Submittal Procedures" in schedule. Coordinate submittal review times in Contractor's Construction Schedule with Submittals Schedule.
Startup and Testing Time: Include not less than (10) ten days for startup and testing.
Substantial Completion: Indicate completion in advance of date established for Substantial Completion, and allow time for Contracting Officer’s administrative procedures necessary for certification of Substantial Completion.
Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.
Phasing: Arrange list of activities on schedule by phase.
Products Ordered in Advance: Include a separate activity for each product. Include delivery date indicated in Division 01 Section "Summary of Work." Delivery dates indicated stipulate the earliest possible delivery date.
Work Restrictions: Show the effect of the following items on the schedule:
Coordination with existing construction.
Limitations of continued occupancies.
Uninterruptible services.
Partial occupancy before Substantial Completion.
Use of premises restrictions.
Seasonal variations.
Environmental control.
Contract Modifications: For each proposed contract modification and concurrent with its submission, prepare a time-impact analysis using fragnets to demonstrate the effect of the proposed change on the overall project schedule.
2.03 CONSTRUCTION CONTRACT PROGRESS SCHEDULES AND REPORTS
0. AF Form 3064, Contract Progress Schedule, shall be submitted in original and two copies. Computer generated schedules may be used at the discretion of Contracting Officer. When approved, the original shall be retained by the contracting office. Signed copies shall be provided to the Civil Engineer and the Contractor.
0. Separate progress reports (AF Form 3065, Contract Progress Report) covering the same period shall be prepared by the Civil Engineer or their designee and the Contractor, and submitted twice monthly. The periods shall be the same as stated on the Contract Progress Schedule. At the discretion of the Contracting Officer, this time period may be extended to monthly for projects of 180 days or more. This decision shall be documented in the contract file.
| 2.04 | REPORTS |
| A. | Daily Construction Report (DCR): It is very important to record each day’s Work and resources used; especially those that are impacting the Project Schedule. Prepare a daily construction report recording at minimum the following information concerning events at Project site: |
| 1. | Contract Number, Name of Project, Prime Contractor |
| 2. | Report Number (sequentially starting with 1) and date |
| 3. | Temperature; general description, range (low- high), precipitation and if it affected work |
| 4. | Any delays in work progress (all items needed on-hand, any equipment down for repairs) |
| 5. | List of Subcontractors at Project site, hours on site and area of responsibility |
| 6. | Number of personnel at Project site. Indicate trades and (foreperson, journey person, or apprentice |
| 7. | Indicate General description of work going on (Ex; XZY Corp, Carpenter (1-F, 2-J, 1-A); installed blocking at roof perimeter) |
| 8. | Accidents. |
| 9. | Meetings, inspections, and significant decisions. |
| 10. | Unusual events (refer to special reports). |
| 11. | Stoppages, delays, shortages, and losses. |
| 12. | Materials received (complete, damage, correct) |
| 13. | Emergency procedures. |
| 14. | Concrete placed; include mix tickets attached to report. Tickets to show type of mix, supplier, time left plant, time started to mix, time of placement). |
| 15. | Orders and requests of the Contracting Officer. |
| 16. | Change Orders received and implemented |
| 17. | Services connected and disconnected. |
| 18. | Equipment or system tests and startups, pass/ fail information. |
| 19. | Tests and their results |
| 20. | Partial Completions and occupancies. |
| 21. | Substantial Completions authorized. |
| 22. | Other general comments, as needed. |
| 23. | Signed and dated; signature of Superintendent or acting Supt. certifies that the report is true and accurate and that work is in compliance with contract plans and specifications. |
Use form approved by Contracting Officer and provide electronically to the Contracting Officer before COB the following day unless another submission time is authorized.
| B. | Field Condition Reports: Immediately on discovery of a difference between field conditions and the Contract Documents, prepare a detailed report. Submit with a request for information (RIF). Include a detailed description of the differing conditions, together with recommendations for changing the Contract documents. |
| 2.05 | SPECIAL REPORTS |
0. General: Submit special reports directly to Contracting Officer within one day of an occurrence. Distribute copies of report to parties affected by the occurrence.
Reporting Unusual Events: When an event of an unusual and significant nature occurs at Project site, whether or not related directly to the Work, prepare and submit a special report. List chain of events, persons participating, response by Contractor's personnel, evaluation of results or effects, and similar pertinent information. Advise Contracting Officer in advance when these events are known or predictable.
EXECUTION
3.01 CONTRACTOR'S CONSTRUCTION SCHEDULE
Contractor's Construction Schedule Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.
Revise schedule immediately after each meeting or other activity where revisions have been recognized or made. Issue updated schedule concurrently with the report of each such meeting.
Include a report with updated schedule that indicates every change, including, but not limited to, changes in logic, durations, actual starts and finishes, and activity durations.
As the Work progresses, indicate Actual Completion percentage for each activity.
Distribution: Distribute copies of approved schedule to Contracting Officer, separate contractors, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.
Post copies in Project meeting rooms and temporary field offices.
When revisions are made, distribute updated schedules to the same parties and post in the same locations. Delete parties from distribution when they have completed their assigned portion of the Work and are no longer involved in performance of construction activities.
