Re: Geotechnical Investigation Storm Sewer Upgrade Dobbins Air Reserve Base Marietta, Georgia; Cobb Co.

SEA Job #091-245

Gentlemen:

In accordance with your written authorization, Sailors Engineering Associates, Inc. (SEA) has completed the geotechnical investigation for the subject project and is pleased to submit this report with our conclusions and recommendations.

On November 27, 2009, Sailors Engineering Associates, Inc. (SEA) performed a geotechnical investigation which consisted of three soil test borings of a portion of the project area. A preliminary geotechnical report dated December 17, 2009 was submitted. At your request we have returned to the project area and performed twelve additional soil test borings and one additional offset boring to further evaluate the subsurface conditions in the project area. Three additional offset borings were performed to obtain undisturbed soil samples. The information obtained in the previous investigation has been combined with information obtained in the latest borings for the preparation of this report.

GENERAL

It is our understanding that upgrades for the existing storm sewer system around the existing airfield are planned for the Dobbins Air Reserve Base Sailors Engineering Associates, Inc. was asked to provide subsurface information for three sections of the improvements as described below:

1) One section extends along a line which connects borings B-7, B-3, B-8, B-2 and B-1. This will include 72 and 84 inch square pre cast concrete box culverts, 84 inch HDPE pipe installed under a taxiway through 96 inch steel casing, and 96 inch HDPE pipe installed under the runway

2 SEA

through 108 inch steel casing. The invert depths for this section will range from about 24 feet at B-8 to about 34 feet at B-1.

2) Another section extends from B-4 past B-6 and will include 48 inch HDPE pipe under a taxiway and 48 inch reinforced concrete pipe. The invert depths for this section range from about 6 to 7 feet.

3) A third section extends along a line that connects B-9, B-10, B-11, B-12, B-13, B-14, B-15.

This will include 48 inch HDPE installed under a taxiway through 60 inch steel casing, 48 inch ultra flow pipe, 54 inch reinforced concrete pipe and 54 inch HDPE installed under the runway and another taxiway through 66 inch steel casing. The invert depths along this section will range from about 14 to about 24 feet.

Of particular concern in our investigation was information regarding near surface ground water or rock that would be encountered during installation of the new storm sewer sections. Specific information with respect to strength and permeability of the soils has also been provided that could be considered by contractors in evaluating dewatering, slope excavation and excavation bracing techniques for construction. Since the borings are so widely spaced significant differences in subsurface conditions could be encountered along the sections investigated and in other areas of proposed system improvements in areas not investigated.

AREA GEOLOGY

Marietta, Georgia is located in the physiographic province known as the Piedmont which extends from the Hudson River at the north to Alabama at the south. The Piedmont is the least mountainous part of the Appalachian Highlands. The surface of the Piedmont can be described as a broadly undulating or rolling topography with low knobs or ridges, and valleys 30 to 300 feet thick. The underlying crystalline rocks of the Piedmont are metamorphic schists, gneisses, quartzites and slates, and igneous granites and gabbros. In the Dobbins Air Reserve Base area the majority of the site (western 2/3) base rock consists of Biotitic Gneiss/Mica Schist/Amphibolite and the (eastern 1/3) if Mica Schist/Gneiss/Amphibolite.

FIELD INVESTIGATION

On November 27, 2009, Sailors Engineering Associates, Inc. (SEA) performed a geotechnical investigation for the project area which consisted of three soil test borings. A preliminary geotechnical report dated December 17, 2009 was submitted. At your request we returned to the project area and performed twelve additional soil test borings and one additional offset boring to further evaluate the subsurface conditions in the project area. Three additional offset borings were performed to obtain undisturbed soil samples. Two hand auger probing were also performed in a proposed gabion basket retaining wall area. Each of the soil test boring locations is shown on the attached Boring Plan.

3 SEA

The soil test borings were extended through soils by mechanical drilling procedures using continuous spiral hollow auger flights with a steel fingered Hawthorne bit as the cutting device.

The consistencies of the underlying soils were determined by Standard Penetration Testing in accordance with ASTM Specification D1586. Samples were obtained with a standard 1.4 inch I.D., 2.0 inch O.D., split tube sampler as illustrated in the Appendix. The sampler was first seated 6.0 inches to penetrate any loose cuttings; then it was driven an additional foot with blows of a 140 pound hammer falling 30.0 inches. The number of hammer blows required to drive the sampler each 6.0 inch increment is recorded in the Boring Logs. The number of blows required to drive the sampler the final foot is the standard penetration resistance.

At three locations attempts were made to obtain relatively undisturbed samples of the soil using thin walled 3 inch diameter steel tubes (Shelby tubes) hydraulically pushed into the soil (ASTM D 1587). The holes were advanced to the sampling depths by hollow stem auger techniques with

3.25 inch inside diameter hollow stem augers. The samples obtained were sealed against moisture loss and returned to our laboratory for testing.

SEA installed temporary groundwater piezometers in three soil borings, B-8, B-11 and B-14, to conduct aquifer tests. B-8, B-11 and B-14 were advanced to penetrate the water table a depth of 34 feet below the ground surface (bgs), at 30 feet bgs and at 39 feet bgs, respectively. The borings were advanced using hollow-stem auger drilling techniques (nominal 4.5-in ID). The piezometers were constructed using precleaned, individually wrapped 2-inch diameter, PVC well screen and casing. A ten foot piece of 0.010-inch slotted screen was installed in each open boring and brought to the ground surface with solid PVC riser. A watertight cap was used to seal the well casing. The annulus between the well screen and the wall of the boring was backfilled with washed and sorted filter sand to approximately two feet above the well screen. An impermeable bentonite clay seal was then be placed over the sand approximately two feet in thickness.

Following installation, the piezometers properly developed by removing a minimum of three well volumes of groundwater to allow the formation to recharge. Once the groundwater had stabilized, aquifer tests were conducted to determine the hydraulic conductivity. The aquifer properties were evaluated at each of the piezometers locations in accordance with the Bouwer and Rice Method for determining hydraulic conductivity. The screened intervals were fully submerged therefore both slug in and slug out tests were performed on the wells. The slug in test was performed first followed by the slug out test. This was accomplished by placing the probe into the well and allowing it to stabilize. Then a 1.5 inch diameter PVC slug filled with washed filter sand was lowered into the well and the response was monitored using an Instruments Northwest PT2X data logger. Once the water table returned to the static level, the slug was removed and the response recorded using the data logger. Several tests were run on each well.

The data collected from B-11 was not processed because the water table was at the ground surface producing erratic results. Only the slug out data from B-8 and B-14 were processed using Bouwer and Rice Method. The average hydraulic conductivity of 5.74E-03 centimeters per second (cm/sec) was calculated for B-8 and 2.07E-02 cm/sec was calculated for B-14.

Water level observations were made during drilling operations. The elevation of the water table fluctuates during the year and is directly related to the amount of rainfall in the months prior to observation. To obtain accurate water table elevation measurements stand pipe piezometers

4 SEA

were set at boring locations B-1, B-2, B-3, B-4, B-5, B-6, B-7, B-9, B-10, B-12, B-13 and B-15.

Water level readings obtained from the piezometers at various depths are tabulated in the Conclusions and Recommendations section of the report.

The elevations shown on the boring logs were interpolated for information shown on plan and profile sheets provided by Merrick and Company and are presumed accurate to + foot.

LABORATORY INVESTIGATION

Samples of soil were obtained to perform Consolidated-Undrained Triaxial Test (ASTM D4767), Standard Proctor (ASTM D698), grain size distribution (ASTM D422) and moisture content (ASTM D2216) determinations. The test results are listed below.

SUBSURFACE CONDITIONS

The subsurface conditions encountered on site, as determined by our drilling program, were as follows:

Topsoil: A layer of topsoil approximately 1.0 inch thick consisting of dark brown sand with a little silt and organics was present at each of boring locations.

Fill materials: Encountered at the surface and extending to depths of approximately 2.0 feet to 37.0 feet at each of the boring locations except B-5, B-9, B-10 and B-11 were light to dark reddish brown, light to dark brown, light greyish brown and greyish brown sands with varying amounts of silt and silts with varying amounts of sand, some with varying amounts of organics, a trace of gravel and a little rock fragments. These were

6 SEA

fill materials that appear to have been placed with a light to good compactive effort.

Standard penetration resistance values in the fill materials encountered were indicative of soft to firm consistency.

Alluvial materials: Underlying the fill materials mentioned above and extending to a depth of approximately 47.0 feet at borings B-2, B-3, B-7 and B-7A were alluvial materials consisting of light grey and grey sands with varying amounts of silt and silt with a little sand, some with clay and organics. Standard penetration resistances in these materials were indicative of soft to medium consistency.

Residual materials and saprolite: Underlying the materials mentioned above and extending to penetration depth of all soil test borings except B-7A were reddish brown, light brown, brown, light to dark greyish brown, grey, white and black sands with varying amounts of silts and silts with varying amounts of sand, a few with clay and rock fragments. These were residual materials and saprolites weathered in place from the parent rock. Standard penetration and drilling resistances in these materials were indicative of soft to hard consistency.

Ground water, hard drilling materials and auger refusal were encountered at the time of our investigation. Specific information concerning ground water table and auger refusal as well as drilling consistency and materials encountered can be seen on the Logs of Borings and on the Profile Sheet included in the appendix.

Notes: DTW = Depth to water measured from existing ground surface NM = Not Measured

As can be seen in the table ground water was encountered in all of the borings except B-4.

In most of the boring, the ground water table was encountered at or above the invert elevations. Dewatering to facilitate construction is anticipated. The methods of dewatering and the extent of dewatering necessary to accomplish installation of the various sections of the storm sewer system was beyond the scope of our services for this project.

2. Hard consistency soil and partially weathered rock as well as auger refusal were encountered at relatively shallow depths at borings B-4 and B-4A. Hard consistency soils were encountered below but near the invert depths at borings B-3 and B-8. In general, excavation of materials below the depth indicated as hard consistency soil or partially weathered rock would require trench rock removal. The information obtained to date indicates that trench rock removal would be limited, however it should be noted that the surface of partially weathered rock and competent rock fluctuates significantly in the Atlanta area there may be areas of rock removal required beyond those indicated at the individual boring locations.

3. Soils removed during excavation that are below the ground water table or within a few to several feet above the water table due to capillary rise are anticipated to have in situ moisture contents well above the optimum moisture content as determined by standard proctor ASTM D-698. A significant portion of the materials removed during excavation therefore may be too wet for immediate reuse as backfill. Significant drying by aeration or by chemical means would have to be accomplished to make these materials suitable for reuse as backfill.

4. Soft consistency soils were encountered at or below the invert elevations of the pipes at several locations. The base of the excavations will also soften due to the presence of ground water. We recommend that during excavation to install the pipes that 12 inches of over excavation be performed and that the base of the new excavation be stabilized with No. 34 washed crushed stone wrapped in non woven geosynthetic. It is also anticipated that No. 57 crushed stone would be utilized as backfill to the midline of the circular cross section of the pipes. On one side of the pipe and for a thickness of two feet along one side wall of the box culverts a non woven geosynthetic wrapped No. 57 stone section with a 6 inch diameter perforated plastic pipe should be installed to act as a French drain. Ground water collected in the coarse crushed stone could then empty into structures where circular pipe sections intersect the structures or at select locations on the sidewalls on the box culvert. This would allow the system to control some of the ground water during construction and provide a stable base for leveling and placing the pipes and box culverts and associated structures.

5. A variety of laboratory tests were performed during out investigation that will provide information to be considered by interested contractors with respect to slope stability and excavation bracing. Providing specific designs for construction slopes and excavation bracing systems was beyond the scope of our services.

6. Two hand auger probings were performed at a proposed location for a short gabion basket retaining wall. Information obtained in these hand auger probing will be utilized for determining allowable bearing pressure and base of foundation level for the retaining wall baskets. A design for the retaining wall will be submitted under separate cover.
