AIRFIELD STORM DRAINAGE SYSTEM
FA6703-13-R-0004
ATTACHMENT 20, QUESTIONS & ANSWERS, 28 FEB 2013
REV. 1 - 25 Mar 2013
1. During the site visit on February 12th, 2013, there was mention of relaxing the spoil pile height standards to allow for spoil piles greater than 3 feet the height. There was never a definitive limit mentioned with regard to spoil pile height. Could we get clarification as to what exactly will be allowed, where this will be allowed and the exact limits of what we can leave piled up on-site while we are working each day?
When working in these areas a NOTAM will be published using the height of the tallest piece of equipment on site which will have flag and flashing light on top at all times.
2. Specification Section 31 23 00 Part 1.5F states that drilling and blasting of trench rock will not be allowed for this project. If this were to be allowed, the cost for the project could be greatly reduced and the duration of the project would be reduced. Will there be any consideration to revising this to allow drilling and blasting of solid rock for this project?
Blasting is not permitted.
3. Specification Section 33 05 23.19 Part 3.2.3A - For the trenchless crossings on this project, will conventional auger boring be allowed, in lieu of microtunneling?
Ref Attachment 19 of solicitation amendment 1, ETL 04-4 Trenchless Technology
4. Specification Section 33 05 23.19 Part 3.3.2 states that a hydrostatic leakage test must be performed. Does this apply to the steel casing pipe itself or to the carrier pipe?
Specification Section 33 05 23.19 Part 3.3.2 makes reference to a pressure test which is not required for a casing pipe (Steel). The maximum working pressure of the system referred to in the first sentence would be 13 psi for 10 minutes per ASTM C443 (attachment 21 of solicitation amendment 3), which applies to the carrier pipe (PE).
For PE carrier pipe, the provisions of Spec 33 40 00 Section 2.6.1 would apply. ASTM C443 requires the testing of two joined pipe sections which can be done prior to any construction. For steel casing pipe no such reference is given. The full length of steel casing pipes should be hydrostatically tested simply to prove that there are no pinholes in the welds or damage to the pipe during installation that would affect the pressure holding capability.
5. Section 33 40 00 Part 2.4 states that steel ladders will need to be provided when storm drain structures exceed 12 feet in depth. Can polypropylene manhole steps with a steel reinforced core that is encapsulated by the polypropylene be used as an alternate to a ladder?
Yes
6. Section 33 40 00 Part 2.6.1 states that a hydrostatic test shall be made on the watertight joint types. Can low pressure air joint testing (as mentioned in Section 33 40 00 Part 3.8.1), be used as an acceptable method of testing, in lieu of a hydrostatic test?
Hydrostatic test on joints in 2.6.1 are different than leakage tests on pipeline. Refer to attached copy of ASTM C443, Section 9 for specifics on the hydrostatic test on joints.
7. Section 33 40 00 Part 2.6.1 states that a hydrostatic test shall be made on the watertight joint types as proposed and that only one sample needs testing. Does this mean that manufacturer of the pipe has to demonstrate this in a test setting at the plant of origin for the material or is this a procedure that will need to be undertaken in the field after the pipe is installed? If it is the latter of the two, does this mean that each storm drain line installed has to have a hydrostatic test on one joint or a hydrostatic test on each line itself from manhole to manhole?
The test may be performed in the field or at the plant of manufacture on pipe to be delivered to the project to ensure quality control of materials to be incorporated into the project. One test shall be performed for each pipe size/material used for stormwater piping. Refer to attached copy of ASTM C443. The leakage testing shall be between two manholes or inlets/outlets for the entire pipe section and for all pipe installed on the project. (There are no provisions that permit the testing of one section of pipe to be representative of all segments of pipe as in ASTM C443.) Leakage testing per ASTM C 924 (attachment 23 of solicitation amendment 3) and the exfiltration testing required are the Government’s assurance that all pipe delivered and installed can perform in accordance with the provisions of the single test required by ASTM C443.
Note that ASTM C924 defaults to ASTM C925 under certain conditions.
8. Section 33 40 00 Part 2.6.1 states that a hydrostatic test shall be made on the watertight joint types. Who provides and pays for the water that will be needed for this testing? Can we access water from a nearby source on the base (e.g. fire hydrant)?
Water will be available for use at the Installation at no cost.
9. Section 33 40 00 Part 3.8.2A states that laser profiling will be required on pipe 48 inches or less in diameter. Does this apply to RCP?
RCP does not meet the definition of flexible pipe and therefore not subject to any of the provisions of Item 3.8.2.
10. Due to the complexity of the bid, we could use more time so that we can provide the best pricing possible to the owner. Is it possible for the bid date to be extended to allow for more time to prepare the bid?
Yes, new bid date is 11 April 2013 at 2:30 pm EST (See amendment #3 to the solicitation)
11. Given that funding is not currently available, that congress has not resolved budget requirements to avoid sequester and across the board spending cuts (including DoD spending) and that the government will require offerors to hold pricing until September would the government consider the following: Would the government consider moving the response date back at least 4 weeks to facilitate fair and reasonable offerors’ (contractors) ability to provide better pricing?
New bid date is 11 April 2013 at 2:30 pm EST (See amendment #3 to the solicitation)
12. (Std Form 1442) Previous bid allowed the government 60 days to make an award. However, this has been increased to 210 days. There is no logical approach to determine manpower and equipment allocation with a 7 month window to award from the bid date. Also, suppliers and subcontractors will only quote a maximum of 60-90 day award period. This length of time to award creates unfair burden on the small set aside contractor to reasonably bid this project with available equipment, manpower, subcontractors, and suppliers that are required to complete the work.
Bid proposals has been revised to show 60-days (See amendment #3 to the solicitation)
13. (General) Is there any other set aside compliance (MBE/WBE/DBE) percentage other than small business?
Must meet FAR 52.219-14 as part of the evaluation criteria and any other Small Business Concerns identified in the solicitation.
14. (Bid Forms) There is no logic to numbering system for Options... there appears to be some options not in numerical order or missing - See attached chart below.
Bid Form P-I (Base) P-I (Options) P-II Base) P-II (Options) 01 - Base 02 (Option #1) 08 - (Base) 09 (Option #4) 04 - Base 03 (Option #3) 12 - (Base) 10 (Option #5) 05 (Option #1) 17 - (Base) 11 (Option #7) 06 (Option #2) 13 (Option #4) 07 (Option #3) 14 (Option #5) 15 (Option #6)
16 (Option #7)
See table below, it is explained precisely.
02 (Option #1) and 05 (Option #1) go together under phase 1 because 02 is for ‘maintenance’ 05 is for ‘repair’. Can’t have one without the other. In the case of 06 (Option #2) there isn’t any maintenance items that will be required. I modified your table to clarify.
Bid Form P-I (Base) P-I (Options) P-II Base) P-II (Options) 01 – Maintenance Base

15. (General) What is the order of base bid items and options that will be used by the government to determine the low bidder. This is important for the contractor to try and determine how to spread the overhead.
See answer to Question #14.
16. (General) If the government can not reduce award period can a fuel index basis be incorporated into the bid to protect the contractor from fuel increases that are used on DOT projects.
No
17. (General) What is the anticipated NTP?
At least 30-days after award of contract.
18. (General) Contractor is required to submit a CPM schedule, however the very long acceptance date by the government creates a problem, because a schedule start of certain activities is determined by the antcipaterd normal weather conditions. This is related to award period needs to be addressed.
Use assumptions. The intent to show the understanding of multiple construction activities as it relates to airfield Ops (i.e., cannot close all taxiways at the same time)
19. (General) Contractor request bids are open and prices are publicly read out load.
This solicitation is a Request for Proposals (RFP) not an Invitation for Bid (IFB) which allows public reading of quotes or offers.
20. (General) Are all the previous questions from previous bid incorporated into the new contract documents - or can they be incorporated as part of the official addendum.
No, all previous questions may be viewed at www.fbo.gov under solicitation FA6703-12-R-0002 of the archived section. Attachment 16 of Solicitation FA6703-13-R-0004 provides instructions on how to obtain and view.
21. (General) If underground utilities are not shown on the plans, and after contracor performs site investigation is it correct those utilities will be addressed as change order modifications.
The purpose of the utility survey is to identify any utility not shown on the plans. See Note 4, Sheet C-003.
The contractor shall perform their own underground utility locating survey prior to construction. In the event that utilities identified causes impediments to construction, they will be addressed on a case-by-case basis.
22. (Pipework) Are all pipe connections to structures to be booted (RCP/CMP/HDPE)? If the HDPE connections to structures are to be booted, please provide a manufactuer who provides boots for 84" & 96" HDPE?
In the event that rubber boots are not manufactured for the size pipe required, reinforced concrete collars will be acceptable provided that they meet GDOT Standards. A detailed shop drawing stamped by a Professional Structural Engineer shall be provided to the Contracting Officer for approval after award.
23. Does this project requires some kind of bond?; please, left me know.
The solicitation requires a bid bond identified under FAR 52.228-1. Financial Statement should reference bonding capacity. Performance & Payment bonds shall be required within 10-days after contract award and prior to pre-construction conference.
24. The specified Neenah cast iron frames and grates and ring and covers are aircraft rated. Please confirm the corresponding storm drain structures and box culvert they are bolted to are to be aircraft rated also because they would incur the same loads as the cast iron.
All structures are to be GDOT standard structure as outlined as noted in Note 6, Storm Sewer Notes, C-003 with the exception of those structures that are within the transient pavement replacement area. (GI IV- 141-10E and GI IV-145-10E). These two would need to handle the aircraft loading. A detailed shop drawing stamped by a Professional Structural Engineer shall be provided to the Contracting Officer for approval after award.
I have been looking through my old file with regards to the other things we talked about, boots and structure sizes. As far as the structure sizes, Storm Sewer Note 6 on page C-003 states that the cast iron frame and grate and pipe sizes shall determine the size of the precast drainage structure. I will go by that note in sizing the structures. It makes a difference on a couple of the grate inlets, but not a huge difference.
The item that can throw a huge wrench into the equation is the part about boots. Booting some of these structures would dramatically increase the structure size. A 48” pipe straight through would normally go into a 6’ diameter structure. If it were to be booted, it would have to go into a 10’ diameter structure. In addition to that, some of the larger pipe like 72” and 84” would not be able to have boots and be shipped in one piece. In an old addendum dated May 30, 2012, in response to question #29, it says “Refer to Specification 33 40 00, Section 3.5.1 and 2.3.8 1 a and b.” The only referenced ASTM item in either one of these specification sections is ASTM C443 and this has to do only with gasketted connections of pipe to pipe and nothing to do with pipe to manhole connections.
In the event that rubber boots are not manufactured for the size pipe required, reinforced concrete collars
Professional Structural Engineer shall be provided to the Contracting Officer for approval after award.
25. Given the locations of the boring/tunneling required for this project, can the ‘no work permitted’ restriction of 100’ to the runway and taxiway be reduced to 50’? (see C-003 - General Notes 9 & 10)
No
26. Given the scope of work required at various locations on the airfield, the limitations due to phasing (General Note 16), and the ‘no work permitted’ times due to active airfield operations, would you extend the project duration to 720 days?
Not at this time
27. Spec. Section 33 05 23.19.3.2.3 – will this type of tunnel boring equipment be required for the all of trenchless installations on this project?
This specification does not mandate a particular method of boring - only the requirements and tolerances that are required. The plans show Jack & Bore. The specification allows for microtunneling and pipe jacking. Either method that can achieve the same construction requirement and meet all safety requirements can be used in the bid. See Question 28.
28. Spec. Section 33 05 23.19.1.2.1 – will direct pipe jacking of reinforced concrete pipe (RCP) be acceptable for some or all of the trenchless installations on this project?
Specification Section 33 05 23.19, Item 3.2.8 is not a subpart of Item 3.2.3. The combination of boring and jacking the carrier pipe is acceptable; however, the two pass method is required. See Question 27.
29. (General) Please extend the bid date to allow contractor ample time to review forthcoming addendums.
30. Are oil/fuel resistant flexible pipe connectors required? Oil/fuel resistant flexible connectors for pipes 36” and greater are NOT available.
Flexible connectors shall be per Specification 33 40 00, Section 2.3.8 (all). In the event that rubber boots are not manufactured for the size pipe required, reinforced concrete collars will be acceptable provided that they meet GDOT Standards. A detailed shop drawing stamped by a Professional Structural Engineer shall be provided to the Contracting Officer for approval after award.
31. Will the engineer accept collar connections in lieu of flexible pipe connectors? Flexible pipe connectors are NOT feasible for larger diameter pipes.
In the event that rubber boots are not manufactured for the size pipe required, reinforced concrete collars
Professional Structural Engineer shall be provided to the Contracting Officer for approval after award.
32. Are oil/fuel resistant mastic, gaskets & joint sealants required?
Any above ground mastic, gaskets, and joint sealants shall be resistant per Specification 32 1 19, Section 2.1
33. Are the “Questions & Answers” from the preceding bid still applicable?
No, unless it becomes a question/answer for this requirement.
34. For precast structures, are there any special loading requirements greater than HS-20?
All structures are to be GDOT standard structure as outlined as noted in Note 6, Storm Sewer Notes, C-003 with the exception of those structures that are within the transient pavement replacement area. (GI IV- 141-10E and GI IV-145-10E). These two would need to handle the aircraft loading. A detailed shop drawing stamped by a Professional Structural Engineer shall be provided to the Contracting Officer for approval after award.
35. Will the pre-bid questions/answers from the original solicitation (FA6703-12-R-0002) be incorporated into this solicitation (FA6703-13-R-0004)?
No, unless it becomes a question/answer for this requirement, then it will become a part of this solicitation.
36. The past performance questionnaire indicates that the evaluators are to submit the questionnaires directly to the Contracting Officer NLT the bid date/time and not included with bidder’s proposal. This is a change in the requirements from the original solicitation in which the questionnaires were to be submitted with the bidder’s proposal. Due to the difficulty and time required to get past clients to complete new questionnaires and to ensure that the questionnaires reach the Contracting Office NLT the bid date/time, (1) can the questionnaires be submitted with the bidder’s proposal in lieu of the direct submission to the Contracting Officer, and (2) can the completed forms from the previous proposal submission be submitted in lieu of requesting the evaluators to complete new questionnaires? We respectfully request a bid extension of 2-weeks to have adequate time for the evaluators to complete and submit new questionnaires, if they require direct submission to the Contracting Officer and/or the bidder’s cannot submit completed forms from the previous proposal submission.
(1) No
(2) No
37. Referencing 3.2.3 of Section 33 05 23.19 – Trenchless Excavation, specifies that EPBM the only method that can be utilized for the “Jack & Bore” areas indicated on the drawings. Can alternative trenchless excavation methods (e.g., auger boring) be implemented? If so, what alternative methods are acceptable and what locations will they be permissible (e.g., runway, taxiways, roadway, etc.)?
Specification Section 33 05 23.19, Item 3.2.8 is not a subpart of Item 3.2.3. The combination of boring and jacking the carrier pipe is acceptable; however, the two pass method is required. This specification does not mandate a particular method of boring - only the requirements and tolerances that are required. The plans show Jack & Bore. The specification allows for microtunneling and pipe jacking. Either method that can achieve the same construction requirement and meet all safety requirements can be used in the bid.
38. Where the “Open Cut” method is utilized for taxiway crossings, (1) what is the thickness of the existing taxiway pavement, (2) what are the details for the replaced pavement sections, and (3) what are the reinforcing steel and jointing details for the replaced pavement sections?
(1) See attachment 24 of solicitation amendment 3 ‘Dobbins APE Mar 06. Pdf’
(2)Reference UFC 3-260-02
(3)Reference UFC 3-260-02
39. Referencing 3.2.1 of Section 01 01 00 – General Requirement, the airfield closure dates from the original solicitation have been removed. Will there be designated dates and/or certain periods in which the airfield will be closed? If so, what is the closure dates and/or periods where the Contractor can work within the clear zones?
The intent is to minimize the amount of time the airfield is closed. There are no scheduled closure dates. As part of the contractor’s CPM schedule anticipated work within the clear zone and safety zones should be annotated.
40. Referencing Notes 9 and 10 on drawing C-003, if the launch and receiving shafts are established beyond the runway and taxiway clear zones, can the boring and jacking activities be performed beneath the runway and taxiway during active airfield operations? Are there any restrictions or criteria that will be imposed or have to be achieved in order for Contractor to perform ongoing boring and jacking activities during active airfield operations?
Yes, if documentation from a licensed engineer states that based on the loads of our aircraft taking off and landing will not be affected by this operation
41. Will the Contractor be required to remove and dispose of all excess soil from the site at a state-permitted waste disposal facility, or will the excess soil material remain on site for future use or disposition by others?
Yes, Contractor will be required to remove and dispose of all excess soil off site.
42. The solicitation requires that the prime contractor, a small business, to provide a bid guarantee for up to 204 calendar-days on a complex project that ranges in magnitude between $10,000,000.00 and $25,000,000.00 without current Government funding and an indeterminate funding date. This may place an unnecessary financial burden on the aggregate bonding capacities of future work for the small business prime contractors that will be submitting proposals on this project. We respectfully request a bid extension of a minimum of 2 weeks in order discuss and make necessary bonding arrangements with our surety.
43. Section 33 40 00 Page 13 – If using RCP with “O” ring gaskets are cement-mortar diaper joints required? Are diaper joints required on precast box culvert joints?
Bid as specified in Specification 33 40 00, Section 3.4 (all).
44. Where existing pipes are to be grouted, will cleaning the pipes be required before grouting?
Refer to note 23 on C-003 and material manufacturer’s product specification
45. It was mention at the site visit that spoil pile height standards may be relaxed to allow for spoil piles greater than 3 feet the height. What is the definitive height for the spoil piles, where will this be allowed and the exact limits of what we can leave piled up on-site while we are working each day?
When working in these areas a NOTAM will be published using the height of the tallest piece of equipment on site which will have flag and flashing light on top at all times. The same areas that are identified on the plans will be used.
46. Drawings indicate all areas will be required to be sodded. This will be a large cost to the project, and most areas have no irrigation system. Can this be waived for standard seeding procedures.
Reference Attachment #5 of solicitation, Specification 02935 Turf Establishment
47. What barricade requirements will be needed to be in place on the aircraft ramp areas adjacent to the terminal?
Reference ETL 04-2 Standard Airfield Marking Schemes
48. What are the compressive strength requirements of the grout?
Geofill LD Min Compressive Strenght (28 Days), PSI is 50
49. Is annular space grouting for jack & bores required?
Yes, refer to Specification 33 05 23.19, Section 3.2.3, Item 7.
50. Note #20 on Sheet C-003 refers to the most economical method of excavation to include open cut and open cut with shoring. Are trench boxes and slide rail systems that have been designed and stamped by a P.E. acceptable?
The site has deep excavations. The excavation means and method is up to the contractor as long as they stay within the limits of construction. All systems that are proposed have to be approved by the contracting officer after award. Trench boxes and Slide Rail systems will require a structural engineer PE Stamp to be used and will be acceptable under the approval process.
51. Notes #20 - #22 on Sheet C-003 refer to providing “design and implementation” of excavation, dewatering, and shoring methods “in the base bid”. Please confirm we are to include pricing for development of the designs and/or plans for these efforts in the base and the plans and/or designs are to be submitted following award.
Correct, the pricing needs to be included in the base bid. Plans and designs are after award.
52. Since groundwater levels fluctuate seasonally, and given the limited information in the geotechnical reports provided with the bid documents, can a CLIN be set up to establish a quantity of the trench undercut described in note #40 on Sheet C-003?
Regarding Note 40, Sheet C-003, the contractor shall bid on approximately 7,500 yd3 of undercut for the project and include in the base bid. A variation in quantity clause will be added to address this issue.
53. If items of work are called out on both a base bid and option plan sheet, is it to be included as part of the base bid?
Yes
54. The notes on Sheet C-108 for Line 19 refer to the carrier pipe in the boring option to be 54” OD HDPE smooth wall DR 26 and the pipe for the open cut option be 54” RCP. Should the HDPE have an ID of 54’ to match the 54” RCP upstream on Line 18?
Returned to vendor for clarification. We will post when clarified.
54(revised). The inside diameter (ID) of the downstream pipe is smaller than the ID of the upstream pipe; should the ID of the downstream pipe match the ID the upstream pipe?
The 54” RCP downstream pipe has a larger inside diameter than that of the upstream 54” HDPE.
55. It was mentioned at the prebid meeting that pipe to be abandoned in place would not be required to be completely filled with flowable fill, but to only have the ends double bulkheaded and abandoned. Is there a detail showing how the pipe abandonment is to be done?
All pipes under hard surfaces such as taxiways, runway, roads, etc. shall be filled with flowable fill completely. If bulkheads are required to meet this criterion, then the contractor shall refer to Specification 33 40 00 Section 2.3.4 for constructing a brick bulkhead. Brick/block shall be at least eight inches thick whether in one course or two. Alternate methods of bulkhead construction will be considered after award.
It’s the contractor’s responsibility to ensure that the brick/block in-fill has the load capacity to handle the lateral loads applied by the flowable fill when filling the system and to remain structurally sound after filling is complete. The contractor shall assume all responsibility for proper construction and acceptance by the Government.
56. Per Spec Section 01 01 00 Paragraph 3.3, if the contractor would like to deviate from the normal work hours, request must be submitted in writing at least working 2 days in advance. Permission will be granted predicated on the larger work force, and providing the contractor defrays the additional cost to the government including, but not limited to, inspection computed in accordance with existing government regulations. If this is correct, could the rates charged for additional inspection by the government be supplied so any additional costs for weekend work can be calculated?
This section has been revised. See revised attachment #3, Specifications, for changes.
57. Is there any chance for an extension from the current due date on 3/11/13? Monday due dates are challenging since many of the major subcontractors hold their pricing to the last minute. Would like to request an extension to 3/20/13 if at all possible; if that’s not possible, would like at least a couple days to push to the middle of the week (i.e., 3/13/13).
58. Would you please consider consolidating the CLINS and require only 8 CLINS - the Base Bid and 7 Bid Options? The consolidation of several CLINS would simplify the Bidding on our part ( as it is, the delineation of the different scopes would be difficult to quantify) and would simplify the Review and Evaluation on your part. This would combine the Maintenance and Repair portions of the project, actually resulting in 10 CLINs. The CLIN breakdown could look like this:
CLIN 0001 - Base Bid – combine existing CLINs 0001 and 0004 (Phase 1) CLIN 0002 – Base Bid II – combine existing CLINs 0008 and 0012 (Phase 2) CLIN 0003 – Bid Option #1 – combine existing CLINs 0002 and 0005 CLIN 0004 – Bid Option #2 – existing CLIN 0006 CLIN 0005 – Bid Option #3 – combine existing CLINs 0003 and 0007 CLIN 0006 – Bid Option #4 – combine existing CLINs 0009 and 0013 CLIN 0007 – Bid Option #5 – combine existing CLINs 0010 and 0014 CLIN 0008 – Bid Option #6 – existing CLIN 0015 CLIN 0009 – Bid Option #7 – combine existing CLINs 0011 and 0016 CLIN 0010 – Bid Option #8 – existing CLIN 0017 (Phase 2)
CLIN structure will remain, see answer to Question 14.
59. In response to the referenced RFP - Page 37, Item 3. PART III – PAST PERFORMANCE, sections (a.
Recency:) and (b. Relevancy) it is unclear what the difference is between these 2 sections, they sound like they are asking for the same basic information, except in section (a. Recency) it says to "Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer's satisfaction with overall job performance and quality of completed product for same or similar type contract." The defined scope of work for project relevancy appears to be the same - can you please clarify what the difference is between the 2 sections?
Recency focuses on time, within the last 7-years, whereas Relevancy focuses on magnitude of construction and scope of work. See Revised Part III – Past Performance sections (a) and (b).
60. Also on Page 37, Item 3. PART III - Past Performance, section c. Performance Questionnaire - it says "The government will use information submitted on the completed/received Past and Present Performance Questionnaire (See Section J) to assess performance. Past and Present Performance Questionnaire will be completed and submitted by the evaluators as chosen by the Prime. Provide a list of selected evaluators to include contact information." If an Offeror has already provided a copy of a Previous Past Performance Survey completed by the Owner's for the 5 projects being submitted, are we still required to request that Owner's complete your Past Performance Questionnaire (section J) to be sent directly to you, or can we just provide the list of selected evaluators contact information to be used with previous PPQ's submitted?
Yes, you are required to request Owner’s complete Past Performance Questionnaire sent directly to the Government. No, previous PPQs shall not be submitted for this requirement. See revised Part III – Past Performance section (c).
61. Just want to clarify that previous PPQs may be included?
No, previous PPQs may not be included. See answer to Question 60.
File details come from the government source that posted it. Updated .
