About this file

This document is a Sources Sought Market Research Questions attachment for the USAFE-AFAFRICA Base Operating Support (BOS) Services solicitation. The document contains nine detailed market research questions designed to gather industry insights on critical aspects of a potential Department of Defense Base Operating Support contract for locations in Türkiye and Spain. The questions explore topics such as contract pricing strategies, performance incentive structures, currency exchange risk management, contract separation considerations, performance metrics, emerging technologies, and handling of unforeseen requirements.

The market research questions specifically seek industry perspectives on minimizing post-award contract adjustments, developing effective performance incentives, addressing currency exchange volatility for USD-funded contracts expensed in local currency, evaluating risks of separating Türkiye and Spain requirements into distinct contracts, identifying areas of potential inefficiency in base maintenance contracts, exploring deployable technologies, structuring performance metrics, developing key performance indicators (KPIs), and establishing mechanisms for managing emergency or unexpected contract requirements.

BOS Market Research Questions

1. What specific aspects of traditional DoD BOS contracts do you believe create the conditions for post-award adjustments, particularly REAs? From your perspective, how can the government structure these contracts to incentivize realistic pricing from the outset and minimize the need for future modifications?

2. Regarding FFP labor-contracts, what incentive structures would effectively promote sustained post-award performance excellence and continuous improvement? Are there disadvantages to a Cost Reimbursable contract type such as Cost Plus Fixed Fee or Cost Plus Incentive Fee?

3. Department of Defense Base Operating Support (BOS) contracts are funded in USD but expensed in local currency. Given the volatility of the Turkish Lira against the USD (illustrated in the attached chart covering the past five years), what is your recommended financial mechanism or EPA model that can best distribute future currency exchange rate risks fairly between the government and the service provider?

4. For approximately 20 years, the Türkiye and Spain BOS requirements have been combined into a single contract. Given the vastly different operating environments and requirements of each location, the government is considering separating them into two contracts as was done prior to TSBMC I. Does industry foresee any potential risks or challenges associated with this separation?

5. Based on your experience with Department of Defense Base Maintenance and Operations contracts, what specific areas or requirements result in wasted effort, resources, or minimal value?

Atch 1-Market Research Questions)

6. Are there any emerging, deployable technologies suitable for a DoD contract environment that could offer significant performance enhancements or cost reductions?

Please provide specific examples.

7. Can performance metrics be structured to incentivize the contractor? Provide examples of successful metrics used in similar contracts.

8. What are the KPIs you would recommend for measuring the success of a BOS contract in each of the proposed separate locations? How would these KPIs be measured and reported?

9. How would you propose handling unforeseen or emergency requirements and associated costs within the contract structure?
