About this file

This is a Draft Performance Work Statement (PWS) for United States Air Forces in Europe and Africa (USAFE-AFAFRICA) Turkiye and Spain Base Operating Support (TSBOS) services at Incirlik Air Base, Turkey and Moron Air Base, Spain.

The PWS outlines comprehensive base operations support services including civil engineering (asset accountability, real property management, environmental compliance), installation management (housing management, IT administration), installation engineering (planning, programming, project management), emergency services (fire and emergency response, ambulance services), operations management (maintenance, repair, facility operations), logistics readiness (traffic management, vehicle management, cargo movement), and force support (food service, fitness facilities, library services, transient alert, and war reserve materiel). Key service requirements include 24/7 emergency response capability, preventive and corrective maintenance of real property and equipment, environmental compliance with host nation standards, management of unaccompanied and family housing, vehicle fleet operations, and aircraft support services. The contractor must maintain performance standards including 95% execution of preventive maintenance, priority-based work task completion timelines (emergency response within 30 minutes to 1 hour, corrective maintenance completion within 30-180 days depending on priority), 90% mission capability rates for war reserve materiel and aerospace ground equipment, and compliance with applicable Air Force, DoD, and host nation regulations. Personnel qualifications are specified for key positions such as fire chief (15 years experience), civil engineers (ABET-accredited degrees with 3+ years post-graduation experience), and various skilled technicians. The PWS references government-furnished property including facilities, vehicles, special tools, and equipment on a cost-reimbursable basis for maintenance and repair, with the contractor responsible for providing labor, basic tools, and consumable materials. Contractor acquisitions exceeding specified thresholds require government approval, and all work must be documented in designated IT systems including NexGen IT, BUILDER, ELMS, and other government-mandated databases to maintain real property and maintenance records for asset management and cost tracking purposes.
