About this file
This file is a draft Contract Line Item (CLIN) structure spreadsheet for the Turkey-Spain Base Operations Support (BOS) Acquisitions being procured by the 764 ESS Contracting Squadron at Ramstein AFB, Germany for HQ USAFE-AFAFRICA. The spreadsheet establishes the hierarchical CLIN framework for two separate, parallel solicitations: one for Base Operating Support services in Turkiye (T-BOS) at Incirlik Air Base and one for Base Operating Support services at Moron Air Base, Spain (S-BOS). The draft CLINs are organized to support identical acquisition structures, timelines, and evaluation criteria across both locations while allowing flexibility to tailor specific contract terms and Performance Work Statements to the unique operational and economic dynamics of each country.
The CLIN structure defines how costs will be segregated and tracked throughout contract performance, with separate line items established for each geographic location and service category. This approach enables the Government to issue simultaneous RFPs, conduct parallel source selection, and award two independent contracts while maintaining administrative efficiency for offerors competing for both opportunities. The structure facilitates performance management and reporting by delineating distinct cost and scheduling parameters for Turkiye and Spain BOS requirements, supporting the Government's objective to streamline proposal preparation and reduce contractor burden while ensuring tailored performance oversight for each location's specific operational needs.
