About this file

This is a requirements document for gate access procedures at Incirlik Air Base in Turkey, detailing the documentation, timelines, and points of contact necessary for various categories of personnel and contractors to obtain base access passes. The document establishes distinct processes based on assignment duration and personnel type, with military personnel assigned six months or longer requiring permanent gate passes (CAC ID, PCS/CED orders, NATO orders with proper stamps, and passport), while those assigned less than six months require temporary passes with TDY/CED orders instead. Department of Defense civilians with CAC identification need DEROS letters with red stamps, civilian orders, passports, and coordination through the Civilian Personnel Office prior to arrival, whereas non-CAC holding new-hire civilians follow a similar process facilitated by 39 SFS. Short-term and long-term contractors (90 days or less and over 90 days respectively) must submit Contractor Arrival Notification Documents (CAN-D) at least 30 days prior to arrival, with requirements including passports, visas (tourist, AMS, or work permits), letters of authorization, and background check submissions to 39 SFS/S5RA at 39SFS.S5RA.BackgroundChecks@us.af.mil. Additional access categories include rented vehicles requiring base access passes through rental companies, material deliveries needing manifests and 30-day advance notice to 39 ABW, official travel coordinated through 39 LRS via travel request worksheets submitted 96 hours prior, distinguished visitors requiring TGS approval through 39 ABW/CCP, state representatives needing MFA approval, and visiting family members or U.S. friends requiring commander approval forms and sponsored visit notifications submitted at least 30 days in advance or as soon as possible (with 39 ABW requiring requests 14 days prior). Turkish contractors and local national vendors follow a separate process coordinated directly with 39 SFS/S5RA (39sfs.passandreg@us.af.mil or DSN 314-676-3875). The document includes processing timelines (typically 5-7 duty days for approval), electronic forms in both English and Turkish, sample memoranda templates for DEROS letters and gate pass requests, visa application guidance directing contractors to Turkish consular missions and the e-visa system (https://www.evisa.gov.tr/en/), and comprehensive spreadsheets for contractor data collection requiring information on passport details, visa status, arrival/departure dates, duty locations, and personnel/vehicle counts.

39 ABW Visitor Policy_Final_For CC Signature.pdf

INCIRLIK AIR BASE, TURKIYE

MEMORANDUM FOR ALL PERSONNEL ASSIGNED TO INCIRLIK AIR BASE

FROM: 39 ABW/CC

SUBJECT: 39th Air Base Wing (39 ABW) Visitor Policy

1. This memorandum establishes local policy and guidance for visitors on unofficial travel to

Incirlik Air Base (IAB), Türkiye. This policy shall remain in effect until superseded or rescinded by myself, my successor in command, or a competent superior authority.

2. Policy:

a. Eligibility.

(1) U.S. citizens who are friends of U.S. Force members, the civilian components, or their dependents permanently assigned to IAB.

(2) Dependents, active-duty spouses, and immediate family members (as defined by

DAFI 36-3003, paragraph 3.1.3.1) of U.S. personnel permanently assigned to IAB.

(3) U.S. personnel and their dependents assigned to other installations or organizations within Türkiye are able to access IAB thru their otherwise authorized means per the memorandum TGS Letter Related to DECA Implementation Annex 1, Procedures for Access to

Installations, paras. 4(a), 4(b), and 4(n).

b. Process.

(1) Visitor Information. Hosting members will fill out Attachment 1 of this policy memorandum.

(a) Roommate/Suitemate Approval. Approval by roommates or suitemates, including those sharing bathrooms or other common living spaces, is required and must be documented on Attachment 1. Roommates have the right to withdraw guest consent at any time.

If this happens, the visitors must vacate the premises immediately.

(b) Overnight Stays.

1. Per 10th Tanker Base Command policy, only visitors who are immediate family (as defined by DAFI 36-3003) or dependents of U.S. personnel permanently assigned to

IAB are authorized to stay overnight on IAB.

2. All other visitors may access IAB beginning at 0700 and must depart the base by 2400.

3. Overnight stays in Unaccompanied Housing (this includes all dorms and homes on IAB) requires prior Wg/CC approval. Approval will be granted on a case by case basis, is restricted to dependents, and is limited to a maximum of 30 nights per 12-month period in accordance with AFI 32-6000, and MAJCOM authorization (delegated to Installation

Commanders in accordance with an 8 Mar 23 USAFE-AFAFRICA Delegation Memo).

(2) Commander Approval. Unit commander approval must be obtained via Attachment 1 for base access.

(3) Wing Commander Approval. Wing commander approval must be obtained via

Attachment 1 for dependents who intend to stay overnight in Unaccompanied Housing.

(4) Kindly Submitted Letter. For visitors eligible under paragraphs 2.a.(1) and 2.a.(2) above, a kindly submitted letter (KSL) (Attachment 2 or Attachment 3 depending on the status of the visitor) must be routed to 39 ABW/CD and submitted to 10th Tanker Base Command. A signed KSL confers O-6 approval per Aircraft & Personnel Automated Clearance Systems process.

(5) Gate Pass. At least 21 duty days prior to visitor arrival, the hosting member must submit required documents to 39th Security Forces Squadron, Gate & Pass Registration, and follow the process outlined in IABI 31-106.

3. The 39th Medical Group is equipped to service active-duty military. It is not equipped to provide medical care to individuals more than 24 weeks pregnant, and children under the age of 8. Additionally, the 39th Medical Group pharmacy is only sourced to provide prescription services for the permanently stationed active-duty members. Therefore, visitors should bring adequate prescription medication to cover the duration of their visit. Visitors should ensure it is lawful to bring their prescription medications into Türkiye. Emergency medical care for visitors is available off base (approximately 25-30 minutes away) and requires personnel to procure their own transportation.

4. Hosting visitors is a privilege. Personnel permanently assigned to Incirlik AB may be held accountable for their visitors’ actions.
