About this file
This is a Questions and Answers (Q&A) worksheet containing 78 questions and government responses related to the BAFS Flight Line Debris and Restoration solicitation (FA521526R0013). The Q&A document addresses critical project parameters, work scope, environmental requirements, and operational details for offerors preparing proposals.
The project involves removal of vehicles, tires, debris, scrap metal, large rocks, invasive vegetation (7 acres), asphalt piles, and DRMO assets from Bellows Air Force Station (BAFS) in Hawaii. Work is divided into two CLINs with separate completion dates: CLIN 0001 (Red Zone, 8 acres) must be completed by February 1, 2027, with liquidated damages of $18,351.50 per calendar day for delays; CLIN 0002 (Yellow Zone, 9 acres) must be completed by May 1, 2027. The engineer's estimate is $1,000,000. Key specifications include aggregate placement at 3/4"-1" size with 95% maximum density compaction per AASHTO standards, relocation of approximately 500 large rocks spaced 4-5 feet apart along a 5,000-foot access path, and removal of approximately 5 tons of asphalt, 2,700 cubic feet of sand, and 200 tons of vegetation. Working hours are 0700-1600, seven days per week. The government will provide DRMO vehicle documentation and NPDES pesticide permit information, while contractors must handle all other documentation, hazardous materials (fuel, diesel, and possibly freon), and compliance with DAFMAN 32-7002, DoD 7000.14-R, and CFR Part 102-38 for asset disposal. An archaeological monitor is required due to historical runway significance. Bonding is not required, and this is classified as a service contract subject to SCA wage determination requirements.

| Q&A FROM PREVIOUS SITE VISIT | ||||
| 1 | Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | No, this is a new project. | ||
| 2 | The amendment states that the red outlined area on page 12 of the Performance Work Statement must be completed no later than 1 February 2027. Could you please confirm the overall contract period of performance and required final completion date for all work under the contract? | CLIN 0001/the red outlined area must be completed NLT 1 Feb 2027. |
ClIN 0002/the yellow outlined portion and project completion must be completed by 1 May 2027
| 3 | PWS | Page 12 | Additionally, please clarify whether the red outlined area on page 12 represents the entire project scope or only the portion of work that must be completed by 1 February 2027. | The entire project scope is the yellow outlined area of page 12 in the PWS. The Red outlined area needs to be completed NLT 1 Feb 2027. |
| 4 | In Attachment 2, FAR 52.211-11 identifies liquidated damages of $18,351.50 per calendar day of delay. Please clarify the specific milestone(s) or performance requirement(s) that would trigger assessment of liquidated damages, including whether the liquidated damages provision is associated with the 1 February 2027 completion requirement referenced in the amendment. | The liquidated damages clause 52.211-11 is associated for the red outlined area on page 12 with the deadline of 1 Feb 2027. If not completed by then the Contractor will be held liable to pay liquidated damages in the amount of $18,351.50 per day to the government. | ||
| 5 | Can you provide any additional photos, maps, or quantity information for the debris, vegetation, asphalt piles, gravel, and rock relocation areas? | The PWS contains the estimates. If there is something more specific you are wanting, please clarify. | ||

| 8 | What is the desired aggregate type thickness and compaction density? 57 stone was mentioned at the site visit, but there should be cost saving alternatives to that unless it is specified. Aggregate thickness was loosely discussed; 1"-4"is a wide range and will be very impactful on the cost of the work. Please specify depth of aggregate OR specify if the end result is to have a unifomr finished grade with drainage and copmpaction (please specify compaction requirement and if standard or modified proctor is required) Will Commingling of asphalt millings be allowed into agg base as long as similarly sized (no chunks)? | Desired aggregrate size is 3/4" - 1" with compaction to 95% maximum density at 3% to +5% moisture content as determined by AASHTO standards. Alternatives are to be provided by contractor for approval. End result is to have uniform finish grade and compaction. Standard proctor needs to be provided by contractor or by contractor's material testing lab facility. Asphalt millings may be utilized with acceptable grade lab results. | ||
| 9 | Will stumps left at ground level be sufficient or shall we quote stump removal by grinding or plucking the rootball? Any herbicide applied to stumps if left at ground level? | Stumps can be left at ground level. Removing vegetation from the root could result in inadvertent discoveries. |
Herbicide can be applied to stumps, but if herbicide is to be used it must be done in accordance of the pesticide permit.
| 10 | Once moved, what is spacing/layout for “large rocks”? | Relocate large rocks along 5,000-foot path (relocate to east of access road spaced 4' - 5' apart starting from back gate not to block any entry ways). |
| 11 | Any burning allowed with appropriate firefighting measures and a burn plan in place? | A burn permit will be required. Please note the base does not have a wildfire management plan currently. |

Is an auction required/planned/contemplated? | The governement does not plan on retaining items. Review and compliance of DAFMAN 32-7002 paragraph 6.8, DoD 7000.14-R, and CFR Part 102-38 may be necessary. |

(2) Unknown physical conditions at the site, of an unusual nature, which differ materially from those ordinarily encountered and generally recognized as inherent in work of the character provided for in the contract.
(b)(1) The Contracting Officer will investigate the site conditions promptly after receiving such a notice.
(2) If the conditions materially so differ and cause an increase or decrease in the Contractor's cost of, or the time required for, performing any part of the work under this contract an equitable adjustment must be made under this clause.
(c) No request for an equitable adjustment to the contract under this clause will be allowed, unless the Contractor has given the written notice required.
(d) No request for an equitable adjustment to the contract for differing site conditions will be allowed if made after final payment under this contract.

We have committed both CLINs to 1 February 2027 in the absence of a stated date for CLIN 0002. a) Yes, If the work for CLIN 0001 exceeds Feb 1, the contractor will be charged the daily liquidated damages.
b) Refer to CONS 66 Can you confirm
(a) whether Bellows AFS holds any existing installation-wide NPDES coverage under which this work could operate, which would change the filing path;
(b) that the Government will furnish the site information and installation-level coordination needed to support the application; and
(c) whether the Government has a view on the Hawaii Department of Health review period that offerors should assume. We have priced the standalone permit path as the conservative case. a) The only NPDES on file for Bellows AFS is for pesticide use.
b) At other bases CE assists with this and ENV reviews.

All additional documentation will be the responsibility of the contractor. |
| 71 | Can you confirm whether the 1 June through 15 September restriction applies to clearing under this contract, identify any additional INRMP-derived seasonal or spatial constraints, identify the dune restoration site location and any material specification for the relocated sand, and confirm which party is responsible for any required USFWS coordination? | Yes the 1June through 15 September restriction on tree trim apply to all projects on the installation. Additionally we need to be aware of turtle nesting season running May through August for any dune activities. The dune restoration area requires more planning and design. The environmental office should be able to coordinate with USFWS. |

The area was a runway in the 1940's then was declared inactive in the 1950's. The SHPD claims the runway is part of norther runway complex that is still considered eligible. An intact burial was removed from the Southern part of the project area in the late 1900's. Any ground disturbance will require an archaeological monitor due the historical significance of the area. |
