DRAFT RFP AND INDUSTRY DAY/SITE VISIT QUESTIONS

MARCH 18, 2013

Question 1:

Has there been a decision regarding any kind of set-aside for this contract?

Answer 1:

We anticipate it to be solicited as full and open.

Question 2:

Will it remain best value?

Answer 2:

We anticipate it to be performance price tradeoff (PPT).

Question 3:

During the last competition, the technical volume consisted of oral Presentations. Are you anticipating following that course again?

Answer 3:

No

Question 4:

Reference: Section ___H__, Page _37____, Paragraph __H-16________ Question: This clause has numerous dates in it that appear to be erroneous. Will the Government clarify this paragraph by changing the dates?

Answer 4:

The dates are erroneous. They will be changed on the final solicitation.

Question 5:

Reference: Section ___L-9__, Page _104____, Paragraph __Table 1.1________ Question: The due dates in this table do not match the SF 33 due dates. What are the specific due dates for each volume of the proposal?

Answer 5:

The final solicitation will have the correct date. The Government anticipates an estimated RFP release dated of 06 May 2013. Based on that date, the following items will be due on the specified dates (dates and volumes are subject to change):

Question 6:

Reference: Section ___L-9__, Page _108____, Paragraph __2.2.3.1 A iv________ Question: This clause references a sample scenario contained in paragraph M-1(1)(a), but that paragraph does not exist. Will the Government provide the sample scenario in some fashion?

Answer 6:

It is anticipated a scenario will be added. It is still under review and subject to change.

Question 7:

Reference: Section ___M__, Page _118____, Paragraph __M-1 B. (3) (ii) (b)________ Question: This paragraph ends with “***Adding Scenario***”. Will the Government clarify this paragraph?

Answer 7:

It is anticipated a scenario will be added. It is still under review and subject to change.

Question 8:

Reference: Section ___M__, Page _118____, Paragraph __M-1 B. (3) (ii) (d)________ Question: This paragraph references a Training Management Plan, but there is no specified requirement for submitting such a plan. Will the Government clarify its expectations regarding the submission of a Training Management Plan?

Answer 8:

Please see the Draft PWS dated 01 March 2013 posted on FBO.

Question 9:

Reference: Section ___H__, Page _37____, Paragraph __H-16________ Question: This clause references a Phase-In Plan, but there is no requirement in the RFP to provide a Phase-In Plan with the proposal. Paragraph 4.6.1 of the PWS requires a Transition Plan be included in the proposal. Does the Government consider these two documents to be the same document? If this plan is to be submitted with the proposal, will it count toward the Technical Volume page count since Phase-In is not part of the TEP.

Answer 9:

Please see the Draft PWS dated 01 March 2013 posted on FBO. Currently, the phase in plan will count towards maximum page count.

Question 10:

Reference: Section ___L-9__, Page _107____, Paragraph __2.2.1 D________ Question: This paragraph speaks to courseware development and the sample chart shows several categories of courseware products. It appears the Government expects the contractor to support the development of academic courseware with courseware developers having the skills of Instruction Developer (ID) and Educational Technologist (ET) at all sites to support development of local academic lessons, IRC materials, and syllabus academic lessons IAW PWS paragraph

1.6.2. However, there is no description of the scope of the courseware development effort for these academic lessons. Will the Government specify in New Lesson Equivalents (NLEs) the scope of annual courseware development at each location that will require courseware developers other than I/SMEs?

Answer 10:

Question 11:

Reference: Section ___H__, Page _44____, Paragraph __H-19________ Question: The Logistics Support lists several reimbursable support items. What is the method the contractor is expected to use to reimburse the Government for expenses related to the support provided under this paragraph?

Answer 11:

H-19 STATUS OF FORCES AGREEMENT (SOFA) – JAPAN. If the procedures are followed to gain SOFA status, the logistical support will vary depending on the each Wing. Awardee may apply for Article XIV status under the United States – Japan Status of Forces Agreement (SOFA) once that is obtained logistical support may be provided to the Awardee. The logistical support varies depending on the Wing Commander at the Place of Performance. The Government cannot guarantee SOFA status or logistical support. The method the contractor is expected to use to reimburse the costs for Government services rendered would need to be coordinated with the local Wing/Agency providing the service.

Question 12:

Reference PWS PG 11; 1.8 Ancillary Support Security Question: Is this site Security Manager’s (SSM) sole responsibility the contract instructors contract or does it include facility and devices?

Answer 12:

Please refer to PWS dated 01 March 2013 posted on FBO.

Question 13:

Kunsan

Question: What is the real IOC date? PWS (PG 6; Para 1.3.5.C) states IOC as Oct 13 with DMO capability Jan 14. Solicitation, offer and award document (PG 5) list IOC as Feb 14.

Answer 13:

IOC date for Kunsan is currently estimated October 2013.

Question 14:

PWS (PG 6 para 1.3.5.C) Kunsan states “…L3 MTC simulators (4 ship) with IOC in Oct 13 with DMO operations Jan 14. IPASS will be required for L3 MTC simulators upon acceptance as

GFE.”

Question: Define difference between IPASS support @ GFE acceptance vs. IOC vs. DMO vs.

Feb date in solicitation.

Answer 14:

The IOC date for Kunsan is currently estimated at October 2013. IPASS support shall begin at GFE acceptance which is estimated to be October 2013.

Question 15:

PWS (PG 7, para 1.3.5.f) JBPH-H states: “…IPASS is required for both F-22 MTC and DMO missions as scheduled.”

Question: When is IPASS required, at occupancy or IOC?

Answer 15:

IPASS is required at Government acceptance of the system for training, expected to be IOC.

Question 16:

PWS (PG 9; 1.7.3) Locally Derived Topics

Question: This appears to be an open ended requirement as stated. Is there a definable metric to base a bid on?

Answer 16:

Government Subject Matter Expert will provide all documentation and guidance available. The Government expects the offerors to determine the expected level of effort for this task based on contractor’s subject matter expertise, knowledge, and experience.

Question 17:

Section L-9: Page 113 of 123 Para: 6.0 Question: Does the Government want the SF33 and Section K in Both Volume II, Price (see section 3.4 on page 100 of 123) and volume V, executive summary?

Answer 17:

The need for an executive summary is under review, may merge price volume and executive summary volume. Please refer to the final solicitation for submittal requirement.

Question 18:

Section L-9: Page 105 of 123 Para: 1.1.2

Question: What is the contract documentation volume referenced in this paragraph? It is not included in Table 1.1 on page 104 of 123.

Answer 18:

The final RFP will be corrected to reflect only the Price Proposal in that paragraph.

Question 19:

Section L-9: Page 103 of 123 Para: 1.0.d

Question: The requirement states that “The offeror shall make a clear statement in section A of the proposal of documentation volume that the proposal is valid through this date.” What is meant by “Section A of the proposal documentation volume?”

Answer 19:

Currently, the proposal provided shall contain a statement that the proposal is valid for at least 120 days. See final RFP, once released, for any changes.

Question 20:

Resumes are not mentioned. Where do we put them for Key Players? Do they count against our page limit?

Answer 20:

Currently, RFP does not require resumes be submitted; only that offeror meets requirements of

PWS.

Question 21:

Section L-9 Page 106 of 123 Para 1.2

Question: Does the Government request that each volume be submitted on a separate CD or can all volumes be submitted on one CD as long as they are different directories?

Answer 21:

All volumes may be submitted on one CD as long as they are different directories.

Question 22:

Will the Government provide either the syllabus for each location, or the simulator duration (as well as brief and debrief time) for each event so that the manpower can be properly calculated?

Answer 22:

The amount of time required to complete each event is unique based on type of training/event being conducted, individual proficiency of instructor, and skill level/proficiency of the students.

The Government expects the offerors to determine the amount of time required for specific event to be based on contractor’s subject matter expertise, knowledge, and experience.

Question 23:

Since there is a requirement for non-displacement of qualified workers and a requirement for at least 2 personnel with Top Secret clearances, will the Government provide a list of existing security clearances? With only a 30 day phase-in there may not be time to upgrade clearances.

Answer 23:

No. Government expects contractor to meet terms and requirements of the contract at start work date.

Question 24:

Are any of the current sites covered by Union Collective Bargaining Agreements?

Answer 24:

There are no known union collective bargaining agreements for any locations of performance.

Question 25:

PWS Workload Estimates Question: There are “events” per each base in the appendices. How are those defined per weapon system? 1 hour? 1.5 hours per event?

Answer 25:

The amount of time required to complete each event is unique based on type of training/event being conducted, individual proficiency of instructor, and skill level/proficiency of the students.

The Government expects the offerors to determine the amount of time required for specific event to be based on contractor’s subject matter expertise, knowledge, and experience.

Question 26:

The Phase-in CLIN will not be included in the TEP; however IAW M-1(C)(2), the Phase-in CLIN will be reviewed for price reasonableness to determine if the price appears to be significantly overstated or understated as indicated by the application of price analysis techniques.

Question – At the Industry Day, this was discussed. We were told the price we submitted does not become part of our best and final offer, but will be judged for “reasonableness.” Can you provide some more detail on this? Seems the incumbent has an advantage since they are in place. Are we being compared to them as well?

Answer 26:

The phase-in CLIN will not be included in the total evaluated price. The Government may use price analysis techniques described in FAR 15.404-1 to determine price reasonableness and realism of the proposed price of the phase-in CLIN.

Question 27:

Volume III - Past Performance.

4.0 Volume III - Past Performance

Limited to no more than four (4) pages per contract listed. Only references for same or similar type contract desired. Submit original plus one (1) printed copy and 1 digital copy. If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts.

4.3. Relevant Contracts or Written Agreements

Submit information IAW Attachment 1 and 2 of Section L: Past Performance Information on no more than four (4) recent contracts or written agreements, as defined in paragraph 4.2. above, that you consider most relevant in demonstrating your ability to perform the proposed effort.

Also include information on recent contracts or written agreements performed by each of your teaming partners and significant subcontractors that you consider most relevant in demonstrating their ability to perform the proposed effort.

Question – Do we list up to 4 contracts per teaming partner? Or are we only allowed to list 4 contracts total? Do we send PPQs to customers of our teaming partners as well? Or do we only send them to the Prime’s customers only? Please clarify.

Answer 27:

Currently, the intent is to have a total of four (4) contracts submitted for in your past performance volume. It is your business decision on sending the PPQs to customers of your teaming partner or to your prime customer.

Question 28:

If applicable, and in accordance with FAR 19.708(b), Offerors shall submit a subcontracting plan (refer to FAR Clause 52.219-9 of the solicitation which specifies criteria the Offeror’s subcontracting plan shall include). Note: Small business offerors are not required to submit a subcontracting plan. Although, failure to submit a subcontracting plan, if required, shall render an offer ineligible for award.

Do you have any further guidance on this? Have you clarified what percentage you are looking for? Or is this up to us?

Answer 28:

Submission of a Small Business Subcontracting Plan is required for large businesses to submit.

If a large business does not submit a subcontracting plan (refer to FAR clause 52.219-9), it would render an offer ineligible for award. The percentage requirement is currently under review. For planning purposes, may require a percentage from 30% to 40% small business subcontracting for Alaska and Hawaii sites; however, this is still under review and subject to change. Please refer to the final solicitation for details.
