SECTION 1 – INSTRUCTOR PILOT AND ACADEMIC SUPPORT SERVICES

1.0. DESCRIPTION OF SERVICES

1.1.OBJECTIVE
TheobjectiveofthePACAFDistributedMissionOperations(DMO)InstructorPilotandAcademic
SupportServices(IPASS)contractistoprovidesimulatorandacademiccontractinstructorstohelp
developmissionreadyaircrewsefficiently.Ahighlyskilledcadreofcontractinstructorpilots
(CIPs),workingascapablepartnerswiththeirAirForcecounterparts,isrequiredtomaximize
operationaleffectivenessandcombatcapabilitywhilepreservingPACAF'slimitedpersonnel,
aircraftandresources.Thecontractwillalsoprovideconstructivesupporttoliveflymissions.The
GovernmentexpectsContractorexpertisetofacilitateandsupportfull‐spectrumDistributed
MissionOperationsandLive‐Virtual‐Constructive(LVC)capabilities’integratedwithallfighter

assets.

1.2.SCOPE
ThisPerformanceWorkStatement(PWS)establishestherequirementsandresponsibilitiesofthe
ContractortoprovideIPASStaskstoconductaircrewtrainingusingGovernmentFurnished
Property/Equipment(GFP/GFE),materials,facilitiesandinfrastructures.TheContractorshall
complywithallapplicablelaws,regulations,technicaldata,andstandards.
1.2.1.TheprimaryvenueforIPASSistheMissionTrainingCenter(MTC).TheMTCmaybe
ContractorFurnishedEquipment(CFE)throughtheCommercialTrainingSimulationServices
Contract(CTSS)orbyContractorLogisticSupport(CLS)asGovernmentFurnishedEquipment
(GFE).MTC’sprovidetrainingtomeetReadyAircrewProgram(RAP)taskingatreducedcostsover
livefly.
1.2.2.FutureforcestructurechangesmayrequireachangeinscopeofIPASSrequirements‐‐
whetherexpansionorreductionofservicesorlocation.Suchchangeswillrequirenegotiationand
modificationtothiscontract.
1.3.REQUIREMENTS(IPASSCORETASKS)
WiththeexceptionofpropertiesandservicesspecificallystatedasGovernment‐furnishedin
Section3ofthisPWS,theContractorshallprovideallpersonnel,supervision,programmanagement
/oversight,training,materials,transportation,personneltravel/relocation/movingexpenses,
andallotheritemsandservicesrequiredtoperformthefollowingIPASScoretasksforaircrew
trainingatbasesidentifiedinparagraph1.3.5:
1.3.1.TrainingDevice(MTC)Instruction.ContractorshallprovideMTCInstructors(MTCIs)to
satisfyoperationaltrainingrequirementsforaircrewsasspecifiedbyAirForceInstructions(AFI).
MTCsoperatedbyContractorshallbeA‐10C,F‐22A,F‐15C,F‐16CM/CJ,andE‐3AWACS.MTCIand
CIPbothdesignatecontractinstructorpersonnelandareusedinterchangeably.

1.3.2.ScenarioDevelopment.Contractorshalldevelopscenariostomeetwing/localtraining
objectives,toincludeTrainingInitialCondition(TIC)files.
1.3.3.AcademicSupport.Contractorshalldevelop,maintain,andpresentacademicaircrew
training.Topicsmaybespecifictocurrenttactics,location/weaponssystem,orsharedbetween

locations.

1.3.4.Ancillarysupport.Contractorshallprovidesecurityandschedulingfunctionsinsupportof
IPASSrequirements.

1.3.5. Site Locations: The Contractor shall provide IPASS at the following operating bases:

a. JointBaseElmendorfRichardson(JBER),Alaska‐3rdOpsGroupatJBERiscomposedof
twoF‐22AFighterSquadrons(90th&525th)andoneAWACSSquadron(962stAACS).The
477thFGwithoneF‐22ASquadron(302nd)isareservecomponent.One14console,two
Brief/DebriefroomsAWACSMTCisusedforE‐3trainingrequirementsandafour
container,threeBrief/DebriefroomsareusedforF‐22Atraining.TheAWACSMTCisalso
LVCcapableandcanconnecttotheJointPacificAlaskaRangeComplex(JPARC)AKvia
DMONPortal.BothMTCsareDMOcapableandperformDMOmissionswitheachotherona
dailybasis.TheDMOFlightisalsohometothePACAFDistributiveOperationCenter
Remote(DRCAK).IPASSisrequiredforbothAWACSandF‐22AMTCsandDMOmissions
asscheduled.
b. KadenaAB,Japan‐18thOpsGroupatKadenaiscomposedoftwoF‐15CFighterSquadrons
(44th&67th)andoneAWACSSquadron(961stAACS).One14consoleAWACSMTCisused
forE‐3trainingrequirementsandafourcontainerMTCisusedforF‐15training.Both
MTCsareDMOcapableandperformDMOmissionswitheachotheronaweeklybasis.
IPASSisrequiredforbothAWACSandF‐15MTCsandDMOmissionsasscheduled.
c. KunsanAB,RepublicofKorea(ROK)–KunsanhastwoF‐16(Block40)(35th&80th)
fightersquadrons.The8thOperationsGroup(8OG)willreceivethenewL3MTCsimulators
(4Ship)withIOCinOct13withDMOoperationsJan14.IPASSwillberequiredforL3MTC
simulatorsuponacceptanceasGFE.
d. MisawaAB,Japan‐MisawahastwoF‐16(Block50)(13th&14th)FighterSquadrons.The
35thOperationsGroup(35OG)hasafour‐shipBoeing/LockheedF‐16MTClocatedin
building650.TheGovernmentanticipatesnewconstructionofaGOJ‐fundedbuilding(651)
in2015/2016tohousethenewL3MTC4‐shipdevices.IPASSisrequiredfor
Boeing/LockheedMTCuntilIOC/acceptanceofL3MTC(est.Apr2016).Transitionbetween
thetwosystemswilltakeplacewithminimalinterruptionsintraining.
e. OsanAirBase,ROK–OsanABhasoneA‐10Cfightersquadron(25FS)andoneF‐16(Block
40)fightersquadron(36FS),theseunitsalongwiththe51OperationSupportSquadron(51

iscomposedoftwoF‐22AFighterSquadrons(199th&19th).AfourcontainerMTCand
threeBrief/DebriefroomsareusedforF‐22Atraining.TheMTCwillhaveanestimated
Occupancydateof30Jun14,IOCon7July2015andDMOcapableTBD.IPASSisrequired
forbothF‐22AMTCandDMOmissionsasscheduled.
1.3.6.TheContractorshallprovideIPASStoanyoneidentifiedbytheGovernmentasalegitimate
user.Thiscouldincludemilitary,civilian,orotherpersonnelasverifiedbytheGovernmenttohave
avalidneedtoreceivethetraining.
1.3.7.ContractingOfficer(CO)Authority.TheCOistheonlypersonauthorizedtoapprovechanges
inanyoftherequirementsunderthisPWSandanyprovisionscontainedelsewhereinthiscontract.
TheGovernmentwillappoint/designateaContractingOfficerRepresentative(COR)foreach
operatingbaseastheGovernment'spointofcontactforreceiptofservicesandtocoordinatedaily
operations/wing/localissuesinaccordancewith(IAW)thisPWS.CORs,oranyotherWing
personnel,arenotauthorizedtochangethePWS,ortotasktheContractorotherthanasdescribed
inthisPWS.IntheeventtheContractoreffectsanysuchchangeatthedirectionsofanyperson
otherthantheCO,thechangeshallbeconsideredchangedwithoutauthority.Ifrequiredduringthe
lifeofthiscontract,theContractormayprepareanddeliverContractChangeProposals(CCPs)IAW
COguidance.
1.3.8.HQPACAF/A3XRistheFunctionalDirector(FD)foroverallIPASSprogramissuesbuthasno
contractualauthority.
1.4.PROGRAMMANAGEMENT
1.4.1.ContractProgramDirector(CPD)
a. TheContractorshallprovideanoverallCPDtooverseeIPASSoperationsatallMTCs.The
CPDisresponsiblefortheperformanceandqualityofworkperformedinsupportofthe
contractatallbasesandshallcoordinatewiththeFunctionalDirector(FD)toresolveany
programissues.
b. Within30daysaftercontractaward,theContractorshalldesignateinwritingtotheCOthe
nameoftheCPDandanalternatewhoshallactfortheContractorwhentheprimaryCPDis

absent.

1.4.2. Contract Lead Instructor (CLI).

a. TheContractorshalldesignateaCLIateachMTCsitewhoshallhavefullauthoritytoactfor
theContractoronallmattersrelatingtodailyoperationofthecontractatthatsite.TheCLI,

oradesignatedalternate,shallbeavailablebyphonewithin2hourstodiscussand/or

b. Within30daysaftercontractaward,theContractorshalldesignateinwritingtotheCOthe
nameofeachCLIandalternatewhoshallactfortheContractorwhentheCLIisabsentfor
alllocations.TheCPD,CLI,and/oralternatesmaybesameindividualasdeterminedby
Contractor.TheContractorshallmaketheCLIandCLIalternatedesignationatIOCfor
JBPH‐HMTCs.
1.5.TRAININGDEVICEINSTRUCTION(MTC)
1.5.1.MTCInstruction.TheContractorshallprovide:(1)BasicMTCconsoleoperation;(2)MTC
consoleoperationwhileprovidinginstruction;and(3)Direct/supportinstruction(i.e.“overthe
shoulder”orwhileflyingtheMTC).SeeAppendix4forestimatedIPASSworkload.
a. TheContractorshallprovideInstructorsupportforsimulatoreventsrangingfromsingle‐
ship/one‐on‐oneinstructiontomulti‐ship/full‐crewDMOevents.
b. TheContractorshallprovidepreandpostmissionsimulationoverviewbriefingstothe
students.Postmissionbriefingsshallincludeinstructionalfeedbackofstudents’
performanceanddocumentationIAWapplicableWingstandards.
c. TheContractorshallensuresufficientnumberofMTCIs/CIPstosupportfullmissionteam/
multi‐shipflightMTCsimulatorevents.MTCIs/CIPsshallfill‐inasflightmembersas
neededtomeetscheduledaircrewtrainingrequirements,usingunittrainingequipment
(i.e.JHMCS,NVG,etc.)ifrequiredtosupporttheevent.
d. TheContractorshallensureinstructorssimulateflyingcharacteristicsandcapabilitiesof
USandforeignairborneplatformsasprovidedbyaGovernmentSubjectMatterExpert
(SME),toincludepilotcommunicationsanddialogue.
e. TheContractorshallensureMTCIs/CIPsportraygroundandairborneagenciesuniqueto
thesimulationevents.Instructorsshallbecapableofsimultaneouslycontrolling,asa
minimum,threesimulationtracks/airbornetargetsontheMTCsystem.Instructorsshall
beabletoprovideverbaldynamicinputswithoutdependenceonscripts.Instructorsshall
berequiredtooperateinascriptedordynamicsimulatorevent.
f. TheContractorshallmaintaintrainingandevaluationrecordsforeachemployeedetailing
individualtrainingandcertification/qualification(AFForm8forMTCI/CIP).Therecords
shallbeavailableforGovernmentreview.TheContractorshalldocumentinstructor
proficiencytrainingonTactics,Techniques,andProcedures(TTPs),equipment,software
andsystemsastheyaremodified.

g. The Contractor shall provide AF/Joint Exercise event support as required.

h. TheContractorshallfacilitateDistributiveMissionOperations(DMO)andTheContractor
shallconductallnecessarypre‐missionplanningforDMOmissions.TheContractorshall

setupandattendvideoteleconference(VTC)briefs/debriefs(ifrequired)inadditionto
manningtheMTCs.

1.5.2. Live‐Virtual‐Constructive (LVC) training.

a. LVCtrainingbridgesthe‘real’worldwithcomputer‐basedoperationstraining.Thedomains
ofLVCaretheLiveworld,realaircraftwithrealpilots;Virtualworld,computergenerated
aircraftwithrealpilots;andConstructiveworldwithcomputergeneratedmodelsand

systems.

b. LVCcapabilitieswillfulfilloraugmentaircrewtrainingbyaccessingtheDMONetwork
(DMON)throughtheuseoftheDMOPortal—includingnetworkedsimulators,
modeling/constructivesystems,and/orlivetestandtrainingranges(e.g.JPARCAK).As
LVCtrainingisstillinitsinfancy,butexpectedtogrow,thegovernmentwilladdressspecific
LVCtrainingrequirements/eventsasaSpecialProject(seeparagraph1.13.).Contractor
couldprovideoperationalsupporttoincludeplanning,missionsetup,missionexecution
andmissiondebriefaswellasspecificengineering/technicalsupportrequiredaspartofthe
SpecialProject.
1.6.SCENARIODEVELOPMENT
TheContractorshalldevelopscenarios(includingTICfiles)asrequiredand/orrequestedby
Governmenttosupportwing/localtrainingobjectives.Theseobjectivesincludeallsyllabus
training,ContinuationTraining(CT),exercisetraining,evaluations,andspecialinterestitems.The
Governmentwillassistinprovidingmaterialstobuildthescenariosasnecessary.Contractorshall
verifyandvalidateGFEscenarios/TICfilesforuseasrequired.Oncecompleted,allscenarios,
includinganysupportmaterialsordigitalfiles,shallbecomepropertyoftheGovernment.
1.7.ACADEMICSUPPORT
TheContractorshalldevelop,maintain,andpresentacademictopics/briefings/training(as
describedinAFM36‐2234andAFH36‐2235)asrequestedby/throughtheCORandin
coordinationwithCLItosupport(1)SyllabusTraining,(2)IRC,and(3)LocallyDerivedTopics.
TheContractorshallconductandcompleteallaircrewinstructionIAWAF,Command,Wing,OG,
andSquadronguidance,directives,standardsandapplicableAFI11‐2MDSVol1(e.g.AFI11‐2F‐
22A).SeeAppendix4forestimatedIPASSworkload.
1.7.1.SyllabusTraining:theContractorshallberesponsibleforacademicsinsupportofany
syllabusdrivenflighttrainingrequiredbytheOG.Forexample:LocalAreaOrientationTraining
(LAO),AerospaceExpeditionaryForce(AEF)Spin‐UpTraining,UpgradeTraining(UGT),Mission
QualificationTraining(MQT),andCT.
1.7.2.IRC:TheGovernmentwillprovideinitialIRCcoursewareandexam.TheContractorshall
maintainthiscourseware/examandteachIRCaminimumofoncepermonthateachIPASSbase
unlessclassisnotrequiredbytheWing.Contractorshallcoordinateclassschedulewithlocal
schedulingoffice.AdditionalIRCclassesshallbecoordinatedbetweenCLIandCORifnecessary.
TheMTCI/CIPshallcreateanIRCexamfromtheIRCMasterQuestionBankincoordinationwith
localstandardizationandevaluationdivision(OGV).TheGovernmentwilladministerandscorethe
IRCexam.

1.7.3.LocallyDerivedTopics:TheCORshallidentifyacademictopics.Thesetopicsmaybespecific
toalocation/weaponssystem,ormaybesharedbetweenlocations.TheContractorshall
coordinatewiththeGovernmentdesignatedSMEoneachtopicrequested.TheGovernmentSME
shallprovideContractorwithalldocumentationandguidanceavailableforContractoruse.
Contractorshalldevelopandmaintaintheacademicmaterialrequested,andadministerbriefings
associatedwiththeidentifiedtopics.

1.7.4. As pertaining to Contractor provided Academic Support:

a. TheContractorshallissueallrequiredmaterial,publications,andapprovedchangesto
supportcoursesinstructed.

b. The Contractor shall manage all academic related Government furnished equipment used for Computer Based Training (CBT), including uploading of computer based instruction and applications.

c. The Contractor shall monitor self‐paced CBT and answer training questions during the training activity.

d. The Contractor shall review desired learning objectives with students in preparation for examinations.

e. The Contractor shall administer and score examinations. Examinations shall be corrected to 100 percent.

f. TheContractorshallprovideremedialstudenttrainingforbothacademic,CBT,andtraining
deviceinstructionIAWappropriatesyllabiandWingdirectives;scheduleremedialtraining
toallowcontinuednormalprogressioninthesyllabus;providemake‐upinstructionfor
studentswhohavemissedclasses.

g. The Contractor shall maintain current reference material to support academics IAW syllabi and AFI 11‐2MDS Volume 1 through 3.

h. The Contractor shall report all academic material deficiencies to the COR/SME.

i. The Contractor shall provide updates regarding status changes to the students as they occur.

b. Contractorshallperforminitialevaluationsofsecurityproblems,conduct/schedule
requiredsecuritytrainingforContractorpersonnel,requiredself‐inspections,physical
securityinspections,andreviewproposedconfigurationchangesforimpactontheDAA‐
approvedsecuritypostureandSSP/SOPs.Contractorshalldocumentandreportsecurity
vulnerabilitiesandincidentsthroughtheappropriatechannels.
c. Contractorshallfullydocumentallpreventativemeasurestakenanddocumentactions
takentomeetsecuritygoalsandobjectives.Allpreventativemeasures,inspectionreports,
replies,andrelatedcorrespondenceshallberoutedthroughappropriatesecuritychannels.
d. TheContractorshallsupportannualU.S.Governmentsecurityinspectionsandunscheduled
spotinspectionsateachlocation.Aspotinspectionisdefinedasanyunscheduledsecurity
inspectionbytheWing,MAJCOM,orPSO.Unscheduledspotsecurityinspectionswillbe
conductedasnecessarytoevaluatesecuritycomplianceofContractoroperations.The

personnel.TheGovernmentwillalsoprovideclassroomspaceasrequired.
3.1.2.CompliancewiththeoccupationalsafetyandhealthrequirementsfortheContractor’s
employeesisexclusivelytheobligationoftheContractor.Governmentassumesnoliabilityor

3.2.5.SecurityandFireProtection.GovernmentwillprovideSecurityforceandfireprotectionfor

3.2.6.FacilityMaintenance.Governmentwillmaintaingovernment‐furnishedfacilities,otherthan
occupantmaintenance,listedinAppendix3.
3.2.7.CustodialService/Housekeeping.Governmentwillprovidecustodialserviceslimitedonlyto
jointuse,unrestrictedareastotheextentthatthisserviceisavailableatthatsite.Allother
housekeepingandcustodialservicesaretheContractor’sresponsibility.
3.2.8.RefuseCollection.Governmentwillprovidedumpstersforordinaryrefusecollectionand
recyclablematerialsaswellascollectionpointsforhazardouswaste.Contractorshallcollectand
properlydisposeofallrefusegeneratedinsupportofthiscontract.
3.2.9.EmergencyMedicalSupport.Governmentwillprovideemergencymedicalcareintheevent
thatsuchcareisrequiredandwithinthecapabilitiesofGovernmentpersonnel,equipment,
facilities,andmedicationscurrentlyavailable.“Emergency”isdefinedasthatsituationwhich,if
untreated,willresultindeath,permanentdisfigurement,orimpairmentoffacilities,unduepainor
suffering,orseriousbodilyharm,suchaspermanentlossoftheuseofalimb,asdeterminedbythe
reasonablejudgmentoftheattendingmedicalpersonnel.Contractoragreestoassume
responsibilityforprovidingorenforcingtheacquisitionsofreasonablyrequiredfollow‐oncare.
GovernmentwillbilltheContractorforallemergencymedicalservicesprovidedtotheContractor’s
employees.GovernmentwillinformtheContractorofthedispositionofaContractoremployee
removedforemergencymedicalreasons.
3.2.10.LimitationofLiability.Contractorshalldefend,indemnify,andholdharmlessthe
GovernmentfromanyjudgmentorsettlementofaclaimbyanyContractoremployeethatisbased
onmedicaltreatmentreceivedfromtheGovernmentunderthiscontract.
3.3.EQUIPMENT.
3.3.1.TheGovernmentwillprovideand/orallowaccesstotheContractorequipment
(MTC)/propertylistedinAppendix6.TheContractorshallcoordinatewiththecontractservice
providerandformallydocumenttrainingreceivedandaccessgrantedtotheMTCforeach
MTCI/CIP.TheContractorshallberesponsiblefortheproperuseoftheGovernmentsimulator
equipmentandshalldocumentanydiscrepanciesandrecommendenhancementsintheAFTOForm
781Aorelectronicequivalent.
3.3.2.TheContractorandCORwillconductajointinventoryatthestartandexpirationofthis
contract.OperationalstatuswillbeconfirmedagainstAFTOForm781Aduringtheinventory.The

Contractorshallprovide/updatereport/inventoryofallGovernmentfurnished
property/equipment.Contractorshallupdatethereport/inventorymonthlyandsubmitinventory
annually.TheGovernmentwillreplaceequipmentwhennecessitatedbyfairwearandtear.The
Contractorisresponsibleforreplacementifnecessitatedbylossordamagebeyondfairwearand

tear.

3.3.3.ReplacementGFE.ContractorshallsubmitwrittenrequestsforreplacementofdefectiveGFE
tothesiteCOR.Requestshallstatethereasonforthereplacement.
3.3.4.MTC/GFEMaintenance.TheGovernmentorcontractserviceproviderwillperformall
maintenanceandrepairofthesimulators,audio,video,andinstructionalequipment.The
ContractorshallnotifytheCOR/contractserviceproviderimmediatelyofanyequipmentrequiring

maintenance.

3.3.5. MTCI/CIP Continuation Training (CT) Simulator Sorties.

a.ContractorinstructorswilluseCTsimulatorsorties,onanon‐interferencebasis,to
maintainproficiencyincurrenttacticsandemploymentstandards.
b.CTsortiesareatno‐costtothegovernment.CTsortiesshallnotprecludeperformanceof
academicortrainingdeviceevents.
3.4.GOVERNMENTPROVIDEDTRAINING.
3.4.1.Fighters.TheGovernmentwillprovidelocalareaoperations(LAO)academicscovering
trainingregulations,syllabi,localareaprocedures,theaterspecificorientationinstruction,current
wing/squadronstandards,TacticsTechniquesandProcedures(TTP),andweaponssystem
integrationtotheatermissionstotwoMTCIs/CIPspersiteoftheinitialcadrewithinof30daysof
startworkateachsite.AftercompletionofthisinitialtrainingandcertificationbyBaseOSS/CC
MTCIs/CIPsarequalified,LAOmaterialsandacademicsshallbeprovidedbythecontractor.
3.4.2.AWACS.TheGovernmentwillprovideposition/localareaproceduretrainingforcontractor's
initialcadreofMTCIs/CIPsateachsite(KadenaABandJBER).Initialpositionaltrainingwillbe
conductedinthetheaterspecificorientationinstruction,includingcoursewarefamiliarity,ensuring
currentTTPs,SOPsandweaponssystemintegrationtotheaterAWACSmissions.
3.4.3.AllcurrentMTCCourseware/Syllabusmaterialswillbemadeavailableuponcontractaward
andsecurityclearancesofcontractorpersonnelisverified.Updatestosyllabus/coursewarewillbe
availableviaweb‐basedportal.
3.4.4.TheGovernmentmaydirectorrequestspecifictrainingforMTCIs/CIPstobroadenskills,
addresschangesinweaponssystemorflightdynamics,provideoraugmenttrainingatothersites
(e.g.AcademicSupportatOsanAB),orattendconferences/meetingsinsupportofIPASS.If
Governmentdirectedtraining/supportisrequired,itwillbecoordinatedthroughtheCOR/FDand
approvedbytheCOIAWSectionH‐22"ContractorReimbursementforTemporaryDutyTravel".
ThisclausewillnotbeusedbytheContractortocorrectdeficienciesinMTCI/CIP

SECTION 4 ‐ GENERAL INFORMATION

4.1.QUALITYASSURANCE.
4.1.1TheGovernmentwillmonitortheContractor’sperformance.TheGovernmentmayincrease
ordecreasethenumberofqualityassuranceinspectionsasperformancedictates.TheGovernment
willalsoreceiveandinvestigatecomplaintsfromvariouscustomers.TheContractorshallbe
responsibleforinitiallyreceiving,validating,andrecordingcustomercomplaints.However,the
Governmentwillmakethefinaldeterminationofthevalidityofcustomercomplaint(s)incasesof
disagreementwithcustomer(s).ProficiencyEvaluationresultsforMTCI/CIPwillbeincludedas
partofGovernmentQualityAssurance.TheGovernmentreservestherighttoinspectallaspectsof
theContractor’sperformancetoensureservicesarereceived.
4.1.2PerformanceMeetings.TheCO,CORpersonnel,orContractormayholdperformance
meetingsregularlyorasrequestedbyeitherparty.TheContractorshallrecordtheminutesofthe
meetingswiththeGovernmentrelatingtothiscontract.TheContractorshallcoordinatethe
minuteswiththeCORpriortofinalizing,publishing,anddistributingmeetingminutestoall
