13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under th is contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classi fication assigned or recommended . (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any documents/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.)

Ref 8a. Primary Contract perf01mance: MTCs at JBPH-H HI , JBER AK, Misawa AB JA, Kadena AB JA, Kunsan AB KOR, and Osan AB KOR Ref lOa. Contractor requires access to Government provided and properly cleared COMSEC equipment (secure telephones, keys, network encryption systems, etc.) on site by site basis. COMSEC material/information may not be re leased to DoD contractors without Air Force Cryptological Support Center (AFCSC) approval. Contractor must forward requests for COMSEC material/information to the COMSEC Officer through the program office. The contractor is governed by the NSA Control of Communications Security (COMSEC) Material. NSA/CSS Policy Manual3/16 is the control and protection ofCOMSEC material/information. Access to COMSEC material by personnel is restricted to U.S. citizens holding fmal U.S. Government clearances.

DoD 5220.22-M National Industria l Security Program Operating Manual (NISPOM); Joint Air Force, Army and Navy Manual, JAFAN 6/0, applicable Program Security Directives (PSD), and Security Classification Guides (SCG). See attachment 2 for additional SAP Guidance.

Defense Security Service (DSS) and installation security forces are "carved out" from security reviews, inspections, access to Special Access

Program Faci lities and to the material/documents contained within. The respective installation Security Forces Squadron has security oversight of performance involving collateral material not housed within a Special Access Program Faci li ty (SAPF). See attachment 2 for additional SAP guidance.
