What is the base of calculation? Need to know the Max water amount per day, Max water amount per hour, average water amount per day.
The design flows and loadings are included in the DA, in Section II, Paragraph C. The process treatment tankage and equipment are already sized for the design flows and loadings. We will provide a separate document with the wastewater loading and sizing information that government can provide to bidders in Bid Addendum 02.

Upgrading the system,. Does this mean upgrading the quality of water? If so, we need to know the current quality and condition of the system regarding water treatment.
The system is designed to meet JEGS permit requirements. Should the Offeror want to see the permit, the base would need to make that available. The process treatment tankage and equipment are already sized for the design flows and loadings. Also, the additional information Addendum 02 should address this.

Production of Existing System. Understand that we need to replace 4 units. How many unit can we shut down at a time do to the work. That changes our work procedure. In order for us to work without interruption, we need to know capacity and ability of each current unit. Especially the flow load.
Section 01 11 00 Summary of Work, suggests a viable construction sequence, and which treament units may be taken off line and shut down at any given time. Shut down will be one unit by one unit. Needs to be clarified by Waste Water Treatment Plant Manager ( Officially).
During contractor's development of Construction Schedule, WWTP Manager will need to approve construction sequence schedule.
Verification from WWTP Manager will come during proposal/construction schedule review.

Japanese Waste Water Treatment Plant Law. Japanese Waste Water Treatment System Law. We believe that this will not match the Japanese law once we upgrade the system as described. Should we not to follow the Japanese Law? ①There is no Primary Conditioning Tank ②There is no Third Chemical Sedimentation Process * We need the third process if we need to do the nitrogen removal.
The proposed treatment system will meet JEGS permit requirements.
Microscreens are designed to replace the primary clarifier. Nitrogen removal is accomplished with the use of a pre-denitrification single sludge nitrification/denitrification system, incorporating Anoxic Zones and an internal recyle system, reducing the reliance on chemicals and eliminating the need for separate nitrification/denitrification stages.
6 Specifications 01 11 00, para. 1.1.1 About the Bid Option. Should we include this option plan into the cost? Is this up to us to determine which option we select.
Addendum 01 removes Bid Options
7 Specifications 22 00 00 Rating for Plumbling. Please tell us the standard for flange. Can we use JIS standard for flanges and nut and bolt?
Yes, JIS standards for flanges, nuts and bolts are acceptable. Need to be selected by CE Operation

Designation of Vender and Specification. Under the “ACCEPTABLE MANUFACTUREER/MODEL” , if it doesn’t say “OR EQUAL”, are we not allowed to use other manufacturer? For example, it says; Rotary Lobe Blowers: Aerzen/Model GM25S under 43 11 33.10
Section 43 11 33.10 states :"The product brand is for informational purposes only and shall not be construed as the only product available." Therefore, any "OR EQUAL" product is acceptable, as long as it meets the requirements of the specifications. Performance of the equipment must be equal, and it is agreed that there is no parallel JIS to ASTM standards. Materials should be meeting a similar type of JIS standard, when compared to ASTM requiments.
9 Specifications 43 11 33.10

Designation of Vender and Specification. If it says “OR EQUAL”, we need to know detail specification of each equipment. Considering maintenance in the future, we intend to use Japan made manufacturer as much possible. We need detail description of each item, so that we can research for the item to match the current description.
Japanese manufacturers are not excluded, provided the equipment is equal to the specified equipment. A detailed description is provided in the individual specification section.
10 Specifications 43 22 56.20 Designation of Vender and Specification. What is the flow speed of the bottom (cm/Sec)when using the HYPERBOLIC MIXERS?
The Hyperbolic mixers are a slow speed mixer, operating at 18 rpm, to completely mix the tank contents while not damaging MLSS floc.

The item No. 6 of notes for NEW WORK indicates that “Obtain approval from structural engineer before making any penetration through structural members, walls and slabs.” Please advise the procedure for obtaining approval from structural engineer.
As this is an existing building, the design intent is to not penetrate any structural members unless physically impossible to install the fire sprinkler piping. Should a penetration be required, the contractor is responsible for submitting an RFI to the government who will forward it on to the structural designer of record .
