SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 STATEMENT OF WORK

1.1.1 Project Description

The contractor shall provide all supervision, management, quality control, labor, tools, equipment, and materials and performance of all work necessary to construct improvements for the upgrade and modernization of the Main Base Wastewater Treatment Plant.

Major work efforts include: Repair building 1190 and 1191. Replace existing mechanical components that make up the treatment facility (83108). Replace existing electrical components to support process changes. Provide Industrial Control Systems (ICS) to provide energy management, plant monitoring and controls. Replace electrical generator system. Repair concrete cracks and to prevent further damages from weather. Replace ventilation system in chemical storage room and provide new HVAC for specified spaces. Replace existing fire alarm system connecting new mass notification system (MNS). Install new fire protection system with sprinklers. Remove asbestos, arsenic gypsum board and other hazardous materials in areas affected by construction. Provide all necessary work for a complete and usable facility.

The Main Base Wastewater Treatment Plant must remain in operation during construction efforts.

1.1.1.1 SUGGESTED CONSTRUCTION SEQUENCE

A. Headworks B1191:

1. Work associated with the Headworks B1191 process equipment may be accomplished within the CONTRACTOR's own timeline, as they are not sequence dependent with Work related to the Control Building B1190 or Treatment Works 83108 process systems.

2. The existing fine screens and comminutors may be demolished at any time during construction. Reference drawings: DD111, DD310.

3. The influent flow meter shall be demolished after the new flow meter has been successfully started-up and is functioning. Reference Drawings: DD111, DD311, DP111.

4. The coarse screen and grit pump located in the North Channel shall be demolished and replacement equipment installed concurrently.

Similarly, the South Channel coarse screen and grit pump shall be demolished and replaced with new equipment at the same time. The inlet and outlet of each channel may be blocked off, in turn, to facilitate construction. In the alternative, the CONTRACTOR may bypass pump from the manhole upstream of the Headworks B1191 structure, to

SECTION 01 11 00 Page 1 the Treatment Works 83108, and take both the North and South Channels off-line at the same time. Reference Drawings: DD111, DD310, DP110, DP111.

5. Demolition of the raw sewage (influent) pumping system shall require bypass pumping from the manhole upstream of Headworks B1191.

The CONTRACTOR may opt to complete any or all of the demolition and new construction during this period of bypass pumping. Modifications to the raw sewage (influent) piping at Treatment Works 83108 may also be facilitated during this bypass pumping event. Reference Drawings:

DD111, DD311, DP110, DP111.

B. Control Building B1190:

1. Work associated with the Control Building B1190 process equipment shall be coordinated by the CONTRACTOR with other Work scheduled by the CONTRACTOR related to the Treatment Works 83108.

2. Early in the Construction Schedule, CONTRACTOR shall temporarily relocate the existing centrifuge polymer system in order to allow room to construct the new switchgear installation. Reference Drawing: DD170.

3. The new centrifuge polymer system shall be placed into service prior to demolishing the existing centrifuge polymer system. Reference drawing: DP171.

4. The Work related to the supply water day tank, sludge service (day) tank, water booster pump, and centrifuge shall all be concurrent. Prior to initiating this Work, CONTRACTOR shall notify the Wastewater Treatment Facility Operating Staff in order to permit time to draw down the sludge volume in the aerobic digesters. The drawdown is required to allow the CONTRACTOR time to complete the Work without the need to dewater sludge due to the digesters being at their high operating level. In the event the digester drawdown does not provide adequate time for the CONTRACTOR to complete the Work, CONTRACTOR shall arrange for, and pay for, a mobile dewatering system that the CONTRACTOR shall install and operate; the Operating Staff shall be responsible for disposal of the dewatered sludge. Reference drawing: DD170, DP171.

5. Provide a temporary aluminum sulfate (alum) storage tank (tote), and temporarily relocate the existing alum chemical pumping system prior to demolishing the existing alum tank. Upon successful installation of the new alum tank, reinstall the existing chemical feed pumping system and new magnetic flow metering system. Maintain a minimum of two (2) pumps on-line at all times. Reference drawings:

DD170, DP172.

6. Upon removal of the existing final clarifiers from the treatment process, the Treatment Works 83108 polymer system may be demolished.

The new sodium hypochlorite tank may be installed, and the containment area constructed. When the new tank is filled and ready for service, relocate the existing chemical feed pumping system and install the new magnetic flow metering system. During this transition, provide a temporary chemical pumping system to allow a continuous flow of sodium hypochlorite for disinfection. Demolish the existing sodium hypochlorite tank upon successful start-up of the new system. At the CONTRACTOR's option, a temporary sodium hypochlorite tank (tote) and

SECTION 01 11 00 Page 2 pumping system may be provided to allow the demolition Work to be expedited. Refernce drawing: DD170, DP 172.

C. Treatment Works 83018:

1. Work associated with the Treatment Works 83108 is sequence dependent, and shall be coordinated by the CONTRACTOR with other Work scheduled by the CONTRACTOR related to the Control Building B1190.

The Construction Sequence proposed by the CONTRACTOR shall allow all wastewater received at the Wastewater Treatment Facility to be treated to discharge permit standards. A suggested sequence follows;

CONTRACTOR may propose an alternative sequence that achieves the same objectives:

a. Take Aeration Tank A-1 off-line and install new aeration system. Connect new air main to existing air main supply with temporary piping. Place Aeration Tank A-1 into service. Repeat the process for Aeration Tanks A-2, A-3 and A-4. In lieu of temporary connections to the existing air main supply, CONTRACTOR may opt to simultaneously install the new air main from the Blower Room to the Treatment Works and extend it across Aeration Tanks A-1 to A-4. Install channel gates in each area concurrent with the aeration system Work. Reference drawings: DD140, DD141, DD142, DD143, DP140, DP141, DP142.

b. Upon successful start-up of the new aeration system in Aeration Tanks A-1, A-2, A-3 and A-4, commence with Work associated with the anoxic stage and miscroscreen facilities.

Utilizing a temporary connection to the existing influent piping located on the west side of the Treatment Works 83108 structure, bypass pump all wastewater flows directly to the inlet channel of Aerobic Stage A Aeration Tanks A-1 to A-4. Construct new anoxic tank modifications, including all channel gates, piping, mixers, splitter box and microscreen facilities. Demolish regulator blower and piping, primary clarifier and equalization (EQ) basin equipment. Reference drawings: DD140, DD141, DD142, DD143, DD170, DP140, DP141, DP142, DP143, DP144, DP170.

c. Clarified effluent from the existing secondary clarifiers shall be bypass pumped by the CONTRACTOR to the chlorine disinfection chamber. Upon successful operation of this bypass pumping operation, CONTRACTOR may demolish the existing aerobic tank, denitrification tank and blowers, secondary aeration tank, associated buried air mains, and related process equipment.

Construct new final clarifiers, channels, Return Activated Sludge (RAS)/scum/recycle pumping facilities, and aeration Stage C.

Reference drawings: DD140, DD141, DD142, DD143, DD170, DP140, DP141, DP142, DP143, DP144, DP170.

d. CONTRACTOR shall consider temporary pumping of Mixed Liquor Suspended Solids (MLSS) (at a rate up to 2-times influent flow) from the Aerobic Stage A effluent channel, back to the head end of the anoxic stage (if available) in order to reduce the total nitrogen in the flow stream. Reference drawing: DP141.

e. The anoxic stage, Aerobic Stage A and the new final clarifiers, with the related RAS/Waste Activated Sludge (WAS)/scum and recycle pumping system, shall be successfully started and operating prior to demolition of the existing final clarifiers and

SECTION 01 11 00 Page 3 rapid/slow mixers, secondary clarifiers, and construction of the new Aerobic Stage B tanks. Demolish secondary clarifiers, final clarifiers, rapid/slow mixers, and process related equipment, and construct the Aerobic Stage B tanks and chlorine contact tanks.

Reference drawings: DD140, DD142, DP140, DP141, DP142.

f. Install digester blowers and construct new Electrical Room upon demolition of the denitrification blower system. Install buried digester air main concurrent with the new aeration system air main. Isolate and retrofit the digesters one at a time.

Coordinate the scheduling of digester Work with Operating Staff, as to allow continued operation of the digestion process and dewatering of sludge produced. Consider completing this Work concurrent with the centrifuge related systems. Reference drawings: DD140, DD141, DD142, DD170, DP140, DP141, DP142, DP170.

g. Retrofit the thickeners one at a time. Coordinate this Work with digester modifications. Bypass pump from thickeners and from digesters to centrifuge sludge service day tank, as required.

Reference drawings: DD140, DD141, DD142, DP141, DP142, DP145.

h. CONTRACTOR shall be responsible for all bypass pumping required, tank draining, cleaning, and disposal of all settled solids and grit from treatment tankage.

1.1.1.2 SUGGESTED ELECTRICAL CONSTRUCTION SEQUENCE

A. General:

1. Existing Wastewater Treatment Facility (WWTF) and construction power will originate at existing 6.6kV outdoor cubicle transformer Station Q1190 that provides power to the Control Building B1190 distribution system.

2. Existing 6.6kV outdoor cubicle transformer Station Q1191 that provides power to Headworks Building B1191 will be taken out of service and rebuilt or replaced at ELECTRICAL CONTRACTOR'S option .

3. Rebuilt /replaced 6.6kV outdoor cubicle transformer Station Q1191 will be renamed Q1190A and, as the name implies, feed new power distribution in the Control Building B1190 for the entire WWTF.

4. The new equipment and reused existing equipment will be fed from new power distribution that derives its power from the rebuilt /replaced 6.6kV outdoor cubicle transformer Station Q1190A.

B. Existing WWTF & Construction Power During Construction:

1. Headworks Building B1191 needs to be refed from the Control Building B1190 208V distribution system. It turns out a few WWTF revisions ago that the Headwords Building B1191 used to be fed from the Control Building B1190 prior to the installation of Q1191.

2. In order to accomplish this, reuse the existing 250A circuit breaker PP-1 (No 2) in B1190 and the existing cable that ends at Manhole HH-11. Install a temporary underground conduit and cable to LP-16A. Splice the cable in the manhole and terminate the cable in LP-16 on the existing feeder breaker to MCCLP16. Open and lock out

SECTION 01 11 00 Page 4 the main breaker in LP16A and the 6.6kV switch in Q1190 that feeds Q1191. This will allow Q1191 to be removed from service to be rebuilt into Q1190A.

3. With the entire WWTF fed from Q1190, construction power must only be derived from the 420V system in B1190 due to limited capacity of the 208V system in B1190. The existing diesel generator will provide emergency power during this period for the entire WWTF.

C. Power For New & Reused Existing Equipment During Construction:

1. Motor Control Centers (MCC), switchboards, dry type transformers and distribution panelboards will be used to distribute power directly to new and reused WWTF loads. These items have relatively short lead times when compared to 420V switchgear and generator, and 6.6kV switching equipment and pad-mount transformer.

2. A suggested sequence follows; Electrical CONTRACTOR may propose an alternative sequence that achieves the same objectives:

a. Order the following equipment upon award of Contract: 420V MCC's, 208V MCC's, switchboards, dry type transformers, distribution panelboards first. Follow with 6.6kV pad-mount transformer (XFMR-1190) & Q1190A and load break switch, and 420V generator and switchgear (SWGR-1190A).

b. Install the 420V MCC, 208V MCC, switchboards, dry type transformers, and distribution panelboards in areas to coordinate with General CONTRACTOR. Install 420V feeder cables from the SWGR-1190A location to the three (3) power distribution HUBS all remaining distribution flows from. The HUBS are MCC1191A (B1191), MCC1190A (B1190) and PP-83108 (B83108).

c. Generator Issues

1) WWTF must have 24/7 automatic emergency power available.

2) New generator will occupy same space as old generator, and need startup time with new SWGR-1190A transfer switch controls.

3) New SWGR-1190A with built in transfer switch controls will need an undefined amount of startup time.

d. Electrical CONTRACTOR shall supply temporary emergency power source during transition period. Topology as follows:

1) Trailerable 420V generator, minimum 400KVA.

2) Automatic Transfer Switch (ATS), 420V, minimum 600A.

Recommend: Revise existing outdoor B1191 ATS for 420V.

3) Enclosure with three MCCB's. One (1) for each permanent HUB previously identified. This indoor enclosure would be fed from the rebuilt outdoor ATS.

4) One (1) source of the ATS would be the 420V, 3P3W temporary power cable tapped off LP-14. The other source would be the trailerable generator.

5) The generator and ATS located outside, near B1190, would be checked out prior to new or existing load fed from the electrical HUBS previously identified.

6) The power wiring for this system would be minimum 2-(3)

150MM².

SECTION 01 11 00 Page 5

e. Electrical CONTRACTOR shall provide temporary feeders, connections and circuit breakers as outline below. Temporary circuit breaker in each HUB will provide expedited change over between temporary and permanent power source. Note: Now is the time to determine standard phase sequence and motor rotation WWTF-wide.

1) MCC1190A: Provide temporary feeder cable between temporary 420V circuit breaker enclosure previously described and circuit breaker in MCC. This will back feed temporary power to the MCC.

Prior to energization prepare permanent 420V cables for landing in MCC but do not install permanently.

2) PP-83108: Two (2) new power cables will be installed between SWGR-1190A and this panel. Prior to energization prepare 420V cables for landing in PP-83108 but only temporarily terminate one cable on circuit breaker in PP-83108. Terminate the other end at the temporary 420V circuit breaker enclosure previously described to backfeed temporary power. Note: Keep cable long enough to reach SWGR-1190A. This load will only require one (1) cable when fully loaded.

3) MCC1191A: Two (2) power cables will be installed between SWGR-1190A and this MCC. One (1) will be new, and the other re-used at the end of construction. This load will also only require one (1) cable when fully loaded. Prior to energization, prepare 420V cable for landing in MCC. Temporarily terminate cable on circuit breaker in MCC. Terminate the other end at the temporary 420V circuit breaker enclosure previously described to backfeed temporary power. Note: Keep cable long enough to reach

SWGR-1190A.

4) The completion of this work will allow all new and reused equipment to be fed by permanent distribution with a temporary automatic emergency source.

D. Permanent Power Distribution Equipment For HUBS:

1. Install rebuilt /replaced Q1190A, XFMR_1190 and SWGR-1190A. This equipment can be installed as available as its only time line is to be ready for startup of the new or existing generator.

2. This equipment may be energized but the ATS controls can only be fully checked out with:

a. New generator availability.

E. Generator Replacement:

1. This replacement cannot begin until:

a. All existing WWTF loads that are reused have been refed from new power distribution.

b. All other existing plant loads are disconnected.

c. Tear out existing generator, controls and wiring.

2. Install new generator controls and wiring.

3. Coordinate startup with SWGR1190A ATS control startup.

SECTION 01 11 00 Page 6

4. Provide load bank for testing using the trailerable generator terminal box.

5. After successful startup of rebuilt Q1190A, XFMR_1190, SWGR-1190A and generator, one-by-one transfer HUBS to permanent power.

6. Remove temporary 420V power distribution: generator, ATS, breaker panel and wiring.

7. Revise existing Q1190 internal 6.6kV.

1.1.1.3 Project Engineer Qualifications
