1 General About warranty. Does warranty covers each individual parts and equipment? Or it should cover the entire plant system?
Any equipment warranty requirements, beyond those required for the project as a whole, are included in the individual equipment specification sections.
2 General
What is the base of calculation? Need to know the Max water amount per day, Max water amount per hour, average water amount per day.
The design flows and loadings are included in the DA, in Section II, Paragraph C. The process treatment tankage and equipment are already sized for the design flows and loadings. We will provide a separate document with the wastewater loading and sizing information that government can provide to bidders in Bid Addendum 02.

Upgrading the system,. Does this mean upgrading the quality of water? If so, we need to know the current quality and condition of the system regarding water treatment.
The system is designed to meet JEGS permit requirements. Should the Offeror want to see the permit, the base would need to make that available. The process treatment tankage and equipment are already sized for the design flows and loadings. Also, the additional information Addendum 02 should address this.
4 General
Production of Existing System. Understand that we need to replace 4 units. How many unit can we shut down at a time do to the work. That changes our work procedure. In order for us to work without interruption, we need to know capacity and ability of each current unit. Especially the flow load.
Section 01 11 00 Summary of Work, suggests a viable construction sequence, and which treament units may be taken off line and shut down at any given time. Shut down will be one unit by one unit. Needs to be clarified by Waste Water Treatment Plant Manager ( Officially)
5 General
Japanese Waste Water Treatment Plant Law. Japanese Waste Water Treatment System Law. We believe that this will not match the Japanese law once we upgrade the system as described. Should we not to follow the Japanese Law? ①There is no Primary Conditioning Tank ②There is no Third Chemical Sedimentation Process * We need the third process if we need to do the nitrogen removal.
The proposed treatment system will meet JEGS permit requirements.
Microscreens are designed to replace the primary clarifier. Nitrogen removal is accomplished with the use of a pre‐denitrification single sludge nitrification/denitrification system, incorporating Anoxic Zones and an internal recyle system, reducing the reliance on chemicals and eliminating the need for separate nitrification/denitrification stages.
6 Specifications 01 11 00, para. 1.1.1 About the Bid Option. Should we include this option plan into the cost? Is this up to us to determine which option we select.
Addendum 01 removes Bid Options
7 Specifications 22 00 00 Rating for Plumbling. Please tell us the standard for flange. Can we use JIS standard for flanges and nut and bolt?
Yes, JIS standards for flanges, nuts and bolts are acceptable. Need to be selected by CE Operation

Designation of Vender and Specification. If it says “OR EQUAL”, we need to know detail specification of each equipment. Considering maintenance in the future, we intend to use Japan made manufacturer as much possible. We need detail description of each item, so that we can research for the item to match the current description.
Japanese manufacturers are not excluded, provided the equipment is equal to the specified equipment. A detailed description is provided in the individual specification section.
10 Specifications 43 22 56.20 Designation of Vender and Specification. What is the flow speed of the bottom (cm/Sec)when using the HYPERBOLIC MIXERS?
The Hyperbolic mixers are a slow speed mixer, operating at 18 rpm, to completely mix the tank contents while not damaging MLSS floc.

What is the quality of sludge discharge in terms of cubic meter or ton, on the operation record?
Sludge production is calculated to be 1004 Kg/day (2213 pounds /day) of solids. At 1% solids concentration, this is equivalent to 100 cubic meters/day (26,534 gallons/day). This is the vloume fed to the centrifuge.

Although it allows "or equal" in 2.1, B, the listed specifications like 7.a, "dimensions" may practically eliminate usage of alternate manufacturer's product. Please revisit all of "equipment" related specifications, and let the AE firm segregate the "BASIC" requirments and those specific characteristics copied from the manufacturer's catalog sheets. The characteristics copied from manufacturer's catalog sheet shall be indicated as "reference" information.
The dimensions for a specific equipment item are not the sole determining factor when deciding if a piece of equipment is equal. If the proposed equipment fits in the space available, it is not an issue.

46 Drawings E703, dimension (2, D)
There is a 3%Z Line Reactor indicted. What is the purpose of this line reactor?
The 3% line reactor adds a minimum amount of impedance in front of the VFD to prevent excess current that can damage the VFD under certain line types of line disturbances and ground faults. (Note that the line reactors are also indicated for VFD's on the one‐line diagrams.)
47 Drawings Ditto (2, C)
What is a "SEAL FAIL" with R of PTT? The "SEAL FAIL" with R of PTT is a Red Push‐to‐Test (PTT) pilot light mounted on the door of the MCC‐mounted VFD. It lights when a failure of the pump's seal is detected. It also lights when the pilot light itself is pushed, as a test procedure. A pump's seal failure is detected by probes in the motor housing that sense moisture, as indicated by dashed line "To Motor S.F. Probes".
48 Drawings Ditto (3, B) Regarding HIM, Human Interace Module, please provide cut sheet reference for estimation purpose.
The HIM is the Panel‐Mounted Operator Station, specified in Specifications Section 26 29 23, 2.3, B.
49 Drawings Ditto (3, C)
#29, D12P SEAL FAIL is to be "read by PLC only." Additionally to question #23 (Question No. 47) regarding Seal Fail itself, please clarify what kind of data shall the PLC read?
#29, D12P SEAL FAIL is to be "read by PLC only." The "29" is the terminal number on the VFD. The "P" is a typographical error.
"Seal Fail" is a description of the signal, i.e., this input will become true when the Seal Fail Relay changes state, indicating a seal failure in the pump (see answer to Query 47). The "Read by PLC Only" indicates that the PLC reads this VFD input via Ethernet/IP as if it were an input to a PLC I/O module, but does not use it in any control; it just generates a "Seal Fail Alarm" for the pump.
The data for the Seal Fail itself is binary, either it is true or it is false.
