Fort Wainwright Work Items and Definitions
1. PROJECT INFORMATION
1.1 Project Title: Paving Requirements, Fort Wainwright, Alaska.
1.2 Project Number:
1.3 Project Drawings:
2. SITE OF PROJECT: Various locations within the installation boundary. Additional site locations include Fort Wainwright training areas located near Fort Greely, Alaska as well as Fort
Greely cantonment area. The training areas may include Walgren Highway, Twin Lakes Road
(i.e., Meadows Loop), and Bolio Lake Test Complex. The site of work will be identified on each
Task Order when it is issued.
3. GENERAL PROJECT DESCRIPTION: The work to be performed under this Contract consists of repairs, improvements, modifications and additions to existing roads, parking areas, taxiways, aircraft parking ramp and runways. The Contractor shall provide all plant, labor, equipment, materials, supplies and supervision to perform all the work, including work of an incidental nature, in accordance with the attached General Drawings and Technical
Specifications whether or not referenced and the work description given on each Task Order. The work requires the contractor to provide and install all items ordered, complete and functional.
The following descriptions are provided to identify the extent of work covered by each line item.
Note that some of the line items may include work of other line items. The contractor shall only be paid for work under one line item; and shall not be compensated twice for the same work done by including the work in two line items. On removal items, removal of surrounding materials such as pavement or curb shall be minimized, shall be considered as incidental to the cost for the item removed, and shall not be paid extra. Obtaining and transporting material to the site, clean up of the work area of debris created by the item work and traffic/pedestrian control and barricades are incidental to pertinent item. Where there is discrepancy between the Task Order statement of work and the Technical Specifications or General Drawings, the more stringent shall take precedence.
4. ITEMS OF WORK AND DESCRIPTIONS: Following is an outline of the items of work and the descriptions of each item to be constructed under this Contract:
Item # AA Asphalt Concrete (AC) Pavement Removal and Disposal
Complete removal of the existing AC pavement to the base aggregate level, within the limits of area identified by the Task Order. Also included is loading, hauling and dumping at a location on post or at the Municipal landfill as identified by the Task Order.
Item # AB Portland Cement Concrete (PCC) Pavement Removal and Disposal
Complete removal of the existing PCC pavement to the base aggregate level, within the limits of area identified by the Task Order. Also included is loading, hauling and dumping at the
Municipal landfill
Item # AC PCC Sidewalk Removal and Disposal
Complete removal of the existing PCC sidewalk to the base aggregate level, within the limits of area identified by the Task Order. Also included is loading, hauling and dumping at the
Municipal landfill.
Item # AD Valley Gutter Removal and Disposal
Item # AE Curb and Gutter Removal and Disposal
Item # AF Curb Removal and Disposal
Complete removal of the existing PCC valley gutter, curb and gutter, or curb to the base aggregate level, within the limits identified by the Task Order. Also included is loading, hauling and dumping at the Municipal landfill.
Item # AG Common Excavation
Excavation of soil, aggregate and other earthen materials other than rock defined in technical specification section 0203.1.5.2 to the limits and grades identified in the Task Order. This Item does not include concrete type materials or timber and brush required to be removed before earthen excavation can begin or loading and hauling the excavated material from the site. This item does include all layout and survey work required to excavate to the limits and grades identified in the Task Order as well as to establish pay quantities.
Item # AH Cold Milling AC Pavement, 1” Average Depth
Set up and milling of AC (Asphalt Concrete) pavement to the limits, grades (slopes) and depths identified in the Task Order. This item is for the average milling depth, i.e. a sloped milling from
2” depth to 0” depth would be an average 1” depth for the milled area. Set up for milling less than 50 SY on the installation (not necessarily at the same location) is subject to additional compensation for mobilization as agreed upon before issuance of the work and will be paid under the misc. item. Also included is cleanup, loading, hauling and dumping of the milled material at a location on base or at the Municipal landfill as identified by the Task Order
Item # AJ Pulverize AC Surface, Grade and Compact
Pulverizing the existing AC (Asphalt Concrete) pavement in place by use of a pulverizing machine or other equipment to break up the pavement to the required size limit, grading and compacting in place for use as road base to the limits identified in the Task Order. Also included is clean up of pavement debris lost outside of the compacted base area.
Item # AK Geotextile Stabilization Fabric
Installation of stabilization fabric on a prepared surface to the limits identified in the Task Order including smoothing the fabric with proper seams and overlaps, and retaining the fabric in place until suitably covered by subsequent construction. Also included is clean up and disposal of all trash and debris created from this work. Preparing of the surface for fabric is not a part of this item.
Item # AL Grade and Compact Sub grade
This includes grading and compacting soil, aggregate and other in situ earthen materials other than rock larger than 12 inch dimension to the limits and grades identified in the Task Order.
This item does include redistribution of sub grade material as normally performed by a motor grader to meet grades and all layout, survey work and compaction testing required to grade and compact to the limits and grades identified in the Task Order. This item does not include import of fill material that requires loading and hauling.
Item # AM Select Fill, Place and Compact
Obtaining, loading, hauling, dumping, grading and compacting select fill materials to the limits and grades identified in the Task Order. This item includes distribution of fill material to meet grades and all layout, survey work and compaction testing required to grade and compact to the limits and grades identified in the Task Order. Select fill material shall be obtained by the
Contractor, off post, unless otherwise authorized by the Contracting Officer and shall meet the requirements of Technical Specification section 0304.2.1.1.
Item # AN D-1 Aggregate Base Course, Place and Compact
Obtaining, loading, hauling, dumping, grading and compacting D-1 base aggregate material to the limits, depths and grades identified in the Task Order, and maintaining compacted surface clean and ready for paving operations until subsequent operations take place. This item includes distribution of fill material to meet grades and all layout, survey work and compaction testing required to grade and compact to the limits and grades identified in the Task Order. D-1
Aggregate material shall be obtained by the Contractor, off post, unless otherwise authorized by the Contracting Officer. Aggregate Base meeting gradation D-1 shall meet the requirements of technical Specification Section 0301.2. Gradation shall meet 0301.2.1.3.
Item # AP Prime Coat
Distributing asphalt prime coat at the proper rate and distribution coverage, to the limits identified in the Task Order, including both vehicle distribution and hand held distribution in areas not accessible by vehicle, and preparation of the surface by removing any loose or objectionable materials such as uncompacted aggregate, debris or vegetation spilled on the compacted surface after final grading and compaction of the base. This item also includes clean up of spills or inaccurate placements onto surfaces outside of the area identified, to eliminate any environmental concerns and correct misplacements that are unsightly or a nuisance and all calibration and test patterns within or outside of the work area required to obtain the specified distribution. Prime Coat shall meet the requirements of Technical Specification Section 0403.
Item # AQ Tack Coat (misc. sweep)
Preparation of the existing pavement surface by cleaning, sweeping, and distribution of asphalt tack coat, to the limits identified in the Task Order. This includes clean up of spills or inaccurate placements onto surfaces outside of the area identified, to eliminate any environmental concerns and correct misplacements that are unsightly or a nuisance. This item also includes all calibration and test patterns within or outside of the work area required to obtain the specified distribution.
Tack Coat shall meet the requirements of Technical Specification Section 0402.
Item # AR 2” Reclaimed Asphalt Surface Course, Place and Compact
Placing and compacting reclaimed asphalt concrete to the required thickness, grade, smoothness and compaction specified, including obtaining old AC surface course material from current work or on post stockpiles, adding and blending with new materials to meet the specifications, and distributing and compacting the mix within the limits identified in the Task Order. This item also includes layout, survey work, density testing and core sampling, required to meet the limits and grades identified in the Task Order and as specified for quality control. Preparation of the placement surface is not a part of this item.

Placing and compacting new AC over existing pavement to the required thickness, grade, smoothness and compaction specified, within the limits identified in the Task Order. This item includes layout, survey work, density testing and core sampling, required to meet the limits and

Placing, consolidating, finishing and curing PCC to the required thickness, grade, smoothness and finish specified within the limits identified in the Task Order. This item also includes layout, survey work, forming, expansion, contraction and construction joints, field and strength testing and core sampling, required to meet the limits and grades identified in the Task Order and as specified for quality control. Preparation of the placement surface is not a part of this item.
Item # AX 4” PCC Sidewalk, Place and Finish
Placing, consolidating, finishing and curing PCC to the required thickness, grade, smoothness and finish specified within the limits identified in the Task Order. This item also includes layout, survey work, forming, transverse expansion, contraction and construction joints, field and strength testing, required to meet the limits and grades identified in the Task Order and as specified for quality control. Preparation of the placement surface including minor excavation, grading and compaction such as is associated with installing new sidewalk where old sidewalk has been removed is a part of this item.
Item # AY Longitudinal Sidewalk Joint
Installation of the expansion joint material and sealant at locations where new sidewalk is being placed adjacent to a curb, building, pole or other such structure. Support of the joint material during concrete placement and cleaning of the joint prior to sealant application is included in this item.

Placing, consolidating, finishing and curing PCC curb, curb and gutter, or gutter to the required configuration, grade, smoothness and finish specified within the limits identified in the Task
Order. This item also includes layout, survey work, forming, expansion, contraction and construction joints, field and strength testing, required to meet the limits and grades identified in the Task Order and as specified for quality control. Preparation of the placement surface including minor excavation, grading and compaction such as is associated with installing new curb, curb and gutter, or gutter where old has been removed is a part of this item.
Item # BC Handicapped Ramp, Type A
Item # BD Handicapped Ramp, Type B
Item # BE Handicapped Ramp, Type C
Placing, consolidating, finishing and curing the PCC handicapped ramp including curb and gutter around the ramp, tapering from the base of the ramp to the full height curb and gutter, to the required thickness, grade, smoothness and finish specified within the limits identified in the Task
Order. This item also includes layout, survey work, forming, expansion, contraction and construction joints, field and strength testing, required to meet the limits and grades identified in the Task Order and as specified for quality control. Preparation of the placement surface including minor excavation, grading and compaction such as is associated with installing new ramp where old ramp or sidewalk has been removed is a part of this item.
Item # BF Prepare and Patch Potholes, AC Pavement
Preparation includes saw cutting the perimeter of the damaged area to a square or rectangle shape, removing pavement and removing contaminated base aggregate to a 10” depth within the saw cut area. Also included is loading, hauling and dumping at the Municipal landfill. Repair includes placing and compacting 10” base aggregate, prime and tack coating placement surfaces, and placing and compacting AC pavement.
Item # BG Patch Utility Trenches, AC Pavement
Repair includes clean up and excavation of the trench to the proper grade depth and placing and compacting 6” base aggregate, prime and tack coating placement surfaces, and placing and compacting AC pavement.
Item # BH Clean and Seal Pavement Cracks, AC Pavement
This item consists of removing foreign material from cracks by blowing with high pressure air, high pressure water and/or mechanical means, drying crack and filling crack with specified sealant.
Item # BJ Saw Cut AC Pavement, Per 1” Depth
Item # BK Saw Cut PCC Pavement, Per 1” Depth
Laying out cut location and accurately sawing pavement to the limits and depth identified in the
Task Order. Cleanup of cutting residue is a part of this item.
Item # BL Adjust Manhole up to 2”
Item # BM Adjust Catch Basin up to 2”
Saw cutting or milling and removing pavement surface and base aggregate around manhole or catch basin, removal of the cover/grate and frame, adding extension collars and mortar to the required grade, reinstalling frame and cover/grate, placing and compacting aggregate base, priming and tack coating placement surfaces and placing and compacting AC pavement to required elevation.
Item # BN Adjust Valve Box
Saw cutting or milling and removing pavement surface and base aggregate to allow movement of the valve box collar, raising or replacing extension collar at the required grade, placing and compacting aggregate base, priming and tack coating placement surfaces and placing and compacting AC pavement to required elevation.
Item # BP Catch Basin with Grate
Installation of a pre cast or cast in place catch basin with up to 4’ invert depth, including base material, grading and compaction, making all pipe connections, installing frame and grate, backfilling and compacting with select fill material, and backfilling and compacting base aggregate to 12” depth. This item also includes layout and survey work required to meet drainage, forming, field and strength testing, identified in the Task Order and as specified for quality control. Not included in this item is the excavation for the catch basin, finished pavement surface, or the drainage piping to be connected into the catch basin.

Installation of CMP (Corrugated Metal Pipe) culvert pipe with connections to specified grade with bedding and compaction to 12" over top of pipe. This item also includes layout and survey work required to ensure drainage as identified in the Task Order. Excavation and backfill above the bedding is not a part of this item.

Installing and connecting flared end sections on CMP culvert pipe including incidental excavation, bedding, backfill and compaction to complete installation. Not included in this item are concrete cutoff walls or headwalls.

Installation of culvert thaw pipe including all supports, anchors and standpipes.
Item # BZ 4” Pavement Striping (Parking Lot)

Laying out and striping parking lot or road areas to the configuration and limits identified in the

Item # CG 6” Topsoil, Place and Grade
Obtaining, loading, hauling, dumping, grading and compacting topsoil material to the limits, depths and grades identified in the Task Order, and maintaining the surface ready for planting.
This item includes scarification of sub grade prior to placing topsoil, and layout and survey work required to grade the topsoil to the limits, thickness and grades identified in the Task Order. All work to be in accordance with Technical Specification Section 0618.
Item # CH Grass Seed with Soil Preparation
Scarifying soil for planting, applying fertilizer, applying grass seed, covering, rolling and maintain seeded area through the establishment period. All work to be in accordance with
Technical Specification Section 0618.
Item # CJ Hydro Seed with Soil Preparation
Scarifying soil for planting, applying fertilizer, grass seed and cover mix, and maintaining seeded area through the establishment period. All work to be in accordance with Technical
Specification Section 0618.
Item # CK Protective Bollard
Item includes excavating, placing bollard post and concrete, placing and compacting fill material, placing and compacting base aggregate material, and painting and taping post. This item includes layout, concrete form, and removal, hauling and on base disposal of excavated soil.
Item # CL Parking Wheel Stops
Installation of precast wheel stops including layout, pinning and grouting holes. Pinning through
AC pavement and gravel surfaces is included. This item does not include drilling through PCC pavement for pinning.
Item # CM Remove Road/Street Signs, Single Post
Removal of road or street signs on a single post including the post footing, backfilling and compacting post hole and disposal of the sign arid post. Post might be wood or metal. Salvage of the sign or post is a Government option.
Item # CN Road/Street Signs (30”)
Installation of road or street signs up to 30” x 30” size on a single post including the post footing.
This item includes layout, excavation and backfilling or driving post sleeve and compacting post hole in aggregate or soil material. This item does not include removal and replacement of pavement surfaces.
Item # CP Roadside Delineators
Installation of road delineators on a single post. This item includes layout and driving post in aggregate or soil material. This item does not include removal and replacement of pavement surfaces.
Item # CQ Head Bolt Heater Posts
Item # CR IPLC controllers
Excavating, placing support post, conduit and concrete, placing and compacting fill material, placing and compacting base aggregate material, installing and connecting receptacle assembly and connection of the wiring to the existing power transformer. This item includes layout, concrete forming, and removal, hauling and on base disposal of excavated soil. This item does not include removal and replacement of pavement surfaces to place post. See Ft. Wainwright

Item # CS Remove Guard Rail and Posts
Removal of guard rail, beam or cable, support posts, footings, anchor system, backfilling and compacting post holes and disposal of the hardware and posts. Posts might be wood or metal.
Salvage of the guard rail hardware is a Government option. This item includes grading repair of the road shoulder where the posts were removed.
Item # CT Corrugated Beam Guard Rail Including Posts
Installation of guard rail, support posts, backfilling and compacting post holes and all hardware.
This item also includes layout and survey work required to meet Alaska Department of
Transportation (DOT) installation standards, excavation / drilling for posts, and grading repair of the road shoulder where the posts were installed.
Item # CU Guard Rail End Section Include Anchors
Installation of guard rail, support posts, foundations, backfilling and compacting post holes, anchorage system, end termination and all hardware. This item also includes layout and survey work required to meet Alaska DOT installation standards, excavation / drilling for posts, and grading repair of the road shoulder where the posts were installed. This item covers the length of the rail end termination with increased post spacing, concrete post footings and cable anchorage.
Item # CV Pavement Chip Seal
Preparation of the placement surface by cleaning and sweeping, distribution of asphalt binder, distribution of the aggregate chips in the binder and cover rolling to the limits identified in the
Task Order. This includes clean up of spills or inaccurate placements onto surfaces outside of the area identified, to eliminate any environmental concerns and correct misplacements that are unsightly or a nuisance. This item also includes all calibration and test placements within or outside of the work area required to obtain the specified distribution.
Item # CW Excavated Material Hauling, On Base
Loading excavated material, hauling up to 3 miles round trip and dumping material within the limits identified in the Task Order. This item does not include grading of hauled material.
Item # CX Miscellaneous Work Associated with Task Order
This item is for performing any other work items within the scope of the Task Order that are not identified in this work item listing but are necessary for the proper completion of the Task Order.
Miscellaneous items shall only be as requested and approved by the Contracting Officer, to be submitted in a written proposal by the Contractor. The proposal items shall be reviewed by the
Contracting Officer who will negotiate and approve or reject the items and proposed prices.
Item # CY Additional Bituminous Pavement Testing
Additional Tests shall only be performed under the direction of the authorized contracting officer’s representative or the contracting officer using specified testing procedures, or if no procedure is specified the standard testing procedure used by the ASTM shall be used. Payment shall be full compensation for performing the testing function, which includes, but is not limited to, the testing equipment, the testing lab, and the testing personnel. All testing shall be performed under the supervision of the authorized contracting officer’s representative for this contract. The Contractor shall not be reimbursed for failing tests.

Item # DF Post-Construction CCTV Inspection Furnish and install CIPP lining system in accordance with the pipe lining system manufacturer’s recommendations and industry standards as required by individual Task Order. The Work shall include all operations pertaining to the preparation of the pipe for the installation and the performance of a closed-circuit television inspection, including DVD recording of the pre-lining pipe condition, providing necessary pipe cleaning, the removal of all intruding obstructions and deleterious material within the pipe cross-section and throughout the full length of the pipe, which may interfere with the work as recommended by the lining system manufacturer and industry standards. All equipment, materials, labor, and disposal shall be furnished by the Contractor, as necessary to complete this Work. Work shall be in accordance with Technical Specification Section 0628.

Placing and compacting new AC to the required thickness, grade, smoothness and compaction specified, within t he limits identified in the Task Order. This item also includes layout, survey work, density testing and core sampling, required to meet the limits and grades identified in the
Task Order and as specified for quality control. Preparation of the placement surface is not a part of this item.
Item # DM Marking Airfield – Heliport
Laying out and painting pavement areas to the configuration and limits identified in the Task
Order. Cleaning and preparation of the surface for paint and stenciling are a part of this item.
