FA5004-15-R-C001 – Paving MACC

Questions and Answers

1. Item F of Block 10 states that the offeror is required to provide a Bid Bond with the proposal. Please confirm that the Bid Bond is required for the Seed Project, and indicate what percentage of the value of the project, or dollar amount the bond should be.

a. FAR Clause 52.228-1 BID GUARANTEE was omitted from the solicitation in error. Per

Amendment 0004 it has been added. Please see the clause for further information

2. Item b) states that all questions regarding the site visit are due, in writing, to the Contracting Officer by

1630 hrs AKDT on April 22, 2015. Please clarify the due date for questions, since Block 10, Item C of the

RFP states that questions to the client must be submitted no later than 10 days before RFP closing date, which would be April 27, 2015.

a. All questions with regards to the site visit were due NLT COB on 22 April, 2015. All questions regarding the solicitation are due NLT 10 days before the RFP closing date.

3. Item C of the RFP states that questions to the client must be submitted no later than 10 days before RFP closing date. Please indicate how the offeror should submit questions (ProjNet?) or if they should be sent directly to the Contracting Officer

a. All questions regarding the solicitation are due NLT 10 days before the RFP closing date.

4. Section B provides space for the offeror to list bid amounts for Paving MACC – Base Period, and Option

Years 1, 2, 3, and 4. Please clarify if the offeror needs to fill out this form, or if offeror needs to fill out

Attachment JA-20 per Section L, Part II, Price Proposal, Item a).

a. Offeror’s are not required to fill in pricing on CLINS in Section B. JA-20 is the FWW Appendix

K and does not require fill in on the contractor’s behalf. JA-28 is the only document offeror’s are to include pricing and only for the items that have quantities listed.

5. Please indicate if a letter of bondability is required for the IDIQ or only a bid bond for the seed, or both.

a. Per Question 1, a bid bond for the seed project is required. Please see FAR 52.228-1 for details.

6. Please confirm that pages 4-7 of 47 are not to be filled out and provided with the price proposal. If they are to be provided, please provide instructions as to the amounts to be included for each CLIN as the attachment JA-4 EAFB and JA-6 FWW do not include quantities for each year to be performed

a. Pages 4-7 of 47 are not required to be filled out. Please see the answer to question 4.

7. With regards to the Financial Reference Sheet, please confirm that this form is required for the proposal and that is it to be provided as part of Part 1.

a. Please see Attachment JA-15, Instructions to Contractor.

8. We respectfully request that the client allows submittal of final CCASS evaluations instead of PPQs for projects we are submitting for past performance. Clients are reluctant to fill out PPQs if final CCASS evaluations have been completed.

a. Per Section’s L & M, JA-16, Past Performance Questionnaires are required for any work performed NOT covered by a CCASS evaluation. Where a CCASS evaluation exists, please indicate that fact if you provide the contract as a reference.

9. What is the timeline from Task Order RFP and Site visit to submission of bid?

a. TBD on each Task Order RFP

10. What are the typical projects we can expect to see?

a. Please see attachment JA-18 for Historical Projects on EAFB.

11. Who will be administering the contract?

a. Both EAFB and FWW will be administering their respective projects.

12. What is the timeline for the seed project to begin?

a. A Notice to Proceed for the Seed Project will be issued to the winning bidder at the conclusion of the MACC Orientation Brief after contract Award.

13. How will the Seed Project be awarded?

a. The Seed Project will be issued as a Task Order to the winning bidder.

14. How are we supposed to bid the Seed Project?

a. The Seed Project has quantities listed in JA-28. Contractors are to bid these quantities only.

Seed Project Questions

15. The drawing shows new sidewalk constructed on the north side of North Street extending west to tie into existing sidewalk at Central. Are we replacing the existing low profile curb and gutter in this area? Will we adjust the elevation of the manhole or relocate the sidewalk to get around the manhole and tie into the existing sidewalk?

a. Tie in to the existing sidewalk and curb. Do not stray around the manhole. Do not adjust the height of the manhole.

16. The estimated quantity of 4” sidewalk shown in paragraph 3.4 of the statement of work seems low for the sidewalk designated on the drawing. I think the quantity is closer to 940 LF of 4’ wide sidewalk equaling

3,760 SF of sidewalk.

a. Quantities adjusted

17. The drawing shows new sidewalk and curb and gutter on the north side of North Street extending from the railroad tracks towards East Loop with new parking lot pavement paved to the back of the sidewalk. Paving to the back of the sidewalk in this area will; make for some interesting grade changes in the asphalt and invite people to drive over the sidewalk. Do you want to pave immediately behind the sidewalk or leave a 10’ gravel surfaced area between the back of the sidewalk and the parking lot paving?

a. Yes, pave immediately behind sidewalk.

18. Do you want any handicap ramps (CLIN 071) constructed as part of this project?

a. Pour transitions as mentioned in the SOW.

19. The estimated MMA quantity shown in paragraph 4.5 of the statement of work seems high. With curb and gutter on both sides of the road for most of the project length do you want 4” white MMA fog line on this project? If double yellow center line stripes are the only 4” lines required the estimated quantity of

MMA should be closer to 825 LF.

20. Do you want to repaint any parking lot striping or the stop bar at the end of East Loop?

a. No parking lot lines, yes for the stop bar.

21. Paragraph 3.5 of the statement of work calls for topsoil and seeding, yet there is no quantity for either of these CLINs in the Seed Project bid schedule.

22. There is a concrete patch crossing North Street east of the back parking lot entrance into the Hotel. Is this here because of shallow/fragile utilities directly below? Are we to remove this concrete?

a. Do not remove. This is here as a cap to utilities.
