Industry Questions/Comment Government Response
1 N L-8 Many companies are structured with multiple divisions or multiple legal entities that individually perform Prime Contracts but fall under a broader corporate umbrella. Recognizing such corporate structures exist across the industry, the procurement rules and numerous GAO decisions have made clear that procuring agencies may evaluate and credit an offeror with the past performance and corporate experience of affiliate companies where the offeror’s proposal demonstrates that the resources of the affiliate (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. See Decision File B- 418486; B-418486.2; B-418486.3 (Inquiries, Inc., May 27, 2020), where the GAO states, “An agency properly may attribute the experience or past performance of a parent or affiliated company to an offeror where the firm’s proposal demonstrates that the resources of the parent or affiliate will affect the performance of the offeror…The relevant consideration is whether the resources of the parent or affiliated company--its workforce, management, facilities or other resources--will be provided or relied upon for contract performance such that the parent or affiliate will have meaningful involvement in contract performance.”
Would the Government please confirm that the offeror may cite the prime contract past performance and experience of an affiliate company so long as the offeror demonstrates how the resources of the affiliate will meaningfully contribute to the performance of the opportunity?
The Government revised RFP Sections L-8.1.1 and L-8.1.2 to address affiliate companies and past performance.
2 N Sec L Atch 4 GPMS AFCENT Pricing Template (Draft RFP) & Sect L Instructions to Offerors
(DRAFT)
X001 PM tab – This CLIN is marked at FFP and the worksheet asks for Offerors to provide a burdened rate (which would include fee/profit), then it requests fee/profit be broken out in its own row. Then a value for ODCs is requested.
L-9.2.1 FFP CLINs, this reads that the burdened labor rates should include “all burdens, e.g., G&A, overhead, fringe, profit, fee, etc., for each labor category for work as described in the PWS.”
Since this is FFP and the fee is in the burdened rate and normally would be included in the ODC costs, what is the expectation for the profit row?
For this FFP CLIN, do not include the profit in your fully burdened rate. Identify the profit rate after the sub-total.
The template and Section L have been revised.
Section L-9.2.1 now states, “In the price template, add the profit rate once the subtotal has been calculated.”

26 N PWS 3.8.
Expeditionary/Contingency Medical Materiel (ECMM) and PWS 3.8.1.14
Paras 3.8.1.4 and 3.8.1.14 reference "the contractor is responsible for maintaining a flexible staffing solution…" This is the only Operations and Maintenance functional area that uses such language.
Flexible staffing solution means that:
-if WRM is tasked the contractor may be asked to “adjust” work schedule in order to get shipment out. This may mean working outside identified the normal work schedule.
Question: Will the Government clarify the meaning of "flexible staffing solution"?
-if WRM is moved to another location it could mean that the contractor needs to move personnel to manage WRM assemblages at new site.
27 N PWS 3.8.1.4.1. Personnel Staffing
PWS 3.8.1.4.1. Personnel Staffing provides very specific minimum for fill rates, turnover, and states that "workforce must have Security Clearances along with HN requirements."
Question: Will the Government clarify this requirement?
All positions requiring clearances or Tier 1 investigations are identified in PWS Section D Para 2.3.1 Table 1.

Question: Will the Government clarify the requirement?
TEWLS will be used for research only and does have the capability to manage inventory.
TEWLS is the system used by the ARMY logistics, who supports the AOR. However, the Defense Medical Logistics Standard Support (DMLSS) system is the main system of record and the contractor will not be required to manage an inventory in TEWLS, only DMLSS.
29 N PWS 3.8.1.15.1. Medical Maintenance
PWS 3.8.1.15.1. Medical Maintenance refers to using "a gov’t approved purchasing system for procuring items not procurable via ALLEN and ecommerce sources." This is the only reference to
ALLEN.
Question: Can the Government provide additional context to this requirement?
ALLEN stands for Automated Lifecycle Logistics Equipment Request. It is an application available through the Medlog (medlog.us.af.mil) website.
- It’s designed to provide a method to submit service requests through the Air Force Medical Logistics website.
- The application provides the ability to generate and edit service request, track routing of the request, manage the service request funding by method of purchase (Government purchase card or electronic catalog), track equipment service and shipping cost, and manage user access into the application.
-ALLEN is mentioned in TO 13C7-34-2-1
30 N PWS 3.9.3.2 PWS 3.9.3.2 states that "The contractor shall provide monthly Appendix B, Deliverable 34, Munitions MMHE and SE Service Summary
