Paragraph 4.11 Contractor Leased Facility. In the event the Government is not successful in leasing the Abu Dhabi warehouse (ADWH) to provide as Government-furnished facilities, the contractor shall negotiate the lease of the ADWH during transition. Will the USG provide the current realtor information for the facility (i.e., the cost of the facilities, detailed diagrams of the facilities)?
The Government is still determining the way forward regarding the ADWH and a Contractor vs. Government lease.
9 N Does the Abu Dhabi warehouse (ADWH) facility have the enough office space to house a regional PMO staff?
The ADWH will be included in the Industry Site Visits. Potential Offerors must determine for themselves whether the facilities can support a regional PMO staff.
10 N In order to ensure an fair competition and remove incumbent advantage, will the government provide a list of contractor owned equipment at all locations?
The Government will not provide a list of Contractor-owned equipment at all locations.
11 N Will the government provide a plug number for facilities and MHE assets in order to facilitate?
The Government will provide a plug number for Facilities Replacement Parts/Supplies (CR) and Facilities Projects/Engineering Studies (CR);

Will the government allow for contractor innovations and technology within our proposed technical approach?
While the Government will not specifically require contractor innovations and technology within our Evaluation Criteria, Offerors Technical proposals will be evaluated for Significant Strengths/Strengths. If a contractor-proposed innovation or technology is determined to meet the definition of a Significant Strength or Strength and are deemed beneficial to the Government, these items will be considered to have merit to the overall performance of the contract and the process(es) the contractor proposes.
These portions will be incorporated into the PWS and therefore become part of the contract.
13 N
Does the US Government intend to weight past performance based on the Service by which the PP is obtained (Army Prepositioned Stocks, LOGCAP, etc. vice AF specific experience)
No. The Service to which any Past Performance is documented does not matter. Past Performance Relevancy will be evaluated IAW DoD Source Selection Procedures (dtd 20 August 2022), para 3.1.3., Past Performance Evaluation, and Table 4, Past Performance Relevancy Rating Method, and Table 5, Performance Confidence Assessments Rating Method.

16 N If the Government is considering technical approach trade-offs, will the Government provide a listing of proposer's actions or technical elements that proposer's should focus on?
Evaluation factors will be included in the draft/Final solicitation.
17 N
How will the Government evaluate past performance when a PPQ comes back with a comment or downgrade not reflected in the CPAR? For example the CPAR rates the PP element as Satisfactory, but a PPQ response rates the same element as Marginal.
If the Government opens discussions, the offeror will be given the opportunity to address any Marginal or Unsatisfactory ratings received by the Government in a PPQ.
18 N
Will the Government provide clarity on what Government Provided equipment, vehicles, Material Handling Equipment (MHE) is available for use under this contract vice what equipment, MHE or vehicles must be provided by the Contractor.
In the RFP, the Government will provide listings of all Government- Furnished Property (GFP), Government-Furnished Equipment (GFE) and Government-Furnished Facilities (GFF). Offerors must proposed all Mission Support Contractor-Furnished Vehicles (CFV) necessary to provide all mission support CFV (MHE, tow-vehicles, people-movers, etc.) as part of the CFV CLIN (FFP). Offerors must also propose necessary to/from work vehicles within the ODCs of the Cost CLINs under which each employee requiring movement is assigned (e.g. BEAR, Munitions, etc.). Vehicles utilized by personnel under the Program Management CLIN (FFP) should be proposed as part of the CFV (FFP).
19 N
Will the Government provide specific treaties in force (e.g. Status of Forces, Defense Cooperation Agreements, Diplomatic Notes, etc.) that clearly delineate the Proposer's requirements for Business Registration, taxation, import/export requirements, and application of local labor law to US National Employees?
The Government will provide relevant/signed Memorandums of Agreement (MOAs)/Understanding (MOUs) as part of PWS, Appendix E. However, it is incumbent upon each Offeror to identify, understand, and comply with any treaties, Status of Forces Agreement (SOFA), Defense Cooperation Agreements, etc.
Offerors must identify, and demonstrate an understanding of/compliance with all Host Nation labor laws, Business Registration requirements, taxation (e.g. Value-Added Taxes, if applicable), import/export requirements, International Traffic in Arms Regulations (ITAR), and application of local labor laws to US National Employees.
20 N
In the previous iterations of this contract the Government assigned a deficiency for significant use of OCNs as a risk because of the possibility of site/base access issues. It is known that OCNs support this program today, so can the Government define an acceptable ratio of OCNs to American nationals that would not be seen as a risk to this program?
Use of Other Country Nationals (OCNs) is not currently considered a risk;
however, there may be instances when an over-reliance on OCNs may impact the contractor's ability to perform based on their technical approach.
Offerors must consider PWS para 2.2.1.7., Employment in Time of War Plan, and other relevant PWS requirements.
In countries such as Oman, Offerors must consider Omanization requirements when proposing their mix of Local Nationals (LNs), OCNs, and other employee categories.
21 N
In previous iteration of this contract the Government has assigned a deficiency for perceived low staffing in particular areas, but did not define the basis/standard for their assessment. In assuming this evaluation will remain Lowest Price Technically Acceptable and in accordance with FAR 15.101-2 that states proposals must meet or exceed the acceptability standards for non-cost factors, will the Government define the industry standard or metric that is utilized in evaluation for proper staffing against the provided workload for all areas, i.e. Munitions, Medical Logistics, AGE, BEAR, etc.?
This solicitation is planned to be a Best Value/Trade-Off, not Lowest Price Technically Acceptable.
Proposed staffing/manpower for each offeror is evaluated based on the Offeror's technical approach and the Government's estimate of the manpower needed by the offeror to fulfill all PWS requirements. Such factors as cross-utilization, scheduled/unscheduled maintenance, and optimization of personnel and resources within the constraints of Host Nation labor laws are considered
22 N
In previous iterations of GPMS contracts, Cross utilization appears to be viewed in general by the Air Force as a negative however, contractors consistently cross utilize staff in the performance of other Contracts, especially to achieve a lower proposal price. Would AMIC provide feedback as to the perceived risks associated with cross utilization? Alternatively, if the government is seeking dedicated assets for some or all aspects of work will they state that as part of the PWS requirements?
This statement is incorrect. In the USAFE/PACAF GPMS solicitation, Offerors were specifically required to "Demonstrates a sound approach for cross-utilizing manpower/resources across the entire GPMS program and individual performance locations to support surge outload or reconstitution requirements that exceed individual storage location capacity. The Government is still determining the specific Technical evaluation criteria, but recommendations by Industry as to how to evaluate proposed manpower are invited/welcomed.
23 N
Is this a new requirement? No, this is not a new requirement. The initial WRM storage & maintenance requirement has been in existence for approximately 35 years. It has been contracted by the U.S. Air Force since ~1987. The locations have increased from an originally Oman-centric program to add locations in Bahrain (now closed), Qatar, Kuwait, and United Arab Emirates.
24 N Who is the incumbent if it is not a new requirement? DynCorp International/Amentum is the incumbent.
25 N What was the last total value of the last contract? At award, the current contract was $412M (excluding optional 6-month extension).
26 N How many estimated work hours? Or how many FTE? This is based on an Offeror's technical approach. The estimated work hours and FTEs on the current contract are proprietary.
27 N
PWS para 1.3. lists AJAB, Kuwait, and PSAB, KSA as a GPMS Storage and maintenance Locations, and Para 2.2.1.10.3 g. provides security requirements but specifies (when present). Would the Government please clarify exactly what is the concept for AJAB and PSAB? What are the Government expectations for day 1 support if there are no level of effort requirements?
Also please clarify if there are any GPMS prepositioned assets at both locations.
The Government is still determining if PSAB, KSA will be on contract as a storage location.
AJAB, Kuwait is a storage/maintenance location and the site is inside the perimeter of the Kuwaiti base. Kuwait Air Force provides security for the base. When U.S. deployed personnel are present they typically establish an interior security perimeter of their compound which may or may not encompass the GPMS/WRM storage site. Additionally, they typically coordinate with the Host Nation to share security responsibilities at the main gate
28 N What will be the Small Business Goal for the Subcontracting Plan? The Small Business Goals for the Subcontracting Plan will be identified in the draft/final RFP.
29 N How will Small Business Participation be evaluated in Proposals? Small Business participation will be identified in the draft/final RFP.
30 N Will AMIC require Offerors to submit a "Small Business Participation Commitment Document (SBPCD) separate and apart from the Subcontracting Plan?
See response to Item #29.
31 N How will Small Business Participation be enforced during performance? The Government is still determining the way forward regarding Small Business Participation.
32 N Will Past Performance of subcontractor partners be evaluated? It is anticipated that Past Performance of major subcontractors will be evaluated, but only five (5) total PPIs will be evaluated for each proposal.
Instructions will be provided in Sections L & M.
33 N Will AMIC consider using Minimum Quantitative Requirement (MQR) The Government is still conducting market research.
34 N Will AMIC consider evaluating SB Participation as a separate factor, a factor under Technical or stand alone subfactor and utilize all ratings in Table 6 of SS Guide versus the ratings of acceptable and unacceptable?
See response to Item #29.
35 N Considering the interest and abilities of the SB's at Industry Day, will AMIC consider moving the SB Goal to 10% or higher?
See response to Item #33.
36 N What challenges and potential risks do you see by a small vs. large business acquisition as this has historically been part of a large business acquisition strategy?
The "challenges and risks" can only be determined by each company because no two are alike.
The Government is still conducting market research.
37 N Do you foresee a small company becoming certified/insured in each country? Regardless of size of company working as a prime or subcontractor on this
Program, each Offeror will be required to follow all business/operating and labor laws in each Country of performance.
38 N
Does SOFA apply in each country for this contract? There does not appear to be a Status of Forces Agreement (SOFA) between the U.S. and Qatar, UAE, Oman, or Kuwait. Defense Cooperation Agreements (DCAs) are in effect between the U.S. and Qatar, UAE, and Kuwait. There is a "Strategic Framework Agreement" between the U.S. & Oman.
39 N What are the current challenges that the USG is currently facing? This is a very broad and open-ended question. Some risks have been identified in the Industry Day briefing; in most cases, the Government will determine evaluation criteria based on Risk.
40 N Is the intent for the USG to make this a SB set-aside for all locations or separating it into an IDIQ with Task Orders for each location/facility/or country?
See response to Item #33.
41 N
Para 2.2.10 states plans and reports and special pubs are non-proprietary. As such, will all bidders have access to samples of these documents in order to see what the Government has agreed to as being an acceptable format?
Although such documents produced by the contractor to support the program are non-proprietary, the Government typically does not share these with other Offerors. Contractor format is acceptable. Content acceptability will be determined by the Government upon submission of any plans, reports or special pubs by the awardee during transition and/or performance as applicable.
42 N
Para 3.17. Nuclear Surety Program. Based on the AFMAN 91-224 definitions, how does Broken Arrow and Bent Spear apply to GPMS? As for Dull Sword, does the Government identify the Nuclear Certified Equipment or vehicles that must be monitored under this program?
Only portions of AFMAN 91-224 are applicable. Nuclear Certified Equipment or vehicles will be identified.
43 N
Para 6.1.2. Builder: Government will provide web-based training. How long is this training and where or how would it be performed? Will training be done during transition or after contract start?
To take all 3 levels of BUILDER classes in AFIT should take about a week to two weeks and can be done during transition and after contract start. It is a computer-based training, so a user can go at their own pace. There will be some downtime between classes while exams are graded. The contractor will have to set up a Enterprise Canvas account to setup an Air University account and may have to pay to take the BUILDER classes and then be reimbursed by the Government.
AFIT has developed three levels of training for BUILDER™ access training: Level 1 training is required for Read-Only; Level 2 training is required for Assessor; and Level 3 is required for Data Manager. The completion of each previous level of training is required to advance to the subsequent level of training.
44 N
Para 6.1.2.2: Will the fully updated Builder database be provided to contractor at contract award to validate during transition?
At contract award the incumbent contractor may still have to add some assessments depending on their assessment schedule. If the new contractor has people that have BUILDER training, those people can apply for access.
45 N
Kuwait and Saudi Arabia are shown as WRM/GPMS locations but the PWS does not appear to show any existing Contractor Staffing. Would the Government confirm what requirements apply to those two locations?
The Government is still determining if PSAB, KSA will be on contract as a storage location.
AJAB, Kuwait is a storage/maintenance location and is staffed by contractor personnel.
