MEMORANDUM FOR POTENTIAL OFFERORS

SUBJECT: Solicitation FA4890-22-R-0051, 9AF(AFCENT) Global Prepositioned Materiel
Services (GPMS) Industry Day/General Information and One-on-One Sessions
1. HQ ACC AMIC will be conducting a virtual open forum briefing and one-on-one sessions on Wednesday, 19 October 2022 in order to share information on the Government’s requirement for 9AF(AFCENT) GPMS (the follow-on acquisition to the USAFCENT War Reserve Materiel (WRM) contract) and preliminary acquisition strategy, as well as to obtain industry feedback.
Industry day will be conducted virtually on www.Zoomgov.com. To best manage the virtual sessions, logins per company are limited to two (2) each for the open session and no more than four (4) each for one-on-one sessions. Note: Unlimited participants can be present in the room for the same login but we require that all participants be identified as requested in paragraph 5.f. below.
2. We will open the Zoom waiting room at 8:30 a.m. Eastern Time to manage participation and Industry Day will begin at 9:00 a.m. Eastern Time. The day will start with the Government’s briefing and will be followed by an open forum Q&A session. The rest of the day will be set aside for one-on-one sessions from 1 p.m. until 3:45 p.m. Eastern Time and all day the next day on 20 October 2022 (see Attachment 1 below).
3. During the group Industry Day session, the Government will provide information and respond to questions regarding the GPMS requirements and acquisition. Questions will be accepted at Industry Day; however, please submit as many of your questions as possible in writing prior to Industry Day. For all questions submitted in advance, please note whether you want them addressed during the open Industry Day session or during your private one-on-one session. All questions and the Government’s answers will be posted to www.sam.gov upon conclusion of the event without publicizing the point of origination. Questions and responses shall be used as part of the Government’s continuous information exchange in an effort to state the service requirements adequately and appropriately for GPMS. If an interested party believes its questions are proprietary, please annotate as such in the subject and body of your email so that your questions and the Government’s responses are not publicly discussed during Industry Day or posted to Sam.gov. See Attachment 2, FA489022R0051 9AF(AFCENT) GPMS Industry Day Question Template, for the submission of your questions. If you would like to submit questions, please send them via email to Anissa.Ross.2@us.af.mil and Veronica.Boston.2@us.af.mil no later than 3 p.m.

4. Following the group Industry Day session, individual conferences will be available for those offerors interested in conducting a virtual one-on-one session with the Government on Zoomgov.com beginning at 1 p.m. Each individual session will be 45 minutes and is available by appointment on a first-come, first-served basis. Offerors are requested to limit individual session discussions to 9AF(AFCENT) GPMS-specific contracting and program issues. The purpose of the one-on-one sessions is to answer questions and allow the government to obtain specific feedback from your company’s representatives. Marketing/capabilities briefings are not authorized during the one-on-one sessions.
5. For our planning purposes, please provide the following information if you are interested in participating in the open forum and/or a one-on-one session:
a. Name and address of company (include main telephone number and email, if any)
b. Cage code
c. Unique Entity Identification Number
d. Company size for NAICS 561210 (SBA Size Standard is $41.5M)
e. Company’s anticipated role in GPMS (prime or subcontractor)
f. Name of each individual attending, duty title, his or her contact number, and email address
g. Specify if attending open form and/or requesting a one-on-one session
6. All requests to participate in Industry Day and/or to schedule a one-on-one session must be submitted via email to Anissa.Ross.2@us.af.mil and Veronica.Boston.2@us.af.mil no later than 3 p.m. Eastern Time on Friday, 14 October 2022. Please use the title “[Company Name] – Industry Day Participants” in the email subject line.
7. We recommend that potential offerors periodically access SAM.gov for pertinent information.
The Sources Sought Synopsis, Market Research Questionnaire, draft Performance Work Statement (PWS) and appendices were posted on 22 September 2022, and the Government will post updates and other draft sections of the request for proposal (RFP) prior to the release of the solicitation to further facilitate discussions. The Government intends to continuously seek feedback on these documents and industry is highly encouraged to submit comments to email to Anissa.Ross.2@us.af.mil and Veronica.Boston.2@us.af.mil until the final solicitation is released.
