APPENDIX G
Level of Effort
1.0. General. The below reflect the required serviceability rates and or mission support process rates required for the GPMS program. These rates, when combined with the requirements of the PWS and applicable Appendices, should provide the information necessary to determine the estimated Level of Effort for the GPMS requirements. Unless otherwise specified for a specific functional area, rates shall be based on the serviceable assets (the numerator) divided by assets on-hand (the denominator). Assets that are deployed or in reconstitution shall not be included in the quantity of assets on-hand; once reconstituted assets are returned to a serviceable, stored configuration they shall be included in the equation.
1.1. Aerospace Ground Equipment (AGE): 95% Serviceability Rate
1.2. Basic Expeditionary Airfield Resources (BEAR): 95% Serviceability Rate
1.3. Fuels Support Equipment (FSE): 95% Serviceability Rate
1.4. Vehicles: 95% Vehicle-In-Commission Rate
Readiness Rate = Total OW Vehicles -VDP-VDM-LTI/Total OW Vehicles
Example:
VIC Rate = [2520(OW)-50 (VDP)-20 (VDM)-10 (LTI)]/2520(OW) Assigned = 97% VIC
Note: Round computations to the next whole number e.g. 89.3 shall be rounded to 89%; 89.7 shall be rounded as 90%.
Note: Vehicle Down for Parts (VDP); a.k.a. Non-Mission Capable Supply (NMCS) Vehicle Down for Maintenance (VDM); a.k.a. Non-Mission Capable Maintenance (NMCM) Limited Technical Inspection (LTI)
1.5. Tanks, Racks, Adapters & Pylons (TRAP): 95% Serviceability Rate
1.6. Medical Assets/Emergency Medical Support Systems (EMEDS): N/A
1.7. Force Protection (FP)/Security Forces (SF): 95% Serviceability Rate
1.8. Munition Materiel Handling Equipment (MMHE): 95% Serviceability Rate
1.9. Rapid Airfield Damage Repair (RADR): 95% Serviceability Rate
1.10. RED HORSE (RH) Equipment & Materiel: 95% Serviceability Rate
1.11. Containers: Container air/sea-worthiness certifications must be 100% current. Certification criteria are specified in applicable guidance; new containers, unless damaged, are typically certified for 5 years from manufacturing; after initial certification expires, inspections and re-certifications are typically required every 30 months. Containers must be fully emptied to perform the inspections.
1.12. Materiel Management:
1.12.1. Inventory Accuracy: 95% (monthly)
1.12.2. Date of Last Inventory (DOLI): 100% current
1.13. Outload: GPMS Contingency and Exercise Taskings shall meet the required Ready-to-Load Date (RLD), Port Cutoff Date (PCD), or Required Delivery Date (RDD). With the exception of retrograde taskings (e.g. assets tasked to return to depot), 100% of Contingency or Exercise Taskings are required to meet the designated RLD/PCD/RDD; only issues outside of contractor contract shall be acceptable exemptions.
1.14. Reconstitution: The contractor shall reconstitute assets to full serviceability within 60 days from return of assets to the storage location. Assets shall be inspected and accepted upon return, placed into reconstitution status, required parts ordered, and maintenance actions (e.g. Corrosion Control) scheduled. Only issues outside of contractor control (e.g. awaiting parts) shall exempt the contractor from the 60-day reconstitution requirement.
