Industry Day Questions to Industry
1. What contractual and/or program risks do you feel exist with this acquisition?
2. If we were to use a multi award IDIQ, what issues would that potentially cause for the contractor? Would this affect contract cost? How would industry divide task orders at the locations provided in the PWS to enhance efficiencies in performance?
3. If the Government awards a multiple award IDIQ and limits award to one task order per offeror, how would that affect industry?
4. If the Government awards a single “C” type contract for all AORs, how would that affect future competition in the industry? What if the Government awards multiple C type contracts vs a multiple award IDIQ?
5. If the Government awards one task order or C type contract for each MAJCOM where would you locate your PMO office?
6. What CLIN structure do you think is most beneficial to facilitate ease of billing/contract modifications?
7. Do you currently possess the required SECRET security clearance(s) or have the ability to obtain personnel with sufficient clearance and facility clearance before contract award?
8. In the event this acquisition remains as unrestricted, there will be a requirement for large business offerors to provide a small business subcontracting plan. What is a realistic small business subcontracting goal for large businesses to achieve? Please explain how you would set and meet your Small Business Subcontracting Goals for this program?
9. What is a reasonable page count for the proposal?
10. Do you expect any delays on obtaining worker Visas in the countries the contract PWS is located in? What is your experience with obtaining worker Visas in those countries?
11. Do you have experience working in the countries the contract specifies?
12. What type(s) of incentive contract for GPMS would better suit the government? Cost or performance incentives?
13. Would there be a way to measure saving money without jeopardizing the readiness of the equipment to enable measurable cost incentives for GPMS? Are there any requirements of the PWS that could be incentivized and/or achieved?
14. Are there any limiting factors / constraints within the PWS requirements that drive cost increases or inefficiencies? Could any areas be written more performance-based or, is no Award/Incentive Fee appropriate?
15. Do you think an Award Fee or Incentive Fee should be applied to this effort? Or, is no fee appropriate? Would there be enough performance measurements that performance incentives would be beneficial? For example, WRM maintenance up time/availability or Exercise responses?
16. Are there any requirements in the PWS that need to be more clearly defined? For example, there may be areas in the PWS that require the contractor to perform work “IAW Industry Standards.” For those areas, do you have a recommended standard or approach that should be included in the PWS to add clarity to the requirement to ensure mutual understanding of performance expectation(s)?
17. Are you missing any data to accurately bid the effort posted on FedBizOps?
18. How much time is adequate for the transition period?
19. What do you think is a sufficient proposal preparation time (i.e., 30 days, 45 days, etc.)?
20. How does your company sustain a Data Management System (DMS) for the life of the contract?
21. Is there a limitation on the number of Government user/number of seats within the DMS?
22. What information would be required for you to price the cost reimbursable line item for Port, Handling & Inland Transportation (PHIT)?
23. Are the evaluation factors that the Government is considering appropriate for the effort? Do you have any suggestions to clarify / improve?
24. Do you think a site visit or multiple site visits is/are beneficial?
