AERIAL TARGETS II O&M RECOMPETE
SOLICITATION FA4890-14-R-0012
On 1 Aug 14 ACC AMIC posted a draft RFP and requested questions/comments from Industry.
Below are the questions received from Industry and the Government responses.
1. Draft PWS Section D, paragraph 1.2 on page 87 of 91 states “Phase-In/Out Plan.
Submit a Phase-In and Out Plan for CO review and approval prior to transition start date
IAW CDRL A004” But on the other hand, Draft RFP 10-DRAFT CDRL A004 DD1423 says “Note: Items 4, 9, 10, 12, and 13 apply to all activities.” And those notes say “(10, 12,
13) Contractor to submit first drafts exactly 60 days after commencement of contract start.
Review the plan annually for currency, and if needed, resubmit to the Government any desired changes for acceptance of items -01 through -12. If rejected, the contractor shall revise and resubmit the document within 10 working days after receipt unless otherwise directed by the CO.” The PWS and CDRL requirements seem to conflict and have different due dates for the Transition/Phase-In Plan CDRL A004-12. Please provide an exact date the Transition Phase in Plan is initially due to be submitted.
Government Response: Phase-in/transition plan included in your proposal will be considered your first submittal. Changes/updates to Transition Plan shall be submitted no later than 28 Jul 15 for CO review and acceptance or within five (5) days after contract award whichever occurs first.
2. Draft PWS Section D, paragraph 1.2.1.2 on page 87 of 91 states “The phase-in
(transition) will be the 60 days preceding Contract Start date of 1 October 15 (1 August 15
- 30 Sep 15). The Contractor shall submit a complete set of instructions/procedures as required NLT 30 days prior to contract start.” On the other hand, Draft RFP 10-DRAFT
CDRL A004 DD1423 says “Note: Items 4, 9, 10, 12, and 13 apply to all activities.” And those notes say “(10, 12, 13) Contractor to submit first drafts exactly 60 days after commencement of contract start. Review the plan annually for currency, and if needed, resubmit to the Government any desired changes for acceptance of items -01 through -12.
If rejected, the contractor shall revise and resubmit the document within 10 working days after receipt unless otherwise directed by the CO.” The PWS and CDRL requirements seem to conflict as have different due dates for the complete set of instructions/ procedures CDRL A004-02 [Operating Instructions] and A004-03 [SOPs]. Please provide an exact date the complete set of instructions/procedures is initially due to be submitted.
Government Response: CDRL A004, -01-11, will require submittals NLT 12 Sep 15.
(45 days after transition start).
3. Section L, Attachment 1, Past Performance Information (PPI) Contract Reference
Sheet. Attachment 1 is provided in 10 point font; is it correct to assume our response in completing the form should also be in 10 point font?
Government Response: Yes. Times New Roman, 10-point font should be used, as long as your PPI response does not exceed five pages for each PPI.
4. Section L-8.1 (2) Past Performance Summary and L-8.1.1 Summary. Page limit for summary is set at “not to exceed two (2) pages”. Does this exclude the required PPI relevancy matrix?
Government Response: No. The relevancy matrix should be part of the two-page response to the Past Performance Summary called for in Section L-8.1.
5. Section L-8.1.2, page 123 states “Submit a minimum of two (2) and a maximum of five
(5) references; two (2) of the references should be provided on the Offeror (prime), if available. The remaining three (3) references may be provided for subcontractors….”
This seems to indicate that only two (2) references can be submitted by the Offeror
(prime). Is this correct, or can more than two (2) references be provided by the Offeror
(prime) as long as the maximum for the Team does not exceed five (5)?
Government Response: The latter statement is correct. More than two references may be submitted by the offeror for the prime. The total number of references between the prime and subs for the offeror’s team should not exceed five (5) references.
