AERIAL TARGETS II O&M RECOMPETE
FA4890-14-R-0012
On 1 Aug 14 ACC AMIC posted a draft RFP and requested questions/comments from Industry.
Below are the questions received from Industry and the Government responses.
1. Industry Question: PWS page 77, Section B, 1.6 Services Summary Table, row labeled number 2. In order for bidders to understand the probability of meeting the Performance
Standards listed on page 77 and in order to understand the probability of exceeding the
Critical Standards as listed in the Appendix F, page 4, para 4.1.2 table, please provide historical data showing how often the performance met or exceeded these Government established standards/criteria.
Government Response: Disclosure of actual historical data of the current contractor is considered proprietary information. However, the Government is certain established performance standards on page 77 are attainable every month with an effective management approach for accomplishing program requirements. The Critical Standards found in App F, page 4, para 4.1.2, are also attainable, but should be expected to be more challenging. Two of four Critical Standards should be reached routinely with very effective management of adequate resources; however, the remaining two should be expected to require superior management methodologies.
2. Industry Question: App F, Incentive Award Fee Plan. Para 2.3 states “Unilateral changes may be made to this plan if the Contractor is provided a modification no later than
15 days before the start of the upcoming evaluation period. If less than 15 days, then changes will be by a bilateral contract modification between Government and Contractor.
Changes affecting the current evaluation period will also be by bilateral contract modification between Government and Contractor.” Please clarify the Government’s thoughts on how and when the Government might make unilateral changes to the incentive fee plan.
Government Response: Typical unilateral changes to App F, Incentive/Award Fee Plan, may include the following situations: Government assigns a Special Interest Item and percentage of up to 20% of earned PI (value) for the next period. Government determines the “change” is in the best interest of the Government.
3. Industry Question: CDRL A004 states these plans should be reviewed annually, which is generally understood to be on a yearly basis. However, several (-2, -3) state in the PWS they are to be reviewed every 2 years. Can the government clarify expected review timeframes for all A004 CDRLs.
Government Response: All contractor-generated Plans, Operating Instructions , and
Operating Procedures for CDRL A004 will be reviewed every 2 years. Appendix B, CDRL A004, DD Form 1423, page 1, block 12 will be changed in a future update to the
RFP or upon official opening of the RFP to read: "See Block 16"
4. Industry Question: CDRL A0012 DD1423 posted on FBO is the CDRL document
A0011. Will the government please post the CDRL A0012 DD1423?
Government Response: CDRL A012, Incident Report, was posted to FedBizOpps on 5 Sep
14.
5. Industry Question: DRFP Section L states: “L-5.4.3 Pages Not Included in Page Count.
The organizational chart and acronym list will not be included in the page count.” In general, a proposal organizational chart refers to a company or team organization, however, Section L-7.4.1.3 describes an organizational chart as being a staffing list, functional statement and timeline for each position. Will the government please clarify which organizational chart will not be page counted, or confirm that the organizational chart that will not be page counted is the one listed in section L-7.4.1.3?
Government Response: The organizational chart and acronym list under paragraph L-5.4.3 will not be included in the page count. However, the organizational chart under paragraph
L-7.4.1.3 will be included in the page count as it will be evaluated as part of the Transition
Plan.
6. Industry Question: DD1423 CDRL instructions state reporting is to be submitted “days after commencement of contract start.” We are not clear if this is referring to the actual contract start date of 1 Oct 15, or if the phase in period that starts 60 days prior (1 Aug 15) is included in this time frame. Can the government please clarify this?
Government Response: Appendix B, CDRL A004, Form 1422, page 2, block 16 the second paragraph will be changed in a future update to the RFP or upon official opening of the RFP to read as follows: "(10,12,13) Contractor shall initially submit documents NLT
45 days after start of phase-in/transition period for Government review and acceptance.
If rejected, the contractor shall revise and resubmit the document within 10 working days after receipt unless otherwise directed by the Contracting Officer. Review the documents developed IAW this CDRL every 2 years on the anniversary month of the publications effective date for currency, and if needed, resubmit to the Government any desired changes for acceptance. Document and track this review process."
7. Industry Question: PWS, Section D, 1.2.1.2.Schedule states “The phase-in (transition) will be the 60 days preceding Contract Start date of 1 October 15 (1 August 15 - 30 Sep 15).
The Contractor shall submit a complete set of instructions/procedures as required NLT 30 days prior to contract start. The Government will ensure essential ground training, instructions, sorties, and equipment are available for this purpose. The Government may consider reducing operational requirements as necessary to achieve an orderly training transition.” Will the Government please clarify which instructions/procedures they are referring to?
Government Response: PWS, Section D, Paragraph 1.2.1.2 will be changed in a future update to the RFP or upon official opening of the RFP to read as follows: “The phase-in
(transition) will be the 60 days preceding first contract performance period of 1 October 15
(1 August 15 - 30 Sep 15). The Contractor shall submit a complete set of instructions/ procedures IAW with CDRL A004 NLT 45 days after start of phase-in/transition period.
The Government will ensure essential ground training, instructions, sorties, and equipment are available for this purpose. The Government may consider reducing operational requirements as necessary to achieve an orderly training transition.”
8. Industry Question: The CDRL Labeled CDRL A012 is actually A011 when you open the file.
Government Response: A revised CDRL A012 was posted to FedBizOpps on 5 Sep 14.
9. Industry Question: PWS 2.2.4 Management Plan references the Strike Contingency
Plan in A003. But PWS 2.6 and the DD Form 1423 for A004 show it called for in A004-04.
Please clarify.
Government Response: The Strike Contingency Plan shall be IAW CDRL A004-04, PWS paragraph 2.6. The strike plan reference in paragraph 2.2.4 will be removed.
10. Industry Question: PWS page 57, Section 3.4.4.4 Ground Operations Support Level of
Efforts table. Please verify the FSAT Manned Flyers number under the column titles
CLIN 5 (HAFB) Para 3.4.4.1.3, 3.4.4.2.2 shows 50 sorties. Para 3.4.4.1.3 states “Provide a maximum of 12 manned FSAT sorties per week, up to a maximum of 40 manned sorties per month and 400 (an additional 30 optional as specified in Paragraph 3.4.4.4 and CLIN
X005) manned sorties per year.” Please clarify if the correct number (30 or 50).
Government Response: There will be an option for an additional 25 manned sorties at
Holloman AFB under CLIN X005 (16 manned sorties for CLIN 7005, if exercised) and an option for an additional 50 manned sorties at Tyndall AFB also under CLIN X005
(25 manned sorties for CLIN 7005, if exercised) as specified in paragraph 3.4.6. Ground
Operations Support Level of Efforts.
11. Industry Question: General. What is the average sortie duration for the QF-4? What is the average sortie duration for the QF-16?
Government Response: Average sortie duration for a QF-4 and QF-16 is 1.3 hours.
12. Industry Question: General. In order to determine staffing levels, it is important to know the estimate number of flight hours? What is the historic annual flight hours at
TAFB and HAFB for the last 3 years?
Government response: The flight hours can be extracted from the provided workload data.
Appendix K, Paragraph 2.1 has the cumulative and monthly QF-4 flight hours for FY11, 12
&13 for both Tyndall AFB and Holloman AFB.
13. Industry Question: What is the Government’s estimated annual number of flight hours at TAFB and HAFB for each year of the new contract?
Government response: The workload data provided is based on a current contract requirement of 800 annual sorties at Tyndall AFB and 420 at Holloman AFB. The new requirement in this solicitation is 945 annual sorties (not flight hours) at Tyndall AFB and
420 at Holloman AFB.
14. Industry Question: The following Technical Orders contained the scheduled inspections requirements for the F-16C/D and F-16A model series.

Technical Order 1F-16(Q)-6-11-WA-1, SCHEDULED INSP AND MAINT
REQUIREMENTS (BOEING) contains scheduled inspection requirements for the
QF-16 model series. The maintenance times provided in the QF-16 manual are dramatically less than the times in the F-16 manuals.
a. Are the scheduled inspection requirements provided in QF-16 manual in addition to the requirements in the F-16 manuals?
Government Response: T.O. 1F-16(Q)-6-11-WA-1 does not exist. The correct reference is T.O. 1F-16(Q)A-6 and it identifies additional or supplemental (drone specific) inspection requirements to the basic model/block F-16 dash 6 T.O. The following data is used in conjunction with the 1F-16(Q)A-6:
-- T.O. 1F-16A-6-21 is for A Model Block 15s
-- T.O. 1F-16C-6 is for C Model Block 25s
-- T.O. 1F-16C-6-11 is for C Model Block 30s
Also, please note error in the references listed in the introduction of T.O. 1F-16(Q)A-6, page iii. T.O.s 1F-16A-6 and 1F-16C-6-21 were erroneously listed and T.O. 1F-16C-6 is not referenced. A change request has been submitted to delete/add the correct references.
b. Are the scheduled inspection requirements provided in QF-16 manual to be used instead of the requirements in the F-16 manuals? Or should we assume the scheduled maintenance requirements in QF-16 manual be performed for NULLO and the requirements in the F-16 manuals be performed for MANNED?
Government Response: No, 1F-16(Q)A-6 identifies additional or supplemental (drone specific) inspection requirements to the basic model/block F-16 dash 6 T.O. Both manuals are applicable and will be followed when drones are manned or un-manned
(NULLO) status.
15. Industry Question: The bidders library contained no IMDS data. This information will assist bidders in determining the staffing requirements based on actual work data captured in IMDS. Please provide the total hours worked in each work center for fiscal years 11, 12 and 13. In this way, bidders can assess the work center data against the fiscal year flight hours already provided by the government.
Government Response: The government will not provide the current or estimated man-hours. The expectation is for the offeror/contractor to thoroughly formulate all workload requirements utilizing information provided in the PWS, Appendix K Workload
Data, and Bidders’ Library.
16. Industry Question: Appendix I, Figure 2, Typical FSAT Maintenance Flow in the
SAFE section refers to an ATP to be performed. The scope of work for the maintenance provider in regards to the ATP is not clear.
a. Please define the scope of work for the maintenance provider in regards to the ATP.
Government Response: The ATP was changed in PWS paragraph 3.1.2.2.4 from “ATP” to “Pre Mission Test (PMT)”. A PMT shall be performed IAW T.O. 1F-16(Q)A-2-96JG-
00-1.
b. The same section refers to “and SAFE flight”. What is the scope of work for the maintenance providers in performing SAFE flight checklist?
Government Response: SAFE Flight Checklist is an operations driven and performed requirement and does not affect the maintenance activity. The scope of the maintenance personnel during SAFE flight activity is to prepare the aircraft for launch, recover and post flight as a typical scheduled sortie.
c. In the same figure, the MANNED section and DRONE section, refer to a 200 hr service life Block 15 however in the 1F-16A-6-21-WA-1, Rev 22 (digital), SCHEDULED
INSP AND MAINT REQUIREMENTS (LOCKHEED MARTIN) and 1F-16(Q)-6-11-
WA-1, SCHEDULED INSP AND MAINT REQUIREMENTS (BOEING) states that the interval is 300 hrs. Is the 200 hr. service life unique for this program and if so are the scheduled inspection requirements different than the 300 hr. provided in the manuals?
Government Response: The service life is IAW the 1F-16(Q)A-6. Below is an excerpt:
SERVICE LIFE: DEFINED AS THE POINT AT WHICH, BY PERIODIC
OR ISOCHRONAL CYCLES, AN ENGINEERING AUTHORITY HAS
DETERMINED AN AEROSPACE VEHICLE HAS REACHED ITS
OPERATIONAL LIMIT AND NEEDS TO BE DISPOSED OF OR
EXTENDED THROUGH HISTORICAL DATA. BLOCK 15 AIRCRAFT
ARE REGENERATED FOR A 200 HOUR SERVICE LIFE. BLOCK 25
AND BLOCK 30 AIRCRAFT ARE REGENERATED FOR A 300 HOUR
SERVICE LIFE.
All applicable hourly (and calendar) inspections IAW T.O. 1F-16A-6-21 & 1F-16(Q)A-6 up to 200 hours apply for the block 15s. All applicable hourly (and calendar) inspections
IAW 1F-16C-6 & 1F-16(Q)A-6 up to 300 hours apply for the block 25s. All applicable hourly (and calendar) inspections IAW 1F-16C-6-11 & 1F-16(Q)A-6 up to 300 hours apply for the block 30s. See PWS, Appendix I, Fig 2, Typical FSAT Maintenance Flow: Block
15s will be configured for NULLO at about 50 hours prior to reaching the end of its 200-hour service life; Block 25/30s will be configured for NULLO at about 50 hours prior to reaching the end of its 300-hour service life.
