Industry Day Questions- Primary Training Ranges
FA4890-11-R-0012
1. Will historical workload data be available?
a. Will historical workload data for all PTR sites at the Technical Library at Snyder TX?
b. If not, where will this data be located since it critical in developing a Fixed Price cost proposal?
GOVT ANS: All historical data available will be posted on Fed Biz Ops.
2. During the 1-on-1’s Mr. Dean said the currently Air Force reporting systems did not often accurately reflect systems conditions when there were multiple subsystems.
a. How are bidders to know the real status of systems to estimate the Fixed Price labor needed to support them and perform corrective maintenance they may inherit with a new contract?
b. What is the Air Force’s plan and timetable to provide this data for pricing the Fixed Price labor?
GOVT ANS: The government has had system uptime rates reported independently of IDMS/CAMS . Uptime rates will be posted to Fed Biz Ops.
3. Reference Slide #21 Major Bullet #4 sub-bullet #1 stated there were “7 different CBAs” on Aug 31 there were 6 not 7 different site CBA’s posted to FBO. Please clarify the reference to 7 different CBAs.
GOVT ANS: All 7 CBA’s were posted on 30 Aug. The Poinsett CBA is titled “package” in its main title but the sub title is “ 2010 Poinsett Bulldog CBA Final”. The other CBA’s are titled with “CBA” in their title.
4. Reference Slide #21 Major Bullet #5 sub-bullet #1 on Item Unique Identification (IUID) Registry. In the 1-on-1 it was commented by the Government that full process have not been established yet.
a. Given the labor cost and LOE involved in implementing IUID, will this be made a CR item or will it be part of the FFP bid?
b. Is there any Air Force projected time line yet that may cause IUID to be part of the initial PRT technical and pricing proposal?
GOVT ANS: Currently The Government is not marking "legacy" equipment with an IUID (Legacy - equipment that is already in the possession of the contractor). The Government is identifying all equipment with a value of >$5000 and loading that equipment in the UID Registry with a "virtual" UID (virtual- the contractor makes up a UID and assigns it to a piece of equipment to identify it in the UID Registry. The actual piece of equipment is not marked). UIDs are constructed IAW standard procedures on the UID website.
If the contractor has to acquire new equipment under the contract, they can have selling vendor mark the asset prior to delivery. This will alleviate the contractor from purchasing equipment to mark his items.
All contractors with the UID requirement should have they UID account already established.
5. Reference Slide #24 Major Bullet #3 Locations Sub-bullet #2 RIIS, the dates 31 Oct – 2 Nov is shown.
a. Is this just a week place holder or does the Air Force actually plan on have multiple days for the site visit at the RIIS? Please clarify for site visit planning and travel scheduling.
GOVT ANS: There will only be one day. Mondays, Wednesdays, and Fridays for all visits will be travel days.
6. In the Industry Day briefing, when slides #33 and #34 were being discussed, Captain Smith made a reference to a DOD Acquisition Procedure Table 1-2 dated July 2011. Can you provide more information on the exact document this table is located in, i.e. document number?
GOVT ANS: You can reference DFARS PGI 215.3, Source Selection which has a link that will take you to the DOD Source Selection Procedures. The link is http://www.acq.osd.mil/dpap/policy/policyvault/USA007183-10-DPAP.pdf
7. Reference Slide #35 the definition provided for Relevant Experience states “operation and maintenance and support for bombing AND gunnery AND electronic combat training ranges at a DOD location.”
a. Please clarify as written to be relevant the bidder must have all three (bombing, gunnery and ECR) experience.
b. Please clarify as written to be relevant the bidder may have this experience with a DOD range that is not an Air Force asset, is that correct?
GOVT ANS: Bombing and Gunnery is considered to be a single category . Bombing and Gunnery, and EC training range experience is required. Any DoD experience is relevant that meets the Bombing and Gunnery, and EC training range experience.
8. Reference Slide #36 Major Bullet #3 Sub-bullet #2 “Maximum of 3 reference for major or critical subcontractor(s)”
a. What is the definition of major subcontractor? Is it an annual or total dollar amount, percent of direct labor or some other criteria? Please clarify so teaming this can be addressed in teaming discussions.
b. What is the definition of critical subcontractor? Is it an annual or total dollar amount, percent of direct labor or some other criteria? Please clarify so teaming this can be addressed in teaming discussions.
GOVT ANS: The Major and Critical Subcontractors will be part of the offeror's approach and the Government does not intend to dictate what is a Critical or a Major Sub.
9. Reference Slide #38 Evaluation Process
a. Where is the Independent Government Estimate (IGE) fit in the Evaluation Process diagram shown?
GOVT ANS: The IGCE is a tool used to help evaluate price reasonableness and is used during all three evaluation phases(Initial, Interim, Final).
10. Because the terrain is so significantly different at Dare County Range and this affects the equipment used and the operational and maintenance processes and procedures, recommend that a Site visit be permitted at Dare County so bidders can observe firsthand the ground conditions and unique environmental/vegetation/water table impacts on operations. This range is unique among PTR ranges.
GOVT ANS: The government can arrange for a site visit at Dare County.
11. Because of the distances involved, the conditions of the local infrastructure that the contractor must operate in, and to obtain an understanding of these impacts on bidding the Fixed Price contract, recommend a site visit be permitted for Saylor Creek/Juniper Butte and associated remote target areas.
a. To ease the strain on AMIC and the ACC/A3AR offices, an approach that was used on the old ECR site visits in the mid 90’s could be employed again where a 2 week window was established and the contractors showed up at a pre- arrange date and time coordinated time individually to observe the range with the local range personnel.
GOVT ANS: The government feels current amount of visits is sufficient. The Holloman visit will demonstrate remoteness of separated range areas and give and appropriate example for bidding purposes.
12. In a Review of TE-2 Work Load and TE-6 GFE there are several inconsistencies. For example TE-2 for Dare County in paragraph #6 lists 5 GFE vehicles (2-ARGO Buffalos, 2-Kawawa 4x4, 1-T300 Bob Cat compact loader) but in TE-6 for Dare County there are 9 GFE vehicles listed and several are not in TE-2 such as front end loader JD655, Excavator 120, 5 ton dump truck and others.
GOVT ANS: Thank you for pointing out this oversight. TE-2 will be updated to reflect these assets. We will review other locations for completeness.
13. With regards to Saylor Creek/Juniper Butte, are there any contractor requirements for target arrays (set up, movement, replacement, heating), structures, or other taskings outside the perimeter of either Saylor Creek or Juniper Butte ranges?
GOVT ANS: There are no drop targets listed as ND in TE-2 under targets to be maintained. We will review the SOW to ensure these locations are better highlighted.
