4. We understand there may have been concerns with the stability or consistency of the communications connectivity for the various sites. Can you elaborate?
Govt Ans:
The concerns with communications are with Electronic Combat operations. These locations have systems that are remote from the main operating site and connectivity has been limited to rural phone connectsions. As more modern systems are developed the bandwidth requirements exceed phone capability. The government has this action to solve and the solution to the issue is not a responsibility of the PTR contractor.
5. What are the minimum data rate requirements to support the scoring systems?
Govt Ans:
There are multiple minimum data rate requirements. It is the governments responsibility to provide the communication requirements to ensure each system can meet its minimum requirement.
6. What are the concerns to support the RIIS?
Govt Ans:
Our only concern at this point is reliable NIPRNET/SIPRNET communications.
7. How important is health and safety on the PTR? Would the GOV desire this program operating at the highest level of safety standards, the OSHA Voluntary Protection Program (VPP)?
Govt Ans:
Health and safety are always important while operating on government installations. Being that the PTR Contract is performance based, the government cannot require the contractor to use any specific health and safety approach other than it must meet OSHA and in some circumstances AFOSH requirements.
8. Best Value doesn’t really appear to be a “best value” approach. It seems that anything offered by a contractor that is above the minimally “technically acceptable” is not a bonus?
Govt Ans: Correct, LPTA is acceptable or unacceptable however, it still falls under the best value continuum.
9. Small Business/set aside- previous award was a small business/set aside. Is there any reason, you can give as to why this one would not be one?
Govt Ans: We have not finished making a determination or received approval for small business set-aside. The only reason the government would not go small business is if there was not adequate competition or Small business was unable to perform the requirement.
10. Bidders library-are there any costs associated with obtaining copies?
Govt Ans: The contractor is responsible for providing paper.
11. Obsolete parts for older equipment:
a. any plans?
Govt Ans: All of the threat systems being maintained on contract have depot support . All obsolete part issues are handled by the depot. The contractor may provide technical advise to the depot, but is not responsible to provide a solution.
b. will there be a listing?
Govt Ans: No
c. was there an upgrade done on the TRTG(VPQ-10??)
Govt Ans: No
d. JTE- When was/will it be fielded?
Govt Ans: Current plan is to have JTE operations at Poinsett as part of this work effort in FY13. Snyder and Belle Fourche are tentatively scheduled for FY16 and FY17 respectively. Plans for Snyder and Belle Fourche are not finalized at this time. Any additional JTEs placed on the contract other than Poinsett will require contract negotiation.
