4. We understand there may have been concerns with the stability or consistency of the communications connectivity for the various sites. Can you elaborate?
Govt Ans:
The concerns with communications are with Electronic Combat operations. These locations have systems that are remote from the main operating site and connectivity has been limited to rural phone connectsions. As more modern systems are developed the bandwidth requirements exceed phone capability. The government has this action to solve and the solution to the issue is not a responsibility of the PTR contractor.
5. What are the minimum data rate requirements to support the scoring systems?
Govt Ans:
There are multiple minimum data rate requirements. It is the governments responsibility to provide the communication requirements to ensure each system can meet its minimum requirement.
6. What are the concerns to support the RIIS?
Govt Ans:
Our only concern at this point is reliable NIPRNET/SIPRNET communications.
7. How important is health and safety on the PTR? Would the GOV desire this program operating at the highest level of safety standards, the OSHA Voluntary Protection Program (VPP)?
Govt Ans:
Health and safety are always important while operating on government installations. Being that the PTR Contract is performance based, the government cannot require the contractor to use any specific health and safety approach other than it must meet OSHA and in some circumstances AFOSH requirements.
