Industry Day Questions
FA4890-11-R-0012
Q1) Will the PTR procurement consider only past performance on military owned ranges or will it consider other ranges and work similar in size, scope, and complexity?
GOV ANS: The past performance criteria for relevancy will be for DoD Ranges.
Q2) Will the PTR procurement consider using a best value evaluation vice LPTA?
GOV ANS: This source selection will be LPTA which falls under the best value continuum.
The incumbent has an advantage as the existing fleet of vehicles are already paid off under the current contract. Providing plug numbers for the proposal will level the playing field.
Q3) Will the government provide plug numbers for vehicle leases?
GOV ANS: There will be no plug numbers for vehicle leases.
Q4) Will the PTR contract be a full and open or Small Business set-aside procurement?
GOV ANS: The government is still waiting on approval of the determination.
Q5)What of this MIS is considered GOV property and will be made available to the winning Contractor? In particular, are the databases and data they contain considered Government property or AhnTech property?
GOV ANS: No part of the current GIS is considered to be Government Property.
Q6) Site Visits: Our understanding is that Holloman Range is a Class B range. Dare County and Grand Bay Ranges are both Class A ranges. Would ACC consider adding Grand Bay Range as a site visit? If not adding, recommend ACC consider Grand Bay Range ILO Holloman Range. Avon Park is also unique in that it is mostly Airfield Operations in addition to the typical AFI 13-212 RCO work. Would be very beneficial for bidders to have greater understanding of Avon Park O&M?
GOV ANS: The Government does not intend to visit Avon Park or Grand Bay do to funding constraints.
The Grand Bay CBA ends JAN 2012. This is at about the expected time we submit our proposals. Only AhnTech will know the nature of the new CBA at time of proposal submission, giving an unfair advantage in pricing, a critical concern on a LPTA FFP bid. The Holloman CBA ends in JUL 2012. This will be after proposal submission but before award announcement. The incumbent again has an advantage in this situation.
Q7) How will ACC mitigate these risks to non-incumbent bidders?
GOV ANS: If/When new CBAs are posted offerors will be afforded the opportunity to adjust pricing volumes even after the RFP closes. The latest CBAs will be posted via an amendment on FBO up until Final Proposal Revisions are due.
